Independent Senator Lidia Thorpe and independent MP Andrew Wilkie both revealed on Wednesday their intention to oppose the bill. Ms Thorpe said, “I won’t be supporting Labor’s social media ban. Young people use social media to participate in politics and activism”. Mr Wilkie backflipped on his prior approval and said, “I got it wrong and I’ve changed my mind”. This comes after Liberal MP Alex Antic and Nationals Senator Matt Canavan defied broad party support for the ban and said they would cross the floor. Education Minister Jason Clare called on Opposition Leader Peter Dutton to ensure the bill received Coalition endorsement at a press conference on Wednesday. “The opposition has said they want to pass the legislation this week as well. And I hope that that support sticks,” he told reporters. “I hope that the opposition leader can bring his party behind this.” Given Labor and broad Coalition support, the Online Safety Amendment (Social Media Minimum Age) Bill 2024 has still been expected to pass through the parliament. The backlash has extended to the crossbench as the Greens and One Nation have accused Labor of being “rushed and reckless” with the bill. Many of the Teal Independents have not confirmed their final position, although David Pocock, Kylea Tink and Zoe Daniel have criticised the government’s approach. The government provided only 24 hours for the public to make submissions in response to the legislation and about 15,000 submissions were made. Social Services Minister Amanda Rishworth denied the government was hurrying the bill and called on the opposition to pass the ban on Tuesday. “I thought there was bipartisan support... Just a couple of weeks ago, Peter Dutton said he would facilitate this important piece of legislation,” she told the Today show. The majority of submissions published in the 24 hour period – including from UNICEF, Amnesty International and Shooters Fishers & Farmers Tasmania – opposed the bill. While most agree that social media can harm young people, there has also been widespread criticism of the government's blanket ban. The Australian Human Rights Commission argued social media offered young people “opportunities for inclusion and participation”. The Free Speech Union of Australia also condemned the bill as “draconian” and “authoritarian”, warning it could infringe upon fundamental online privacy rights. Digital Rights Watch similarly expressed concern the legislation “inadequately safeguards privacy and data protection”. The Digital Industry Group (DIGI), which represents tech giants like Meta, TikTok, Google, and X, also recently told Sky News the harms of a ban were as real as online harms. “A 21st-century response to these challenges means keeping young people safe when they’re on the internet,” Ms Bose said. “A 20th-century response aims to keep them off it.” The attempt to ban social media access for minors has included Snapchat, Facebook, Instagram, X and TikTok. YouTube, WhatsApp and Messenger Kids have been flagged as exemptions . The legislation will make it illegal for children under 16 to access banned platforms unless they meet specific age verification criteria. Social media companies will be threatened with $50 million fines for systematic failure to enforce the ban. Platforms will bear the onus of responsibility, and no penalties will be enforced against underage users who bypass the restrictions. The ban will come into effect 12 months after legislation passes parliament and will not be grandfathered in, meaning children already on social media will also be banned. This will impact millions of children and teenagers as some 97 per cent of youth use social media across an average of four platforms, surveys show.

"The bus driver didn't know how to help people so he just waved us on." Another passenger told The Canberra Times that he assumed the paper had been "flooded with reports of people unable to use their MyWay+ accounts and being waved on my bus drivers. If not, I'm one in that situation as was everybody else boarding with me". It wasn't clear on other buses whether the new system had worked. Credit cards did click on the reader but no money was taken out of their account. That may be a delay in processing or it may have ben a glitch. Transport Canberra was not commenting on the reports but it is known that they expected what they called "teething trouble". The problems came as transport minister Chris Steel prepared to talk to reporters about the start of the new system. On the eve of the launch - on Tuesday - the official in charge of devising and implementing the system was confident that it would work. Ben McHugh, deputy director-general, Transport Canberra and business services, in charge of the MyWay ticketing changes. He accepted that the new system would take some learning. "We are really pleased with the way MyWay+ is going but we are very aware that the community will take some time to get familiar with the change." Free transport on buses and trams on Fridays was due to start next week. It wasn't clear if the initial glitches would delay that start. It has also emerged that around $9.5 million is sitting unclaimed in old MyWay ticketing accounts as the ACT's bus and tram system transits to the new method of payment on Wednesday. Only $450,000 has been transferred from the old system as MyWay switches to MyWay+ . That leaves the rest of the $10 million which was unclaimed in the old accounts still there. The ACT government had appealed repeatedly for people to go into their old MyWay accounts and transfer their own money out - but that appeal seemed to have fallen on deaf ears or been heard by people who found it too complicated to reclaim their money. It was not clear what would happen to the unused money if the people who put it there didn't reclaim it. As MyWay+ started, Transport Canberra said that 28,600 new accounts had been created. That compares with an estimated 450,000 accounts under the previous MyWay system. Those figures were true as of 2018, the last year for which figures were discoverable. It seems unlikely to have fallen since. The new MyWay+ app had been downloaded 59,600 times. About a hundred buses will still offer free transport when the new system starts, but they will be gradually reduced in number. Some older buses will not have the new ticketing machines installed because they are to be replaced over 2025 by 90 electric buses which have been bought at a cost of just under a million dollars each. Other buses have not had the ticketing machines installed but that will be done over the next week or so. It will not be possible to tell which buses are free from the outside. Passengers will only be able to see whether the new machine is on board when they themselves are onboard or about to get onboard. Transport Canberra has put in arrangements for people who might find the new system difficult. Registered pensioners, for example, who do not have phones will still be able to show their old concession card to the driver and be waved on. Transport Canberra said it had also made great effort to make sure shops were adequately stocked with the new MyWay+ cards. Earlier in the week, some retailers said they had run out of cards on Saturday after being allocated only 200 each on the Friday. "We are meeting retailers daily to make sure that they have enough stock to meet demands," Mr McHugh said. KABUL (BNA): The Ministry of Foreign Affairs of the Islamic Emirate of Afghanistan has reported on a meeting between Mawlawi Amir Khan Muttaqi, Acting Minister of Foreign Affairs, and Yue Xiaoyong, Special Envoy of the People’s Republic of China for Afghanistan. The discussions centered on enhancing bilateral relations, expanding economic cooperation, and addressing regional issues. Hafiz Zia Ahmad Takal, Deputy Spokesman for the Ministry, stated that Mawlawi Muttaqi emphasized the positive trajectory of relations between Afghanistan and China, acknowledging the significant advancements in trade and mutual cooperation. Special Envoy Mr. Yue Xiaoyong highlighted the importance of respecting Afghanistan’s values and decisions, expressing China’s continued commitment to strengthening ties with the country. He also extended an invitation for the Acting Foreign Minister to participate in the upcoming meeting of foreign ministers from Afghanistan’s neighboring countries. In an earlier engagement, Yue Xiaoyong met with Mawlawi Abdul Kabir, Deputy Prime Minister for Political Affairs, where he reiterated China’s support for Afghanistan’s stance in international platforms and underscored Beijing’s intention to deepen and sustain cooperation with Kabul.
