Syria's new transitional prime minister on Tuesday said it was time for "stability and calm" in the country, two days after longtime president Bashar al-Assad was toppled by rebels in a lightning offensive. The rebels appointed Mohammad al-Bashir as the transitional head of government to run the country until March 1, a statement said. US Secretary of State Antony Blinken urged all nations to support an "inclusive" political process in Syria, saying the United States would eventually recognise a government if it meets such standards. "Now it is time for this people to enjoy stability and calm," Bashir told Qatar's Al Jazeera television in his first interview since being appointed. A senior official told US broadcaster NBC that Assad was in Moscow, after he fled Syria as an Islamist-led rebel alliance swept into Damascus on Sunday, ending five decades of brutal rule by his clan. Abu Mohammed al-Jolani, the Islamist leader who headed the rebel offensive, had announced talks on a transfer of power and vowed to pursue former senior officials responsible for torture and war crimes. Jolani on Tuesday sought to allay fears over how Syria would be ruled, telling British broadcaster Sky News that Syria was "exhausted" by war and would not be heading back into one. "Syria will be rebuilt... The country is moving towards development and reconstruction. It's going towards stability," he said. "People are exhausted from war. So the country isn't ready for another one and it's not going to get into another one." His group, Hayat Tahrir al-Sham, is rooted in Syria's Al-Qaeda branch and is proscribed by many Western governments as a terrorist organisation, though it has sought to moderate its image. Blinken said the future government of Syria should be "credible, inclusive and non-sectarian". Laying out US priorities, Blinken said the new government must "uphold clear commitments to fully respect the rights of minorities" and allow the flow of humanitarian assistance. Although they no longer hold any territory in Syria, the jihadists of the Islamic State group remain active. The UN envoy for Syria said the groups that forced Assad to flee must transform their "good messages" into actions on the ground. "They have been sending messages of unity, of inclusiveness," Geir Pedersen said. "What we need not to see is... that this is not followed up in practice in the days and the weeks ahead of us," he added. EU foreign policy chief Kaja Kallas warned of the risks of sectarian violence and a resurgence of extremism. "We must avoid a repeat of the horrific scenarios in Iraq, Libya and Afghanistan." Syria's nearly 14-year civil war killed 500,000 people and forced half the country to flee their homes, millions of them finding refuge abroad. Jolani, who now uses his real name Ahmed al-Sharaa, vowed: "We will not hesitate to hold accountable the criminals, murderers, security and army officers involved in torturing the Syrian people." The fall of Assad has sparked a frantic search by families of the tens of thousands of people held in his security services' jails and detention centres. As they advanced towards Damascus, the rebels released thousands of detainees, but many more remain missing. Syria's White Helmet rescuers on Tuesday called on Russia to pressure Assad into providing maps of secret jails and lists of detainees as they race against time to release prisoners. A large crowd gathered Monday outside Saydnaya jail, synonymous with the worst atrocities of Assad's rule, to search for relatives, many of whom had spent years in captivity, AFP correspondents reported. "I'm looking for my brother, who has been missing since 2013. We've looked everywhere for him, we think he's here, in Saydnaya," said 52-year-old Umm Walid. Crowds of freed prisoners wandered the streets of Damascus, many maimed by torture, weakened by illness and emaciated by hunger. The United Nations said whoever ended up in power in Syria must hold Assad and his lieutenants to account. UN investigators who for years have been gathering evidence of horrific crimes called Assad's ouster a "game-changer" because they will now be able to access "the crime scene". While Syrians were celebrating Assad's ouster, the country now faces enormous uncertainty, and it is unclear whether the dreams of democracy so many sacrificed their lives for will be realised. Further complicating prospects, the Israeli military said it had conducted hundreds of strikes on Syria over the past two days. Pedersen, the UN special envoy for Syria, called on Israel to stop. "We are continuing to see Israeli movements and bombardments into Syrian territory. This needs to stop," he said. But Israeli Prime Minister Benjamin Netanyahu warned Syria's new rulers that he would respond "forcefully" if they allow "Iran to re-establish itself in Syria, or permits the transfer of Iranian weapons or any other weapons to Hezbollah". Lebanon's Hezbollah meanwhile said it hoped that Syria's new rulers would "take a firm stand against Israeli occupation, while preventing foreign interference in its affairs". The Britain-based Observatory said Israeli strikes had "destroyed the most important military sites in Syria". The monitor said the strikes targeted weapons depots, naval vessels and a research centre that Western governments suspected of having links to chemical weapons production. Joly said at a news conference on Thursday at the Canadian Embassy in Washington, D.C., that she takes it as a good sign that Trump endorsed the Canada-U.S.-Mexico free-trade deal when he announced Pete Hoekstra as his next envoy to Canada. She also posted on social media Thursday that Canada looks forward to working with Hoekstra to strengthen bilateral ties and advance shared priorities "as close allies and neighbours." The minister was in Washington to talk trade and security with U.S. senators from both parties. Her meeting schedule included top Republican senators Lindsey Graham, Rick Scott and Lisa Murkowski. Following this trip, Joly is headed to the Halifax International Security Forum, where she said she will be meeting with more U.S. lawmakers, including Sen. James Risch from Idaho. Hoekstra will still have to be confirmed by the U.S. Senate, but his early nomination is being taken as a good sign by several former diplomats. Former Canadian diplomat Colin Robertson, who has met with Hoekstra before, said he's someone Canada can work with. "He's not from the (WWE) or Fox News. He's an ambassador in the Netherlands previously ... and he's from Michigan, so somebody who understands Canada," Robertson said. "He's well suited to the posting and I think it'll be easier to do business with somebody who has his