Chennai: A 37-year-old man has been arrested for his alleged involvement in the rape of a female student here inside the campus of Anna University in the early hours on Wednesday, an official said. The accused was identified as Gnanashekaran, a roadside briyani vendor based here. The incident occurred during the early morning hours when the victim and her male friend were returning to campus after attending prayers at a nearby church. Both were intercepted by two men on a secluded stretch. The attackers assaulted the male student and sexually assaulted the female student. The girl was allegedly dragged to a nearby shrub where she was raped. A complaint was subsequently filed at the Kotturpuram police station, and both students were admitted to a private hospital for treatment. Senior police officers immediately rushed to the scene to oversee the matter. Sources said a hunt is on to nab the other accused. The incident that happened in the heart of Chennai sent shockwaves across the state, and triggered protests by students and stinging criticism by opposition parties and even allies of the ruling DMK. Tamil Nadu unit BJP president K. Annamalai, demanding the immediate arrest of the accused, wrote on X: “Tamil Nadu, under the DMK government, has become a breeding ground for unlawful activities and a haven for criminals. Women don’t feel safe in the state anymore, as the police are kept busy by the ruling administration to silence the opposition.” The Greater Chennai Police have come under severe criticism following the incident. It’s the last weekend of the season for popular Dauphin County drive-inCo-operation Minister Amit Shah on Wednesday exuded confidence of creating the targetted 2 lakh Primary Agricultural Cooperative Societies (PACS) before the five-year timeline after announcing the launch of 10,000 new such societies at the grassroot level. Addressing an event to mark the occasion, Shah said: “We have kept a target of setting up 2 lakh PACS in five years. I want to tell you that we will establish them before five years. In three months, we have been able to establish over 10,000 new PACS.” Prosperity through co-operation cannot be achieved unless co-operatives function effectively at the panchayat level, he said adding within just 86 days after the SOP was unveiled (on September 19), registration of 10,000 PACS was successfully completed. The Minister highlighted that so far, 11,695 PACS have been registered under the new model laws (based on a draft bylaw shared by the Centre), which allows these co-operative societies to navigate into many other territories beyond their core strength area. He said: “once the target of 2 lakh PACS is achieved, it will greatly facilitate the seamless integration of farmers’ produce into global markets through robust forward and backward linkages.” Further, he stressed that the adoption of new model by-laws will ensure the active participation of women, Dalits, backward communities and tribals, fostering social and economic equality and enhancing social harmony. He said that the initiative will be rolled out in two phases, with Nabard (National Bank for Agriculture and Rural Development) establishing 32,750 new M-PACS, while NDDB (National Dairy Development Board) will set up 56,500 dairy co-operatives and NFDB (National Fisheries Development Board) 6,000 fishery co-operatives in the first phase. In the second phase, Nabard will create 45,000 M-PACS, NDDB will establish 46,000 dairy co-operatives and NFDB 5,500 fishery co-operatives. State governments will also form about 25,000 new co-operatives. Shah also released standard operating procedures (SOP) for the liquidation of defunct PACS, which will enable the setting up of new societies in 15,000 villages. Under the current norms, a second PACS cannot be established in the same jurisdiction where one already exists, unless it is declared defunct. The liquidation is a cumbersome procedure as a result, no one tries to do that and the Centre’s SOP is set to help State governments ease the procedures. Shah distributed registration certificates, micro ATMs and RuPay Kisan Credit Cards to the newly established co-operative societies and highlighted the importance of digitalisation in the sector. The government has already computerised existing PACS and integrated them with 32 different initiatives, he said. At the same time, the minister also said that technology alone is not enough and urged the societies to utilise the new training module. “We have computerised PACS, given them software and have started different schemes. But, co-operatives cannot operate, if there is no trained manpower,” he noted. He emphasised that district co-operative registrars must take responsibility for implementing the training programme effectively, ensuring the secretaries and executive members of PACS receive quality training. The Minister also recalled the contribution made to the co-operative sector by Atal Bihari Vajpayee as the country observes the former Prime Minister’s 100th birth anniversary on Wednesday. The 97th Amendment to the Constitution was brought during Vajpayee’s tenure to give a push to the co-operative sector, he said. CommentsPOCATELLO — As a preemptive measure amid pressure from state lawmakers critical of diversity, equity and inclusion programs, also known as DEI, Idaho State University has closed its Diversity Resource Center and Gender Resource Center on its Pocatello campus. The services provided by those centers are now being offered by different campus offices, ISU stated. "As always, our top priority is the success of our students," ISU President Robert Wagner wrote to the school's faculty and students in an email last month. "We are confident that this change will help us better fulfill our mission to serve all students and prepare them for their future careers while respecting the expectations of the broader community we serve." Currently, Idaho colleges and universities are banned from using taxpayer dollars on DEI programs and earlier this year Idaho legislators passed Senate Bill 1274, which