The new underpass is part of the makeover Rome is undergoing as it readies for the 32 million visitors the Vatican expects in 2025 for the Roman Catholic Church Jubilee — a year of faith, penance and forgiveness of sins that takes place every quarter-century. Romans have conflicting feelings about the jubilee, which began Tuesday evening when Pope Francis solemnly opened the Holy Door in the atrium of St. Peter’s Basilica and passed through, followed by the first of the pilgrims. “It’s a miracle” that so many public works have been completed, said Rome’s mayor, Roberto Gualtieri. “It’s been an ordeal,” said Martina Battista, 23, a medical student in Rome who was evicted from her apartment because her landlord wanted to turn it into a bed-and-breakfast for the jubilee. Gualtieri said that the jubilee was a great opportunity to refurbish Rome and turn it into a greener, more inclusive city, with hundreds of projects planned. But if Gualtieri and Vatican officials have spent the better part of December at a flurry of inaugurations of spruced-up monuments, repaved streets and new pedestrian piazzas — the upside of the holy year — the surge in pilgrims is expected to take a toll. Construction sites for jubilee works have left key parts of Rome bruised by detours, leading to interminable traffic jams and very grumpy citizens. Rome has already been struggling to balance the needs of its 2.75 million residents with serving the more than 21 million tourists who passed through this year. The impact has been highest on the housing market, especially in the historic center, where many landlords have switched from multiyear leases to more profitable short rentals via platforms like Airbnb. Transportation, prices for basic goods and even garbage collection have also been affected, critics say. Battista said her frantic search for another place not far from the city center took five months. She now pays double what she did before. Not so long ago, Rome stood out among Western Europe’s capitals as relatively affordable. But with the jubilee looming, rental prices increased up to 20% in a year in some areas, and the stock of available rentals dropped by up to 35%, according to Idealista, an online real estate platform. “It’s been really difficult,” Battista said. On Rome’s upscale Via del Corso, as tourists shopped amid the marble and Christmas lights, Anwar Hossain, 33, was selling miniature Colosseums and plastic Roman soldiers at a kiosk. Originally from Bangladesh, he has been living in Rome for about 14 years, but now, for the first time, he is afraid he will end up on the street. His landlord has refused to renew his lease for his home in the Prati neighborhood, close to the Vatican, and he has been unable to find a new one. “The jubilee ruined many families like mine,” he said. For many Romans, already priced out of the center and exasperated with the hordes of tourists stalking flashy new limoncello and tiramisu stores, the imminent jubilee seems a last blow to a city many struggle to recognize. In the Piazza Navona neighborhood, many streets are named for the professions that once concentrated there: Baullari for suitcase makers; Cappellari for hats; Sediari for chairs. Now the area is a hub of souvenir shops, cafes and restaurants thronged by tourists who form long lines as they wait to photograph themselves eating pasta al cacio e pepe, a popular Roman dish. Rome has been beloved by visitors for centuries for its art and monuments and also its promise of a la dolce vita lifestyle. But the recent surge in visitors, and preparations for still more, is altering the city’s feel. “It’s not the city that changes the tourist, it is the tourist who changes the city, that is the paradox,” said Michele Campisi, the national president of the heritage group Italia Nostra. The city government is aware of the challenges the jubilee poses, but the mayor said it was not their choice to have millions more people come to the city. “The jubilee is not a policy choice, it’s been around since 1300,” Gualtieri said in an interview. “It exists, so the question becomes how do you handle it.” In the months leading up to the jubilee, Monica Lucarelli, the city official responsible for commerce, set up a board with representatives of the hotel, restaurant and retail trade associations, tasked with monitoring any “excessive” increase in prices linked to the celebration. “We want them to raise awareness among their members not to exploit” the influx of tourists “in an incorrect way,” Lucarelli said. Still, she added, Italy is “a free-market economy” and little can be done against transgressors unless laws are broken. Besides, Rome remains “one of Europe’s least expensive capitals,” she said. Earlier this year, Archbishop Rino Fisichella, the Vatican official in charge of the jubilee, admitted that Romans might be “suffering a little,” but he said the result would be a more livable city. And a more ecologically sound one too. Walking down the avenue leading to the Vatican on Monday, Fisichella said that after two years of preparations, “the moment” had come. “Rome is ready to welcome the pilgrims,” he said.

