In the disparaged October 30 Budget, among the scraps of encouragement for business, amid the torrent of £40billion of tax increases, was a commitment to make permanent the Tory policy of ‘full expensing’ for companies investing in new plant and equipment. This is all very fine and dandy, but it shows a 20th Century rather than 21st Century mindset at the Treasury. Reeves must recognise by now, given surveys from the CBI, Institute of Directors and the S&P purchasing managers, that instead of boosting confidence, her Budget has had a baleful effect on investment and new orders. This despite the fact that the UK is an island of political stability compared to Continental rivals Germany and France. If Britain is to have any prospect of outperforming or keeping up with the best in class of the G7, it needs to embrace more strongly what the country does well and technologies which will turn on the boosters. Growth boost: One of the few positive parts of the budget was a commitment to make permanent the Tory policy of ‘full expensing’ for companies investing in new plant and equipment That means extending full expensing to innovations which will speed manufacturing processes, advertising and all manner of professional services. The UK is a pioneer in artificial intelligence (AI). Indeed, Reeves is known to refer to DeepMind, now part of Google parent Alphabet, as a British success story. The way then to boost productivity would be to bring AI investment, software, cybersecurity, connectivity and design costs (yes, even the new pink Jaguar) under the full expensing umbrella. It is not an accident that two of the most admired FTSE 100 companies are Relx and software group Sage, which have both pioneered AI in the UK. Driving output through construction and house building is a slow burn, whereas tech, as the US and Israel show, brings much quicker payback. Britain’s second-class broadband, despite the efforts of Openreach, is not good enough. The sooner that Reeves and other members of a misfiring government recognise this, the more able Britain will be to escape Labour’s despond. NatWest redux As a pre-financial crisis shareholder in NatWest, who foolishly bought into disgraced banker Fred Goodwin’s last-ditch fund raising in 2008, one can only breathe a sigh of relief that the extraordinary lengthy period of part-government ownership is ending. Speaking to the FT’s banking conference, the current chief executive Paul Thwaite (they don’t usually last very long) predicted that, barring an economic shock, it will be back in private hands in 2025. It has been a long haul, and one cannot but think that if successive governments had not been scared of taking a loss, NatWest would have been on the road to recovery much earlier. It would not have suffered the slings and arrows which have held it back over a range of issues. It has been sad to watch promising enterprises such as fintech champion Worldpay ditched, at a low valuation, when it could have been a profit centre for the bank. NatWest has huge reach into Britain’s smaller- and medium-sized businesses and farms, but has long looked like a bank looking for a role. Services such as stock broking and document keeping have been slashed along with a vast branch network which could have been a great asset as it seeks to build-on wealth management. Some comfort can be drawn from a recovery in a sub-octane share price which is up 88 per cent this year. Along the way, NatWest has weathered the storm over debanking Nigel Farage at Coutts. The obsession with do-gooding is still rampant. Each time clients log on to online banking, they are greeted with the appearance of an ad for the DEC Middle East Humanitarian Appeal. That is a turn-off for many customers and needs a re-think. Bottoms-up Is the hospitality sector in danger of crying wolf? After the Budget, it seemed as if every pub in the country might be heading for the knacker’s yard. If that is the case, Marston’s, which operates 1,339 outlets, against all odds managed to record a 64.5 per cent jump in annual profits. It also revealed that the National Insurance increase was ‘manageable’. How curious. The mayor of Crowsnest Pass wants an immediate meeting with Alberta Premier Danielle Smith to discuss a controversial coal project his community has voted in favour of being built. “The sooner the better,” said Crowsnest Pass Mayor Blair Painter. “Let’s do this.” Residents of the S.W Alberta municipality, which saw its last coal mine close four decades ago, voted in the non-binding referendum on Monday (Nov. 25, 2024) They were asked a simple question: “Do you support the development and operations of the metallurgical coal mine at Grassy Mountain?” There was a 53.6 per cent turnout of eligible voters and 72 per cent of them voted “yes”. The result isn’t binding and has no influence on regulatory or legal challenges – but many in the municipality are hoping the steelmaking coal project proposed by Australia-based Northback Holdings will provide a much needed economic boost. “Council at some point in the near future will have discussion on how we move forward with this,” Painter said. “We will be meeting with the minister of energy and hopefully with the premier again and plead our case as to why we should have this mine here.” The Alberta Energy Regulator is supposed to hold hearings next week on Northback’s application for a coal exploration program, a deep drill permit and a temporary diversion project to collect technical data related to the Grassy Mountain project. The company said the exploration program would use water from previously mined