Assam Chief Minister and BJP co-in-charge for Jharkhand elections, Himanta Biswa Sarma, along with Union Minister Chirag Paswan, both emphasised on the need for a double-engine sarkar during their campaign visits to Jharkhand. They highlighted this as key to ensuring faster development and greater progress in the tribal State. Despite the BJP’s strong push for the double-engine narrative, the party failed to resonate with Jharkhand’s voters. The recent Lokniti-CSDS post-poll study explores whether voters in Jharkhand believe the double-engine sarkar is necessary for the State’s development. It also looks into what influenced the voters in this tribal State —whether it was the work done by the Central government or the State government. A divided verdict on double-engine sarkar When asked whether it is essential for the same party to rule both at the Centre and in Jharkhand for the State’s development, voters were somewhat split. However, a larger share, 46%, believe it is not necessary, while 40% think it is (Table 1). The opinion on double-engine government appears closely tied to the political party that voters support. Over half of the voters in the INDIA coalition expressed the view that a double-engine government is not essential for the State’s development. This sentiment was also shared by a majority of voters supporting Jharkhand Loktantrik Krantikari Morcha (JKLM) and other parties, with more than half of their supporters agreeing (Table 1). In contrast, voters of the NDA held a different perspective, with nearly three in ten believing that a double-engine government is crucial for the State’s overall development. Jharkhand Assembly elections 2024: Full coverage Work done by State vs. Central government in shaping votes When voters were asked which government’s work mattered most to them in this election — State or Central —two in five cited the State government, while three in ten pointed to the Central government. For one in five voters, the work of both levels of government was equally important. This perspective was reflected in their vote choices, with those prioritising State government work favouring the INDIA coalition, and those focused on the Central government’s work supporting the NDA. Additionally, the INDIA coalition held a 11% point lead among those who considered the work done by both governments (Table 2). The post-poll study reveals a divided verdict on the double-engine sarkar , with slightly more voters in Jharkhand believing it unnecessary for development. Despite the BJP’s strong push for a double-engine government, the electorate’s preference for State-level governance, led by the JMM, played a decisive role in the NDA’s defeat, as voters prioritised the work of the State government over that of the Centre. The Secure American Communications Act [PDF], if signed into law, would require the Federal Communications Commission to issue binding rules for telecom systems, following what Wyden calls the FCC's "failure" to implement security standards already required by federal law. He's referring to the CALEA of 1994 – aka the Communications Assistance for Law Enforcement Act – which required telecom providers to design their systems to comply with wiretapping requests from law enforcement. The law also requires providers to secure their own systems against unauthorized interception – such as Chinese spies , who we recently learned did access these systems to steal communications and other sensitive information. While the feds haven't disclosed whose calls and texts were accessed by Salt Typhoon, the victims reportedly included president-elect Donald Trump and his VP pick JD Vance, people working for current VP Kamala Harris's presidential campaign, and other high-ranking political figures . "It was inevitable that foreign hackers would burrow deep into the American communications system the moment the FCC decided to let phone companies write their own cyber security rules," Wyden asserted in a statement. "Telecom companies and federal regulators were asleep on the job and as a result, Americans' calls, messages, and phone records have been accessed by foreign spies intent on undermining our national security," he continued. "Congress needs to step up and pass mandatory security rules to finally secure our telecom system against an infestation of hackers and spies." Wyden's proposal gives the FCC one year to design specific security requirements in consultation with the head of the US Cybersecurity and Infrastructure Security Agency (CISA) and the Director of National Intelligence. The legislation doesn't specify what these safety measures should include, other than they must "prevent the interception of communications or access to call-identifying information without lawful authorization by any person or entity, including by an advanced persistent threat." It would also require the carriers to conduct annual testing to evaluate whether these systems are working as intended. If they're not, then the carriers must fix the issues. Further, telcos would need to hire an independent auditor to conduct an annual assessment of compliance with FCC cyber security rules, and submit the results of the audits to the commission. Outgoing FCC chair Jessica Rosenworcel has also proposed rules that would require the nation's carriers to safeguard their infrastructure against illicit access or interception of communications. Wyden's proposal follows legislation the senator introduced earlier this year that would require the government to adopt secure communications software. He also proposed a bipartisan bill in 2023, which would have blocked the export of US citizens' personal information to unfriendly nations, making it more difficult for foreign spies to target Americans for hacking and spying. That proposal never made it out of committee. ®
