Protesters wearing masks depicting South Korean President Yoon Suk Yeol, outgoing Defence Minister Kim Yong-hyun, People Power Party's leader Han Dong-hoon and Choo Kyung-ho at a rally. SEOUL – South Korea’s government was paralysed on Dec 8, mired in a new constitutional crisis after President Yoon Suk Yeol of South Korea clung to his office, but his own party’s leader suggested that he had been ousted from power. Mr Yoon has barely been seen in public since his ill-fated decision last week to declare martial law. Meanwhile, Mr Han Dong-hoon, chair of Mr Yoon’s People Power Party, or PPP, has presented himself as the government’s decision maker and said the president is no longer running the country. The trouble is that South Korea’s constitution doesn’t allow for anyone to replace the president unless he resigns or is impeached. Mr Yoon’s office did not comment on Mr Han’s statement. But Mr Yoon “has not and by law, cannot, cede power to anyone” except through resignation, impeachment or election, said a senior government source familiar with the discussions inside Mr Yoon’s office. Mr Yoon exercised his role as president on Dec 8 by accepting the resignation of his home minister, Mr Lee Sang-min. Opposition groups immediately complained that Mr Han was overreaching: trying to use the power vacuum created by Mr Yoon’s ill-fated imposition of martial law and the ensuing turmoil to establish himself as the top leader in the governing camp. “We have a situation where the president cannot make decisions, he cannot give guidelines, he cannot give orders,” said Mr Kang Won-taek, a professor of political science at Seoul National University. “Although we have a president, we are in a state of anarchy.” The result was deepening political uncertainty on Dec 8, as South Koreans wondered who was in charge of their government, including its military, at a time when South Korea faces multiple foreign policy challenges. Those include North Korea’s growing nuclear threat and the delicate diplomacy needed in its alliance with the United States as the inauguration of Donald Trump looms. At home, thousands of young doctors have been on strike for nearly a year to protest Mr Yoon’s planned changes to health care policy. Militant labour unions have vowed to escalate strikes until Mr Yoon is impeached. The country also faces a slowing economy, mounting household debt, low birthrates, unaffordable housing prices and a host of other intractable problems. The martial law order lasted only six hours from late Dec 3 until the National Assembly voted against it early Dec 4, forcing Mr Yoon to back down. But it prompted waves of protests and calls for his resignation or impeachment. In a last-ditch attempt to survive an attempt by opposition lawmakers on Dec 7 to impeach him, Mr Yoon apologised to the nation for his misjudgment. But he didn’t offer to resign, and he left it to his party to decide how long he should remain in office and how the government should be run. In return, his party boycotted the parliamentary vote, saving him from impeachment. The ensuing manoeuvring by Mr Yoon, Mr Han and the rival political parties has created what analysts called a state of chaos: a politically incapacitated president who the opposition says has never intended to step down; an ambitious party leader jockeying to consolidate his power; and an opposition determined to force Mr Yoon out of office as fast as possible so as to hold a new national election. In an announcement in the morning of Dec 8, Mr Han said that Mr Yoon must resign because he could no longer function as a normal head of state for the remainder of his five-year term, which ends in May 2027. But he didn’t say when Mr Yoon should step down, only that the country needed time to arrange for him to make an “orderly exit”. “Even before he resigns, the president will no longer be involved in state affairs, including diplomacy,” Mr Han said, without clarifying whether he had the authority to make such a statement. He said Prime Minister Han Duck-soo, a political appointee of Mr Yoon’s, would run the government in close consultation with the PPP. That appeared to be a nod to South Korea’s constitutional requirement that only the prime minister can step in as an interim leader until South Korea selects a new president through a national election. But no law defines the president’s “exclusion” from state affairs: His office can be legally vacated only through resignation or impeachment. The opposition quickly accused Mr Han of trying to grab power illegally through “a second insurrection,” adding to the confusion created by Mr Yoon’s short-lived attempt to place his country under martial rule for the first time in 45 years. “He should stop acting as if he were the president,” Mr Yoon Jong-kun, a spokesperson for the principal opposition Democratic Party, said on Dec 8. “No one – not the people, not the laws of the nation – gave him the power to exclude the president from office.” The opposition parties have vowed to seek Mr Yoon’s impeachment again, as early as Dec 14. Mr Park Chan-dae, the floor leader of Mr Lee’s main opposition Democratic Party, said the Assembly would try to vote on his impeachment “every Saturday”. Adding to the turmoil, opposition parties called for Mr Yoon’s arrest, asserting that the