ISLAMABAD (AP) — Pakistani police arrested thousands of Imran Khan supporters ahead of a rally in the capital to demand the ex-premier’s release from prison, a security officer said Sunday. Khan has been behind bars for more than a year and has over 150 criminal cases against him. But he remains popular and his political party, Pakistan Tehreek-e-Insaf or PTI, says the cases are politically motivated. Shahid Nawaz, a security officer in eastern Punjab province, said police have arrested more than 4,000 Khan supporters. They include five parliamentarians. Pakistan has sealed off Islamabad with shipping containers and shut down major roads and highways connecting the city with PTI strongholds in Punjab and northwestern Khyber Pakhtunkhwa provinces. Tit-for-tat teargas shelling between the police and the PTI was reported on the highway bordering Punjab and Khyber Pakhtunkhwa. Earlier on Sunday, Pakistan suspended mobile and internet services “in areas with security concerns.” The government and Interior Ministry posted the announcement on the social media platform X, which is banned in Pakistan. They did not specify the areas, nor did they say how long the suspension would be in place. “Internet and mobile services will continue to operate as usual in the rest of the country,” the posts said. Meanwhile, telecom company Nayatel sent out emails offering customers “a reliable landline service” as a workaround in the areas suffering suspended cellphone service. Khan's supporters rely heavily on social media to demand his release and use messaging platforms like WhatsApp to share information, including details of events. PTI spokesperson Sheikh Waqas Akram said Khan's wife Bushra Bibi was traveling to Islamabad in a convoy led by the chief minister of Khyber Pakhtunkhwa, Ali Amin Gandapur. “She cannot leave the party workers on their own,” said Akram. There was a festive mood in Peshawar, with PTI members dancing, drumming and holding up pictures of Khan as cars set off for Islamabad. The government is imposing social media platform bans and targeting VPN services , according to internet advocacy group Netblocks. On Sunday, the group said live metrics showed problems with WhatsApp that were affecting media sharing on the app. The U.S. Embassy issued a security alert for Americans in the capital, encouraging them to avoid large gatherings and warning that even “peaceful gatherings can turn violent.” Last month, authorities suspended the cellphone service in Islamabad and Rawalpindi to thwart a pro-Khan rally. The shutdown disrupted communications and affected everyday services such as banking, ride-hailing and food delivery. The latest crackdown comes on the eve of a visit by Belarusian President Alexander Lukashenko . Interior Minister Mohsin Naqvi said authorities have sealed off Islamabad's Red Zone, which houses key government buildings and is the destination for Khan's supporters. “Anyone reaching it will be arrested,” Naqvi told a press conference. He said the security measures were in place to protect residents and property, blaming the PTI for inconveniencing people and businesses. He added that protesters were planning to take the same route as the Belarusian delegation, but that the government had headed off this scenario. (TNS) — Rogers County has recovered from the May tornado's devastation, said the Rogers County Commissioners at a Friday address. The Claremore Area Chamber of Commerce hosted the annual State of the County in the ballroom in the Dr. Carolyn Taylor Center at Rogers State University Friday. Each of Rogers County's three commissioners spoke to an audience of Chamber members about how the county and their districts have fared over the past year. District 1 Commissioner Dan DeLozier, chairman of the commissioners, showed a three-minute video recounting the aftermath of the May tornado. Over a score of grandiose piano and strings appeared scenes of cleanup crews, battered buildings and heaps of debris. According to the commissioners' presentation, the county hauled about 90,000 cubic yards of debris. The storm damaged 1,200 homes and destroyed 300, displacing about 1,000 county residents. DeLozier said he was grateful for all the volunteers who helped the city and county assist people after the tornado struck. "We worked around the clock for days and days — well, actually ... it took us about two months to get it cleaned up enough that we're comfortable with where we're at at the moment," DeLozier said. "When the leaves come off the trees, we're going to cut a lot of hangers along the roads." Grant Gingerich, a Claremore State Farm agent and corporate sponsor for the Chamber, presented awards to DeLozier and other community members who had assisted in the recovery. Some of the people the Chamber honored were Claremore Mayor Debbie Long, who organized the Claremore & Rogers County Disaster Assistance group; Melissa Fullerton of Eastern Hills Baptist Church; and Cox Communications Vice President Roger Ramseyer. "I'm glad to know and serve in this great community with each and every one of you, and to call you my neighbor," Gingerich said. "Thank you all. As we recognize those who were instrumental in the relief efforts following