Starting Jan. 3, basic fare passengers on trips within North America and to sun destinations will have to check duffel bags, rolling suitcases and large backpacks for a fee — $35 for the first, $50 for the second. A small personal item such as a purse or laptop bag will be allowed on board for free, as will strollers, mobility aids and medical devices. The country’s largest airline also said that as of Jan. 21, lower-tier customers will have to pay if they want to change the seat assigned to them at check-in — a policy it had suspended just two days after implementation earlier this year amid backlash from travellers. The moves mark a shift toward a budget airline-style offering from Canada’s flag carrier, which along with rivals has relied increasingly on ancillary fees for formerly bundled services that range from checked bags to on-board snacks and Wi-Fi access. Air Canada says the changes align its fare structure with similar ticket options from other Canadian carriers and “better distinguish its fare brands.” In June, WestJet rolled out its “UltraBasic” fare. The ticket tier allows no more than a personal item on board — stored under the seat — and charges a fee for seat selection, including after check-in, whether online or in-person. Discount carrier Flair Airlines always charges for a carry-on, which costs between $29 and $74 depending on its size. No-frills fares carry growing appeal for big airlines seeking to capture cost-conscious travellers as budgets tighten after inflation and interest rate hikes. “They’re competing with these low-cost carriers on various routes,” said Richard Vanderlubbe, founder of Hamilton, Ont.-based travel agency Tripcentral.ca. “This is what wins in the price-sensitive area of the market.” Criticism of bare-bones ticket offerings is “easy,” Vanderlubbe said, but the fare tiers — up to seven at Air Canada — give travellers choice. U.S. carriers such as United Airlines, Delta Air Lines and American Airlines have similar categories, though American and Delta still allow basic economy travellers to bring a bag onto the plane at no cost. “It’s a market solution to kind of an ugly problem,” Vanderlubbe said. “If you’re paying the lowest of the low, then who should get the middle seat at the back?” He added that customers need to be aware that what they see as the lowest fare on a price comparison search may not wind up being the cheapest option once the fees are tallied. “It’s not transparent until you’ve gotten a certain depth into the booking: ‘Oh, here’s the seat selection fee. Here's a look at some of the issues covered: Trump threatened broad trade penalties, but said he didn't believe economists' predictions that added costs on those imported goods for American companies would lead to higher domestic prices for consumers. He stopped short of a pledge that U.S. an households won't be paying more as they shop. "I can't guarantee anything. I can't guarantee tomorrow," Trump said, seeming to open the door to accepting the reality of how import levies typically work as goods reach the retail market. President Joe Biden pledged another 600 million US dollars (£472 million) on Wednesday for an ambitious multi-country rail project in Africa as one of the final foreign policy moves of his administration. Mr Biden told African leaders the resource-rich continent of more than 1.4 billion people had been “left behind for much too long”. “But not anymore,” Mr Biden added. “Africa is the future.” Mr Biden used the third and final day of a visit to Angola – his long-awaited, first trip to sub-Saharan Africa as president – to travel to the coastal city of Lobito and tour an Atlantic port terminal that’s part of the Lobito Corridor railway redevelopment. Mr Biden described it as the largest US investment in a train project outside America. The US and allies are investing heavily in the project that will refurbish nearly 1,200 miles of train lines connecting to the mineral-rich areas of Congo and Zambia in central Africa. The corridor, which likely will take years to complete, gives the US better access to cobalt, copper and other critical minerals in Congo and Zambia that are used in batteries for electric vehicles, electronic devices and clean energy technologies that Mr Biden said would power the future. China is dominant in mining in Congo and Zambia. The US investment has strategic implications for US-China economic competition, which went up a notch this week as they traded blows over access to key materials and technologies. The African leaders who met with Mr Biden on Wednesday said the railway corridor offered their countries a much faster route for minerals and goods – and a convenient outlet to Western markets. “This is a project that is full of hope for our countries and our region,” said Congo President Felix Tshisekedi, whose country has more than 70% of the word’s cobalt. “This is not just a logistical project. Anne Davies, 71, was enjoying a sandwich with granddaughter, Heather, and her baby at Lady Lever Art Galley on Lower Road, Bebington , this afternoon (Wednesday) when they began to hear a "crackling, popping noise". At first they thought the noise was coming from the lights on the Christmas tree behind them. But Anne said when the floor beneath them began to "bulge", they instinctively "grabbed the baby and ran". The gallery café was reportedly evacuated following the incident which caused damage to the quarry tiled floor. In a statement posted to X, the art gallery said they will be "closed until further notice" while "repairs" take place. The full statement said: "We need to get our tools out to make some repairs in the café, so the gallery will be closed until further notice, while we work on this. Anne told the ECHO: "We were just sitting there enjoying our sandwiches when we heard this crackling, popping sound. It began to get louder and louder. The investors claim that National Stock Exchange's existing shareholders are being denied the opportunity to unlock the value of their shares, while the general public is being deprived of the chance to participate in NSE's profits through the open market. NSE shares are among the most sought-after stocks in the unlisted market, with their value more than doubling this year from ₹900 to ₹1,800 (post-bonus adjustment) on expectations of an early IPO. NSE, in its reply, clarified that NSE had complied with Sebi’s regulatory framework and directives and expressed its no objection to the relief sought by People Activism Forum. NSE further clarified that it had regularly sought NOC and listing permission and brought on record the latest correspondences dated May 14, 2024, and August 27, 2024, addressed to Sebi to substantiate the same. The matter is scheduled to be listed on March 6, 2025, for a final hearing. In 2016, NSE filed a draft prospectus with Sebi for its IPO. Around the same time, Sebi started investigating the co-location scam. In 2019 the bourse had withdrawn its IPO documents amid the investigation. But in 2022, NSE again approached Sebi but was advised not to proceed. On September 9, 2024, Sebi closed the co-location case against the NSE on grounds of lack of sufficient evidence. The Union minister, who reached Prayagraj by train from Varanasi to review the Railways' preparations for the mega event, expects about 1.5 to 2 crore passengers to reach the city by train during the mela. The Maha Kumbh will commence on January 13 on the occasion of Paush Purnima and conclude on February 26 on Mahashivratri. After inspecting several stations under the Northeast Railway, Northern Railway and the North Central Railway in Prayagraj, the minister told reporters, "I also inspected the new bridge built over the Ganga, which will soon be inaugurated by Prime Minister Narendra Modi. A new bridge has been built over the Ganga here after 100 years." "I personally inspected five stations. The holding areas at these stations, where the devotees will be able to sit till their trains arrive, are very good. Colour coding has been used in the holding areas and tickets so that the devotees can reach the right platform," Vaishnaw added. The system was used during the Rath Yatra in Puri, he said. "For the Maha Kumbh, the railway track on the Prayagraj-Varanasi route has been doubled. The Phaphamau-Janghai section has been doubled. A second entrance has been built at the Jhansi, Phaphamau, Prayagraj, Subedarganj, Naini and the Cheoki stations," Vaishnaw said. A control room has been set up at every station that will send live feeds to the master control room at the Prayagraj station. CCTV camera feed from Maha Kumbh Nagar and the police will also be received at the master control room. The minister said work at the Prayagraj station was done using the experience gained during the Ram temple consecration programme in Ayodhya and the Rath Yatra in Puri. Vaishnaw also said more than 23 holding areas had been built at various stations in Prayagraj, apart from 48 platforms. Similarly, 21 foot overbridges have been built and arrangements made for 554 ticketing kiosks. The Indian Railways spent more than Rs 5,000 crore on preparations for the Maha Kumbh in the past two years, Vaishnaw said.