president and his followers in the government and military committed insurrection and other crimes when they sent soldiers and police officers into the National Assembly to try to seize the legislature shortly after Mr Yoon declared martial law. A team of more than 60 prosecutors and investigators has been put together to investigate the accusations, Mr Park Se-hyun, chief of the Seoul High Prosecutors’ Office, said Sunday. Earlier on Dec 8, prosecutors detained Mr Yoon’s former defence minister, Mr Kim Yong-hyun, for questioning. The current uncertainty raised the crucial question of who would give orders to South Korea’s armed forces in case they needed to respond to North Korea, said Mr Lee Byong-chul, a North Korea expert at the Institute for Far Eastern Studies in Seoul. “By law, Yoon is still commander in chief,” he said. “If North Korea launches a provocation to test South Korea’s political situation, will he reassert his power as commander in chief? Will that lead to a fight over power?” NYTIMES Join ST's Telegram channel and get the latest breaking news delivered to you. Former President Jacob Zuma has rejected his expulsion from the African National Congress (ANC). The party's National Disciplinary Committee of Appeal (NDCA) upheld Zuma's removal from the party, it announced on Friday. In a statement issued on Saturday, the Jacob G Zuma Foundation said the former statesman strongly rejected "the notion that the ANC, under the leadership of President Cyril Ramaphosa, has the authority to expel him from the movement to which he has dedicated his life." The ANC criticized Zuma's actions as a severe breach of organisational discipline, citing his establishment and leadership of a rival political party, the MK Party, as a direct assault on the movement's historical mission and principles. The Foundation said that Zuma remains fully engaged in his political and social commitments. It added that Zuma presided over a two-day meeting of the National High Command of Umkhonto weSizwe on Friday, and on Saturday, he attended the funeral of six MK women members who tragically lost their lives in an accident while travelling to Nkandla. According to the Foundation's spokesperson Mzwanele Manyi, Zuma is expected to consult with his legal team, his ANC representative Tony Yengeni, his family, and his political comrades to deliberate on the way forward. "Once a decision has been reached, it will be communicated to the nation by Zuma," Manyi said.

Geoffrey Hinton says he doesn’t regret the work he did that laid the foundation for artificial intelligence, but wishes he thought of safety sooner. The British-Canadian computer scientist says the technology has now progressed so fast that he thinks it could achieve superintelligence in the next five to 20 years. Superintelligence is intelligence that surpasses even the smartest humans. When superintelligence happens, Hinton says humanity will have to seriously worry about how it can stay in control. His remarks came at a press conference in Stockholm, where Hinton is due to a receive the Nobel Prize in psychics on Tuesday. Hinton and co-laureate John Hopfield are being given the prize because they developed some of the underpinnings of machine learning, a computer science that helps AI mimic how humans learn. M. Jodi Rell, who became Connecticut governor after her predecessor resigned, dies at 78Column: Every state should be ready to protect workers under Trump

Former Connecticut Gov. M. Jodi Rell, who took over the office to become the second female governor in state history after her predecessor resigned amid a corruption scandal, has died. She was 78. Rell died Wednesday at a Florida hospital following a brief illness, her family said in a statement Thursday morning. Rell, a Republican who was born in Virginia and moved to Brookfield, Connecticut, in 1969, served from 2004 until 2011. Known for her candor and compassion — she would personally call and write notes to people when they faced difficult or happy times — Rell was lieutenant governor and took on the governorship during a challenging period for the state. Gov. John G. Rowland was under federal investigation and faced impeachment. Rowland ultimately pleaded guilty to a single federal corruption count and served 10 months in prison. In an interview with The Associated Press in 2010, while preparing to leave office, Rell pointed to her early efforts to “restore honor to the state of Connecticut” as one of her major accomplishments. “Our state had been through so much. And what we really needed to do, what we needed at the time, was to move on, to once again make our residents proud of our state government,” Rell said, adding how her administration worked to reform the state’s campaign finance laws, impose standards for state contracts, and overhaul the state’s ethics commission. Rell was lauded Thursday by figures in both major parties, including her successor, Dannel P. Malloy, a Democrat. “She steadied the ship, and returned a sense of decency and honesty to state government at a time when both were sorely needed,” he said in a statement. Connecticut Republican Party Chairman Ben Proto, who worked with Rell on screening bills when she was a state representative and he was a young attorney with the House Republican caucus, said