A headlamp is a must for any hunter, angler or camper and with the introduction of the LED lights you can find headlamps for under $25 that are small, lightweight and put out plenty of light with batteries that will last all summer. Merino wool socks are available online for under $20 for a three-pack. One can never have enough quality wool or wool blend socks to wear with your boots and they go from $15 to $30 a pair depending upon where you buy them and the brand you buy. If you really want to splurge, Merino wool blend socks are awesome and generally range from $15 to $35. A basic outdoor first aid kit is a necessity for the active person. Stay away from the $5 variety and head for the $15 to $50 range. Even if the person you are shopping for already has one, many of the items in the kit become outdated after a year or two, so it does not hurt to replace them or keep an extra one in the truck. In a few months, anglers will start replacing the line on their reels in anticipation of warmer weather. Find out what brand, weight, and type of line your favorite angler uses and purchase a spool or two for them. Prices range from $10 to $25 for monofilament and $15 on up for fluorocarbon line. Fly line is going to cost you more but generally will last for several years if taken care of properly, so check first before splurging on that. First aid kits are always important to keep in the car or truck when camping. It's a good idea to replenish some items, which may expire. Anglers are also losing terminal tackle that needs replacing, so check with your angler's fishing buddy to find out what types of flies, lures, hooks and spinners they like before heading to the stores. Ice fishing rods can easily be found from about $20 on up. Of course, you can also buy them terminal tackle, a folding chair to sit in, a plastic sled to haul their gear, hand warmers and other miscellaneous accoutrements. When all else fails, get them a gift card to their favorite fly shop, gun store, or outdoors store. My kids used to get me a gift certificate every year for the amount of a fishing license, so that when my license expired I could purchase a new one courtesy of them. I think it was their way of getting me out of the house on the weekends so they wouldn’t have to do as many chores. But who cares about their motive, I got a new fishing license every year out of the deal. Surface water temperatures have dropped into the 30s and there was still some ice in the back of the coves and the arms east of the highway were mostly ice covered. The dock is out of the water at the State Park boat ramp. With a cooling trend this week, we may start to see some ice formation along shorelines in the main body of the lake. But with daytime highs above freezing there shouldn’t be too much. It is not uncommon for the lake to start forming ice around the first of December, so get out while you can. Fishing continued to be good this past weekend, especially for fly fishermen using balanced leeches and chironomids. Fish in 6 to 12 feet of water with the fly about 4 to six feet below the strike indicator. Wooly buggers and leeches stripped on an intermediate or slow sinking line are also catching a few trout. Worms under bobbers or green or red PowerBait floated off the bottom continue to work for bait anglers. No report on any bass being caught, though few anglers are fishing for them. Blade baits may work in deeper water for bass. For trout small spinners, rooster tails or panther Martins should work for spin fishermen. Small minnow imitations in perch or chub colors may also catch a few trout. Just fish all the hardware slowly. With the colder water fish metabolism is slowing down. Fishing for perch has been slow to fair for numbers, but poor for size with fish averaging 4 to 6 inches as the perch population is still recovering from a 2022 die-off. Worms under bobbers or green or red PowerBait floated off the bottom continue to work for bait anglers. There was some ice in the backwater at the south end of the lake by the causeway. With the cooling trend this week we may start to see some ice formation in the backs of coves and along some of the shorelines. Shore fishing for trout continues to be good. Trout have moved up in the water column as well into shallow waters in search of food. Worms or PowerBait floated off the bottom using a slip sinker or below a bobber in the shallower water was working for those targeting trout. Fly fishing has good using both balanced leeches and chironomids. Balanced leeches in black/red, black/blue, wine or olive were working. Hot green or red bead heads on the balanced leeches seemed to produce more fish. Snow cones, chironocones, zebra midges in black or red, and Yankee buzzers were all catching fish. Wooly buggers sized 6 to 10 and leech patterns sized 10 to 14 in the black/red, black/blue, wine and dark red stripped on a sinking line should also work. Bass fishing is poor. No recent report on catfish or wipers being caught. Approximately 19,000 trout were stocked in mid to late October. Approximately 30,000 trout were stocked the first week of November. No recent