ATLANTIC CITY, N.J. (AP) — Workers pushing for an end to smoking in Atlantic City casinos say the main employee union has been won over by tobacco companies seeking allies in the fight against smoking restrictions. An official of a union involved in the anti-smoking push on Monday called for the head of the Atlantic City casino workers' union, Donna DeCaprio, to resign for failing to protect her members from the dangers of secondhand smoke. DeCaprio is president of Local 54 of the Unite Here union, which opposes a smoking ban on the grounds that so much business would be lost by smokers taking their money elsewhere that it could cause one or more casinos to shut down, costing thousands of workers their jobs. “She should be ashamed of herself,” said Ray Jensen, assistant director of United Auto Workers Region 9, which represents dealers at three Atlantic City casinos and is part of a lawsuit seeking to have the courts force an end to smoking in the gambling halls. “She should hand in her union card.” DeCaprio said her union supports the health and safety of its members, adding improvements to the workplace environment need to be made. “A balance needs to be reached that will both protect worker health and preserve good jobs,” she said. “We are protecting our members against multiple casino closures and job losses. The UAW is eager to sacrifice the entire casino industry and put 25,000 good jobs with benefits at risk.” DeCaprio said between 50% and 72% of all in-person casino revenue in Atlantic City comes from smoking sections, which occupy only 25% of the casino floor. She said her union “and the vast majority of the labor movement” support a proposal that would improve ventilation in casinos and prevent any employee from being assigned to work in a smoking section against their will. Whether to ban smoking is one of the most controversial issues not only in Atlantic City casinos but in other states where workers have expressed concern about secondhand smoke. They are waging similar campaigns in Rhode Island, Pennsylvania, Kansas and Virginia. Workers have been pushing for four years to end an exemption in New Jersey’s clean air law that allows smoking inside the nine casinos. They say they or their co-workers are becoming ill with cancer, heart disease and other conditions related to exposure to second-hand smoke. Gov. Phil Murphy, a Democrat, has said he will sign a bill to end casino smoking if it reaches his desk. The casinos, joined by Local 54, oppose that effort, saying it will cost Atlantic City thousands of jobs and lead to decreased tax revenue for state programs for senior citizens and the disabled. On Monday, the workers group that calls itself CEASE (Casino Employees Against Smoking’s Effects) filed an appeal of a court ruling in August that allowed smoking to continue in the nine casinos. The Casino Association of New Jersey declined to comment Monday. Attorney Nancy Erika Smith said as far back as 1993, tobacco companies targeted labor unions in the hospitality industry as potential allies to work against smoking bans in the restaurant and hospitality industries. That effort included the Hotel Employees and Restaurant Employees Union, a precursor of the Unite Here union. “HERE and the related AFL-CIO affiliates are critical allies which should be cultivated as supporters of the effort to prevent smoking bans,” a public relations firm wrote in a memo to Philip Morris Companies that was made public during several states' litigation against tobacco companies. The memo said having HERE “as an ally in this effort would be a very powerful voice.” As far back as 2001, HERE was part of a 12-member coalition including labor unions advocating for improved indoor ventilation instead of government-imposed smoking bans, according to another document cited in Monday's appeal. The anti-smoking campaigners cite a 2022 report by Las Vegas-based C3 Gaming, a consulting firm, showing that casinos that went smoke-free "appear to be performing better than their counterparts that continue to allow smoking.” ___ Follow Wayne Parry on X at www.twitter.com/WayneParryAC Wayne Parry, The Associated Press
The hunt for UnitedHealthcare CEO's elusive killer yields new evidence, but few answers
