Asked by reporters what should happen to the deposed president, who reportedly has fled to Moscow, Biden said that "Assad should be held accountable." Biden -- set to step down in January and make way for Republican Donald Trump's return to power -- said Washington will assist Syrians in rebuilding. "We will engage with all Syrian groups, including within the process led by the United Nations, to establish a transition away from the Assad regime toward independent, sovereign" Syria "with a new constitution," he said. However, Biden cautioned that hardline Islamist groups within the victorious rebel alliance will be under scrutiny. "Some of the rebel groups that took down Assad have their own grim record of terrorism and human right abuses," Biden said. The United States had "taken note" of recent statements by rebels suggesting they had since moderated, he said, but cautioned: "We will assess not just their words, but their actions." Biden said Washington is "clear eyed" that the Islamic State extremist group, often known as ISIS, "will try to take advantage of any vacuum to reestablish" itself in Syria. "We will not let that happen," he said, adding that on Sunday alone, US forces had conducted strikes against ISIS inside Syria. The US military said the strikes were conducted by warplanes against Islamic State operatives and camps. Strikes were carried out against "over 75 targets using multiple US Air Force assets, including B-52s, F-15s, and A-10s," the US Central Command said on social media. CHICAGO — IBM, the tech giant known for revolutionizing computing over the past 70 years, is setting up shop on Chicago’s South Side to develop what could be the field’s next big leap: quantum technology. It’s part of a multi-year effort from Gov. JB Pritzker, state officials and economic development groups to turn Illinois into a global hub for quantum computing and research. IBM announced Thursday it will open a facility known as the National Quantum Algorithm Center that will bring together experts and researchers to focus on ways to combine quantum computers and traditional computers to solve complex problems. It will also house IBM’s Quantum System Two, a quantum computer that can be upgraded as the company develops its technology further. Quantum technology uses quantum mechanics – the sometimes counterintuitive physics of very small particles – to perform calculations and do other computing tasks very quickly, some of which would take a traditional computers thousands or even millions of years. IBM is the latest organization to join the state’s efforts to make Illinois a quantum computing hub. Over the past year, several quantum computing organizations have made Chicago a go-to destination for quantum researchers and businesses, capitalizing on Pritzker’s goals for the research park. In July, the federal Defense Advanced Research Projects Agency, or DARPA, announced it was going to launch a program meant to serve as a “proving ground” for quantum technologies – testing how useful they could be in real-world settings. The same month, the state unveiled its plans for a quantum research and business park – with $700 million in tax incentives, grants and other financial support. The Illinois Quantum and Microelectronics Park, or IQMP, is set to open in about two years with California-based PsiQuantum as its first anchor tenant. As part of its initial commitment to the state, IBM said its development will bring 50 permanent jobs to the park in addition to construction work. The IQMP is being built at the lakefront site of a former U.S. Steel plant on Chicago’s South Side. Some local residents are worried that the benefits of a high-tech research and business facility won’t reach the neighborhood that still feels the absence of U.S. Steel’s plant. “We’re a very unique and diverse community with a lot of talent, but there’s been a lot of disinvestment,” Vanessa Schwartz, a born-and-raised resident of the Southeast Side, told Capitol News Illinois in a late-November interview. “That property alone has had a lot of investors with plans that have fallen through, so there’s some kind of reticence with the community to see if this is going to be something like that.” Schwartz, who now runs the Metropolitan Family Services’ Southeast Chicago Center, said residents in her community feel wary of the potential environmental impacts of the project and are worried they will lose access to a lakefront park at the site. “The real fear is what’s going to happen to the local residents and the local neighborhood,” Schwartz said. “Will they be priced out, will rents increase?” Schwartz said there have been several well-attended community meetings held to discuss the development, but much of the information provided to residents so far has been in “broad strokes” and been “too vague.” Pritzker and others on Thursday defended efforts to meet with the community and address these concerns. The SLBC’s long-term national mission earned it the title of the Nation’s Communicator. Listeners will always remember the SLBC’s priceless contribution – be it information or entertainment over its 99- years in existence. December 16 will be a great day for the nation’s communicator – Asia’s first radio station when it marks its 99th anniversary. It was set up and renamed Radio SEAC (South East Asian Command) by the British military during World War II and continued to broadcast throughout South Asia until 1994. Enrollment and announcer selection were carried out in a very open manner prior to this. Strict rules and regulations existed at that time and there was no partiality or political influence in those days, everything was clear cut. Broadcasters of the day had a free hand and could carry out their duties in a way that radio listeners would appreciate. K.H.J. Wijedasa and Vincent Panditha were two distinguished administrators who gave of their best to Sri Lanka’s broadcasting milieu. In 1970, during Prime Minister Sirimavo Bandaranaike’s tenure, Susil Moonesinghe was the first political appointee appointed to the post of Director General of the SLBC. He