reports from anyone fishing it, but expect ice to start forming here with the forecast colder temperatures. Use the same presentations and techniques as at South Fork Reservoir. Approximately 500 9-inch trout were stocked Nov. 8. The water level is good for this time of year and visibility is good. Fishing for bass has been slow and trout fishing has been good. No recent report on anglers fishing here. Like other lakes in the area, expect ice to start forming with the forecast colder temperatures. The same techniques and presentations that work at South Fork work here. With recent and forecast precipitation, expect muddy road conditions on the way out. Approximately 9,800 trout were stocked in late October. At last report, Harrison Pass was open but 4WD was recommended. There was some ice formation at the main boat ramp in the south lake. There may be some ice in places in the collection ditch, but if there it's not enough to impact fishing. Fishing in the collection ditch continues to be good for trout averaging 15 to 20 inches with a quite a few fish over 20 inches. Water clarity is good and water levels continue to be very good though vegetation is still thick in many areas. Fishing for brown and tiger trout is still good in the collection ditch. With colder temperatures and precipitation, it is time to switch to subsurface presentations though blue wing olives, ants and midge dry flies. Fly anglers have had luck stripping wooly buggers, leeches or small streamers in black or olive using short slow strips. Nymphs under an indicator are working best. Patterns to fish include eggs, chironomids, PT nymphs, gold ribbed hares ears and copper Johns. Spin fishermen should be using spinners, Kastmasters, panther Martins and other small lures fished slowly. It is artificial presentations only in the collection ditch, which includes the pond behind the hatchery all the way to Brown Dike. Wading is not allowed the entire length of the collection ditch. Approximately 4,600 rainbow trout and 500 brown trout were stocked in mid-October. No recent report, but anglers may encounter some shore ice starting to form over the next week or two. Aquatic vegetation growth is still making shore fishing difficult, so float tubes or small watercraft are the way to go. This will continue until the ice covers the lake. Fishing continues to be fair to good for 13- to 16-inch trout. Either dark or flashy spinners or small plastic baits fished with varying retrieves should work. Worms or PowerBait fished under a bobber is best for bait anglers. For fly rodders, wooly buggers and leech patterns on a sink tip or intermediate sinking line have been working. The usual assortment of nymph and chironomid patterns are also producing a few fish. Like other reservoirs in the area bass fishing is very slow to poor. Some 1,000 9-inch trout were stocked on Nov. 5. Fishing should be good for rainbow trout and tiger trout in the 9- to 12-inch range. Anglers fishing for trout should use spinners, nightcrawlers, and PowerBait. Fly fishers should use midge patterns, leeches or woolly buggers. Fish the buggers and leeches slowly. Bass fishing is poor with colder water temperatures. There is a limited black bass fishery and anglers are encouraged to catch and release these bass to help improve the bass fishery. Cave Lake is lowered to minimum pool and unfishable. Cave Lake is closed to fishing due to shorelines that are very soft and dangerous due to the complete saturation of the soil. Ice was covering about 90% of Comins Lake last week. The ice thickness varied from one-half to 2 inches, with areas of exposed water. All ice should be considered unsafe. Shore fishing access did improve this past weekend due to warmer daytime highs. If anglers attempt to fish from shoreline, a mix of spinners, nightcrawlers, PowerBait, and a fly behind a bubble should catch fish. Comins received 10,043 rainbow trout this fall averaging 8.9 inches. During northern pike suppression efforts this fall, rainbow trout were observed in the 1.5- to 4-pound range. Please note that NDOW has placed radio tags in several northern pike. These pike will have an orange Floy tag near their dorsal fin and a small antenna (~ 7 inches long) coming from their stomach. Please return these fish to the water for research purposes. Please do not return pike without the tags back to the lake. Black bass fishing is poor. There is a limited bluegill fishery at Comins Lake and anglers are encouraged to release bluegill so that the population can become better established. Illipah Reservoir is sitting at approximately 95% ice covered. The ice thickness varies from one-half to 2 inches, with areas of exposed water. All ice should be considered unsafe. Although warmer temperatures are predicted, it is unclear if the ice at Illipah Reservoir will open. If it does open up, similar baits such as nightcrawlers, PowerBait, and spinners should work. Fly fishermen should use buggers, nymphs and chironomids. Some 9,012 rainbow trout averaging 9.3 inches were stocked this fall. The road to Angel Lake was closed for the winter earlier this week. There will