The paper constructs a plausible worst-case scenario to illustrate how a severe, once-in-a-decade flood could trigger widespread disruptions, including disease outbreaks and financial instability. Drawing on Cambodia’s historical vulnerability to extreme weather events and lessons from similar crises globally, the researchers stress the urgent need for proactive risk management to protect the country’s economy and society from escalating climate risks. With climate change increasing the frequency and intensity of extreme weather, Cambodia faces a heightened risk of cascading disasters affecting multiple sectors. Rising Flood Risks Threaten Cambodia's Stability Cambodia’s history of destructive floods underscores the severity of its climate vulnerability. The 2011 floods, one of the worst in recent memory, impacted over 10% of the population and caused damages amounting to 5.3% of GDP, heavily affecting agriculture and infrastructure. The report warns that the frequency and severity of such events are projected to rise due to climate change, with the Mekong River Basin being particularly at risk. By 2040, an estimated 25% of Cambodia’s population could face extreme flooding, particularly in rural areas where adaptive capacity is weakest. Despite the clear risks, the country still lacks robust flood hazard mapping and critical infrastructure to mitigate damage. This gap in preparedness significantly heightens the likelihood of prolonged economic and social disruptions following major flooding events. Disease Outbreaks: A Looming Secondary Crisis Flooding is not just a standalone disaster; it often sets the stage for cascading crises, such as disease outbreaks. The study highlights the increased risk of waterborne illnesses, including cholera, dengue, and malaria, which are already prevalent in Cambodia. Children, who face high mortality rates from diarrhea and malaria, are particularly vulnerable. Stagnant floodwaters create breeding grounds for disease vectors, amplifying health risks. Healthcare systems, already strained in rural areas, are further compromised during floods, with damaged facilities and disrupted access to services exacerbating the situation. The economic toll of these health crises is significant, as increased disease incidence reduces labor productivity and places further strain on resources needed for recovery. The researchers emphasize that without stronger health infrastructure and sanitation improvements, the human and economic costs of such secondary crises could escalate dramatically. Financial Risks Amplified by Climate Disasters The financial implications of cascading disasters are a critical concern. Natural disasters can push vulnerable economies toward fiscal instability, particularly when economic activity is concentrated in sensitive sectors like agriculture. While Cambodia’s financial systems currently show resilience, with moderate debt levels and strong foreign exchange reserves, the risks posed by the sovereign-bank nexus are growing. Banks’ exposure to government debt could amplify the impacts of crises, creating feedback loops that threaten overall stability. The report draws parallels with Pakistan’s 2022 floods, which triggered economic shocks, reduced GDP growth, and heightened fiscal vulnerabilities. Cambodia faces similar risks if disasters disrupt production and exports, potentially widening fiscal deficits and increasing borrowing costs. Without proactive measures, the economic fallout from cascading climate risks could undermine the country’s long-term development goals. Building Resilience Through Preparedness and Innovation To address these risks, the researchers advocate for a proactive shift from crisis response to preparedness. Enhancing flood forecasting and early warning systems is a key recommendation, as these tools can provide communities with critical time to respond to impending disasters. Investments in flood-proof infrastructure, such as transport networks and healthcare facilities, are essential for maintaining continuity during crises. The study also stresses the importance of integrating climate risk considerations into urban planning and development to build resilience against future events. Improvements in water, sanitation, and hygiene (WASH) initiatives in health centers and communities are highlighted as critical measures to reduce the likelihood of disease outbreaks. Cambodia’s innovative use of technology during the COVID-19 pandemic, such as the Hotline-115 system, demonstrates its capacity to manage health crises and offers a model for addressing future challenges. Financial Strategies for Climate Resilience Strengthening financial resilience is another crucial focus. The study recommends exploring disaster risk finance instruments, such as catastrophe bonds and parametric insurance, to provide rapid liquidity in the aftermath of disasters. Cambodia’s Disaster Risk Financing Strategy, which includes establishing a national reserve fund, represents a critical step toward economic resilience. These measures, coupled with prudent fiscal management, could help Cambodia navigate the economic fallout of cascading climate risks while maintaining financial stability. The researchers underscore the importance of maintaining strong foreign exchange reserves and leveraging innovative financial tools to ensure quick recovery and minimize disruptions to public services. A Call for Systemic Change in Climate Risk Management The study concludes that while Cambodia cannot control global climate change, it can take significant steps to reduce its vulnerability to cascading disasters. Early investments in preparedness and resilience measures not only mitigate immediate impacts but also reduce the likelihood of secondary crises, such as disease outbreaks and financial instability. The researchers emphasize that integrating climate risks into national development strategies is essential for ensuring long-term economic and social stability. By adopting a systems approach that prioritizes multi-sectoral collaboration and adaptation, Cambodia can build a more resilient future in the face of escalating climate challenges. The World Bank’s research highlights the urgency of a paradigm shift in disaster management, advocating for a focus on prevention and preparedness to safeguard Cambodia’s development trajectory.

The Department of Health is warning Hudson Valley residents that they could have been exposed the the deadly virus and not even know it. Two individuals who recently visited an animal hospital are being sought by authorities after determining that they could be harboring a fatal virus. The couple were caught on camera after finding a sick and injured black cat. According to the Westchester County Department of Health, the man and woman visited the Yonkers Animal Hospital on Thursday, December 12 to drop off a cat that had been hit by a vehicle. After the good Samaritans left the animal facility the cat tested positive for rabies. Now, the Department of Health says their lives could be at risk. An urgent alert was issued for the unknown couple who may be unaware they have been exposed to the virus. Without treatment, rabies is fatal in humans. The man and woman did not leave contact information when dropping off the cat, so security images of the couple were released to the public in hopes of finding them before it's too late. According to medical experts, immunization and treatment for possible rabies is recommended for anyone suspected of harboring the virus up to 14 days after being bitten or exposed. The man was wearing a camouflage orange jacket and the woman had a black coat and a hat with a large pom pom on top. If you know these people, officials urge them to contact the Westchester County Department of Health immediately. A 24-hour hotline is available at (914) 813-5000. Animals in Which Rabies is Most Commonly Found According to the Centers for Disease Control and Prevention, in North America rabies is most commonly found in bats, skunks, raccoons, foxes, and mongoose. It is also found in cats, cattle, and dogs. The CDC says that rabid bats have been found in every state except for Hawaii. Rabid mongoose have been found in Puerto Rico.