was appointed by the Premier herself but later in 1972 she removed him from the post. Since then, Governments in power have been responsible in making appointments to high posts. Despite this politicised backdrop, the SLBC had another successful broadcasting period from 1973 to 1977 under Director General R. Thilakeratne. He was an influential figure who transformed the country’s broadcasting history. This was a golden age for a new generation of singers, composers, and musicians, and he launched innovative programmes. During this time, the ‘Subavitha Geethaya’, ‘Muwan Palessa’ and ‘Lama Pitiya’ programmes were broadcast and became immensely popular among listeners. Many well-known composers, singers, musicians, and lyricists gained fame by participating in these shows. A number of seasoned singers, composers and lyricists are among them, including Pandith Amaradewa, Nanda Malani, Ananda Samarakoon, Sunil Shantha, Narada Disasekara, Sunil Edirisinghe, Malani Bulathsinhala, Premasiri Kemadasa, Lionel Algama, Rohana Weerasinghe, Sunil SarathPerera, Sunil Ariyaratne and numerous others. We need to rejuvenate these practices once again and revive the earlier feel and get close to the heartbeat of listeners,” he said. Local radio is part of the country’s heritage as it can be traced several years back. The SLBC is very much like a library which has stored and preserved those years of history in its archives. “The SLBC is undoubtedly a national treasure in this light as it has safeguarded some historic milestones. Our theme for this anniversary is ‘A New Approach to the Century of Radio Broadcasting’. Therefore, we will launch all our programs targeting our centennial with our 99th anniversary,” he said. Fr. A senior Biden administration official, who spoke on the condition of anonymity to discuss the private consultations, said Wednesday that the outgoing Democratic administration wants Ukraine to lower the mobilization age to 18 from the current age of 25 to help expand the pool of fighting-age men available to help a badly outnumbered Ukraine in its nearly three-year-old war with Russia. The official said “the pure math” of Ukraine's situation now is that it needs more troops in the fight. Currently Ukraine is not mobilizing or training enough soldiers to replace its battlefield losses while keeping pace with Russia's growing military, the official added. The White House has pushed more than $56 billion in security assistance to Ukraine since the start of Russia's February 2022 invasion and expects to send billions more to Kyiv before Biden leaves office in less than months. But with time running out, the Biden White House is also sharpening its viewpoint that Ukraine has the weaponry it needs and now must dramatically increase its troop levels if it's going to stay in the fight with Russia. The official said the Ukrainians believe they need about 160,000 additional troops, but the U.S. administration believes they probably will need more than that. More than 1 million Ukrainians are now in uniform, including the National Guard and other units. Ukrainian President Volodymyr Zelenskyy has been hearing concerns from allies in other Western capitals as well that Ukraine has a troop level problem and not an arms problem, according to European officials who requested anonymity to discuss the sensitive diplomatic conversations. The European allies have stressed that the lack of depth means that it may soon become untenable for Ukraine to continue to operate in Russia’s Kursk border region . The stepped-up push on Ukraine to strengthen its fighting ranks comes as Ukraine braces for President-elect Donald Trump to take office on Jan. 20. The Republican said he would bring about a swift end to the war and has raised uncertainty about whether his administration would continue the vital U.S. military support for Ukraine. “There are no easy answers to Ukraine’s serious manpower shortage, but lowering the draft age would help,” said Bradley Bowman, senior director of the Center on Military and Political Power at the Foundation for Defense of Democracies. "These are obviously difficult decisions for a government and society that has already endured so much due to Russia’s invasion.” Ukraine has taken steps to broaden the pool of draft-eligible men, but the efforts have only scratched the surface against a much larger Russian military. In April, Ukraine’s parliament passed a series of laws, including one lowering its draft-eligible age for men from 27 to 25, aimed at broadening the universe of men who could be called on to join the grinding war. Those laws also did away with some draft exemptions and created an online registry for recruits. They were expected to add about 50,000 troops, far short of what Zelenskyy said at the time was needed. Zelenskyy has consistently stated that he has no plans to lower the mobilization age. A senior Ukrainian official, who was not authorized to comment publicly and spoke on condition of anonymity, said Ukraine does not have enough equipment to match the scale of its ongoing mobilization efforts. The official said Ukrainian officials see the push to the lower the draft age as part of an effort by some Western partners to deflect attention from their own delays in providing equipment or belated decisions. The official cited as an example the delay in giving Ukraine permission to use longer-range weapons to strike deeper into Russian territory. The Ukrainians do not see lowering the draft age to recruit more soldiers as a substitute for countering Russia’s advantage in equipment and weaponry, the official said. Conscription has been a sensitive matter in Ukraine throughout the war. Russia’s own problems with adequate troop levels and planning early in the war prevented Moscow from taking full advantage of its edge. But the tide has shifted and the U.S. says the Ukrainian shortage can no longer be overlooked. Some Ukrainians have expressed worry that further lowering the minimum conscription age and taking more young adults out of the workforce could backfire by further harming the war-ravaged economy.