be no fishing reports until May when the road re-opens. Ice has covered the high mountain lakes. Anglers can expect winter conditions in the high country and only experienced back country travelers should visit them. There will be no more reports on these waters until late spring or early summer depending upon snow conditions. With colder temperatures and fish being cold blooded they are moving more slowly so anglers need to slow presentations down and spend more time fishing sections of streams. With recent and forecast snowfall, expect 4WD conditions in Lamoille Canyon. The tail water below South Fork is still producing some trout but flows are very low so fish are holding in the pools. Water conditions below Wild Horse Dam in the East Fork of the Owyhee have dropped significantly and icy wading conditions and snow are keeping many anglers away. The flows on the Jarbidge and Bruneau Rivers are still low, have haven’t changed much and fishing has been slow to fair. Access will soon be through Idaho depending upon the weather, if not already. As of Nov. 25, the East Fork of the Owyhee was flowing at 2.39 cfs below the dam and 20.7 cfs at Mountain City; the Jarbidge River was flowing at 5.47 cfs; the Bruneau River at 20.5 cfs; Salmon Falls Creek at 57.2 cfs; Lamoille Creek at 2.89 cfs; the South Fork of the Humboldt at 5.51 cfs; Cleve Creek at 7.29 cfs; and Steptoe Creek at 4.88 cfs. WASHINGTON (AP) — American Airlines briefly grounded flights nationwide Tuesday due to a technical problem just as the Christmas travel season kicked into overdrive and winter weather threatened more potential problems for those planning to fly or drive. Government regulators cleared American flights to get airborne about one hour after the Federal Aviation Administration ordered a national ground stop, which prevented planes from taking off. Meanwhile, the flight-tracking site FlightAware reported that 1,447 flights entering or leaving the U.S., or serving domestic destinations, were delayed Tuesday, with 28 flights canceled. Aviation analytics company Cirium said Dallas-Fort Worth and Charlotte, North Carolina, saw the greatest number of delays. Washington, New York, Chicago and Miami experienced considerably fewer delays. Significant rain and snow was expected in the Pacific Northwest at least into Christmas Day. Showers and thunderstorms were developing in the South. Freezing rain was reported in the Mid-Atlantic region near Baltimore and Washington, and snow was falling in New York. Because the holiday travel period lasts weeks, airports and airlines typically have smaller peak days than they do during the rush around Thanksgiving, but the grind of one hectic day followed by another takes a toll on flight crews. And any hiccups — a winter storm or a computer outage — can snowball into massive disruptions. That is how Southwest Airlines stranded 2 million travelers in December 2022, and Delta Air Lines suffered a smaller but significant meltdown after a worldwide technology outage in July caused by a faulty software update from cybersecurity company CrowdStrike. Many flights during the holidays are sold out, which makes cancellations even more disruptive than during slower periods. That is especially true for smaller budget airlines that have fewer flights and fewer options for rebooking passengers. Only the largest airlines, including American, Delta and United, have “interline agreements” that let them put stranded customers on another carrier’s flights. This will be the first holiday season since a Transportation Department rule took effect that requires airlines to give customers an automatic cash refund for a canceled or significantly delayed flight. Most air travelers were already eligible for refunds, but they often had to request them. Passengers still can ask to get rebooked, which is often a better option than a refund during peak travel periods. That’s because finding a last-minute flight on another airline tends to be expensive. Just before 7 a.m. Eastern time, the Federal Aviation Administration ordered all American Airlines flights grounded in the U.S. at the airline’s request. American had reported technical trouble affecting its entire system. American said in an email that the problem was caused by a vendor technology issue that “impacted systems needed to release flights.” An airline spokesperson said Tuesday was not a peak travel day for the airline — with about 2,000 fewer flights than the busiest days — so the airline has somewhat of a buffer to manage the delays. Cirium said American had 3,320 domestic flights scheduled for Tuesday, and 581 international departures from or returning to the U.S. from abroad. The groundings happened as millions of travelers were expected to fly over the next 10 days. The Transportation Security Administration expects to screen 40 million passengers through Jan. 2. Airlines expect to have their busiest days on Thursday, Friday and Sunday. Many flights during the holidays are sold out, which makes cancellations more disruptive than during slower periods. Even with just a brief outage, the cancellations have a cascading effect that can take days to clear up. About 90% of Americans traveling far from home over the holidays will be in cars, according to AAA. “Airline travel is just really high right now, but most people do drive to their destinations, and that is true for every holiday,” AAA spokesperson Aixa Diaz said. Gasoline prices are similar to last year. The nationwide average Thursday was $3.04 a gallon, down from $3.13 a year ago, according to AAA. Charging an electric vehicle averages just under 35 cents per per kilowatt hour, but varies by state. Transportation-data firm INRIX says travel times on the nation’s highways could be up to 30% longer than normal over the holidays, with Sunday expected to see the heaviest traffic. 