the May 25 tornado, we want to acknowledge there were many others." DeLozier said despite the destruction the tornado caused, good things like the community banding together came out of it. DeLozier said the tornado was a lot more than the commissioners are used to dealing with. He said though the recovery held up some road projects, the county has completed a few of them and continues to make progress on others. The Oklahoma Department of Transportation's project on State Highway 66 near Chelsea is about 40% complete, DeLozier said. "We don't really have a lot to do with it, but we didn't mind putting the picture on [our presentation]," he said. District 2 Commissioner Steve Hendrix said the project to reconstruct the causeway over Oologah Lake near Winganon is about 50% complete. The $22 million project began in December 2023, and Hendrix said the county convinced ODOT to repair the surface of East 300 Road after completing the causeway so the burden doesn't only fall on the county. Hendrix said he is also glad ODOT has kept one lane of East 300 Road open throughout the project. "That was one of our priorities," Hendrix said. "Closing that causeway results in a 22-mile detour around the lake — not just an inconvenience for commuters, but a safety hazard for law enforcement, first responders, emergency vehicles." District 3 Commissioner Ron Burrows said a few projects in his district are nearly done. He said the overpass over State Highway 66 is about 90% complete, and King Road should reopen at its intersection with Highway 66 in about two weeks. Burrows said he was glad to see the East 590 Bridge open in Inola after three years and East 500 Road become safer with the reduction of Justice Hill. He said the county and city teamed up to seal huge cracks in the Claremore Expo Center parking lot. "That was to get it ready for the [Mid America] Shelby Nationals, just to roll out the red carpet for them," Burrows said. "That was a tremendous success for them, but we should see them come back for many years to come. The revenue that that generated for not only the city, but the county, was tremendous. ... Partnerships are critical for our success." Hendrix and Burrows spoke about their districts using chip sealing as a cheaper alternative to asphalt on several rural gravel roads, such as East 580 Road in District 3. Burrows said the county also has its own striping truck, which he said has let the county do much more road maintenance on its own than it could have paid to contract out. Rogers County is a member of an 11-county group, Circuit Engineering District No. 1, which collects data on road maintenance in the region. DeLozier presented a report that showed of Rogers County's 1,160 miles of road, 44 are unpaved; of the counties in the report, only Tulsa has fewer unpaved miles. "We all kind of got a little bit dizzy-eyed over the fact that they've got us on here for 44 miles of gravel roads," DeLozier said. "... Rogers County may have 20, max." The commissioners also touched on several grant-related projects they've discussed at their meetings throughout the year. One is the county's planned resource app, which DeLozier said would be called "Better Together." He said the app will have three buttons for immediate help, a list of community resources and disaster recovery assistance. The county is funding the app with a $289,173 grant from the Oklahoma Department of Mental Health. "It'll take a little while, but hopefully next year, we're going to have everything on there that that if you need anything ... in Rogers County, you're going to be able to get it," DeLozier said. Another is the county's pursuit toward expanding broadband access. The county has recently seen Cox Communications bring high-speed Internet to rural parts of Rogers County like Tacora Hills and Owalla Road. Hendrix said up to 90% of Rogers County could have access to high-speed Internet in the next few years, thanks to the Oklahoma Broadband Office. It has provided millions of dollars of grants to Cox and other telecommunications companies to install broadband infrastructure in Rogers County. "This solves a lot of problems, and no other county the state of Oklahoma has done what we've done," Hendrix said. "When this is completed, we are way, way ahead of the game. It's another example of the progressive leadership in Rogers County, and what we can accomplish." ©

TOPEKA — On Nov. 19, a Republican-led interim committee of the Kansas Legislature and out-of-state deregulation lobbyists endorsed the introduction of a new bill allowing exemption of businesses from state laws, rules or regulations hindering delivery of products or services. Under the proposal, Kansas would follow Arizona, Kentucky, Utah and Missouri by creating an innovation “sandbox” for businesses across the spectrum to operate for two or more years under a lighter regulatory framework. A state agency or official would be responsible for approving applications for exemptions. Core objectives would include giving businesses more maneuvering space, attracting entrepreneurial investment and identifying regulatory barriers to profitability. “A sandbox invites the business community to the table to highlight troublesome