WASHINGTON (AP) — In the history of American politics, there's no shortage of presidents who promised to shake up Washington once they got to the White House. But Donald Trump may prove to be in a class of his own, and he appears more interested in beating the federal government into submission than recalibrating it. In staffing his administration, Trump has shown an inclination to select people who distrust or even disdain the agencies that they've been chosen to lead, setting up a potential war of attrition between the incoming Republican president and American institutions. “There’s been nothing like what Trump is suggesting to do," said Doug Brinkley, a presidential historian. "We’re talking about dismantling the federal government.” Trump's approach will become even clearer this week as Kash Patel, his choice for FBI director , heads to Capitol Hill for an initial round of meetings with senators who will decide whether to confirm him to the post. A former national security official who has branded himself as an eager acolyte of Trump, Patel has talked about shutting down the agency's headquarters, splitting up its responsibilities and targeting Trump's perceived enemies. Greg Brower, a former U.S. attorney who served as the FBI’s top congressional affairs official, said Trump seems to want to make the nation’s law enforcement institutions “part of his political operation run out of the White House.” “That’s a major course change that I’m just not sure a majority of senators are willing to endorse," Brower said. Republican senators are already considering whether to support Pete Hegseth, whom Trump wants to lead the Pentagon , despite allegations of sexual misconduct, excessive drinking and financial mismanagement. Hegseth is an Army veteran and former Fox News commentator who has described the military as flooded with “woke” liberal ideology. He also wants to remove women from combat roles. Karoline Leavitt, a spokesperson for Trump’s transition team and the incoming White House press secretary, said the next administration wants to “shatter the Deep State," a term for entrenched civil servants who have frustrated Trump and his allies. “President Trump was re-elected by a resounding mandate from the American people to change the status quo in Washington,” she said in a statement. “That’s why he has chosen brilliant and highly-respected outsiders to serve in his Administration, and he will continue to stand behind them as they fight against all those who seek to derail the MAGA Agenda.” Margaret Spelling, who served as education secretary under President George W. Bush, said it is “probably not a good management style" to treat government employees as adversaries. “If you’re going to turn the tide or redirect the ship of state, you’ve got to have help doing it," she said. "And that’s people who work there already.” Spelling's former department could be outright eliminated if Trump has his way. His choice of education secretary , Linda McMahon, has never worked in the field. She served for one year on the Connecticut Board of Education and is a member of the board of trustees at a private university. McMahon lead the Small Business Administration during Trump's first term, and she made a name for herself by running World Wrestling Entertainment, a cultural juggernaut that features musclebound men beating each other up in elaborately scripted fights. Trump's plans for the federal government blend conservative ideology, which has long viewed Washington as too intrusive in Americans' daily lives, with his personal vendettas. After being plagued by investigations and contradicted by career officials during his first term, the returning president has no interest in a replay and he's more skeptical of insider views that clash with his own instincts. Some of his personnel choices have alarmed political opponents, but Trump's approach could prove appealing to voters whose faith in government has sunk to record lows in recent years. Only about 2 in 10 Americans trust the government to do the right thing always or most of the time, according to the Pew Research Center , down from around 4 in 10 who said this in 2000 — before the upheaval of a global financial crisis, an inconclusive war on terrorism and a worldwide pandemic. Story continues below video Kay Schlozman, a Boston College political science professor, said Trump's nominees could be viewed as "an extension of his capacity to question the received wisdom and question the supposed elites who always run everything.” Some of the largest gaps between expertise and personnel have been evident in public health. Trump chose Robert F. Kennedy Jr. to lead the Department of Health and Human Services despite his reputation as one of the most prolific spreaders of unfounded theories about the supposed danger of vaccines. Trump also picked Dr. Jay Bhattacharya, a critic of public health measures like lockdowns and vaccine mandates that were used during the coronavirus outbreak, to run the National Institutes of Health , the country's top medical research agency. In other areas of government, loyalty has often been prized over expertise. Lee Zeldin, a former New York congressman, never served on any committees dealing with the environment during nearly a decade on Capitol Hill. Now he’s on deck to lead the Environmental Protection Agency. Brinkley said it's not uncommon