2024 not a very good year for IPOs in PHEveryone benefits from transparency and Australians have a right to know who is funding our political parties and candidates. But for decades Australians have been left in the dark about the rivers of gold flowing to our political parties. Last year's Australian Electoral Commission (AEC) data shows more than $50 million in " " going to the major parties. In fact, over the past five years that number has ballooned to more than $290 million - with no public record of where it has come from. or signup to continue reading Thanks to the AEC data we do know, although often 18 months after the fact, that wealthy individuals and powerful interests like the gambling and fossil fuel sectors, and trade unions, have been bankrolling our major parties for years. Like topping up your tank with petrol, the major parties regularly go cap in hand to these powerful groups to fund their election campaigns. Cash for access, pay-to-play, call it what you will. This system of political financing, and its bedfellow - opaque lobbying - harm our democracy. It also creates an uneven playing field and risks corrupting the policy-making process. So how do the Albanese government's proposed electoral reforms which look set to pass the Senate this week tackle the issue of big money in politics? The good news is that political parties and candidates would be required to disclose any donations for election campaigns on a "real-time" or monthly basis. This would be more frequent during, and seven days after, federal elections. What's more, all donations over $1000 would need to be disclosed. This is down from the current rate of disclosure of $16,300. These long-overdue changes, promised before the 2022 election by the ALP, are to be celebrated. In fact, Transparency International Australia first called for them federally similar laws almost 10 years ago. Like grocery shopping, election campaigns have become eye-wateringly expensive. In the year leading up to the 2022 election, Australia's political parties spent a massive $418 million in an US-style arms race. The Coalition spent $132 million, Labor $116 million, and Clive Palmer's United Australia Party burned through $123 million but secured just one MP. On face value the proposed expenditure caps of $800,000 per electorate and $200,000 cap for Senate candidates sound reasonable. As does reducing the overall expenditure of political parties to $90 million per election compared to previous elections. But major parties might still be able to game the system. For example, parties could thwart the $800,000 electorate cap by simply advertising for their party - Labor or Liberal and not the local candidate - which comes under their $90 million national advertising cap instead. Similarly, separate Senate caps might also help major parties scale up campaign resources in marginal seats they want to win. Every electoral system is different. However, a key part of electoral reform globally to reduce the impact of big money has over politics has also been to cap donations that fund election campaigns. A majority of the 38 like Canada, Ireland and even the US, have some form of limits or caps on how much people or corporations can donate. France and South Korea even ban corporates and other legal entities from financing candidates and some nations ban donations from state-owned enterprises or corporations that have government contracts. Other countries cap the amount as multiple of the minimum wage. The government's proposal caps the amount one recipient, for example a state or federal branch of the Labor or Liberal party, can receive per person at $20,000 annually. Those donating to multiple candidates will also have an annual cap of $600,000. It's an OK start but still a bit of cash to splash over three years to try and influence a candidate or party's views. The three pages of exemptions for donations also raise a few alarm bells. For example, it appears that a mining billionaire or Big Four consultancy company could donate to the "administration" costs of a party as opposed to :electoral" costs so wouldn't be included in the caps. Also money left by someone in a bequest is also a "gift" under the changes. The Albanese government's proposed electoral reforms promise much progress, but they fall short of cleaning up the system. To be clear, the transparency measures, such as real-time donation