The health ministry in Hamas-run Gaza said Friday hospitals have only two days' fuel left before they must restrict services, after the UN warned aid delivery to the war-devastated territory is being crippled. The warning came a day after the International Criminal Court issued arrest warrants for Israeli Prime Minister Benjamin Netanyahu and former defence minister Yoav Gallant more than a year into the Gaza war. The United Nations and others have repeatedly decried humanitarian conditions, particularly in northern Gaza where Israel said Friday it had killed two commanders involved in Hamas's October 7, 2023 attack that triggered the war. Gaza medics said an overnight Israeli raid on Beit Lahia and nearby Jabalia resulted in dozens killed or missing. Marwan al-Hams, director of Gaza's field hospitals, told reporters all hospitals in the Palestinian territory "will stop working or reduce their services within 48 hours due to the occupation's (Israel's) obstruction of fuel entry". World Health Organization chief Tedros Adhanom Ghebreyesus said Friday he was "deeply concerned about the safety and well-being of 80 patients, including 8 in the intensive care unit" at Kamal Adwan hospital, one of just two partly operating in northern Gaza. Late Thursday, the UN's humanitarian coordinator for the Palestinian territories, Muhannad Hadi, said: "The delivery of critical aid across Gaza, including food, water, fuel and medical supplies, is grinding to a halt." He said that for more than six weeks Israeli authorities "have been banning commercial imports" while "a surge in armed looting" has targeted aid convoys. Vowing to stop Hamas from regrouping, Israel on October 6 began an air and ground operation in Jabalia and then expanded it to Beit Lahia. Gaza's health ministry says the operation has killed thousands. The UN says more than 100,000 have been displaced from the area, and an official told the Security Council last week that people "are effectively starving". Issuing the warrants for Netanyahu and Gallant, the Hague-based ICC said there were "reasonable grounds" to believe they bore "criminal responsibility" for the war crime of starvation as a method of warfare, and crimes against humanity including over "the lack of food, water, electricity and fuel, and specific medical supplies". A furious Netanyahu said: "Israel rejects with disgust the absurd and false actions and accusations made against it." He said the judges were "driven by anti-Semitic hatred of Israel". On Friday, he thanked his Hungarian counterpart Viktor Orban for his show of "moral clarity" in inviting him to visit in defiance of the ICC warrant, which Orban branded "political". Hungary currently holds the rotating EU presidency. US President Joe Biden, whose country is Israel's top military supplier, called the warrants against Israeli leaders "outrageous", but other world leaders supported the court. Irish Prime Minister Simon Harris said Netanyahu would be arrested if he set foot in the country. Biden and French President Emmanuel Macron on Friday discussed efforts towards a ceasefire in Lebanon, the White House said. The ICC also issued a warrant for Hamas military chief Mohammed Deif, saying it had grounds to suspect him of war crimes and crimes against humanity over the attacks on Israel that sparked the war, and including "sexual and gender-based violence" against hostages. Israel said it killed Deif in July, but Hamas has not confirmed his death. On Thursday, a UN representative said an Israeli raid on Palmyra in Syria this week was "likely the deadliest" by Israel on the country so far. On Friday, a war monitor said the strikes killed 92 pro-Iran fighters. Israel again bombed Gaza on Friday. In Gaza City, just south of Jabalia, one man who said he took his cousins to hospital after a strike urged "the world... to put an end" to the war. Belal, who gave only his first name, said 10 members of his family had been killed. At least 44,056 people have been killed in Gaza during more than 13 months of war, most of them civilians, according to figures from Gaza's health ministry which the United Nations considers reliable. Hamas triggered the war with the deadliest attack in Israeli history, which resulted in the deaths of 1,206 people, mostly civilians, according to an AFP tally of Israeli official figures. The war expanded to Lebanon in late September when Israel escalated air strikes against Iran-backed Hezbollah and later sent ground troops into southern Lebanon, after nearly a year of tit-for-tat cross-border exchanges which Hezbollah said were in support of Hamas. Lebanon says more than 3,580 people have been killed in the country, most of them since late September. Israeli strikes again targeted Hezbollah's south Beirut stronghold and south Lebanon on Friday, the official National News Agency said. Thousands of UN peacekeepers are based in southern Lebanon and have reported coming under attack numerous times, blaming both Israel and "non-state" actors. On Friday, Italian Foreign Minister Antonio Tajani said Hezbollah was probably behind a rocket attack that lightly wounded four Italian peacekeepers. bur-ami/srm/kir
