California will revive its own subsidy programs for electric vehicles if Donald Trump guts US federal tax breaks for such cars, the state's governor said Monday. The president-elect has said repeatedly he would scrap what he called the "electric vehicle mandate" -- actually a $7,500 federal rebate for anyone who purchases an EV. Gavin Newsom, who heads the solidly Democratic state and has pitched himself as a leader of the anti-Trump political resistance, said Monday California was not "turning back" towards polluting transport. "We will intervene if the Trump Administration eliminates the federal tax credit, doubling down on our commitment to clean air and green jobs in California," Newsom said. "We're not turning back on a clean transportation future -- we're going to make it more affordable for people to drive vehicles that don't pollute," he added. "Consumers continue to prove the skeptics wrong -– zero-emission vehicles are here to stay." If Trump scraps the tax credit, California could revive its own Clean Vehicle Rebate Project, which ran until November 2023, granting rebates of up to $7,500 for people buying battery-powered cars, a press release said. California leads the nation in electric vehicle adoption, and is the single biggest market in the country, representing around a third of all units sold in the United States. By ALANNA DURKIN RICHER WASHINGTON (AP) — One year after the Jan. 6, 2021 , U.S. Capitol attack, Attorney General Merrick Garland said the Justice Department was committed to holding accountable all perpetrators “at any level” for “the assault on our democracy.” That bold declaration won’t apply to at least one person: Donald Trump. Special counsel Jack Smith’s move on Monday to abandon the federal election interference case against Trump means jurors will likely never decide whether the president-elect is criminally responsible for his attempts to cling to power after losing the 2020 campaign. The decision to walk away from the election charges and the separate classified documents case against Trump marks an abrupt end of the Justice Department’s unprecedented legal effort that once threatened his liberty but appears only to have galvanized his supporters. The abandonment of the cases accusing Trump of endangering American democracy and national security does away with the most serious legal threats he was facing as he returns to the White House. It was the culmination of a monthslong defense effort to delay the proceedings at every step and use the criminal allegations to Trump’s political advantage, putting the final word in the hands of voters instead of jurors. “We always knew that the rich and powerful had an advantage, but I don’t think we would have ever believed that somebody could walk away from everything,” said Stephen Saltzburg, a George Washington University law professor and former Justice Department official. “If there ever was a Teflon defendant, that’s Donald Trump.” While prosecutors left the door open to the possibility that federal charges could be re-filed against Trump after he leaves office, that seems unlikely. Meanwhile, Trump’s presidential victory has thrown into question the future of the two state criminal cases against him in New York and Georgia. Trump was supposed to be sentenced on Tuesday after his conviction on 34 felony counts in his New York hush money case , but it’s possible the sentencing could be delayed until after Trump leaves office, and the defense is pushing to dismiss the case altogether. Smith’s team stressed that their decision to abandon the federal cases was not a reflection of the merit of the charges, but an acknowledgement that they could not move forward under longstanding Justice Department policy that says sitting presidents cannot face criminal prosecution. Trump’s presidential victory set “at odds two fundamental and compelling national interests: On the one hand, the Constitution’s requirement that the President must not be unduly encumbered in fulfilling his weighty responsibilities . . . and on the other hand, the Nation’s commitment to the rule of law,” prosecutors wrote in court papers. The Jan. 6 case brought last year in Washington alleged an increasingly desperate criminal conspiracy to subvert the will of voters after Trump’s 2020 loss, accusing Trump of using the angry mob of supporters that attacked the Capitol as “a tool” in his campaign to pressure then-Vice President Mike Pence and obstruct the certification of Democrat Joe Biden’s victory. Hundreds of Jan. 6 rioters — many of whom have said they felt called to Washington by Trump — have pleaded guilty or been convicted by juries of federal charges at the same courthouse where Trump was supposed to stand trial last year. As the trial date neared, officials at the courthouse that sits within view of the Capitol were busy making plans for the crush of reporters expected to cover the historic case. But Trump’s argument that he enjoyed absolute immunity from prosecution quickly tied up the case in appeals all the way up to the Supreme Court. After a far-right pro-Russia candidate