to have presidents attempt to change how Washington works. Richard Nixon tried to circumvent government agencies by centralizing decision-making in the White House, and Warren Harding stocked his Cabinet with business leaders. But Brinkley said Trump's approach is more venomous, and he seems to be setting up his staff to compete to be the most zealous. “It’s got a gladiator feel," he said. "They each want to show that they’ve got a scalp to punish the so-called deep state, the legacy media or the Democratic Party.” Another way that Trump is taking on Washington is the Department of Government Efficiency , an independent advisory organization that will be run by Elon Musk and Vivek Ramaswamy. Musk, the world's richest man, and Ramaswamy, an entrepreneur, plan to provide ideas on dramatically reducing federal spending and cutting the government workforce. They also said Trump should sidestep Congress whenever possible, setting up a potential constitutional clash. Theda Skocpol, a Harvard University professor of government and sociology, agreed that Americans are often doubtful about Washington's effectiveness. “But it doesn’t mean there’s going to be an easy path to eliminating entire departments or functions of government because people will realize they have the stakes in those things,” she said. Dallas Mavericks star Luka Doncic's home was the latest residence to be burglarized in a monthslong string of break-ins targeting the houses of professional athletes across the country. Doncic's business manager, Lara Beth Seager, told reporters on Saturday that Doncic's home was targeted by thieves on Friday, according to The Dallas Morning News. A police report obtained by the outlet said the criminals got away with about $30,000 worth of jewelry. Tyler Seguin, a player for the Dallas Stars hockey team, was also the target of a break-in earlier in the year, sources confirmed to the outlet. Seguin is the highest-paid player for the Stars, signing an eight-year, $78.8 million contract in 2018. The Dallas sports stars aren't the first professional athletes to face residential burglaries this year. The NFL issued a security alert on November 21 to the player's union and teams' security directors after break-ins at the homes of Kansas City Chiefs star quarterback Patrick Mahomes and tight end Travis Kelce, who is also Taylor Swift's boyfriend. Sources told NFL.com at the time that the FBI was investigating the break-ins, which the agency believes are connected to a South American crime organization. "It's legit," one source familiar with the situation told . "It's a transnational crime ring, and over the last three weeks, they've focused on NBA and NFL players, and it's all over the country." The NBA also warned players in November to take additional security precautions following break-ins at the houses of Milwaukee Bucks star Bobby Portis and Minnesota Timberwolves guard Mike Conley. Second, during this visit, bilateral relations between the two countries were elevated to a strategic partnership. Third, the Indian Prime Minister was conferred with the highest honour of Kuwait, ‘The Order of Mubarak AL-Kabeer’. A visit by the Head of State to a country indicates the importance attached to the host country by the visiting Head. The visit by Modi was significant as it came after 43 years by his predecessor. And it’s like the Prime Minister visiting Poland after a gap of 45 years that showed the priority India attaches to Poland. The strategic heft of Warsaw grew considerably after it joined the European Union and NATO. Poland was under the ‘Soviet/Russian sphere of influence’ and it borders Ukraine and Russia. Now it assumes the Presidency of the European Union, which, of course, is a rotating position. Likewise, Kuwait holds the Chair of six-member Gulf Cooperation Council (GCC). India is negotiating an FTA Agreement with GCC. Modi impressed upon the Emir, the Crown Prince and the Prime Minister of Kuwait for moving towards an early conclusion of an FTA with GCC. Notably, GCC countries hold 1/6th of India’s total trade, one third of India’s Diaspora, about 9 million Indians. A close cooperation with GCC is essential for India’s growth. Among GCC countries, Kuwait has been friendly with India, barring a downturn in ties during the Gulf War, to be more precise, Iraq’s invasion of Kuwait. More on that, a bit later. Kuwait remains important to India. It has 6.5 per cent of world oil reserve, sixth largest crude oil and LPG supplier to India, meeting 3.5 per cent of India’s energy needs. Indians constitute 21 per cent of Kuwait’s population and 30 per cent of its work force. Indians are the largest expat group in Kuwait. While meeting with the Indian Diaspora in Kuwait, Modi lauded their contribution in talent, technology and traditions to the growth and development of Kuwait. He called them a ‘mini Hindustan’. In addition to one-to-one meeting with the Emir and at a delegation level with the Kuwait Prime Minister, he attended the inauguration of the Arabian Gulf Club football tournament. This was part of a cultural diplomacy allowing time for informal exchange of pleasantries between Heads of States. It is a popular tournament among eight countries, Kuwait having won the trophy more than any other teams. People-to-people exchange and cultural diplomacy enrich bilateral relations. Also, an MoU was signed for 2025-28 to