Jeff Landry celebrated a political win Thursday as he signed into law sweeping tax measures passed by lawmakers that include reducing the individual income tax to 3%, cutting corporate taxes and raising the state sales tax. He also approved an array of proposed constitutional changes to go before voters in March. “Y’all have instituted generational change,” Landry said of a bipartisan group of lawmakers standing beside him at the Capitol in Baton Rouge. “They opened the door for a new era here in Louisiana, an era where every working citizen in this state gets to keep more of their hard-earned money.” Landry, a Republican, said the measures will provide $1.3 billion in income tax cuts for Louisiana residents as well as nearly triple the standard individual deduction and double deductions for seniors. The income tax rate was 4.25% for people earning $50,000 or more. Republicans said the measures will help stanch outward migration from the state. To pay for the bulk of the tax cuts, Landry approved increasing the state sales tax to 5% for the next five years, after which it will drop to 4.75%. It previously stood at 4% with a temporary 0.45% increase set to expire next year. Landry also agreed to redirect $280 million in vehicle sales tax funds earmarked for several major infrastructure projects to help pay for the tax cuts over the next two years. Louisiana also eliminated the 0.275% corporate franchise tax. His appointees may offer clues to what happens nextFraud charges filed after college hoops team is forced to cancel Bahamas tripBy Matt Bracken December 5, 2024 Private-sector tech leaders told House lawmakers Thursday that the Cybersecurity and Infrastructure Security Agency’s secure-by-design push may benefit from more of an incentive structure, but poorly trained developers remain “a real problem” for the nearly two-year-old initiative. The four witnesses testifying before the House Homeland Security Subcommittee on Cybersecurity and Infrastructure Protection all characterized CISA’s voluntary secure-by-design pledge as a net positive that has resulted in significant industry-wide progress. The question posed by subcommittee Chair Andrew Garbarino, R-N.Y., and ranking member Eric Swalwell, D-Calif., was how the initiative could level up and better enhance cybersecurity across more U.S. sectors. Shane Fry, chief technology officer at RunSafe Security, acknowledged that CISA’s secure-by-design program — which now counts over 250 companies as signees — “is making a lot of waves.” But there’s a missing piece, Fry said, in limiting the program to IT systems and not addressing operational technology device manufacturers. “Let’s work with Congress and find a good way, or CISA to find a good way, to incentivize these companies to actually secure their systems,” Fry said. “Because I think limiting it to just IT systems is a little bit short-sighted.” Fry also spoke up for incentivizing the development of safety-certified tooling for memory-safe languages. Memory safety vulnerabilities, Fry said, account for roughly 70% of vulnerabilities in critical infrastructure and frequently have the highest severity ratings. Rewriting software with memory-safe languages is part of a CISA-recommended strategy to reduce entire classes of vulnerabilities, one of seven pillars in the agency’s secure-by-design pledge . But reaching the lofty goals spelled out in that pillar is the most difficult for companies to achieve, according to Jim Richberg, head of cyber policy and global field CISO at Fortinet. A former Office of the Director of National Intelligence official during the George W. Bush and Barack Obama administrations, Richberg said the elimination of whole classes of vulnerabilities “was intended as the stretch goal for companies like Fortinet and Google. ... Even for big companies, it’s going to take us a long time to knock off all of those.” Heather Adkins, Google’s vice president for security engineering, agreed with Richberg and Fry on the vulnerability pillar as the toughest goal to meet. Though Google has more resources than anyone, the tech giant still relies on some third-party and open-source software. Adkins said that if companies want to better address entire classes of vulnerabilities, there has to be a change in “the way developers work.” “We don’t have any control over how that [open-source] software is developed,” she said. “We’ve had to spend a lot of time really innovating in that space to make sure that the way we write code is safe.” Google expects its work with generative AI to help mitigate that issue, Adkins said. But that may not be an option for other software companies due to a lack of resources and an ill-equipped workforce. Srinivas Mukkamala, an Ivanti alum who serves on the New Mexico Institute of Mining and Technology’s board of regents and as an independent board member of El Paso Electric Company, said it’s too early to tell if machine-generated code will be good or if it will create a new class of weaknesses and vulnerabilities. At the same time, having a human involved in the writing of code has obvious shortcomings. “Most of our developers today are not trained in software security. That is a real problem,” Mukkamala said. “And the other thing that’s also causing a real issue is [that the] majority of the software is actually built offshore” by developers that aren’t trained in best security practices. Conducting exhaustive audits and identifying and replacing legacy systems with secure-by-design products should be a top priority, but multiple witnesses noted that smaller, under-resourced municipalities are at a severe disadvantage. “That’s where advocacy and potentially funding at the state and federal level can help those smaller municipalities get to secure systems today,” Fry said. “And the faster we can get vendors to do secure-by-design and solve some of these problems today, the faster that funding can be effective.” Whether CISA’s secure-by-design initiative remains an agency priority appears to be an open question heading into the Trump administration. Garbarino said the agency has been a “trusted partner” to the subcommittee and he would miss working with outgoing CISA Director Jen Easterly. Swalwell said secure-by-design “is just one example of the many vital projects that CISA carries out. Efforts in the next administration to weaken or abolish CISA could have devastating impacts on our national security, and I hope that we can continue to work as we have this Congress under the chairman’s leadership, in a bipartisan way to support this vital agency.”