secured a surprise lead in Romania's presidential election Monday, the eastern European NATO member is bracing for a high-stakes parliamentary vote on Sunday, amid fears it could bring about a strategic shift in the country. Calin Georgescu was in pole position with almost 23 percent after the first round of voting, a political earthquake in the country of 19 million people that has so far resisted nationalist appeals that have gained traction in Hungary and Slovakia. His victory ahead of centre-right mayor Elena Lasconi -- who scored 19.18 percent -- ended the hopes of Prime Minister Marcel Ciolacu to compete for the presidency in the December runoff. After coming third at 19.15, Ciolacu said his Social Democratic Party (PSD) won't challenge the narrow result, and announced his resignation as party leader. Experts say the far right's surprise success could affect the parliamentary elections later this week, and even influence the chances of forming a future government. In the runoff ballot on December 8, Lasconi will face Georgescu, a NATO critic who in the past expressed his admiration for Russian President Vladimir Putin. We are thinking of taking up this issue with the Election Commission,” Patil said. It’s been a well-known trick in politics to prop up candidates whose name or election symbol resembles that of political opponents, in the hope that they will eat away part of the votes of the opponent. Or even watch a couple of early games. Not all of the players and coaches will take advantage. Sean McVay will before he heads to SoFi Stadium. Puka Nacua doesn’t want to exert his emotional energy on someone else’s game. But no matter closely they are paying attention to it, every result across the NFC West is of significance to the Rams this weekend, and for the six weeks that come after this. At 5-5, the Rams are in a three-way tie with the San Francisco 49ers and Seattle Seahawks for second in the NFC West. The Arizona Cardinals sit in first at 6-4. As things stand, this is looking like a one-playoff team division. So some Rams will at the very least keep an eye on how the game between the Seahawks and Cardinals goes, or how the 49ers do on the road against the Packers without quarterback Brock Purdy. But not all. “I’m solely focused on what we have to do this week,” quarterback Matthew Stafford said. “None of that stuff matters if we don’t take care of our own business. I know that’s our mindset here. Just do everything that we can to give ourselves the best chance to win week in and week out and figure it out from there.” And given the competition this weekend against an Eagles (8-2) team that beat the Rams a year ago and has since added a preeminent defensive mind to its fold, you can understand the emphasis on the task at hand. After last season, the Eagles underwent a transition. Head coach Nick Sirianni remained, but he replaced both his coordinators. Kellen Moore has helped reenergize the offense, along with the addition of running back Saquon Barkley . And Vic Fangio has the Eagles’ defense performing among the best in the NFL. Fangio is a familiar figure from McVay’s and the Rams’ past. He was the defensive coordinator for the Bears in 2018 when Chicago stunned the high-flying Rams by holding them to two field goals in a 15-6 loss. Then-QB Jared Goff threw four interceptions in that game, the Rams were limited to 52 rushing yards and went 4 for 15 on third and fourth downs. The Rams had been held below 29 points just once prior to that point in the season, and that was still a 23-point performance in a win. And they had not failed to surpass 300 yards of offense in the 12 prior games, but found themselves with just 214 yards that day at Soldier Field. It was a performance that would not be replicated again until the New England Patriots used it as a model in their Super Bowl LIII win over the Rams later that season. Now Fangio is back on the opposite sideline from McVay, again with a formidable challenge for the Rams. “The biggest thing that I would say that makes Vic a great coach is he’s going to adjust, adapt, and figure out what is going to be best given the circumstances,” McVay said. “There’s still a foundational philosophy. There’s a way of making people play in an understanding of how to try to limit what people are trying to get done and the illusion of what it really looks like and that is on display.” The Rams’ offense rediscovered its identity for parts of last week’s win over the Patriots . Stafford’s connection with Nacua and Cooper Kupp powered things, while the offensive line kept him upright and running back Kyren Williams moving forward. But for the Rams to take advantage of the clustered NFC West, they need to prove they can consistently put together games like that. And doing so against this Eagles team under this spotlight would go a long way toward propelling the team toward a playoff spot. “You work all training camp and all in the beginning of the season to get to points like this. You’re still in your divisional race and you’re playing a primetime opponent on a big stage,” Stafford