HOUSTON — For a second straight season, the Houston Texans will be without Tank Dell to end the regular season and for the playoffs after the dynamic receiver suffered another major injury. Dell sustained what coach DeMeco Ryans called a “significant” knee injury on a 30-yard touchdown catch in Houston’s loss to Kansas City on Saturday. Though the team hasn’t officially ruled him out for the season, it seems unlikely that he’ll be able to return after he was hospitalized overnight following the injury. Ryans said Sunday that Dell had been released from the hospital and was heading back to Houston. He added that he was still being evaluated to see what the next steps would be. This injury comes after Dell fractured his fibula in Week 13 against the Broncos last season and had surgery on it the following day. “It’s tough to see guys get injured, the work that guys put in, how much they put their bodies on the line to play this game,” Ryans said. “It’s deeper than football. We are talking about real people who have real emotions and real feelings who are going through a tough time right now. Our thoughts and prayers are with everyone involved in that situation.” The AFC South champion Texans will have to regroup quickly with a visit from the Ravens coming on Christmas Day. Dell’s injury is another blow to a team that was already missing Stefon Diggs after the four-time Pro Bowl receiver sustained a season-ending knee injury in Week 8. He said it will be difficult for the team to bounce back after losing Dell to a serious injury again. “The easy answer is to tell you something to make everybody feel nice, but it’s not the truth right now,” he said after the game. “The truth is that it’s not easy seeing your brother go down like that. (Sunday) we’ll have to get recovery, get ready for Wednesday because it’s another big-time opponent. The Ravens are a great team. It’ll be a playoff atmosphere on Christmas Day.” What's working Stroud distributed the ball well Saturday, completing passes to six different players. Dell led the way with six receptions for 98 yards and Collins had seven receptions for 60 yards while being double-teamed often. With teams likely to place even more emphasis on stopping Collins with Dell out, Stroud will need to continue to spread the ball around against the Ravens. RFI Chairman David Melton said there were two parts to Cook County Judge Maureen Ward Kirby’s Nov. 12 ruling. One part of the ruling was where the judge said the referendum was ambiguously worded. “The second part of the ruling was that the Cook County clerk had no power to do anything to actually implement ranked choice voting because she found that the state board of elections has the power to certify voting equipment for use, and the Cook County Clerk could not submit the equipment, only the vendor of the equipment could submit it to the board for certification,” said Melton. Melton said these were “make-weight arguments” because the judge could have simply directed the Cook County Clerk to work with the Illinois State Board of Elections and the equipment supplier, which is Dominion. The Illinois State Board of Elections confirmed county clerks need a voting system that has been certified for use in ranked-choice voting. “We know, and we've put before the court, the fact that the Dominion voting machines in question that are used in Cook County, Dominion markets and sells a software module that can be added to the current machines to allow it to use ranked choice voting process,” said Melton. Melton said he believes the opposition to implementing ranked-choice voting is mainly coming from the Cook County Democratic Party. “The [Democratic] party feels that ranked-choice voting would undercut its power in connection with slating candidates, getting fees for slating candidates and dealing with the politics of primaries,” said Melton. “The Cook County Clerk in this case was represented by Michael Kasper, a well-known election law attorney who's, for a long time, represented Michael Madigan and has been active in representing the Democratic Party in Cook County.” The Cook County Democratic Party did not respond immediately to a request for comment. Separately, Kasper was hired in December 2022 by the town of Normal to prevent candidates’ running for Town Supervisor from appearing on the ballot, despite those candidates receiving petition signatures. Eleventh Judicial Circuit Court Judge Mark Fellheimer dismissed legal action filed against Normal, saying his interpretation of state and municipal law does not indicate they were legally obligated to approve candidate petitions for offices that were either appointed or nonexistent at the time of filing. After the ruling, House Bill 3337 was born and passed in the Illinois House in 2023, that bill amended Illinois Municipal that originally conflicted with Normal’s code. Melton explained ranked choice voting is a process that allows voters to rank candidates for a particular office in order of preference. "The benefits are that it eliminates primaries but it also has a significant benefit in helping weed out the most extreme candidates and encouraging candidates to take a less partisan view of issues,” said Melton. Melton suspects the appeal will be briefed in the spring and could perhaps be orally argued before the summer of 2025. So, even if the judge rules in RFI’s favor, ranked choice voting will likely not be implemented before the 2025 Consolidated Elections.
