Story of the week Speaking of regulations, it was nice to get an update from Blue Origin last week on the inaugural New Glenn launch, with the company essentially saying that the only puzzle pieces to fit into place are regulatory approvals for the rocket’s hot fire test and launch. With scarcely two weeks left of the year, it is absolutely feasible that New Glenn still launches in 2024, but a lot will depend on how the hot fire test goes. The turnaround time will be tight... Funding of the week Late-stage deals in space have been on the decline this year, so it was exciting to see the announcement from Fleet Space Technologies that it had closed a $100 million Series D. The Adelaide, Australia-based startup has developed a technology stack to enable mineral prospecting from space — and identifying critical mineral deposits will be key in a future that heavily relies on them (i.e. identifying lithium for batteries). (AP) — President-elect Donald Trump said Wednesday that he has chosen Keith Kellogg, a highly decorated retired three-star general, to serve as his special envoy for Ukraine and Russia. Kellogg, who is one of the architects of a staunchly conservative policy book that lays out an “America First” national security agenda for the incoming administration, will come into the role as Russia’s invasion of Ukraine enters its third year in February. Trump made the announcement on his Truth Social account, and said “He was with me right from the beginning! Together, we will secure PEACE THROUGH STRENGTH, and Make America, and the World, SAFE AGAIN!” Kellogg, an 80 year-old retired Army lieutenant general who has long been Trump’s top adviser on defense issues, served as national security adviser to Vice President Mike Pence , was chief of staff of the National Security Council and then stepped in as an acting security adviser for Trump after Michael Flynn resigned. As special envoy for Ukraine and Russia, Kellogg will have to navigate an increasingly untenable war between the two nations. The Biden administration has begun urging Ukraine to quickly increase the size of its military by drafting more troops and revamping its mobilization laws to allow for the conscription of troops as young as 18. The White House has pushed more than $56 billion in security assistance to Ukraine since the start of Russia’s February 2022 invasion and expects to send billions more to Kyiv before Biden leaves office in less than months. Trump has criticized the billions that the Biden administration has poured into Ukraine. Washington has recently stepped up weapons shipments and has forgiven billions in loans provided to Kyiv. The incoming Republican president has said he could end the war in 24 hours, comments that appear to suggest he would press Ukraine to surrender territory that Russia now occupies. As a co-chairman of the American First Policy Institute’s Center for American Security, Kellogg wrote several of the chapters in the group’s policy book. The book, like the Heritage Foundation’s “Project 2025,” is a move to lay out a Trump national security agenda and avoid the mistakes of 2016 when he entered the White House largely unprepared. On Jan. 6, 2021, hours before pro-Trump rioters stormed the U.S. Capitol, Kellogg, who was then Pence’s national security adviser, listened in on a heated call in which Trump told his vice president to object or delay the certification in Congress of President Joe Biden ’s victory. ACEN Corp., the Ayala Group’s listed energy platform, is further expanding its footprint in Vietnam’s renewable energy space by acquiring for $70.5 million, a 49-percent stake in a unit of BIM Group. For this purpose, ACEN Vietnam Investments Pte. Ltd. signed a share purchase agreement with Huntington Renewable Investments Ltd. (HRIL) to secure a stake in BIM Energy Holding Corp. (Bimeh). READ: ACEN profit up 49% ACEN said it paid an equivalent of about P4.2 billion for the transaction with Bimeh, the energy arm of the BIM Group which has solar and wind power projects in its portfolio. “The acquisition will allow ACEN to increase its pipeline projects in Vietnam,” the listed company said in a stock exchange filing on Wednesday. ACEN and the BIM Group have a joint venture partnership in solar and wind projects in Vietnam, namely the 405-megawatt Ninh Thuan Solar project and the 88-MW Ninh Thuan Wind project. According to ACEN, the Ninh Thuan Solar project, sitting on more than 300 hectares of land, is considered one of the largest of its kind in Southeast Asia. The Ninh Thuan Solar project supplies around 600 million kilowatt-hours of renewable power yearly to Vietnam’s national grid. Its commercial operations began in 2019. On the other hand, the Ninh Thuan Wind project in South Central Vietnam is the second joint undertaking of ACEN and the BIM Group which started operating in 2021. This wind park is the second wind project in Vietnam that uses GE Renewable Energy’s Cypress turbines. “We continue to build [a] pipeline [of projects] and look for RE opportunities in Vietnam apart from operating our existing assets,” ACEN said in a message to reporters. ACEN reported a consolidated net income of P8.14 billion in the January to September period, a 24-percent jump from last year’s P6.6 billion, owing to the further expansion of its RE portfolio. But the Dow Jones index closed 0.3 per cent lower. US 10-year bond yields settled near 4.40 per cent ahead of the US Fed's expected rate cut this week.
