A curtain of haze rolled in and hung heavy over many parts of Mumbai, alarming citizens as visibility was poorer than usual. Social media buzzed with comments and images of Mumbai lost in a haze, now a regular feature in winter in this metropolis. On Thursday, however, the haze was particularly dense and murky. The Brihanmumbai Municipal Corporation (BMC) received an unusually high number of complaints regarding poor air quality. Some citizens were alarmed, many were angry. The 24-hour Air Quality Index (AQI), taken at 4pm, was 160, in the ‘moderate’ category, but that was no comfort, as visibility had plummeted. Scientists say this is merely an average figure and AQI varies widely across the city. For instance, Siddharth Nagar in Worli had the worst short spikes. Here, particulate matter of PM10 size reflected an AQI between 401 and 500, characterised as severe, from 7am to 10am. Consequently, AQI here yo-yoed between ‘poor’ and ‘very poor’, breaching permissible levels several times over. Similarly, Navy Nagar in Colaba too experienced PM10 levels , in the ‘poor’ category on the AQI scale, from 10am till sundown. In Borivali West, PM2.5 levels were over AQI 300 – in the very poor category – from 9am to 8pm. Malad West was similarly plagued with very poor levels of PM2.5. Deonar spiked into the very poor zone with PM 2.5 levels, from 9am to 11am. BKC saw a spike in PM2.5 and PM10 levels, to ‘poor’ levels, between 8am till noon. Kandivali West, Sewri and Mazgaon were in the ‘poor’ category for almost 24 hours. Worse, air pollution monitors in areas where complaints had poured in, such as Worli, Deonar, Bandra and Shivaji Nagar, were either not working or only partially functional. As a result, AQI in these areas were not taken into account in the city’s overall average AQI. Weather scientists say haze is essentially a combination of local weather conditions, suspended particulate matter such as dust, and gaseous emissions from vehicles and other sources. A unique combination of these on Thursday resulted in a hazy curtain of low visibility that draped Mumbai. According to a scientist at the Indian Institute of Technology-Bombay, “Low temperatures and low wind speeds together result in a drop in natural ventilation. Also, right now, Mumbai’s air has high moisture content, which causes aerosols to swell and get trapped in the air. This creates haze,” he said. Sushma Nair, scientist at the Indian Meteorological Department (IMD), agreed. “A Western Disturbance is approaching Mumbai, bringing in cloudy weather with a lot of moisture from the Arabian Sea and Bay of Bengal. Suspended particles cling to moisture particles, and do not dissipate easily as winter is always marked by low wind speeds,” said Nair. However, she said, the haze should dissipate in the coming days. As the Western Disturbance passes, the skies will clear up, allowing day time temperatures to rise. However, night time temperatures will drop further, as moisture in the air will decrease, allowing the air to cool, Nair explained, adding that the change will be gradual. But Mumbai’s rising pollutions levels, a major factor producing haze, are undeniable. Anumita Roy, executive director of the Centre for Science and Environment (CSE), said, “The haze is due to the combination of pollution and atmospheric conditions in winter. Air is trapped and pollution builds up.” She added, “But the root cause is rising emissions from traffic, construction activity, peripheral industries, burning of waste, etc. If there is no action plan to systematically and drastically reduce this throughout the year, air pollution will have severe health consequences for the population.” Meanwhile, the BMC tried to tamp down the dust and other particulate matter on the city’s streets, but it made little difference on Thursday. “Around 263km of roads were washed using 188 machines, water tankers, misting machines, mechanical sweepers, litter picker machines and e-sweepers,” said an official. “Around 197 tonnes of construction and demolition debris was also picked up and transported to the debris processing facility.”