promote cooperation in sports between the two countries. The strategic partnership, signed during the visit, aims at enhancing bilateral relations in all possible and potential sectors. This includes defence, wherein it would translate into joint military exercises, training of defence personnel, coastal defence, maritime safety, and joined development and production of defence equipment. It will also include counter terrorism operations, sharing of intelligence and information, anti-money laundering and drug-trafficking. The cooperation will deepen in pharmaceuticals, IT, Fin-tech, infrastructure, solar energy, health, digital, innovation, and textiles etc. It was decided to gradually move the focus from fossil fuel to trading in renewable energy, wherein it will be easier to step up cooperation as Kuwait is a member of the International Solar Alliance. Prime Minister Modi appreciably noted that ‘Made in India’ products were finding their way into Kuwait including automobiles, electrics, mechanical and telecom etc. He suggested that the petrochemical sector could be another big trade bridge between both countries as it is likely to grow up to 300b USD by 2025. The leadership of both countries agreed to promote business delegations from both countries and greater institutional linkages. Kuwait could explore more opportunities for investment in India. At the same time, Modi stressed that India has the technology and skills to contribute to making of a New Kuwait. On international politics, both leadership discussed Gaza and Ukraine. Modi reiterated his commitment to finding a negotiated solution to the war. On Gaza, he reaffirmed India’s commitment two-state solution by recourse to dialogue and diplomacy. He said ‘No’ to terrorist action that provokes retaliation causing deaths and destruction. It is necessary to recall that relations between India and Kuwait go back to millennia, as evidenced by discovery of the artifacts of pottery and jewellery from the Kuwait Island of Failaka. Before the oil was found in Kuwait, trade between India and Kuwait consisted of dates and pedigreed horses. After trading on horses stopped at the end of the Second World War, Pearls and teak wood were the items traded. As Kuwait got independence in 1961, India was one of the first countries to establish diplomatic contacts. In 1962, Kuwait supported India in its war with China. Ever since, the relations between both countries remained friendly. Kuwaitis concentrated in Bombay for their trade and commerce. Emir of Kuwait even had a house in Marine Drive in Mumbai. The bilateral relations plummeted by India’s pro-Iraq stance during Gulf War. New Delhi refused to condemn Iraq for invading and annexing Kuwait. India was the first country to shift her embassy from Kuwait to Basra, Iraq. It was surly bad diplomacy by New Delhi. It has often fumbled in condemning the aggression in balancing the principle of international law and national interest. It faltered in condemning Soviet occupation of Hungary in 1956, Afghanistan in 1979, Iraq’s occupation of Kuwait in 1990 and Ukraine in 2022. New Delhi gets away with such diplomatic faux pas as it has not attacked any country, nor has it incurred into territories of other countries. Talking of Kuwait, New Delhi almost repeated the mistake in Afghanistan. One statement, made during the Gulf War, indicates its confusion, “We regret that it had not been possible for Iraq and Kuwait to resolve their differences, we hope for Iraqi withdrawals (instead of calling for them)”. And in the same sentence, noted Iraqi statements in this connection. There was not a word of disapproval of Iraqi action. It is perhaps India’s policy of non-alignment in the past and strategic autonomy now that makes India tentative and vulnerable and thus New Delhi does not want to provoke enmity with anyone, even if it is an invader. The demolition of Babri Masjid in 1992 had thrown another spanner into the fragile relationship. However, that is history. Prime Minister Modi’s visit and Kuwait’s highest honour to him have put those two bad patches into the dustbin of history. Let it be said and realised that India, in quest for a world role and a big power status, should stand up for international law in keeping with her tradition for peace, non-violence, and non-aggression, unless it endorses a Darwinian world and lives by the logic of survival. —INFA
Cabinet ministers have been warned they must find more savings in their departments as the Chancellor said “every pound” of Government spending will be scrutinised in a major budget review. Secretaries of State are being told that any outgoings which are not contributing towards one of Labour’s “priorities” must be cut as Rachel Reeves vows to wield “an iron fist against waste.” In letters sent by Chief Secretary to the Treasury Darren Jones, departments will be told to brace for “difficult” spending decisions in order to restore trust in the Government’s handling of the public finances. Every pound of departmental spending will be face a “line-by-line review” involving external finance experts from banks and think tanks in order to ensure it represents value for money, the Treasury said. The Chancellor will on Tuesday launch the next round of Government spending, and is expected to warn departments that they “cannot operate in a business-as-usual way when reviewing their budgets