The Baby Friendly Hospital Initiative (BFHI), a World Health Organisation (WHO) and the United Nations Children's Fund (UNICEF) initiative to ensure all maternity facilities around the world promote, protect and support breastfeeding, is being applied in Rarotonga with a policy developed specifically for the Cook Islands. On Tuesday, the island's health ministry (Te Marae Ora) launched the Rarotonga Breastfeeding Hospital Policy, Bachelor of Nursing Internship, Postgraduate Midwifery Internship, and Sleep Apnoea programme. Minister for Health Vainetutai Rose Toki-Brown said, "I'm proud, this is a great achievement for us, not only for Te Marae Ora, but for our nation the Cook Islands." "We need to have strong policies in place especially the Baby Friendly Hospital Initiative. This is an important part of our children, our future - the first 1000 days of their lives is so important." Toki-Brown acknowledged that these postnatal services in the homes were once around. "We are bringing back these services since we have found that this is one of the gaps - and one of the reasons why we are having so many health issues," she said. "We can't do this alone, there is education, social services and welfare as well." Secretary of Te Marae Ora Bob Williams said: "Every child who is born is special to us, and our focus is to ensure that they are well looked after from the time that they are born, especially the first 1000 days of their lives." Williams said they are also working with the Minister and the Ministry of Internal Affairs to extend the duration of maternity leave. "To have the amendments done to the Employments Relations Act to increase the number of weeks for maternity leave which currently sits at six weeks, to be increased to 12 weeks minimum," he said. The Breastfeeding Hospital Policy is developed specifically for the Cook Islands to ensure that safe breastfeeding practices are advocated and implemented across the nation to promote healthier lives for newborn children. Dr Karen Hammad, the nursing adviser for the Pacific Community (SPC), has been working in Rarotonga for several months on leave to roll out and develop the BFHI programme and to develop the policy. She said one of the biggest successes has been the introduction of a community-based postnatal service, which ensures that all mothers and infants receive expert midwifery follow-ups in their homes for the first four to six weeks after birth. "This service has been operational for three months now and is already showing great results," said Dr Hammad. She is confident that this policy will significantly improve outcomes for Cook Islands babies during their first 1000 days. Meanwhile Minister Toki-Brown is also "proud" of the achievements of the new cohort of nurses who graduated on Friday. "They are a great investment for us." Olivia Lloyd | (TNS) The Charlotte Observer CHARLOTTE, N.C.— A pet food company based in North Carolina is recalling puppy mix sold in seven states after a batch tested positive for salmonella, the U.S. Food and Drug Administration said. The contamination came to light when a litter of puppies got sick after consuming Blue Ridge Beef’s Puppy Mix, and the customer reported it to the Virginia Department of Agriculture and Consumer Services, according to the FDA. The FDA said it notified the company that the food tested positive for salmonella on Nov. 27, and Blue Ridge Beef issued a voluntary recall on its 2-pound plastic-wrapped logs sold in North Carolina, Pennsylvania, Maryland, Virginia, Connecticut, Massachusetts and New York. The recall affects puppy mix sold from Aug. 6 to Aug. 23 with logs labeled with lot numbers 08/06/N25 and 08/16/N25, with UPC 854298001696. It’s not the company’s only recall in the past year. In January, Blue Ridge Beef expanded a December 2023 recall of its puppy mix, as well as some of its kitten food, due to possible salmonella and listeria contamination, FDA records show. “Pets with Salmonella infections may be lethargic and have diarrhea or bloody diarrhea, fever and vomiting,” according to the FDA. “Some pets will have only decreased appetite, fever, and abdominal pain. Two of Japan's biggest automakers, Honda and Nissan, have reportedly begun merger talks, according to a report in Japan's financial Nikkei Asia newspaper. The two Japanese-headquartered automakers are looking to join forces as a way to contend in an ever-challenging industry increasingly focused on electric vehicles, the newspaper reported . Both companies responded to a question about the report from USA TODAY with identical statements, which did not deny merger talks were underway. "The content of the report is not something that has been announced by either companies," the statements read. "As announced in March of this year, Honda and Nissan are exploring various possibilities for future collaboration, leveraging each other's strengths. If there are any updates, we will inform our stakeholders at the appropriate time." Honda and Nissan have recently increased ties to persist in an EV marketplace fueled by competition from Tesla and Chinese automakers – and stalling demand in the U.S. and Europe. Both Nissan and Honda are