rules and regulations, prove they’re not working as intended and, as a result, the state is better welcoming to the innovations of tomorrow,” said Rees Empey of the Utah libertarian think tank Libertas Institute. “It’s a living and breathing approach to regulatory reform that possesses safeguards to protect consumers and the environment.” Americans for Prosperity policy analyst James Czerniawski, who previously worked for Libertas Institute, said government regulations often forced businesses to fit a square peg in a round hole. “Many regulations that are currently on the books were designed decades ago, and do not necessarily account for the new and emerging industries,” he told legislators. “It is fair to ask how many companies are crushed before they even get off the ground because regulations got in the way.” Only advocates of bringing the sandbox model to Kansas offered testimony to the interim committee. During the 2024 legislative session, however, the Kansas Sierra Club and Kansas State Board of Healing Arts raised objections to the concept. ‘Closer to a solution’ In the 2024 session, the Republicans’ sandbox bill died in the Kansas House due to questions about justification, and ramifications of reform. Issues were raised about the constitutionality of a program supervised by the state’s attorney general. Objections were made by health care regulators and environmentalists. There were questions about unfairness of state government picking which businesses could sidestep regulations. “It didn’t go anywhere,” said Rep. Sean Tarwater, a Stilwell Republican who chairs the House commerce committee. “There was a lot of confusion around that bill. I feel like we’re getting much closer to a solution.” Tarwater embraced the interim House and Senate committee’s recommendation to revamp the stalled bill and press ahead in the 2025 session. Instead of an industry-specific approach tied to insurance, technology or banking, the legislation wouldn’t exclude any type of business from Kansas’ sandbox. It didn’t make sense to forbid certain businesses from applying, he said. Wichita Democratic Rep. John Carmichael, among members of the committee opposed to the sandbox, said it was alarming the Republican majority was intent on creating two classes of businesses — those with regulatory exemptions and those without. “Do you find anything objectionable that under this scheme some businesses are subject to regulation and others aren’t?” Carmichael said. “Is that a fair and level playing field?” Dane Ishihara, director of the Utah Office of Regulatory Relief, told legislators that Utah’s system generally required at least two business applicants to step forward and apply for an exemption. If there was a single applicant, he said, the state was likely to deny the application unless it was the only player in that piece of the state’s economy. The Kobach factor In 2024, the Kansas House considered a bill placing Kansas Attorney General Kris Kobach in charge of a division of regulatory overreach in which laws, regulations or rules could be suspended up to 24 months for the benefit of select businesses. The attorney general’s division also would be responsible for identifying regulations ripe for repeal by the Legislature and governor. Rep. Rui Xu, a Westwood Democrat on the interim committee, said he saw potential in state regulatory reform. However, the idea of placing Kobach in charge would alarm his constituents. “It’s harder to say, especially in my district, that ‘Oh, Kris Kobach has an agency that’ll review and he’ll make sure it’s okay.’ That’s a hard sell for my district,” Xu said. Robert Hutchison, deputy attorney general in the civil rights division of Kobach’s office, said the GOP attorney general was supportive of the deregulation initiative. He said Kobach didn’t want responsibility for the program because it could raise conflicts of interest. The attorney general’s office currently reviews about 1,000 state regulatory changes annually and provides lawyers who serve as general counsel to as many as 30 state government entities. It would be a problem for a member of Kobach’s staff to consult with a business fighting for a waiver from a state agency while another member of the attorney general’s staff represented the targeted agency. Hutchison said legislation placing the program within the attorney general would need to include “significant firewalling” provisions. At the suggestion of Wichita GOP Sen. Renee Erickson, the interim committee agreed to seek from the attorney general a nonbinding legal opinion about constitutionality of the sandbox model. She said the opinion should end speculation about the legal framework. “We’ve done a cursory review and didn’t initially identify any constitutional issues,” Hutchison said. Under last session’s bill, an 11-person advisory council would be appointed by Republican politicians to make recommendations on exemptions. That bill required Kobach to appoint the regulatory office’s director. That individual would appoint six members with business backgrounds and three from government to the council. The Kansas House and Kansas Senate leadership would fill the other two slots, leaving no voice for Democrats.