for the coming years”. She will insist that areas focused on Prime Minister Sir Keir Starmer’s “plan for change”, which includes targets to improve living standards across the country and build 1.5 million homes, must be prioritised. Ms Reeves said: “By totally rewiring how the Government spends money we will be able to deliver our plan for change and focus on what matters for working people. “The previous government allowed millions of pounds of taxpayers’ money to go to waste on poor value for money projects. We will not tolerate it; I said I would have an iron grip on the public finances and that means taking an iron fist against waste. “By reforming our public services, we will ensure they are up to scratch for modern day demands, saving money and delivering better services for people across the country. That’s why we will inspect every pound of Government spend, so that it goes to the right places and we put an end to all waste.” Under the Treasury’s plans, departments will ensure budgets are scrutinised by “challenge panels” of external experts including former senior management of Lloyd’s Banking Group, Barclays Bank and the Co-operative Group. These panels, which will also involve think tanks, academics and the private sector, will advise on which spending “is or isn’t necessary”, the ministry said. The Treasury said work has already begun, with an evaluation of the £6.5 million spent on a scheme that placed social workers in schools finding “no evidence of positive impact on social care outcomes”. “Departments will be advised that where spending is not contributing to a priority, it should be stopped,” it said. “Although some of these decisions will be difficult, the Chancellor is clear that the public must have trust in the Government that it is rooting out waste and that their taxes are being spent on their priorities.” Ms Reeves had already announced efficiency and productivity savings of 2% across departments in her autumn budget as she seeks to put the public finances on a firmer footing. Colorado hands No. 2 UConn second straight loss in MauiA homeless crisis is being felt in nearly every community across New York, making outreach programs even more vital. The state on Monday announced the expansion of its Safe Options Support program, or SOS, which started trying to help certain upstate regions in 2022. Two years later, officials say there are still a lot of people in need of assistance. “Homelessness in New York is a growing problem," said Chief Operating Officer of The Monroe Plan for Medical Care Kim Hess. The state is hoping to address the problem with its SOS program. “It’s an intensive program that works with individuals who are homeless in all the counties, or most of the counties in New York state," she said. "So, we have a team that assists to remove barriers to facilitate housing placement.” They do it in groups. “We have a team of four individuals," said Hess. "We have two care managers, a licensed social worker and a peer. And so we go out as a team, or at least with two individuals, and we find people. That could be through street outreach, it could be through county providers, it could be through law enforcement.” The Monroe Plan for Medical Care runs the iteration of the SOS program. The organization was awarded $5 million over five years to help those on the street and in shelters in Onondaga and Oswego counties. “Community involvement and the face-to-face interaction you have with individuals is hands down the number one area that you need to focus on because that’s how you build trusting relationships," she said. The Rescue Mission in downtown Syracuse will partner with the Monroe Plan to give those without a stable home and some security. They’ve had significant issues with an overabundance of homeless people at their location for years. In a statement, Rosalia Hernandez, division director for emergency services for the Rescue Mission Alliance of Syracuse, told Spectrum News 1 , "This partnership is dedicated to reaching individuals experiencing homelessness, offering personalized support and connecting them with critical resources such as shelter, health care and housing services. By combining the expertise of both our organizations, we aim to address the immediate needs of those on the streets while working toward long-term solutions for stability and self-sufficiency." So far, 11 teams operating in either upstate New York and Long Island have enrolled more than 400 people into their services. Nearly 150 people have been placed in permanent housing. “To lower the number of homeless individuals in the counties that we serve. That’s our goal," Hess said. There are currently 10 teams in upstate covering 20 counties from Western New York to the Hudson Valley. It's possible there could be SOS teams covering every county in New York in the future.

Nevada players cited fairness in women’s sports as a reason to boycott their match, while political figures from Wyoming, Idaho, Utah and Nevada suggested the cancellations center around protecting women’s sports. In a lawsuit filed against the NCAA , plaintiffs cited unspecified reports asserting there was a transgender player on the San Jose State volleyball team, even naming her. San Jose State, which had a first-round bye, would be sent directly to the conference title game if Utah State or Boise State were to forfeit again.