depth of experience." Canada's ambassador in Washington, Kirsten Hillman, also congratulated Hoekstra on the nomination, posting on social media she looks forward to working with him to make the bilateral relationship "even stronger." Hoekstra was a nine-term border-state lawmaker and holds high esteem in Trump's world. His long career in politics left a wake of stunning headlines, including for a 2012 Super Bowl ad critics and even some Republicans slammed as blatantly racist. He was Trump's chosen chairman for the Michigan GOP during a power struggle between two pro-Trump camps. He spoke at Trump rallies in the swing state during the campaign and earned high praise from the president-elect. "This guy, Hoekstra — he's unbelievable," Trump said at a February rally in Waterford Township, Mich. "Everything he did in Congress, he was incredible, and then he was an unbelievable ambassador." In his first term as president, Trump tapped Hoekstra to serve as U.S. ambassador to the Netherlands, where he was at one point embroiled in a political interference scandal for hosting a fundraiser at the U.S. Embassy with members of the far-right party Forum for Democracy. In a 2019 public talk organized by a Dutch news magazine, he said it's "not an unrealistic ask" that every member of NATO meets the target of spending the equivalent of two per cent of GDP on defence by 2024 — something Trump has railed about, and something Canada will not do until at least 2032. At an event in Ottawa last month, Trump's former ambassador to Canada Kelly Craft said his administration would expect Canada to meet that target much sooner than 2032. Hoekstra was a representative for Michigan from 1993 until 2011 and chaired the powerful House Intelligence Committee. In 2019, Trump floated him as a possible pick for national intelligence director. Not long after he was first elected, he voted in favour of the NAFTA trade deal in 1993 — something he called at the time a simple choice yet also the "toughest decision I have had to face in my first 11 months in office," according to Michigan newspaper reports from the time. By 2003, he was opposed to inking free-trade deals, including two proposed with Singapore and Chile, saying that NAFTA led to manufacturers in Michigan to "shift production to Canada and Mexico." Nearly a decade later, in 2011, he singled out NAFTA as something that had "come to symbolize what Americans believe is unfair trade." In the early 2000s, he was one of a number of Michigan lawmakers from both parties raising ire over Toronto shipping its trash into his state. "Michigan is better than taking Canadian trash," he was quoted saying in 2004 in the local Michigan newspaper the Ludington Daily News. The next year he co-signed a letter advocating for a bill that would clamp down on "foreign municipal solid waste" entering his state, according to an Associated Press report from the time. Coastal Financial Corporation Announces Proposed Public Offering of Common StockMINNEAPOLIS — A Connecticut couple has been charged in Minnesota with being part of a shoplifting ring suspected of stealing around $1 million in goods across the country from the upscale athletic wear retailer Lululemon. Jadion Anthony Richards, 44, and Akwele Nickeisha Lawes-Richards, 45, both of Danbury, Connecticut, were charged this month with one felony count of organized retail theft. Both went free last week after posting bail bonds of $100,000 for him and $30,000 for her, court records show. They're due back in Ramsey County District Court in St. Paul on Dec. 16. According to the criminal complaints, a Lululemon investigator had been tracking the pair even before police first confronted them on Nov. 14 at a store in suburban Roseville. The investigator told police the couple were responsible for hundreds of thousands of dollars in losses across the country, the complaints said. They would steal items and make fraudulent returns, it said. Police found suitcases containing more than $50,000 worth of Lululemon clothing when they searched the couple's hotel room in Bloomington, the complaint said. According to the investigator, they were also suspected in thefts from Lululemon stores in Colorado, Utah, New York and Connecticut, the complaint said. Within Minnesota, they were also accused of thefts at stores in Minneapolis and the suburbs of Woodbury, Edina and Minnetonka. Get the latest breaking news as it happens. The investigator said the two were part of a group that would usually travel to a city and hit Lululemon stores there for two days, return to the East Coast to exchange the items without receipts for new items, take back the new items with the return receipts for credit card refunds, then head back out to commit more thefts, the complaint said. In at least some of the thefts, it said, Richards would enter the store first and buy one or two cheap items. He'd then return to the sales floor where, with help from Lawes-Richards, they would remove a security sensor from another item and put it on one of the items he had just purchased. Lawes-Richards and another woman would then conceal leggings under their clothing. They would then leave together. When the security sensors at the door went off, he would offer staff the bag with the items he had bought, while the women would keep walking out, fooling the staff into thinking it was his sensor that had set off the alarm, the complaint said. Richards' attorney declined comment. Lawes-Richards' public defender did not immediately return a call seeking comment Monday. “This outcome continues to underscore our ongoing collaboration with law enforcement and our investments in advanced technology, team training and investigative capabilities to combat retail crime and hold offenders accountable,” Tristen Shields, Lululemon's vice president of asset protection, said in a statement. "We remain dedicated to continuing these efforts to address and prevent this industrywide issue.” The two are being prosecuted under a state law enacted last year that seeks to crack down on organized retail theft. One of its chief authors, Sen. Ron Latz, of St. Louis Park, said 34 states already had organized retail crime laws on their books. “I am glad to see it is working as intended to bring down criminal operations," Latz said in a statement. "This type of theft harms retailers in myriad ways, including lost economic activity, job loss, and threats to worker safety when crime goes unaddressed. It also harms consumers through rising costs and compromised products being resold online.” Two Minnesota women were also charged under the new law in August. They were accused of targeting a Lululemon store in Minneapolis.
