25 Nov 2024 Budget was ‘really tough on business’, says CBI chief Krishnan Guru-Murthy Presenter We spoke to Rain Newton-Smith, the chief executive of the Confederation of British Industry (CBI). Krishnan Guru-Murthy: It’s hard not to see this as a sort of ‘business huffing and puffing’ because the chancellor had already said this was a one-off reset. And then your message today has been, ‘well, don’t do this again’. She said, ‘well, okay’. What was that all about? Rain Newton-Smith: I think what’s really important to say is – for the business leaders I’ve been speaking to – the budget was really tough on business and the decisions they are having to make because we are seeing higher contributions from national insurance, means that it’s harder for them to invest. It’s harder for them to create the jobs they want to create in our local communities. So whether you’re a theatre and you’re not making a profit this year – and already this is going to take more out of your bottom line next year, they want to be growing, but it’s really difficult. And if you’re a further education college and you want to be providing courses that help people back into work, you are also facing this cost. So I think we need to acknowledge the challenges businesses are facing and we need to make sure that we make it easier for them to invest and grow going forward. Krishnan Guru-Murthy: But what do they expect? You know, when you are all sitting down for these smoked salmon breakfasts, did it not occur to any of you that taxes might have to go up? Rain Newton-Smith: I think businesses acknowledge we need to fund our public services. Everyone really sees the pressure on the NHS and the need to get funding to deliver to our frontline services. But over the long term, the only way we can fund those public services is by encouraging investment and growth in the UK economy. And I think as you heard there from Keith Anderson, there are so many business leaders who are really defiant about the UK’s capability. We have world leading universities, we’ve got creative industries, we’ve got manufacturers, we’ve got... Krishnan Guru-Murthy: So what do you want them to do? Rain Newton-Smith: So we want them to have this conversation about how do we really drive growth and investment in the UK.. Krishnan Guru-Murthy: What’s the answer to that? What do you want from government? Rain Newton-Smith: Well, I think in the immediate, we need to take off some of the pressure on businesses’ bottom line. So the chancellor is committed to reforming business rates. We really need to make sure that that works for retail and hospitality, but also makes it easier for our manufacturers, our aviation sector, to invest and choose to invest in the UK economy. And we also need to think about the growth in skills levy. The government has committed to doing that. Let’s bring that flexibility into how the apprenticeship levy funds are used now, so that businesses can invest in the training that our workforce needs. And we need to double down on our capability and set out that blueprint for how the UK is competitive on a global stage. Krishnan Guru-Murthy: And how important are these supply side reforms and planning and all of that. Will that deliver the growth you want? Rain Newton-Smith: So I think absolutely ensuring that planning decisions are made more quickly, that is one of the things that’s been holding back investment. That will absolutely make a difference. But that really is about our growth over the long term. So we also need to make it easier for CFOs across the land to say ‘right, as a result of the decisions that have been taken at this budget and in future budgets, I’m going to decide to invest more in the UK. I’m going to take a risk on someone who maybe has been out of work for a period of time.’ Because we know there are over 9 million people who’ve been out of work and we need to help them into work and make sure that they are able to contribute to our economy. Krishnan Guru-Murthy: But in the short term, you’re asking, I mean, having had a tax raise, you now want a tax cut in business rates? I mean, do you want that for everyone or do you want that to be just targeted at the people who are really struggling? Rain Newton-Smith: What we’re saying is you need to reform business rates to really make it easier for businesses to invest, in making their buildings more energy efficient, to invest in building and expanding some of our transport infrastructure. There are things that can be done to reform the business rate system to really get investment and growth going. That isn’t something that’s going to be done tomorrow. That is something that the chancellor has committed to but will be implemented over the next 18 months. Krishnan Guru-Murthy: How worried are you that I mean, you know, you’ve said your ‘don’t do it again’, but ultimately, if more money is required, the government is still committed to not raising income tax and VAT and National Insurance for employees. It might come back for more in some other form, mightn’t it? Rain Newton-Smith: Well, I think we will hold the chancellor to account for the words that she said at our conference today. Krishnan Guru-Murthy: Well all she said is ‘we won’t raise National Insurance again.’ Rain Newton-Smith: But she said, ‘I took the tough decisions at this budget so I wouldn’t have to come back for more next year.’ And so she knows that we need to see business investment growing. She knows we.. Krishnan Guru-Murthy: What if we have to double defence spending. If Donald Trump pulls the plug... Rain Newton-Smith: The chancellor will always have tough choices to make, but what’s really important is when she is making those decisions, she talks to the CFO, she talks to businesses who are really on the front line of making those decisions as to, ‘do I invest now in the UK? Do I take a chance on hiring more people? Do I open that new store?’ Because those are the difficult decisions business leaders have to make. They want to invest in the UK. They want to be creating jobs. But we’ve got to make it easier for them to say, ‘I’m going to invest now. Miami enters the week still stunned after losing its fourth straight game. Next up, the Hurricanes will play host to Arkansas on Tuesday night in Coral Gables, Fla., as part of the ACC/SEC Challenge. Miami (3-4) lost on Saturday afternoon to Charleston Southern, a team that entered with a 1-7 record. Arkansas (5-2) is coming off a Thanksgiving loss to Illinois on a neutral floor in Kansas City, Mo. "We've got a lot to learn," said John Calipari, in his first season coaching Arkansas. "We really haven't scrimmaged because we haven't had 10 guys (due to injuries). "But this team is going to be fine." The same thing cannot confidently be said about the Hurricanes. Their first three defeats of the current skid were tough for Miami to take, losing to Drake, Oklahoma State and VCU on a neutral court as part of the Charleston Classic. But the loss to Charleston Southern -- which was a 25-point underdog -- has to be considered among the worst in Miami history. Hurricanes coach Jim Larranaga was without point guard Nijel Pack, who missed the contest due to a lower-body injury. Pack leads Miami in scoring (15.2) and assists (4.7). Not every person on the planet strives to leave the world better than they found it — but that’s not the case for Ashlynne Goss. Goss, a junior at Cañon City High School, has chosen to live by the lessons taught by her grandfather, one of which includes the desire to make the world a bit better a day at a time. “He always just said, ‘Leave this world better than you came into it’,” Goss said. Born and raised in Cañon City, Goss has grown up as the quintessential Fremont County kid attending Washington and Lincoln Elementary Schools and Cañon City City Middle School. Early in her life, Goss developed a love for singing which she used not only to leap into the performance realm but also to deal with the stresses of growing up. “I’ve always been passionate about singing as a really young child, whenever I was overwhelmed...I sort’ve developed a way to deal with those emotions by coming up with my own songs,” she said. In elementary and middle school, she looked forward to the Madrigal singers’ performances every year and decided that, someday, she would be a part of the show choirs at CCHS. Fast forward several years and she’s enjoying her second year as a member of Tiger Ladies at CCHS. Alongside other musically gifted ladies, Goss sings her heart out to audiences throughout both Fremont County and Colorado and was recently named to the Colorado All-State Choir as part of the Treble Choir. Next year, as a senior, she hopes to be a part of the coveted Encore! show choir. Alongside her love of singing, Goss also finds joy in performing on stage in various theater productions, particularly musicals. After participating in both Matildo Jr. and Willy Wonka Jr. in middle school, Goss has become a staple member of the CCHS theater scene. She’s appeared in All’s Well in Roswell (isn’t It?); Parents Just Don’t Understand Us; Florence, David, and Art with CCHS and Willy Wonka with the Fremont Civic Theatre. She will shortly play the lead in CCHS’s upcoming Caught Red-Nosed Christmas play. Though she’s also remained busy as part of the girls’ basketball team, speech and debate and as a Gifted and Talented Education (GATE) student, she has found a large passion and purpose in evaluating new design ideas for the CCHS parking lot. “Our parking lot isn’t designed the best...There was an incident where a freshman girl got run over,” she commented. “That definitely quickened the need to figure things out.” As a part of the engineering program at CCHS, Goss was pinpointed as one of the heads of two teams to develop potential ideas for new parking lot flows. “We can’t fix something if we don’t know what we’re fixing so we took our time to go out to the parking lot and observe,” she said. “We did thorough research of what actually are the problems here.” During the Nov. 12 Cañon City School Board meeting, Goss presented her ideas alongside a fellow engineering student and illustrated possible ways to circumvent current safety issues. “I’ve always had a creative brain,” she said. “The project was given to us but I definitely took a stand in it.” Goss was also featured as the first Cañon City Police Department’s Spotlight Student during the meeting, due in no small part to her desire to make the world a better place. “Ash has been instrumental in addressing the significant safety challenges of the CCHS parking lot. As a member of the committee tasked with finding solutions to parking lot safety, she demonstrated tenacity and collaboration by working closely with peers and staff to tackle congestion and safety concerns,” read the nomination form. “Through her tireless efforts, Ash has not only improved school safety but has empowered her peers, setting a positive example of leadership, initiative, and integrity. She is truly deserving of The Spotlight,” it also read. Goss went above and beyond what most people would when, on Aug. 18, she learned about a threat of school violence via social media. Though she couldn’t be sure if the threat was made to her local school, Goss took the initiative to get in touch with CCHS Principal Bill Summers. Summers took the information to the proper authorities and, though the threat was not in Cañon City, it was discovered to be true for a high school in Texas and was quickly averted. “It was going around all over and I saw it on multiple people’s [Facebook] stories,” she said. “And I took it to someone who could do something with it.” In addition to helping her community become a safer place, Goss is currently working on her CCHS Capstone Project and plans to work with local veterinarians to host donation drives for various clinics throughout Cañon City. Though she hasn’t yet decided on a concrete future path, she’s thinking of pursuing a career in interior design at Colorado State University after high school. “My grandfather always said, ‘Don’t work a day in your life, love what you do,'” she said. “I work at Arby’s right now...but I go to work and I try to be in a good mood.”
