SEOUL - South Korea’s finance minister says fears the nation will slide into a recession in 2025 are “excessive”, as he played down the view that this week’s bungled martial law decree will have a lasting impact on the economy or markets. “Recent emergency measures were quickly lifted in accordance with the constitution and the law, so I think the impact on the market was very limited,” Mr Choi Sang-mok said in an exclusive interview with Bloomberg on Dec 5. Mr Choi also discounted the idea that investors will look to avoid South Korea going forward due to the political instability, while insisting the government will continue to push ahead with efforts to revise legislation to make sure companies give shareholders more consideration. The finance minister’s comments build on repeated reassurances from government and central bank officials that President Yoon Suk Yeol’s shock attempt to take direct political control will not damage the economy or investors’ confidence in South Korea. Still, doubts remain about the ability of Mr Yoon’s administration to restore faith in the political process and to move forward with any major policy initiatives when he faces an impeachment vote, gridlock in Parliament and opposition from within his own party. The domestic political crisis comes at a sensitive time for South Korea with authorities bracing for US President-elect Donald Trump’s second term and his vow to slap tariffs on trading partners. That has made export-reliant countries such as South Korea vulnerable to protectionism. A Bloomberg survey conducted after Mr Yoon’s move showed economists see a 33 per cent chance of recession in South Korea in the next 12 months. Mr Choi disagrees. He cited International Monetary Fund and Bank of Korea forecasts for 2025 showing growth at or near the economy’s potential level. The central bank sees growth of 1.9 per cent in 2025, a figure it lowered out of concern over the potential impact of protectionist policies on global trade. Only 18 per cent of those surveyed said they would revise their growth forecasts due to the current political turmoil. “Foreign investors’ investment in Korea is affected by fundamentals of the nation’s economy,” Mr Choi said. “Because the country’s system is working well, the impact of the non-economic-related situation on the Korean economy has been very limited and well managed.” Mr Choi reiterated that the government will act swiftly if volatility in financial market rises. He avoided mentioning specific levels for the currency. The finance minister already promised on Dec 4 to use all available measures to stabilize financial and foreign-exchange markets if needed, with “unlimited liquidity” on the table. The political upheaval has also raised concerns about the government’s ability to push through its so-called corporate value-up plan to tackle the nation’s low stock valuations. “Recently there have been some cases where shareholder protection has become an issue,” Mr Choi said. “Therefore the most important thing is to revise the capital market act to make effective improvements to these areas.” Proposed changes to the act would beef up M&A rules to better protect shareholders while limiting the requirements to listed firms to avoid burdening smaller businesses. The opposition Democratic Party, including party leader Lee Jae-myung, argues that the commercial code should be revised instead. The party wants directors to have a legal duty to act in the interests of shareholders. “It is difficult to agree with the claim that revising the capital market act is insufficient to protect shareholders, and that amending the commercial code will strengthen shareholder protection,” Mr Choi said. A former Penticton support worker who claimed discrimination for refusing to take the COVID-19 vaccine has had her complaint against the B.C. General Employees' Union dismissed by the Labour Relations Board. According to the Nov. 22 decision, Amie Harbor claimed that her employer had constructively dismissed her for failing to disclose her vaccination status, and alleged that the union had provided bad faith and discriminatory representation when she filed a grievance with them. Harbor started work for Thomspon Community Services (TCS) in 2018 and stopped in 2021 after the public health order requiring vaccinations against the ongoing COVID-19 pandemic went into effect. Ahead of the order coming into effect, Harbor declined to share her vaccination status with her employer and had informed them that she was seeking an accommodation due to her "strongly and conscientiously held political beliefs" that align with those of the BC Libertarian Party. To support her request, she attached a letter of support from Keith MacIntyre, the party's leader. According to the Labour Relations Board's decision, Harbor's employer then informed her that before it could make an accommodation assessment, needed her to disclose her vaccination status. TCS also requested evidence of more long-term involvement with the BC Libertarians, asking for any membership receipts or documentation. "In terms of the letter of this date from Mr. MacIntyre, we have received several very similar letters and will require more substantive evidence of your long-term political belief and participation with the British Columbia Libertarian Party," TCS was quoted as saying. TCS also noted in its reply to Harbor's accommodation request that she should notify the union of her request and also asked how her case was different from a BC Human Rights Tribunal case heard already that year. Harbor did not provide any of that information, and once the deadline arrived, was placed on an unpaid leave due to failing to meet the requirements of the provincial health order. A year later, Harbor went to the union to ask about filing a grievance over the issue. The union then contacted TCS, which informed both them and Harbor that it remained willing to end the leave should the public health order be lifted or if Harbor discloses her vaccination status for TCS to do an assessment. A month after that, Harbor officially filed a grievance claiming that TCS had constructively dismissed her from employment, discriminated against her, psychologically harassed and terminated without cause. All of the claims were denied by TCS, and the union initially forwarded the case to arbitration, before deciding otherwise. A staff representative then informed Harbor that the union had decided against going to arbitration after further review and multiple other arbitrations that had found ineligibility to work under a public health order offering just cause for termination. Harbor then appealed the decision not to go to arbitration to the Union's Area Grievance Appeal Committee, which finally dismissed the appeal in February of 2024. The provincial appeal committee declined to hear a further appeal of the area committee's decision. As a result, Harbor brought forward a complaint against the union, claiming that they had made representations and responded to her grievance based on "a pre-determined, discriminatory position regarding employees and vaccine choice." To back up her argument, she pointed to publications made by the union in advance of the public health order taking effect which had sections pointing out accommodations could be applied for on a medical basis, which Harbor argued disregarded political beliefs. The Labour Relations Board rejected Harbors arguments, stating that the staff representative had explicitly considered her accommodation request for her political beliefs, and came to the decision not to advance the grievance to arbitration due to a lack of compelling evidence of success. "Similarly, the GAC considered the issue of the applicant’s request for an exemption due to her political belief in its decision dated February 1, 2024," reads the Board's decision. "Again, there is no indication in the GAC’s response to the Applicant that it relied on a view that there could be, or should be, no exemptions for pollical beliefs." The board also noted that Harbor had waited a year before filing the grievance, that Harbor had not disclosed her status to even begin the accommodation assessment, and that she had not provided any additional material as requested by TCS.

