But while there was relative calm for nearly two decades, Resolution 1701’s terms were never fully enforced. Now, figuring out how to finally enforce it is key to a U.S.-brokered ceasefire deal approved by Israel on Tuesday. In late September, after nearly a year of low-level clashes , the conflict between Israel and Hezbollah spiraled into all-out war and an Israeli ground invasion . As Israeli jets pound deep inside Lebanon and Hezbollah fires rockets deeper into northern Israel, U.N. and diplomatic officials again turned to the 2006 resolution in a bid to end the conflict. Years of deeply divided politics and regionwide geopolitical hostilities have halted substantial progress on its implementation, yet the international community believes Resolution 1701 is still the brightest prospect for long-term stability between Israel and Lebanon. Almost two decades after the last war between Israel and Hezbollah, the United States led shuttle diplomacy efforts between Lebanon and Israel to agree on a ceasefire proposal that renewed commitment to the resolution, this time with an implementation plan to try to bring the document back to life. What is UNSC Resolution 1701? In 2000, Israel withdrew its forces from most of southern Lebanon along a U.N.-demarcated “Blue Line” that separated the two countries and the Israeli-annexed Golan Heights, which most of the world considers occupied Syrian territory. U.N. peacekeeping forces in Lebanon, known as UNIFIL , increased their presence along the line of withdrawal. Resolution 1701 was supposed to complete Israel’s withdrawal from southern Lebanon and ensure Hezbollah would move north of the Litani River, keeping the area exclusively under the Lebanese military and U.N. peacekeepers. The goal was long-term security, with land borders eventually demarcated to resolve territorial disputes. The resolution also reaffirmed previous ones that call for the disarmament of all armed groups in Lebanon — Hezbollah among them. “It was made for a certain situation and context,” Elias Hanna, a retired Lebanese army general, told The Associated Press. “But as time goes on, the essence of the resolution begins to hollow.” Has Resolution 1701 been implemented? For years, Lebanon and Israel blamed each other for countless violations along the tense frontier. Efforts led by the U.S. and France for the ceasefire between Israel and Hezbollah underscored that they still view the resolution as key. For almost a year, Washington has promoted various versions of a deal that would gradually lead to its full implementation. International mediators hope that by boosting financial support for the Lebanese army — which was not a party in the Israel-Hezbollah war — Lebanon can deploy some 6,000 additional troops south of the Litani River to help enforce the resolution. The largest-ever campaign for improving pensioners' welfare was conducted during the year in India from November 1 to 30, 2024 in 800 cities across the nation with 1,950 camps and 1,100 Nodal Officers, generating 1.30 crore Digital Life Certificates (DLCs). As many as 39.18 lakh DLCs representing more than 30 percent were generated using face authentication technology, a 200 times increase over the DLC 2.0 Campaign. This proved particularly beneficial for elderly pensioners with faded fingerprints, differently abled individuals facing mobility challenges, and pensioners living in rural and remote areas. Pensioners aged 80 and above submitted 8 lakh DLCs. Among the banks, 11 lakh DLCs were generated by the State Bank of India, 7.5 lakh DLCs generated by IPPB, and 2.75 lakh DLCs were generated by PNB. The review further states that the 100-day action plan of the Department of Pension and Pensioners Welfare was successfully implemented during the year. Under this action plan, the month-long campaign for effective redressal of family pensioners' grievances redressed 1,737 family pensioners' grievances. Instructions were also issued for enhancement of the maximum limit of retirement gratuity and death gratuity for central government employees from Rs 20 lakh to Rs 25 lakh on reaching the Dearness Allowance rates to 50 per cent. The review also highlights that over 1.06 lakh grievances from pensioners across 90 Ministries and Departments were resolved which included 21,860 family pension cases and 9,818 super senior pensioner cases. The average grievance resolution time has been reduced from 36 days (2018) to 26 days (2024). Only 0.54 per cent of grievances remain pending for more than six months. Monthly reports on grievances, ranking Ministries/Departments based on their performance in grievance redressal, were introduced during the year. Trump wants to turn the clock on daylight saving timeSANTA CLARA, Calif. — An MRI exam on Brock Purdy’s throwing shoulder has the 49ers “feeling good,” but his status is still “tenuous” to play in Sunday’s game at Green Bay, according to general manager John Lynch. Injured at an undetermined point in Sunday’s 20-17 loss to the Seattle Seahawks, Purdy did not throw at Wednesday’s practice and then did so only briefly Thursday before retreating to rehab his shoulder “per the plan,” Lynch said on KNBR 680-AM. If Purdy misses his first start due to injury since seizing the job nearly two years ago, Brandon Allen will open for the 49ers (5-5) against the Packers (7-3) at Lambeau Field, with Josh Dobbs the No. 2 quarterback, Lynch confirmed. “We’ve done that (MRI) and feel good about where it’s at from that standpoint. But you still have to go out and be able to operate,” Lynch said. “We’re kind of figuring all that out. Brock is going to show up today, we’ll see where he can go as far as practice and we’ll make some decisions accordingly.” Coach Kyle Shanahan will address the media with the official status report after Friday's practice before the 49ers fly to Wisconsin for the first of two consecutive road games, with a trip to Buffalo awaiting next weekend. Purdy’s usual press conference after Thursday’s practice was postponed to Friday, with no assurance whether he or Allen would be speaking to the media as the projected starting quarterback. How and when Purdy got hurt remains a mystery, Lynch said. “It was somewhere during that Seattle game and I’m not sure Brock knows,” Lynch added. “He fought through it through the course of the game. I did see him during the course of the game, anytime there was a pause, he kept throwing. At that point, you’re feeling something but he was so focused on trying to win. “We had a plan to try to quiet it down,” Lynch said. “Wednesday, didn’t do any throwing. Thursday, started to do something throwing then went inside and did some rehab, per the plan. We’ll see where he’s at today. Hopefully he makes progress and we can have a shot at this weekend. “We’ll see.