said. “It’ll be a big challenge for us at home. Davenport has seen a drop in the number of gun-related crimes, police announced Wednesday. During an afternoon news conference, Chief Jeffery Bladel also discussed various community and police efforts focused on reducing crime. “This isn't a ‘we’ thing that we're sharing,” Bladel said. “It's an ‘us’ thing. This is the entire community working together on issues.” DPD press conference Gun crimes From Jan. 1 to Nov. 30 of this year, there have been 19 people who suffered nonfatal wounds in shootings in Davenport, according to a presentation provided at the conference. During the same timeframe in 2023, there were 34. People are also reading... In 2020, there were 37 people who suffered nonfatal gunshot wounds over that time period. The presentation did not include statistics on homicides in the city. The number of shots-fired incidents also fell, the department said. Between Jan. 1 and Nov. 30, there were 88 such incidents this year, compared to 120 last year — a nearly 27% decrease, according to the department. Over the last five years, the number of shots-fired incidents during the same annual timeframe has fallen nearly 67%, the department reported. In 2020, from January through Nov. 30, the department had 265 shots-fired incidents to investigate. The department also announced it has recovered 351 firearms in 2024 as of Nov. 30. Bladel said violent crime, though, is still the big challenge — one shots-fired incident or wounded person is too many. “It’s always going to be a priority,” he said. Stolen vehicles The number of stolen vehicles is also down, the department report states. In 2023, between Jan. 1 and Oct. 31, there were 453 stolen vehicle incidents, compared to 288 in the same period of 2024. In 2020 over the same timespan, there were 339 vehicles stolen vehicle incidents, with 383 in 2021 and 379 in 2022. Group Violence Intervention The Group Violence Intervention is a strategy Davenport started in 2022 to intervene in cycles of violence by directly communicating with people at highest risk of being victims of or committing gun violence, according to previous reporting. The strategy pinpoints on a small fraction of the population who are members of social networks, such as formal gangs or neighborhood posses, who commit violence together and are at high risk of committing or becoming victims of violence. The strategy uses community members, social service organizations and law enforcement to contact individuals, a practice called “custom notifications,” to send a moral message against violence and to emphasize the legal consequences of violence and offer help escaping it. In July, the department described it as an extremely effective strategy. Some of the gun crimes from past years were the result of feuds between such groups, said Maj. Jamie Brown, the department's assistant chief, who also attended the news conference. Since the GVI was launched, authorities have been able to defuse potential feuds, Brown said. Bladel said Wednesday groups like gangs are still involved in criminal activity in Davenport, including group-related violence. “I wouldn’t say they’re the overwhelming contribution,” he said. The number of offenses committed by such groups can fluctuate over time, he said. There have been about 160 custom notifications through the program, Bladel said. About 20% of the people authorities contacted have since committed further crimes with a weapon. A group effort The presentation highlighted three broad areas in the city’s crime-fighting strategy — prevention, intervention and enforcement. Prevention is a largely community approach, according to the presentation provided at Wednesday’s news conference. It includes after school programs, early learning programs and organized sports, Bladel said. Intervention efforts like GVI involve both the community and law enforcement, according to the presentation. Enforcement involves addressing the crimes that do occur and largely falls on the area’s police agencies. Each of the three areas, though, involves various entities in partnership. These include the Quad-Cities chapter of Crime Stoppers, Davenport Community School District, Family Resources and federal and local prosecutors, according to the presentation. Other related efforts include the Good Neighbor Project, the Cops and Kids Program and multi-agency meetings where law enforcement discusses area shootings. These relationships and projects have been built over the last several years. “Nothing that we’ve built came in a single day,” Bladel said. In the presentation, prevention and intervention were emphasized over enforcement. “The more effective our community strategies are, the less enforcement is needed,” Bladel said. The chief said the community has the ability to coordinate and work through crime issues and the department is very proud of the public. The city has the ability and support to move things in a positive direction, he said. “I can't stress enough how proud I am to be a Davenport police officer, to be a part of the city of Davenport,” Bladel said.
