Korea Institute of Civil Engineering and Building Technology developed a smart monitoring system that applies digital sensing technology to maintain and manage small- and medium-sized aging bridges. In general, maintenance monitoring technology is applied to long-span bridges such as cable-stayed bridges and suspension bridges. This monitoring system consumes a lot of resources for design and installation, and the system configuration itself is complex, so there are limits to its application for maintenance of small- and medium-sized bridges. Currently, the most actively used bridge monitoring system is operated based on measurement and sensing. Due to the nature of the signal, the analog method is vulnerable to electrical noise, so there is a high possibility of data quality deterioration, and there are limitations in effectively processing various types of signals collected from sensors. Additionally, because analog sensors require 1:1 wiring between the sensor and the receiver, the configuration complexity and installation cost increase dramatically as the system grows. The digital sensing technique adopted by KICT to overcome the limitations and problems of analog sensors has a low possibility of data quality deterioration due to noise. It also has excellent data transmission speed and processing ability, making up for the shortcomings of analog sensing. In addition, by using the BUS communication serial connection method, multiple sensor data can be integrated and transmitted through a single wire. This method is widely used in various applications due to its simplicity and economic efficiency. Furthermore, it has the advantage of complementing and replacing analog sensing in terms of simplification of system configuration. In the case of Vietnam, which co-participated in the study, various transportation infrastructure, including bridges, are being built along with economic growth, but effective maintenance techniques are more required. Although overseas manpower and technology are being introduced to perform facility maintenance, only a few applications are being made to long-span bridges and due to a limited maintenance budget and lack of technology and professional manpower. Safety monitoring for general of small- and medium-sized bridges has not been implemented, so it is necessary to introduce efficient monitoring techniques suited to local conditions. The research team led by Dr. Dong-woo, Seo, at the Department of Structural Engineering Research of KICT, developed a monitoring system that can be efficiently applied to small- and medium-sized aging bridges through digital sensing techniques, and verified the performance of the system by demonstrating it on site with a research team at UTC in Vietnam. The measurement performance and local applicability of the based smart monitoring system were confirmed. In particular, the smart monitoring technique developed by KICT can accurately calculate the vertical displacement of the target bridge with simple sensor placement and coordinate input. This is provided to the user in real time through a GUI ( ), and simple operations are required to operate the system and produce results. As a result of local verification in Vietnam, the bridge vertical displacement and actual measured deflection results showed an accuracy of more than 95%. So it was great to hear on Monday that the City Council would hold a special hearing to address the problem of safety in the subways. Except: The hearing wasn’t about rampant crime, but about the one type of subway bodily harm that is entirely avoidable — because it’s entirely self-inflicted. “Subway surfing” is a fad where passengers, almost always adolescents, climb on top of subway cars on elevated lines and “surf” them, balancing atop trains that can hit speeds of 50 miles per hour. This obviously dangerous activity has killed six kids this year alone, with another seven badly injured. Subway surfing is clearly no joke. In early November, a girl fell off a 2 train in Harlem and lost an arm and a leg. Grisly images of her arm lying on top of a traffic signal ought to be enough warning for any would-be copycats that this game is a bad idea. Are our programs not engaging enough?” she fretted. “We have a responsibility to address the root causes . . . including lack of engagement in activities.” The leftist focus on “programs” and “activities” undergirds, of course, their real goal of increased social spending — the eternal progressive answer to every problem. New York City offers 900 after-school programs, all free or almost free, in addition to dozens of sports teams and clubs, and spends billions of dollars to maintain parks, playgrounds, pools and recreation centers, so kids have something better to do than play in traffic or teeter on trains. Nonetheless, we have failed in our “responsibility” to “engage” our youth. Subway surfing is a problem, and kids who do it should probably be introduced to the girl who lost two limbs falling off a train in order to scare them silly. But what’s really telling is that the City Council raced to schedule a hearing on this topic — which, frankly, there’s not much it can do about — while studiously ignoring the subway system’s rampant crime, a problem which falls within its power to address. At a public safety budget hearing in March 2024 — one of the few recent council hearings that has even touched on transit crime — Williams insisted that crime in the subway was caused by the presence of the police. Council Member Lincoln Restler lambasted the NYPD for “sweeping up” non-whites in “mass arrest” operations. And Bronx District Attorney Darcel Clark, without evidence, asserted that “the lack of resources for youth and mental health are driving violence, subway crime and retail theft.” The dirty truth about subway crime is that the city knows exactly how to go about reducing it, because we have done it before. Proactive