A team of officials from Systra India — appointed as the detailed design consultant for the metro project, along with officials from Gurugram Metro Rail Limited (GMRL), GMDA and DHBVN — carried out the survey of the route between Millennium City Centre and Cyber Park. During the survey, officials identified underground utilities, including water pipelines, stormwater drainage, sewer networks, treated water pipelines, power utilities and other infrastructure that fall along the alignment of the proposed metro route. The officials said the findings will help map out necessary adjustments or relocations of utilities to accommodate the metro project construction. The ongoing survey will be completed within 15 days, following which the metro authority will finalise the proposed alignment and begin preparing estimates for utility relocation work. A GMRL official said, "We have started the final survey to finalise the alignment of the metro corridor and its 27 stations." "The alignment passes through high-density areas and assessing every utility — be it water pipelines, power lines, or drainage — is crucial before work begins. This will ensure minimal disruption during the project's execution," the official said. The GRML official said, "In some sections, the right of way has been adequately available, while others may require road widening. Similarly, there are HT towers that fall in the alignment and need to be relocated. We are hoping to complete the survey within the next 15 days. Only then will cost estimates be prepared for the utility shifting." The 2.2-km route (covered during the survey on Thursday) will also have a proposed station in Sector 45 besides Millenium City Centre and Cyber Park in Sector 39. These three stations will cater to the major residential and business hubs of Sectors 39, 41, 44 and 45. GPS technology is being used to map the exact location of metro stations and their infrastructure, including the entry and exit gates of each station. Additionally, a 500-metre buffer zone along the metro corridor's route and intersecting roads will be surveyed to facilitate smooth intermodal transfers. At the 2024 Australasian AID Conference, one session explored how AI tools are being developed and tested to enhance development policy and programming, with potentially interesting implications for how aid organisations analyse problems and make decisions. Two organisations with an interest in this field – Dragonfly Thinking and the Development Intelligence Lab — demonstrated how structured AI applications could augment “analog” (that is, human) analysis while avoiding some of the pitfalls commonly associated with AI adoption. Miranda Forsyth, co-founder of Dragonfly Thinking and a professor at ANU’s School of Regulation and Global Governance (RegNet), described her journey from AI sceptic to innovator. Despite being “one of the most non-technological people around,” Forsyth’s collaboration with Professor Anthea Roberts led to the development of an AI platform that helps users think through complex development challenges. At the heart of their approach is the “Triple R Framework” – based on an examination of risks, rewards, and resilience. Unlike binary or pro-versus-con approaches such as SWOT or cost-benefit analysis, this framework adds a third dimension, resilience, that takes into account how systems change over time. Risks arise at the intersection of threats, vulnerabilities and exposure, while rewards arise at the intersection of opportunities, capabilities and access. The resilience element involves three distinct capacities: absorptive (for immediate responses), adaptive (for real-time strategy adjustments), and transformative (for system-level changes). What distinguishes Dragonfly Thinking from conventional AI tools is its cognitive architecture, which is layered over large language models like ChatGPT. Rather than simply generating responses, the system guides users through a process of structured analysis and incorporates multiple perspectives – much like its namesake insect’s compound eyes, which provide 360-degree vision. Forsyth demonstrated the platform’s application to a consideration of sorcery accusation-related violence in Papua New Guinea, showing how it could help analyse social media’s role in either driving or preventing violence. The system helps users think through immediate threats (like viral videos of violence), exposure factors and vulnerabilities, as well as opportunities for human rights defenders to counter harmful narratives. The Canberra-based Development Intelligence Lab has been experimenting with this technology over the past year, testing whether combining “analog analysts” (again, those are people) with AI can produce better policy analysis. CEO Bridi Rice shared results from an experiment where analysts with no particular expertise in development economics, under time pressure, were tasked with analysing middle-income traps in Southeast Asia. Within just two hours, using the Dragonfly platform, the team produced an analysis that development economists validated as providing solid insights. Notably, the AI-assisted analysis offered a more comprehensive view than some human analysts might have, given their self-recognised tendency to focus predominantly on either risks or opportunities, depending on their disciplinary background. Rice emphasised that the tool’s primary value lies not so much in the efficiency gains it offers but in its ability to help people “think better” and, perhaps, make better decisions. While acknowledging serious concerns about AI bias – particularly in relation to Western knowledge dominance and the limited incorporation of local perspectives – she argued that the technology shows promise in overcoming some of the disciplinary and institutional biases that can plague policy discussions. The organisations’ experience offered some lessons for development organisations considering AI adoption. First, while AI can enhance efficiency in routine tasks such as document synthesis, its greatest potential might lie in improving the quality of analytical and decision-making processes. Second, while bias remains a significant concern, structured analytical frameworks can also help reveal and potentially overcome certain types of institutional and disciplinary biases. It was noted that one of the more promising aspects of the technology could be its potential to enhance local voice and perspective in development decision-making – not least as a result of AI’s rapidly advancing translation capability. The Development Intelligence Lab’s “Southeast Asia Pulse Check” project, which aggregates expert insights from up to 50 people in each Southeast