We hear the word talamak increasingly being used to describe corruption in our midst. Its dictionary translations into “chronic,” “acute,” or “rampant” don’t quite capture the intensity and brazenness the word is intended to convey in this context. Ask anyone around, and they’re likely to agree that corruption is now more widespread, glaring, and large-scale that people seem to have become almost desensitized to it. We shake our heads and curse ourselves in disgust over the daily news on the theatrics of political protagonists that most believe to be equally corrupt anyway—but don’t get indignant enough to take any action that might help curb it. We get a sinking feeling that things have gotten out of hand, and nothing any of us can do can stop it. And yet we all know that systemic corruption has long held back our economic progress and kept us from achieving sustained economic development as Singapore, Malaysia, Vietnam, and Thailand did. It dampens job-creating domestic and foreign investments, and has kept many Filipinos trapped in poverty. It has diverted public funds from essential infrastructure for corrupt officials’ private gain. Infrastructure projects are overpriced, delayed, or exist only on paper, awarded to spurious contractors often owned by the very politicians who allocate the funds for them. In the Napoles-style schemes of the past, spurious nongovernment organizations were the tools employed to siphon off tens to hundreds of millions of pesos of pork barrel funds into politicians’ pockets. That is now small change compared to billions awarded to politicians’ own contractor firms from hundreds of billions in flood control and other infrastructure budgets. While our neighbors put in place modern infrastructure facilities that attracted foreign investors and enhanced trade, we’re still cursing unbearable traffic congestion, lack of public transport, persistent damaging floods, and poor connectivity. Corruption drives up our costs of doing business, as companies must pay substantial unofficial fees and navigate a complex web of bureaucratic hurdles, making them less competitive in regional and global markets. It leads to policy decisions that prioritize officials’ short-term gains over long-term national interests and the greater good. Inconsistent policies and lack of continuity in government programs further hinder economic progress. Meanwhile, neighbors like Vietnam pursued deliberate reforms to curb corruption and create business-friendly environments, which led them to rapid economic growth. Stable and transparent policies in our neighbors have been able to attract sustained investments and implement long-term development strategies. Corruption undermines the effectiveness of government institutions, resulting in poor service delivery and weak enforcement of laws. Our courts are often perceived as susceptible to political influence and bribery, leading to delayed or biased rulings that have eroded public trust and businesses’ faith in the legal system to resolve disputes. In contrast, strong institutions in our Asean peers ensure accountability, transparency, and efficient governance, which have fostered faster economic development. Corruption worsens poverty by depriving millions of Filipinos of access to education, health care, and social welfare. This creates a vicious cycle where poverty fuels corruption, with desperate individuals only too willing to sell their votes and elect openly corrupt officials. And corruption perpetuates inequality by allowing wealth and power to be concentrated among a few elites. The disparity between the wealthy who enjoy lavish lifestyles and the poor struggling to make ends meet is particularly stark in the Philippines. Neighboring countries with lower levels of corruption, such as Vietnam and Thailand, have managed to reduce inequality and create more inclusive societies. So what could we do, other than shrugging our shoulders and giving up? Vietnam strengthened laws on asset declarations, transparency, and enforcement mechanisms, and expanded the definition of conflicts of interest. Their “Blazing Furnace” anti-corruption campaign has ousted two presidents and several deputy ministers, and disciplined thousands of officials, including senior leaders, military generals, and party members. They have harnessed digital tools to enhance transparency and reduce corruption opportunities in public administration and procurement processes. They also promoted public participation in anti-corruption initiatives, especially youth and civil society organizations. But all these won’t happen without the top leadership enabling them, like the Communist Party in Vietnam does. EL SEGUNDO, Calif. (AP) — Justin Herbert is dealing with an ankle injury for the second time this season. The Chargers quarterback did not practice Wednesday as Los Angeles began preparations for its game Sunday against Tampa Bay. Herbert injured his left ankle during the first quarter of last Sunday's 19-17 loss at Kansas City. Herbert said Wednesday that the injury occurred during a 7-yard scramble on third down during the opening drive. Television cameras showed him grimacing and walking slowly to the sideline after the play. “It was difficult to play with," he said. "It was one of those things where we limited some of the runs out of the pocket. I didn't feel great, but it was one of those things to play through.” Herbert's left leg was later bruised after taking a hard hit from linebacker Nick Bolton during the second quarter. Herbert missed only one play and completed 21 of 30 passes for 213 yards and a touchdown. “The contusion, I think that is something that is easily recoverable. I'm doing everything I can with the ankle,” Herbert said. “If I felt like I could have practiced at 100% and make sure everyone was able to get full-speed reps, I would have. I didn't think I was able to do that today, so the trainers and I were on the same page.” Herbert suffered a high sprain to his right ankle during the third quarter of a 26-3 win at Carolina on Sept. 15. That limited his mobility and some of the play calls in losses to Pittsburgh and Kansas City the next two games. However, Herbert is not in a walking boot this time, which was the case with the injury earlier in the season. The fifth-year quarterback also said the pain tolerance with his ankle injury is better to deal with compared to the earlier one. “I’d like to see him get treatment and not be on his feet. He also had a torn labrum in his non-throwing shoulder near the end of the 2022 season and two broken fingers last year, including one on his throwing hand that caused him to miss the final four games. Herbert has joined Tom Brady as the only players who have not thrown an interception in 11 straight games with a minimum of 15 attempts in each game. The league has been reviewing the case for months , trying to determine whether Watson should be punished. “The matter is