Rell became governor “almost reluctantly and at a time of great turmoil” but brought “a level of calm and focus” to the state Capitol and the state. “Governor Rell may have ascended to the office of Governor during a tumultuous time, but her calm demeanor, her knowledge of state government, her political acumen and her southern charm, won over many critics and helped put Connecticut back on track," Proto said in a statement, calling her "the exact right person to lead our state at that time.” Democratic Gov. Ned Lamont on Thursday ordered flags to be lowered in her honor. He said Rell, a mother of two and a grandmother of four, represented the “very best of Connecticut values, expanding healthcare and childcare, and making Connecticut one of the first states in the country to recognize same-sex unions.” In 2005, Rell signed legislation making Connecticut the first state to institute same-sex civil unions through its legislature and not a court order. In 2009, she was the first governor to sign legislation that codified the U.S. Supreme Court's gay marriage ruling, transforming civil unions into marriages and redefining marriage in Connecticut as a legal union of two people. Lamont said he and Rell became good friends after he took office. They appeared on stage together last year at the Gov. M. Jodi Rell Center for Public Service at the University of Hartford to discuss the importance of bipartisanship. The center's mission is to promote ethics in government, civil discourse in politics and citizen involvement in public service. “Her style of leadership was not fabricated or manipulated in any way. The Jodi Rell that the people of Connecticut saw in public was the Jodi Rell that she was in real life — calm, rational, caring, approachable, and devoted to her family and to her state.” Rell served as lieutenant governor for 10 years and as a member of the state House for 10 years, representing Brookfield and Bethel. After finishing out Rowland's term, Rell won the 2006 election by a wide margin. She was the state's last GOP governor to date. Five months after taking office, Rell had a mastectomy and reconstructive surgery after breast cancer was discovered following a routine mammogram. Nine days after her surgery, Rell returned to the Capitol to deliver her first State of the State address and was greeted by cheers and a longstanding ovation. Many lawmakers wore pink ribbons in support of breast cancer research. “You know I get embarrassed,” a smiling Rell said, pleading with the crowd to stop the applause. A moderate Republican who advocated for bipartisanship, Rell made a pointed reference to her illness during that speech when she called for an end to partisan politics. “I have been unexpectedly confronted with my own mortality as I was told that I had cancer,” she said. “I am looking at things a little differently now, with different eyes. Eyes more focused on what is truly important, what is truly necessary.” Associated Press Writer Dave Collins contributed to this report.

The Vice President and Presidential Candidate of the New Patriotic Party (NPP) for the 2024 elections, Dr. Mahamudu Bawumia, has expressed his heartfelt gratitude to the members of the 2024 NPP manifesto sub-committee for their hard work and dedication in crafting the party’s policy document. At a meeting held on Monday at his residence in Accra, Dr. Bawumia praised the committee, which included chairpersons, vice-chairpersons, and members from various sub-committees, for putting together a comprehensive and forward-thinking manifesto that was presented to Ghanaians ahead of the elections. “I want to express sincere gratitude and appreciation to all of you for your dedication and hard work in creating such a comprehensive document, which we presented to Ghanaians,” Dr. Bawumia remarked during the meeting. Despite the election’s outcome, Dr. Bawumia assured the committee that he was proud of the work they had done, highlighting the transformational policies outlined in the manifesto. He emphasized that the policies presented to the people of Ghana were both meaningful and impactful. Reflecting on the surprising result of the election, Dr. Bawumia noted that the party’s fortunes were affected by voter apathy, which led to over 2 million of its core voters abstaining from voting. He expressed his concern, stating, “It was as if our people held a meeting across the country and decided they wouldn’t go out to vote.” In light of this, Dr. Bawumia called for a comprehensive post-election analysis to understand why such a significant number of party members chose not to vote. He assured the committee members that the party would conduct detailed research as part of its reorganization efforts for the future. Regarding the 2024 NPP manifesto, Dr. Bawumia reassured the committee that their efforts were not in vain. “God willing, we will all benefit from this document in the future,” he stated, urging members not to feel discouraged by the outcome of the election. Also present at the meeting was Osei Kyei Mensah Bonsu, the Chairperson of the Manifesto Committee for the 2024 Bawumia Campaign. The meeting served as an opportunity to reflect on the party’s manifesto work and discuss the way forward.Chinese film about Covid-19 wins Taiwan's top Golden Horse prizesMACON, Ga.