DAMASCUS (Reuters) – Syria’s new interim leader announced on Tuesday he was taking charge of the country as caretaker prime minister with the backing of the former rebels who toppled President Bashar al-Assad three days ago. In a brief address on state television, Mohammed al-Bashir, a figure little known across most of Syria who previously ran an administration in a pocket of the northwest controlled by rebels, said he would lead the interim authority until March 1. “Today we held a cabinet meeting that included a team from the Salvation government that was working in Idlib and its vicinity, and the government of the ousted regime,” he said. “The meeting was under the headline of transferring the files and institutions to caretake the government.” Behind him were two flags – the green, black and white flag flown by opponents of Assad throughout the civil war, and a white flag with the Islamic oath of faith in black writing, typically flown in Syria by Sunni Islamist fighters. In the Syrian capital, banks reopened for the first time since Assad’s overthrow. Shops were also opening up again, traffic returned to the roads, and cleaners were out sweeping the streets and there were fewer armed men about. Two sources close to the rebels said their command had ordered fighters to withdraw from cities, and for police and internal security forces affiliated with the main rebel group Hayat Tahrir al-Shams (HTS) to deploy there. U.S. Secretary of State Antony Blinken said Washington fully supports Syria’s political transition process and wants it to lead to inclusive and non-sectarian governance. The process must prevent Syria being used as a base for terrorism and ensure any chemical or biological weapons stocks are safely destroyed, he said. Israeli airstrikes hit bases of the Syrian army, whose forces had melted away in the face of the rebel advance that ousted Assad. The Israeli military later said it had struck most of the strategic weapons stockpiles in the past 48 hours. Israel, which has sent forces across the border into a demilitarised zone inside Syria, acknowledged on Tuesday that troops had also taken up some positions beyond the buffer zone, though it denied they were advancing towards Damascus. In a sign foreigners are ready to work with HTS, the former al Qaeda affiliate that led the anti-Assad revolt and has lately emphasised its break with its jihadist roots, the U.N. envoy to Syria played down its designation as a terrorist organisation. “The reality is so far that HTS and also the other armed groups have been sending good messages to the Syrian people ... of unity, of inclusiveness,” Geir Pedersen told a briefing in Geneva. The United States is still working out how it will engage with the rebel groups, U.S. Deputy National Security Adviser Jon Finer told Reuters, adding that as yet there had been no formal change of policy and that actions were what counted. Syria’s new interim leader has little political profile beyond Idlib province, a mainly rural northwest region where rebels had maintained an administration during the long years that Syria’s civil war front lines were frozen. A Facebook page of the rebel administration says he was trained as an electrical engineer, later received a degree in sharia and law, and had held posts in areas including education. ISRAELI ADVANCES Israel’s incursion in the southwest and its airstrikes create an additional security problem for the new administration, although Israel says its intervention is temporary. After Assad’s flight on Sunday ended more than five decades of his family’s rule, Israeli troops moved into the buffer zone inside Syria established following the 1973 Middle East war. Three security sources said on Tuesday the Israelis had advanced beyond the demilitarised zone. One Syrian source said they had reached the town of Qatana, several km (miles) to the east of the buffer zone and a short drive from Damascus airport. Israel’s Defence Minister Israel Katz said he had ordered a “sterile defensive zone” to be created in southern Syria to protect Israel from terrorism. Military spokesperson Lieutenant Colonel Nadav Shoshani said troops were in the buffer zone and “a few additional points” in the vicinity, the first apparent official Israeli acknowledgement that they had moved beyond it. He said, however, that there had been no significant push into Syria. Katz also said Israel’s navy had destroyed Syria’s fleet. Regional security sources and officers within the defunct Syrian army said Tuesday’s Israeli airstrikes had hit military installations and air bases across Syria and destroyed dozens of helicopters and jets. Turkey, Egypt, Qatar and Saudi Arabia condemned the Israeli incursion.