New Democrat Leader Marit Stiles proposed the motion on International Day for the Elimination of Violence Against Women while the government continues to study an NDP bill introduced last spring to declare an epidemic. Stiles said passing the bill would clear the way for a boost in provincial aid to overcrowded women’s shelters and other programs to fight the violence problem as high housing costs make it difficult for women to leave abusive partners. “They’re just spinning their wheels and it’s really offensive,” Stiles said, noting the NDP’s Bill 173 has been before the legislature’s justice committee since it passed second reading in April. “The reason they will not do this is very simple. They do not want to commit the resources to actually addressing the issue,” she added. Williams said the government is using the committee hearings to come up with a comprehensive plan of action, not just a declaration of an epidemic. So far, the committee has heard input from organizations in the field and will soon hear from victims and survivors. “I’ve worked in the sector for 20 years,” the associate minister added. “We know that there are things that we can be doing. And we’re government, we need to be thinking upstream. I want to address those root causes.” Critics are worried the government will call an next spring, stranding the bill, which the Progressive Conservatives after signalling they would not. “I wish the government had the same sense of urgency for intimate partner violence as it does for booze and bike lanes,” Liberal MPP John Fraser (Ottawa South) said in a reference to the government’s moves to put beer, wine, cider and pre-mixed cocktails into and control where municipalities have special lanes for cyclists. My heart is broken and my arms are empty. But I know you’ll always be near watching over me and your sisters. And for that, my heart smiles with gratitude. ISRO Set to Launch Groundbreaking Space Docking ExperimentThe intention of this paper is to indicate the pathway that Si Lanka could take to achieve prosperity and poverty alleviation, as suggested by my Sinhala book titled ‘Directing the Sri Lankan economy on to a correct path’ published a couple of months ago. See the given figure. As shown in the figure, the economic development process of a country like some of those in South East Asia starts from the establishment of an enabling environment of political stability actively promoted by a dynamic leader. Table 1 shows how the Foreign Direct Investment (FDI) attracted by some of the countries of South East Asia, unlike in Sri Lanka (SL), enabled by their capital, technologies, skills and international market access, that has apparently boosted exports, which in turn have created jobs that have helped to reduce poverty. Similarly FDIs are needed for the development of Sri Lanka as its savings are small (about 29% per year), it does not have sufficient advanced skills, technologies and adequate international market access for its goods and services. But FDI inflows to SL have been minimal when compared to the other countries mentioned in Table 1. It appears that FDIs most probably have deliberately avoided investing in SL mainly due to the poor political instability prevailing in the country from about 1956. Political instability can be described as conditions prevailing in the country including the absence of ethnic unity, the rule of law and leaders capable of correcting such a situation. So it is up to the Government to resort to even changes to the constitution to correct this situation to be capable of attracting FDI. Macroeconomic stability exists when key economic relationships such as government’s revenue and expenditure are in balance, inflation is low, investment is positive, public debts especially foreign debts are low, there is a positive balance of payments and when the economy is growing, etc. Sri Lanka’s position has been negative much of the time with regard to all these economic features. In other words macroeconomic stability has been absent in SL, so that Economic development and poverty alleviation have failed. So much so that the International Monitory Fund (IMF) has been called in to help. Productivity measured in output per man hour is the relationship between the output of an economic unit and the factor inputs such as labour, capital and technology, that have been included in producing that output. An example is that if it takes 10 workers to assemble a car within 10 days using simple instruments such as spanners, it would be possible for the same 10 workers to produce 10 cars per day if they are supplemented by using modern technological instruments such as an assembly line with automatically controlled machines. In fact Michael E Porter, the author of the book “The Competitive Advantage of Nations” says “The only meaningful concept of competitiveness at the national level is national productivity”. It should be added that the main contributors to the productivity of a nation are its private sector firms as their management is more efficient than that of its state owned enterprises especially in Sri Lanka. So the Government has to encourage the private sector firms to compete among themselves so that prices could come down and quality along with productivity can be improved. Table 2 shows per worker labour productivity of selected Asian nations and Sri Lanka mentioned in Table 1 in American $ pertaining to the year 2020 and their International Competitiveness for 2022. So far SL has not made an effort to be a major exporter of products and services to earn considerable foreign exchange to meet its own needs and for inputs but also for payment of our foreign debts. Instead it has sought to protect its enterprises by imposing high import duties. But now has apparently realised it needs to export in a big way by not only lowering import tariffs gradually but also by formulating an export development strategy of converting its goods and services for meeting the needs of consumers abroad in competition with existing suppliers from other nations. An essential part of this strategy is creating political stability by leaders to enable the attraction of FDI. See Table 1 which shows how this has happened in some East Asian nations in comparison to SL. See also the high level of productivity and competiveness of these nations in Table 2. It may be noted that the competitiveness of a nation is arrived by dividing the average wage in that country by the rate of productivity of the same country. The path to prosperity of Sri Lanka starts from political stability to enable it to attract mainly FDI as it lacks the capital, skills, technologies and the required international market access to start an export-led strategy of economic development to achieve higher growth and reduce poverty. In this strategy it is important to emphasise on promoting especially the productivity (of the private sector, (which has been described as the ‘the engine of growth’) apart from upgrading the macroeconomic stability of the country and the international market access as shown in the given figure.