closed,” league spokesman Brian McCarthy said Friday in an email to The Associated Press. “There was insufficient evidence to support a finding of a violation of the personal conduct policy.” Watson, who served an 11-game suspension in 2022, was accused of assault in Texas by a woman in September. She was seeking more than $1 million in damages before the sides reached a confidential settlement. Watson strongly denied the allegations through his attorney, Rusty Hardin. The 29-year-old Watson suffered a season-ending Achilles tendon rupture in October. He's been rehabbing the injury in hopes of returning next season. The Browns still owe Watson $46 million in each of the next two seasons after they traded three first-round picks to Houston and signed him to a five-year, fully guaranteed $230 million contract that has backfired. Watson has only played in 19 games over three seasons due to the suspension and injuries. He was acquired by the Browns, who were comfortable with his character despite Watson being accused of sexual assault and inappropriate conduct during massage therapy sessions while he played for the Texans. A humanitarian crisis in Gaza has resulted in Australia supporting a reinvigorated push for a ceasefire and aid to flow at scale. Login or signup to continue reading The United Nations General Assembly overwhelmingly voted to support a permanent and unconditional ceasefire, the release of hostages, the delivery of humanitarian aid and the protection of civilians. The motion passed with 158 members voting in support and nine against, with 13 abstaining at an emergency session on Thursday. The humanitarian crisis was a key factor in Australia's vote, with more than 44,000 people killed in Gaza, including more than 13,000 children. Nearly all of the strip's 2.1 million people have lost their homes and don't have enough food, water or medical supplies. Australia's ambassador to the UN James Larsen said t he demand for full, rapid, safe and unhindered humanitarian assistance to Gaza was urgent as he branded the human human suffering unbearable. "Israel must take urgent action to alleviate this humanitarian crisis," he said. But the resolution's shortcomings included not demanding a conditional ceasefire and failing to unequivocally condemn Hamas, Mr Larsen said as he called for the designated terrorist group to lay down arms. "There can be no role for terrorists in the future governance of Gaza," he said. Australia also voted to support the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) in a second motion that passed with 159 in support, nine against and 11 abstaining. The motion called for the Israeli Knesset to reverse laws banning the agency from operating in Israel and the Occupied Palestinian Territory, which include Gaza and the West Bank. Foreign Minister Penny Wong has repeatedly stated the agency was the only one with the capability to distribute aid at the scale needed in Gaza. Israel's ambassador to the UN said the agency had been infiltrated by Hamas - something it denies - and accused the general assembly of ignoring the hostages taken by the terrorist organisation on October 7. Mr Larsen expressed grave concern over Israel's laws, saying while the resolution wasn't perfect, "limiting UNRWA's operations will only exacerbate an already terrible humanitarian crisis". Opposition home affairs spokesman James Paterson chastised the votes, saying the federal government's lack of support for Israel translated into anti-Semitism in Australia as people linked the Jewish community to Israel. "They don't draw any distinction between Israel and Jews, so when the Australian government abandons or even worse, vilifies Israel, anti-Semites take encouragement from that," he told Sky News. It follows a number of anti-Semitism crimes including the firebombing of a Melbourne synagogue - being investigated as a likely terrorist attack - and anti-Israel graffiti sprayed on a building before a car was set on fire in Sydney. Senator Paterson also attacked UNRWA after a handful of staff members were fired for being involved in Hamas' terror attack, saying it was "unreformable" and Australia shouldn't be providing funding. Australia suspended funding after the allegations and only reinstated it with a probity agreement attached and intelligence agencies determined it wasn't a terrorist organisation. Officials in Colorado Springs and Manitou said their special parking promotions are intended to draw visitors to support local businesses during the biggest shopping period of the year. The day after holiday sales kick off on Black Friday, downtown Colorado Springs hosts Small Business Saturday all day on Nov. 30 in one square mile of downtown. Several shops and restaurants will offer sales and specials that day. Additionally, all Colorado Springs city-owned parking garages, lots and meters will be free Thursday to Saturday downtown and in Old Colorado City. "We want to encourage residents and visitors alike to visit downtown Colorado Springs and Old Colorado City to support our wide variety of small businesses during this holiday week," Public Works Director Richard Mulledy, who also oversees the city's parking enterprise, said in a news release Monday. Colorado Springs officials worked with stakeholders in Old Colorado City and the Downtown Partnership to offer the parking promotions, Mulledy added. The city will place hoods over free meters in downtown, including on Tejon Street from Cache La Poudre to Rio Grande streets and the associated side streets within one block of Tejon. Parking in downtown Colorado Springs, Old Colorado City and Manitou Springs will be free on select days this holiday shopping season, including on Small Business Day, Saturday, Nov. 30, 2024. President Bola Tinubu has said that recent reforms in the Nigeria Immigration Service (NIS) will open up economic opportunities and improve travel processes for Nigerians and visitors. “We believe that if we rejig the immigration, as it has happened, we will benefit tremendously from economic opportunities, ease of entry, ease of exit,” Tinubu said during the commissioning of the Bola Ahmed Tinubu Technology Innovation Complex (BATTIC) in Abuja on Tuesday. The state-of-the-art facility, built by the NIS and named after the president, features advanced infrastructure, including a Data Centre, Command and Control Centre, Visa Approval Centre, ECOWAS Card Centre, Solar Farm, and Passport Centre. Tinubu described the BATTIC inauguration as a fulfilment of his administration’s promise to implement impactful changes in governance, according to Bayo Onanuga, in a statement on Tuesday. Tinubu noted that the complex and its services would enhance the security architecture, transform the ease of doing business in the country, and ultimately boost investor confidence in Nigeria. “The integration of security, whether air, land, or sea, embarked upon by you is a fulfilment of a dream.
