James Earl “Jimmy” Carter Jr, a naval officer, Nobel Peace Prize winner and peanut farm operator who became governor of Georgia and later the 39th president of the United States , has died. Carter, who was the longest-living former American president, died at the age of 100 on Sunday, December 29, his son announced. An immediate cause was not given. He served as president for one term from 1977 to 1981, but is just as well-known for his humanitarian service after leaving Washington, DC, working for Habitat for Humanity and negotiating peace deals. “Earlier in my life, I thought the things that mattered were the things that you could see, like your car, your house, your wealth, your property, your office. But as I’ve grown older I’ve become convinced that the things that matter most are the things that you can’t see—the love you share with others, your inner purpose, your comfort with who you are,” Carter said. He continued his volunteer work for decades after leaving office until he entered hospice care in February 2023. Carter, who throughout his political life went by Jimmy rather than James, was a towering figure in Democratic politics, both during and after his time in the White House . In November, Carter narrowly won the presidential election, scoring 297 electoral votes against Ford’s 240. “I think it’s time to tap the tremendous strength and vitality and idealism and hope and patriotism and a sense of brotherhood and sisterhood in this country to unify our nation, to make it great once again. Even so, many leaders and historians have praised Carter’s conscientious approach to the presidency. Carter’s presidency was weighed down by multiple crises. In the 1970s, the economy struggled with a rare combination of simultaneous inflation and recession, an oil shortage sent gas prices soaring and the Soviet Union invaded Afghanistan, derailing negotiations for an important arms treaty. Notably, in a struggle that lasted almost as long as his presidency, Carter fought over an energy program that was structured to make fuel expensive enough that consumers would be encouraged to conserve it. The crisis required Carter to address the nation multiple times in 1979. “In order to control energy price, production, and distribution, the Federal bureaucracy and red tape have become so complicated, it is almost unbelievable. Energy prices are high, and they’re going higher, no matter what we do,” he said in an April 1979 speech. “There is no single answer. We must produce more. We must conserve more. The controversy around a religious Christmas sign that was taken down in downtown Kelowna continues. Two days after a sign stating 'Keep Christ in Christmas' was removed from the nativity scene display at Stuart Park, Kelowna-Centre MLA Kristina Loewen went to social media to express her opinion on the matter. "We believe that it's an important detail that Christmas is a Christian holiday," said Loewen in her video, referring to 'we' as all of the MLAs for the Central Okanagan. "We will be standing united and defending all British Columbians rights to religion and freedom of expression, speech, thought, belief," she added. "Canada is an incredible country full of diverse cultures and religions, and a wide variety of views, and I think that's one of the things that makes us so incredible." Kelowna-Lake Country-Coldstream MLA Tara Armstrong agreed with her fellow Conservative, quote-tweeting the video and saying "a great message from a colleague and friend. I'm proud to be part of a team that stands for what's right." Macklin McCall, MLA for West Kelowna, also quote-tweeted Loewen's post. However, Kelowna-Mission MLA Gavin Dew appears to not have commented on social media. In April, the Department of Transportation announced new airline rules requiring prompt automatic cash refunds to passengers when owed. The final rule took eff ect Oct. 28 and should simplify and speed up the process of receiving your money back due to a canceled or significantly changed flight or delayed luggage. "Passengers deserve to get their money back when an airline owes them — without headaches or haggling," said Transportation Secretary Pete Buttigieg. "Our new rule sets a new standard to require airlines to promptly provide cash refunds to their passengers." According to the Department of Transportation, under the old rules, airlines were permitted to set their own standards for what kind of flight changes warranted a refund, which made receiving a refund for a canceled or delayed flight a complicated aff air. This was seen during the global technology outage in July that disrupted several major airlines and caused thousands of flight cancellations and delays. Many customers were left to wait hours in customer-service lines to start the reimbursement process for their chosen airline. The new rule clearly defines the circumstances in which airlines must provide refunds and how they should be administered, making the reimbursement process much easier if your trip goes awry. According to the Department of Transportation, this is when customers are entitled to a refund: Canceled or significantly changed flights If your flight is canceled or significantly changed and you do not accept alternative transportation or travel credits off ered, you will be refunded. According to the Department of Transportation, significant changes to a flight include departure or arrival times that are more than three hours domestically and six hours internationally; departures or arrivals from a different airport; increases in the number of connections; instances where passengers are downgraded to a lower class of service; or connections at diff erent airports or flights on diff erent planes that are less accessible or accommodating to a person with a disability. Significantly delayed baggage return If you file a mishandled-baggage report, you will be entitled to a refund of your checked-bag fee if your luggage is not delivered within 12 hours of your domestic flight arriving at the gate or 15 to 30 hours of your international flight arriving at the gate. Extra services not provided If you pay for an additional service, like in-flight Wi-Fi or a specific seat selection, and you don't receive this accommodation, you are entitled to a refund. The Department of Transportation has also outlined several rules for how refunds will be processed: ■ Automatic: Airlines must automatically issue refunds.