As science continues its evolution, discoveries and technologies can act like a master key that open doors leading to novel advancements. Artificial intelligence is one such key, making innovations possible by solving complex problems, automating tasks and enabling research that would have been impossible, or very time-consuming, without it. Mohammad Hosseini But do we want to do research on all topics, and shall we try the AI master key on every door? To explore this question, let’s consider the use of AI by genomics experts as an example. In recent years, genomics experts have added unbelievable depth to what we know about the world and ourselves. For example, genetics researchers have revealed facts about when certain animals and plants were domesticated. In another example, researchers used DNA from 30,000-year-old permafrost to create fertile samples of a plant called narrow-leafed campion. Importantly, genetic engineering has facilitated extraordinary advances in the treatment of complicated conditions, such as sickle-cell anemia. Thanks to AI, we are witnessing a dramatic increase in the pace and scalability of genomic exploration. But given the risks and possible consequences of AI use in science, should we rush headlong into using AI in all kinds of projects? One relevant example is research on Neanderthals, our closest relatives, who lived about 40,000 years ago. Neanderthals have been studied for several years now through genetic investigation of their fossils and their DNA. Genetic engineering can potentially use ancient DNA and genome editing methods to re-create a Neanderthal or aspects of a Neanderthal’s genetics and physiology. To do this, scientists could start by figuring out the DNA sequence of a Neanderthal by comparing it with the DNA of modern humans, because they are closely related. Then, scientists could use the gene-editing tool known as CRISPR to swap out parts of human DNA with Neanderthal DNA. This process would require a lot of trial and error and might not succeed soon. But based on what we know about genetics, if something is possible, AI can help make it happen faster, cheaper and with less effort. Scientists are excited about these developments because they could facilitate new discoveries and open up many research opportunities in genetic research. With or without AI, research on Neanderthals will proceed. But the extraordinary power of AI could give the final push to these discoveries and facilitate this kind of resurrection. At that point, the scientific community must develop norms and guidelines about how to treat these resurrected beings with dispositions very similar to humans. We would need to carefully consider their rights and well-being almost in the same way as when humans are involved and not as research subjects or artifacts of scientific curiosity. These ethical issues are discussed in more detail in a new paper published in the journal Nature Machine Intelligence. A more holistic question to consider is: Should we prioritize the use of resource-intensive AI, researchers’ time and public funds to resurrect extinct beings? Or should we invest these resources into conserving species that are critically endangered today to prevent biodiversity from more degradation? Watt, Cleveland’s Myles Garrett, and divisional foe in Las Vegas’ Maxx Crosby. Taking the top tackle off the board with the No. 5 pick has paid dividends, especially at the beginning of the season when the offense primarily relied on the run game. Chargers Eventually Fill Needs Following Alt After the Los Angeles Chargers selected Alt, Hortiz and Harbaugh were hoping to see some potential players still on the board on Day 2. After Buffalo selected wide receiver Keon Coleman to begin the second round, the Bolts were on the clock, with an opportunity to swoop in on a pass catcher. That pass catcher was Ladd McConkey from Georgia, who won not one, but two national championships with the Bulldogs. Since joining the Bolts, McConkey has become a reliable piece in the offense for quarterback Justin Herbert, having at least six targets in 10 of 12 games this season. Overall, McConkey has 58 receptions for 815 yards and four touchdowns. McConkey has three 100-yard games, which have all resulted in Chargers victories. Against New Orleans on Oct. 27, he caught all six targets for 111 yards and two touchdowns. Against Cincinnati on Nov. 17, he had six receptions on nine targets for a season-high 123 yards in a big win over the Bengals. Last week, McConkey recorded season-highs with nine receptions on a dozen targets for 117 yards in the 17-13 win on the road, in his return to the Peach State against the Falcons. He is on pace to log 1,154 receiving yards. If McConkey reaches that, he will become the eighth rookie wide receiver in NFL history with at least 1,150 receiving yards in their first season joining Randy Moss, Anquan Boldin, Michael Clayton, Odell Beckham Jr., Justin Jefferson, Ja’Marr Chase, and Puka Nacua. On top of that, McConkey has surpassed both Odunze and Nabers in receiving yardage and touchdowns. So, waiting on a wide receiver was a wise, and successful decision by the Chargers. Bolts Draft Class Deepens On Defense After picking McConkey, the Los Angeles Chargers next four picks went to the defensive side of the ball in rounds three, four, and five. In the third round, the Chargers selected linebacker Junior Colson, who has reunited with Harbaugh now at the NFL level after winning a National Championship last year at Michigan. Colson has played in five games so far, totaling 14 tackles. He has not seen the field since the Saints game, due to going on injured reserve. The Bolts then focused on the defensive line by drafting Justin Eboigbe from Alabama in the fourth round. He has so far played in three games. Then the Chargers went hard at the cornerback position in the fifth round. They drafted Tarheeb Still with the 137 th overall pick. Three picks later the Chargers drafted Cam Hart.