Those being probed included artificial Intelligence chatbot startup Character.AI and fourteen other platforms like Reddit, Instagram and Discord, the Texas attorney general added. WHY IT'S IMPORTANT Tech platforms have come under increasing scrutiny over their impact on children. Top U.S. social media platforms made an estimated $11 billion in advertising revenue from users younger than 18 in 2022, according to a Harvard study published last year. U.S. Surgeon General Vivek Murthy last year warned that young people using social media risked suffering body image issues, disordered eating, poor sleep quality and low self-esteem, especially among adolescent girls. KEY QUOTE "Technology companies are on notice that my office is vigorously enforcing Texas' strong data privacy laws," Paxton said. CONTEXT Social media companies have said they will work with officials to protect young users, and say they have introduced new tools designed to protect teens online, including parental control features. The firms had no immediate comment on Thursday. Paxton's statement said the probes would focus on the platforms' compliance with two Texas laws - the Securing Children Online through Parental Empowerment (SCOPE) Act and the Texas Data Privacy and Security Act (TDPSA). The SCOPE Act bans digital service providers from sharing, disclosing, or selling a minor's personal identifying information without permission from the child's parent or legal guardian. The legislation requires firms to provide parents with tools to manage and control the privacy settings on their child's account. The TDPSA imposes notice and consent requirements on companies that collect and use minors' personal data, Paxton's office said. In a press briefing Monday, Rep. SJ Howell, D-Missoula, said there "is a clear path to getting this done" when talking about renewing Medicaid expansion. Rep. Mary Caferro, D-Helena, echoed Howell's faith. "Continuing our current Medicaid program is the most important job we have," Howell said, adding that Democrats would like to see "continuous eligibility" to the health care program so that brief changes in income or who is living in one's household would not trigger coverage to immediately end. That said, there is already a to roll back Medicaid expansion as a whole, with those against it often arguing that the state resources put toward the health care program do not improve overall health outcomes. The program is slated to sunset in June of 2025 if the Legislature does not intervene. As of , just over 78,000 Montanans were covered by Medicaid expansion. In 2014 the federal government allowed states to extend Medicaid coverage to people who earn up to 138% of the federal poverty level, which is about $21,000 a year. Across the U.S., 41 states have implemented Medicaid expansion. Montana has already renewed Medicaid expansion once since it first implemented the program in 2015. Some Democrats, like Representative-elect Jane Weber, D-Great Falls, wants to see the sunset date done away with entirely. The Republican appetite for that is likely minimal, and Democrats will need their colleagues across the aisle to get any legislation passed this session. There were some key legislative wins for Medicaid expansion backers, including two Republican state senators who won their elections in tight races who have previously said they plan to vote in favor of the program. What's more, Republican Gov. Greg Gianforte's initial budget proposal includes funding for Medicaid expansion to continue as is, which Democrats took as a positive sign. That said, the governor is also in favor of work requirements being tied to the federal-state health care program. Likewise, Sen. Greg Hertz, R-Polson, previously told the Montana State News Bureau that the real debate on Medicaid expansion will likely come down to work requirements as opposed to the program as a whole. "I think it makes sense for any social benefit program," Hertz said of the work requirements Monday. "We want them to get back into the workforce so they don't have to depend on the government." In 2019, when lawmakers in Helena last re-upped Medicaid expansion, there were work requirements tied to the bill that were never implemented. Democrats vehemently oppose work requirements being a part of Medicaid expansion eligibility, as they say and they point to the federal government's previous rejection of work requirements being a part of the health care program in Montana. "[Work requirements] are not necessary," Caferro said Monday. "They're code clutter." That said, with the new presidential administration there is renewed confidence — and Hertz — that work requirements may be easier to implement.