Asian country, demonstrates how AI tools might help bridge the gap between local knowledge and policy formulation. This could be particularly valuable for smaller nations that lack extensive research and policy analysis capability. The platform’s ability to analyse issues from multiple perspectives could also help address a common criticism of development programming – that it often reflects donor preconceptions rather than local realities. By systematically incorporating different viewpoints and knowledge systems, AI-assisted analysis could help development practitioners better understand and respond to local contexts. Both organisations announced initiatives for 2025, including an “AI in development” discussion group open to practitioners and researchers, and opportunities for other organisations to partner with them on using the technology for specific policy challenges. They’re also working to incorporate more diverse knowledge sources and perspectives into the system, including exploring ways to better capture and integrate oral knowledge and indigenous perspectives. However, some difficult questions remain about AI’s role in development. These include managing its intensive energy requirements – with AI searches consuming approximately ten times the energy of standard internet searches – and ensuring appropriate incorporation of indigenous and local knowledge. Both presenters were at pains to emphasise that AI should complement rather than replace deep consultation and local engagement in development program design and implementation. A further consideration is how to maintain appropriate human oversight as these tools become more sophisticated. As Rice noted, while some senior policy makers are already impressed with the quality of AI-assisted analysis, the goal is to enhance rather than replace human judgment in decision-making. AI is an assistive technology, not a replacement for human experience and judgement. The development community — like pretty much all other non-corporate users — will also need to grapple with questions of access and equity in AI adoption. As tools become more sophisticated and valuable for policy analysis and program design, ensuring equitable access across different development organisations and contexts will be crucial. This includes considering how smaller organisations and those in developing countries can benefit from these technologies without being disadvantaged by resource constraints. So far, the collaboration between Dragonfly Thinking and the Development Intelligence Lab suggests that thoughtful AI adoption, focused on augmenting rather than replacing human capabilities, has the potential to help development practitioners navigate increasingly complex challenges more effectively. EXCLUSIVE : Nearly 40,000 Chinese nationals are among more than 1.4 million noncitizens who have deportation orders but who are not currently in Immigration and Customs Enforcement (ICE) detention, according to new figures obtained by Fox News. The numbers show that there are currently 1,445,549 foreign nationals who are on ICE’s non-detained docket and have final orders of removal as of Nov. 24, 2024. The non-detained docket includes noncitizens who have final orders of removal or are going through removal proceedings but are not in ICE custody. There are currently more than 7 million people on that docket, which includes those who are incarcerated by federal, state or local law enforcement but not by ICE. Those in ICE custody are on the detained docket. NUMBERS OF AFGHANS, CHINESE COMING THROUGH KEY MIGRANT CROSSING SURGED SINCE 2021: REPORT (Immigration and Customs Enforcement/File) The top countries of nationals on the list include Mexico (252,044), Guatemala (253,413), Honduras (261,651) and El Salvador (203,822.) But other countries include China, which has 37,908 nationals on the docket with final orders of removal. Other countries include Haiti (32,363), Iran (2,618), Pakistan (7,76), Uzbekistan, (975) and Venezuela (22,749.) China is a geopolitical foe of the U.S., and Republicans have expressed concern about the potential for espionage or cyberattacks from Chinese Communist Party members who infiltrate the U.S. Last week, the Justice Department alleged that an illegal immigrant from China shipped weapons to North Korea from California. Lawmakers have asked for a breakdown of nationalities as well as categories of reasons that make it difficult to deport them. ILLEGAL IMMIGRANT FROM CHINA SHIPPED WEAPONS TO NORTH KOREA FROM CALIFORNIA: DOJ Incoming border czar Tom Homan is tasked with leading the Trump administration's mass deportation operation. (Dr. Phil Podcast YouTube channel) The number of illegal immigrants on the non-detained docket has soared from 3.7 million in fiscal 2021 to nearly 4.8 million in fiscal 2022 to more than 7 million in fiscal 2023. While many of the non-detained dockets are recent arrivals, others may have been in the country for decades. In an accompanying note, ICE said it is unable to provide case-specific reasons, but there are several reasons why ICE may not be able to remove those with final orders of removal. They include appeals and those who have been given another form of deportation protection. It also includes those on Alternatives to Detention programs. "Noncitizens may pursue a form of relief or protection from removal, which may include asylum, withholding of removal, or protection under the Convention Against Torture. If a noncitizen is granted any form of relief from removal, ICE is unable to effectuate the removal," the note said. According to the agency, around 55% of those final orders are executable due to the above factors. That is also a fluid number, because factors in a case can change. Currently, it labels 15 countries as "uncooperative": Bhutan, Burma, Cuba, Democratic Republic of the Congo, Eritrea, Ethiopia, Hong Kong, India, Iran, Laos, Pakistan, People’s Republic of China, Russia, Somalia and Venezuela. Meanwhile, it considers an additional 11 countries to be at risk of non-compliance: Bosnia and Herzegovina, Burkina Faso, Cambodia, Gabon, Gambia, Iraq, Jamaica, Nicaragua, South Sudan, St. Lucia and Vietnam. House Homeland Security Committee Chair Mark Green on Wednesday accused the Biden administration of having "hamstrung" ICE's ability to detain and remove illegal immigrants. "These devastating numbers are yet more incontrovertible proof of this reality, and should serve as a wake-up call for policymakers. It is absolutely critical that Congress fully support the incoming Trump administration’s efforts to undo this damage and once again enforce our immigration laws and secure our borders," he said in a statement to Fox.