positioning themselves for the future, which will be defined by electrification and autonomous technology – developments that are extremely costly," Caldwell told USA TODAY. With the future turning to EVs and self-driving vehicles, "it’s logical that smaller automakers may need to collaborate to keep pace with larger players, including rising competition from Chinese manufacturers that have entered the market aggressively," Caldwell said. The two companies may operate under a holding company, Nikkei reported, and are expected to sign a memorandum of understanding soon. A merged company could also eventually include Mitsubishi Motors, of which Nissan owns a 24% stake. Mitsubishi joined the Honda-Nissan initiative on EV and next-gen vehicle development in August. Collectively, the company would have combined sales of about 8 million annually, making it the third-largest automaking company in the world, Nikkei reported. Honda, Nissan and Mitsubishi combined sold about 4 million vehicles worldwide in the first six months of 2024, behind the global leader, Toyota, which sold 5.2 million, Bloomberg said. The capital-intensive EV business requires billions of dollars in investment for new factories and battery development, said K. Venkatesh Prasad, chief innovation officer at the Center for Automotive Research in Ann Arbor, Michigan. For legacy automakers such as Honda and Nissan, "it only makes sense to consolidate while you still can to create the volumes you need for cost to be kept low and to be able to design and build premium content capabilities." Securing a profitable business in traditional vehicles using internal combustion engines "is a necessary condition to make way for the money needed to build an EV business with a mid-to-long-term business sustainability plan," Prasad said. Curious, I did some sightseeing myself in early November, taking advantage of a new route between Hong Kong and Riyadh. The two financial centres have been strengthening economic ties, cross-investing and offering exchange-traded funds on each other’s bourses. Cathay Pacific started a direct flight late last month. Female drivers are now commonplace. And while most Saudi women are still wearing long, flowing abayas as well as face coverings, fashionistas have tossed off their hijab and are wearing their abaya like a cloak. No one judges or casts disapproving glances. What about men? We took plenty of Uber rides and talked to Saudi drivers. One laughingly quipped that traffic in Riyadh got a lot worse since women began driving. A 69-year-old in Jeddah said he was okay that two of his five adult children were unmarried. One 22-year-old said he was a huge fan of American rapper Eminem, who will perform in Riyadh next month. And people just assumed we were in the Kingdom for business, as if career women were a fact of life. CHANGING LIFESTYLES Anecdotes aside, there’s also statistical evidence that cultural and social reforms are profoundly changing families and how they live and consume. The share of spending on restaurants, hotels, recreation and culture has increased from about 12 per cent in 2017 to nearly 20 per cent this year, according to Capital Economics. Home ownership among Saudi citizens has increased to 64 per cent of households from 47 per cent in 2016, when the government slashed payments for mortgages and taxed land owners who left plots undeveloped. Mortgage lending now accounts for nearly a quarter of banks’ total outstanding credit. As testament to the buzzing economy, rents are growing at a brisk 11 per cent, amid inflows of expatriate workers and large redevelopment plans in Riyadh and Jeddah. As part of Vision 2030, Riyadh aims to lower the country’s unemployment rate and increase small businesses’ contribution to the economy. It’s making progress on both fronts, while a cultural opening is giving young Saudis incentives to work. FALLING SHORT ON SOME METRICS The prince is falling short on some of his metrics, and the nation’s human rights record remains a serious concern. Women who posted online about gender inequality can suffer decades-long jail sentences. The 2022 Personal Status Law requires women to obtain a male guardian’s permission to marry. This perhaps explains why Saudi Arabia is not getting as much foreign capital as Riyadh desires. In 2023, Norway’s largest pension fund KLP blacklisted some of Saudi’s telecom and real estate companies, citing “human rights abuses”. Last year, net foreign direct investment accounted for only 1.2 per cent of gross domestic product, well below Vision 2030’s 5.7 per cent target. In addition, foreigners are still mostly visiting for the pilgrimages of hajj and umrah, even though the country is building ambitious ski slopes in the desert and lavish resorts by the Red Sea that cater to non-religious tourists. The government is aiming for the sector to account for 10 per cent of non-oil GDP. Foreign fund managers have likened Saudi Arabia’s 2016 opening to China’s. I don’t think that’s quite fair, because Saudi is already a developed country in terms of infrastructure. Its roads are well-built and its malls are full of American chain stores – nothing like the 1980s China I knew.