policing would stop farebeaters who are caught entering the system — a proven method for finding and seizing illegal guns, or at least for convincing people to leave their guns at home. More cops on platforms and trains keep criminals out of the system. And vigorous application of Kendra’s Law would force seriously mentally ill derelicts living in the subway system to get the treatment they obviously need. It’s one thing to pound on the table and demand a solution to the problem of teens putting themselves in danger by clambering over moving trains. It’s something else entirely to deal with the gangbangers, maniacs and menaces who have been permitted to turn the subways of New York into their playrooms. The group’s installation was described as the end of a difficult era by college President Nick Swayne, community members, and the trustees themselves. “Today, Nov. 20, 2024, one door closes and another one opens,” Swayne said. “Despite very challenging circumstances and costly distractions, my administration and I, including the faculty and staff who chose to stay with us over the last few years, were able to keep the college on track, improve enrollment, and nurture nationally ranked programs and some of the best academics for our students.” New trustees of the Couer d'Alene college, Rick Durbin, Eve Knudtsen and Mary Havercroft, affirmed their focus on resolving bad governance issues that led to the college’s accreditation being in limbo with the Northwest Commission on Colleges and Universities. Retaining accreditation was the group’s central campaign promise in opposition to a group of trustee candidates endorsed by the Kootenai County Republican Central Committee (KCRCC) — aligned with the prior board majority — which the new trustees argued caused the accreditation issues. Nearly 100 community members attended the meeting, repeatedly clapping and cheering throughout the meeting as the trustees were sworn in and began to address the issues laid out in the NWCCU’s recent campus visit report. The new trustees had a lengthy agenda for their first meeting, several trustees noted, however they covered the topics in an hour and a half, compared to the typical two-hour long meetings in recent years. Pat Lippert, former philosophy professor at NIC, thanked the board for addressing votes of no confidence in prior iterations of the board on their agenda. “I am confident this signals a resolve to respond to this issue at last,” Lippert said. The new board is supportive of education and understands its importance, Lippert said. Charlie Ward, a freshman on NIC’s golf team, asked the board to address what will happen to student athletes' scholarships if changes are made to athletic programs. He is an international student and wanted clarification if current scholarship commitments will be honored. The board addressed the issue later in the meeting by unanimously authorizing Swayne to conduct a comprehensive review of athletic program sustainability, while ensuring commitments made to current students are fulfilled. A couple people expressed concerns over the board’s new direction, including Howard Kuhns. Kuhns brought up that after the previous board majority was elected the trustee meeting had to be shut down and noted that wasn’t happening Wednesday. “This meeting will go smoothly not because you are better trustees but because the supporters of the candidates who have lost have respect for the electoral process,” Kuhns said. “They are not here being disruptive.” He went on to pray for the trustees that the Holy Spirit would “move them to reject racism disguised as diversity, to reject socialism disguised as equity, and to reject the sexual perversion of the LGBTQ movement.” Kathleen Miller-Green, faculty assembly chair, said faculty were hopeful with the installation of the new board. “In many ways today marks a turning point, a new chapter for North Idaho College,” Miller-Green said. “We come together at a time of transition after years have tested our resilience, unity, and a commitment to the values that define us.” She went on to acknowledge the work ahead to heal rifts left by the strife of recent years. “I stand before you as a representative of our incredible faculty with confidence knowing that the arrival of this new board brings with it the opportunity for healing, collaboration and renewal,” Miller-Green said. India's central bank interest rate decision grabs the spotlight in Asia on Friday, as investors digest yet another record high for the Nasdaq and adjust positions ahead of the weekend. The U.S. employment report for November later in the day is released after Asia closes, so investors across the continent may be inclined to square positions as best they can in preparation for Monday. The main event in Asia on Friday is in India. The Reserve Bank of India is overwhelmingly expected to hold its key repo rate at 6.50%, after a sharp rise in inflation past the RBI's 6% tolerance ceiling in October prompted many economists to push back their forecasts for the first cut to early next year. With the rupee at record lows against the dollar, standing pat makes sense. But economists at Nomura , one of the five out of 67 houses in the Reuters poll predicting a rate cut, argue that weakening growth dynamics must be taken into account now. Although the rupee has never been weaker, benchmark bond yields are at their lowest in almost four years, Indian stocks are lagging many of their regional peers, and the economy is growing at its slowest pace in nearly two years. Trump said Thursday during an appearance at the New York Stock Exchange , where he was ringing the opening bell to kick off trading for the day, that he’s been “thinking about inviting certain people to the inauguration” without referring to any specific individuals. “And some people said, ‘Wow, that’s a little risky, isn’t it?’” Trump said. “And I said, ‘Maybe it is.