banned required diversity statements in campus hiring. ISU's decision to close its Diversity Resource and Gender Resource centers last month came after an Idaho legislative task force in October took aim at DEI programs on the state's public college and university campuses and the inclusion of diversity statement requirements for higher education job listings at Boise State University, University of Idaho, ISU and Lewis-Clark State College. Then the State Board of Education met on Nov. 21 and considered a resolution to “ensure that no central office, policy, procedure or initiative is dedicated to diversity, equity and inclusion” at Idaho's public colleges and universities. The board's proposed resolution also states that no employee or student at an Idaho public college or university should be required to declare gender identity or preferred pronouns and that student success centers on the state's campuses must be dedicated to all students. Higher education DEI and social justice programs have taken center stage for many lawmakers in recent years, with some states passing bills in support of or limiting aspects of DEI programs on college campuses. As part of ISU's announced closure of its Diversity Resource Center and Gender Resource Center last month, all website links and social media pages relating to the centers have been deleted. ISU has also renamed its Office of Equity and Inclusion as the Office of Equal Opportunity and Title IX. This office will now be housed within the office of the president on the Pocatello campus. Programs like bystander and violence intervention and healthy relationships will still be offered through the renamed office. In addition ISU announced the creation last month of the Bengal Success Center, which is aimed at helping all ISU students achieve academic success. Also announced last month by ISU was that its Native American Student Services programming and On Common Ground initiative would continue. "At ISU, we believe strongly that creating a welcoming environment where every student can thrive is fundamental to our mission," Wagner wrote in his email to ISU faculty and students. "Our commitment to that mission remains steadfast and guides everything we do." Concerns have been raised that the dissolution of DEI offices and programs on U.S. college campuses will have a detrimental effect on queer and minority groups, diminishing their rights and restricting their access to beneficial resources and legal protections. In 2023, Idaho legislators passed both House Bill 1100, which prohibits transgender students from using bathrooms that align with their gender identities, and House Bill 71, which prohibits gender-affirming medical care for youth in Idaho. The DEI resolution proposed by the Idaho State Board of Education would also further diminish DEI structured classes as pre-requisite courses for undergraduate and graduate degrees. That resolution has not yet received final approval. The University of Idaho planned to close its DEI offices on Dec. 14 including the Office of Multicultural Affairs, The Black and African American Cultural Center, The Women’s Center and the LGBTQ+ Office. But according to an e-mail sent Friday by U of I administrators to faculty and students, the university is now planning on holding off on those closures. The College of Eastern Idaho in Idaho Falls reports that it's not expecting any major changes on its campus. Boise State University issued the following statement regarding the DEI issue after the State Board of Education's Nov. 21 meeting: "Boise State is committed to serving all students. We are aware of the resolutions that were presented at (the Nov. 21) Idaho State Board of Education meeting and will provide feedback." President-elect Donald Trump enters office in less than a month, Justin Trudeau has been distracted by a leadership crisis that could topple him as prime minister. The situation has Canada’s regional leaders hopping on flights to influence the incoming Trump administration themselves. For Yukon Premier Ranj Pillai, that led to chewing the fat with the president-elect’s eldest son, Donald J. Trump Jr., over meals of black bear spring rolls, turkey, deer and oysters at a hunting lodge in North Carolina. Don Jr., as he’s often called, has frequented the Yukon for hunting trips, a passion Pillai shares. And the Trumps have ties to the region. More than a century ago, Donald Trump Sr.’s grandfather Friedrich Trump capitalized on the Yukon gold rush with a restaurant, bar and brothel in a remote town close to the northern territory’s border. “I made sure that I brought him, Don, some clothing, because I wanted to remind him that the Trump family businesses were Yukon-built,” Pillai said by phone. The two first met at a conference in Nevada a few months prior. Pillai said the conversations were “incredibly positive” and an opportunity to “share some data points” and argue that the US-Canada trading deficit that stokes the president-elect’s ire “is only because we’re sending raw materials to them, and they’re creating jobs and value from that.” They also discussed the Yukon’s efforts on Arctic security and “opportunities to secure supply chains inside of North America.” Some of those projects are already happening. Earlier this month, the US Department of Defense and the Canadian government jointly announced they’d invest in a Yukon tungsten mining project. Although Trump Jr. was quick to point out that he has no official role in the upcoming administration, people connected to the transition team were present over the weekend, Pillai said. The premiers of Canada’s provinces and territories are trying to set up formal meetings with Trump’s transition team before Jan. 20, he added, sharing his worry that the federal government could be doing more. “I’ve had some very, very brief dialog with Dominic LeBlanc, but other than that there does not seem to be a full-scale strategy coming from Ottawa, with a series of different ministers taking on certain responsibilities,” Pillai said, referring to new Finance Minister LeBlanc.