disclosures and a lower threshold, are welcome steps. And the principle behind caps on donations and how much parties, candidates and third parties can spend during elections are critically important. International experience shows that caps need to be carefully calibrated with public funding models and other laws. The proposed caps will help get some private money out of the system and will limit how much can be spent specifically on one seat and overall by political parties. But the devil is in the detail. In fact, there are more than 400 pages of detail in the and explanatory memorandum alone. The scale and scope of the legislation - the biggest electoral reforms in 40 years - warrant much close examination. And good process in developing legislation is important for democracy. Another bill relating to money that's in the Senate this week is the Anti-Money Laundering/Counter Terrorism Financing bill. In contrast, there's been two formal consultations, numerous stakeholder briefings, 100s of submission, a senate inquiry and a robust process running over the last 18 months. Since the electoral reform bill was tabled last Monday, Transparency International Australia alongside other civil society voices, have repeatedly called for , a senate inquiry and an . This would empower Parliament to review the changes, put forward amendments to pair back any unintended consequences and close any loopholes. With a proper process, consultation and some changes, these important reforms have a much greater chance of getting big money out of politics and ensuring a level playing field to benefit all Australians. Emboldened by the view from the top of the NFC North, the Detroit Lions are out to eliminate nightmare holiday gatherings when the Chicago Bears come to town Thursday for a lunchtime division duel. The Lions (10-1) are streaking one direction, the Bears (4-7) the other in the first matchup of the season between teams on opposite ends of the division. Riding a nine-game winning streak, their longest since a 10-game streak during their first season in Detroit in 1934, the Lions are burdened by losses in their traditional Thanksgiving Day game the past seven seasons. Three of the defeats are courtesy of Chicago. The Bears and Lions get together for the 20th time on Thanksgiving -- the Bears have 11 wins -- this week in the first of two meetings between the teams in a 25-day span. Detroit goes to Soldier Field on Dec. 22. "I think there's two things," Campbell said of the Thanksgiving losing streak. "Number one -- Get a W. And it's a division win that's why this huge. Number two is because the players are going to get a couple of days off. So, they have family, friends in, it'd be nice to feel good about it when you're with everybody because it's just not real fun. It's not real fun to be around." Detroit (10-1) owns the best record in the NFC but the Lions aren't even assured of a division title. Minnesota sits one game behind them and Green Bay is two games back. The Bears (4-7) sit in last place and would likely need to run the table to have any chance of making the playoffs. In their latest defeat, rookie quarterback Caleb Williams and the offense perked up but they lost to Minnesota in overtime, 30-27. "We have to play complementary football for us to be able to win these games," coach Matt Eberflus said. "The games we have won, we have done that. The games we have been close we've missed the mark a little bit. Over the course of the year, it's been one side or the other, this side or that side. In this league you have to be good on all sides to win. That's what we are searching for." Williams threw for 340 yards and two touchdowns without an interception. The wide receiver trio of DJ Moore, Keenan Allen and Romeo Odunze combined for 21 receptions and two touchdowns while tight end Cole Kmet caught seven passes. "What I've been impressed with is just how he has grown," Campbell said. "He has grown every game but these last two I really feel like he's taken off and what they're doing with him has been really good for him and he just looks very composed. LOS ANGELES (AP) — Londynn Jones scored 15 points, making all five of her 3-pointers, and fifth-ranked UCLA stunned No. 1 South Carolina 77-62 on Sunday, ending the Gamecocks’ overall 43-game winning streak and their run of 33 consecutive road victories. The Gamecocks (5-1) lost for the first time since April 2023, when Caitlin Clark and Iowa beat them in the NCAA Tournament national semifinals. Te-Hina Paopao scored 18 points and Tessa Johnson scored 14 for the Gamecocks, whose road winning streak was third-longest in Division I history. It was the first time UCLA took down a No. 1 team in school history, having been 0-20 in such games. The longtime college assistant took over as North Texas’ linebackers coach in the offseason, spent months tutoring Smith and helped transform him from a role player to an anchor for UNT’s defense. “It’s a testament to coach Odom,” Smith said. “He instilled a lot of confidence in me and trusts me. He allows me to be comfortable in the game and slows it all down. He’s helped me lock in.” Brian Odom UNT is hoping Odom can replicate the success he’s enjoyed with Smith throughout its defense in its home finale Saturday against East Carolina. Mean Green coach Eric Morris promoted Odom to interim defensive coordinator after firing Matt Caponi this past weekend. UNT’s season-long struggles defensively contributed greatly to a four-game losing streak that has damaged the Mean Green’s once-promising bowl prospects. Taking over as a coordinator late in the season won’t be new for Odom. He served as the interim defensive coordinator at Oklahoma in 2021 and interim co-defensive coordinator at Southern Cal in 2023. Odom quickly settled in with UNT’s program and spoke in the spring about how much he was enjoying his time with the Mean Green after being in the college football spotlight at Oklahoma and USC. “It’s all about football and not everything that comes with it,” Odom said during spring practice. “This is truly about coaching and playing football.” Smith is just one of UNT’s players who has spoken highly of Odom. Senior linebacker Jordan Brown also praised Odom and the impact he has made this week. “One thing I can definitely say about him is that he won’t ever flinch,” Brown said. “He always gets after it, stays focused on the task ahead, and he’s always going to bring people with him.” Smith has been among the players along for the ride. He finished with 25 tackles while starting four games last season. The senior leads UNT in tackles (74) and quarterback hurries (10) this fall. Odom’s track record of developing players and guiding defenses on an interim basis are among the reasons Morris was confident putting him in charge of UNT’s defense the final two weeks of the regular season. “This is something that is not uncharted territory for him,” Morris said. “He’s somebody who commands a presence in front of the kids. He has great leadership skills. The kids will build off his toughness, energy and confidence. “That’s the biggest thing for me now. We’re not a confident football team. Finding a way to become one is the most important thing to me right now.” Odom found a way to bolster Smith’s confidence. The hope now is that he will do the same for UNT’s defense as a whole. “It’s been good,” Morris said of his players’ reaction. “Everything is good until you put it out there in live action. I told the guys we are not going to bring in a magic new scheme. Summer Nights is welcome in downtown Rapid City, but it needs to pursue a different location with the help of city staff, the Rapid City Legal and Finance Committee on Wednesday unanimously told the free concert series. Summer Nights filed a permit request in October for an 18th season in 2025 located at the intersection of Saint Joseph and Seventh streets. Downtown businesses have expressed frustration with Summer Nights reportedly pulling commerce away from brick-and-mortar establishments. People fill downtown Rapid City for Summer Nights on a Thursday evening in August. Matt Gade Journal staff Council President Kevin Maher made a motion recommending the full council approve and endorse Summer Nights’ special event permit in downtown Rapid City, but asked the Parks and Recreation Department to meet with Summer Nights to find a new location and revise the application. Maher said it's a public safety issue to close a portion of St. Joseph Street every Thursday night between Memorial Day and Labor Day for the 14-week series. Judd Nielsen, president of Summer Nights, said it's too late. "It's sad that it's come to this because all we're asking for is another year at that location," Nielsen said. "...We've kind of already decided there's not time to do it." "It's too bad for the citizens," he added. "We've done our work. They're trying to spin it off that this is our problem." Wagner presented a summary of the situation to the committee Wednesday. He also presented at the Rapid City Public Works Committee Tuesday. The mediated negotiations took place this fall, but discussions about moving the event began about a year ago. More than 40 business owners signed on to a letter early this year asking Summer Nights to make various changes and consider a location change. During his Wednesday presentation, Wagner laid out alternative locations for the event. Those include Main Street Square and Sixth Street, Kansas City and Sixth streets, Kansas City and Seventh streets, or Seventh Street and a portion of Main Street. Nielsen said Summer Nights would be willing to consider Main Street Square and the Kansas City and Sixth location, but there's "so many questions" related to the Main Street Square option, and he doesn't think the city would approve the Kansas City location because there could be opposition from a business owner on that street and the construction company working on the Block 5 project. "That's not true," said Ward 2 Alderman Bill Evans. "They've got to stop saying stuff they don't know. No. We're open to anything that keeps St. Joe Street moving. That's pretty much our policy. Closing that street has been a hindrance to so many people." Evans said he is "not buying" that it can't be done.