end-of-pit lakes and would not be connected to nearby creeks, rivers or bodies of water. David Thomas, the communications coordinator with Crowsnest Headwaters, which led the “no” campaign, said the battle isn’t over. “The battleground now shifts to the rest of Alberta. We had a vote here in the Crowsnest Pass of people who were feeling left behind by social and economic change and they expressed their views, and I have great sympathy for them,” Thomas said Tuesday. “The downstream flow of Crowsnest and Oldman rivers are seriously in jeopardy now. The danger’s now clear and present.” Thomas said the message would be taken to municipalities, irrigation districts and food processing companies that the mine is not a good deal. The mayor of High River, south of Calgary, sent a letter to the premier last week asking the province to consider broader impacts of the mine. Craig Snodgrass said he wants the government to undertake additional local and provincewide public consultation before the project moves forward. “The non-binding referendum being conducted in the Crowsnest Pass should not be considered as the only voice in this decision-making process,” Snodgrass said in the letter. “Consideration should be extended to all of Albertans downstream of the headwaters, who will experience profound repercussions created from these operations.” Snodgrass said that includes ecological impacts, agriculture production, wildlife preservation and quality and cleanliness of drinking water. Painter said the project has plenty of hurdles to pass and the concerns are being overblown. “Everybody has concerns. Water’s vital,” he said. “We all want clean water. But I think people should be smart enough to know that you cannot do a project of this magnitude without regulations on both the provincial side and the federal side.” Bonnie Castellarin with Citizens Supportive of Crowsnest Coal said her volunteer group backs “responsible mining” and she understands the two sides in the debate are a long way apart. “Realistically, it’s not over. We will continue to forge ahead. They will continue to forge ahead. I doubt we will ever meet in the middle, because both groups are very passionate,” she said. Castellarin, who grew up in the area, said she understands there are environmental concerns, but things have changed since the original mine at Grassy Mountain was shut down decades ago. “Pardon my frankness, but the company 60 years ago came, they raped the land and they left. It’s terrible,” she said. Northback, by contrast, intends to reclaim the land it mines as it goes along and clean up what was left by the previous company, said Castellarin. Northback spokeswoman Rina Blacklaws said the vote result was welcome news. “This vote provides a clear mandate as Northback moves forward with regulatory approvals with the support of residents in the Crowsnest Pass,” she said in a statement. “The government of Alberta needs to provide clarity on regulatory processes and certainty for resource investment, in general.”
By JILL COLVIN and STEPHEN GROVES WASHINGTON (AP) — After several weeks working mostly behind closed doors, Vice President-elect JD Vance returned to Capitol Hill this week in a new, more visible role: Helping Donald Trump try to get his most contentious Cabinet picks to confirmation in the Senate, where Vance has served for the last two years. Vance arrived at the Capitol on Wednesday with former Rep. Matt Gaetz and spent the morning sitting in on meetings between Trump’s choice for attorney general and key Republicans, including members of the Senate Judiciary Committee. The effort was for naught: Gaetz announced a day later that he was withdrawing his name amid scrutiny over sex trafficking allegations and the reality that he was unlikely to be confirmed. Thursday morning Vance was back, this time accompanying Pete Hegseth, the “Fox & Friends Weekend” host whom Trump has tapped to be the next secretary of defense. Hegseth also has faced allegations of sexual assault that he denies. Vance is expected to accompany other nominees for meetings in coming weeks as he tries to leverage the two years he has spent in the Senate to help push through Trump’s picks. Usually the job goes to a former senator who has close relationships on the Hill, or a more junior aide. But this time the role fits Vance, said Marc Short, who served as Trump’s first director of legislative affairs as well as chief of staff to Trump’s first vice president, Mike Pence, who spent more than a decade in Congress and led the former president’s transition ahead of his first term. ”JD probably has a lot of current allies in the Senate and so it makes sense to have him utilized in that capacity,” Short said. Unlike the first Trump transition, which played out before cameras at Trump Tower in New York and at the president-elect’s golf club in Bedminster, New Jersey, this one has largely happened behind closed doors in Palm Beach, Florida. There, a small group of officials and aides meet daily at Trump’s Mar-a-Lago resort to run through possible contenders and interview job candidates. The group includes Elon Musk, the billionaire who has spent so much time at the club that Trump has joked he can’t get rid of him. Vance has been a constant presence, even as he’s kept a lower profile. The Ohio senator has spent much of the last two weeks in Palm Beach, according to people familiar with his plans, playing an active role in the transition, on which he serves as honorary chair. Vance has been staying at a cottage on the property of the gilded club, where rooms are adorned with cherubs, oriental rugs and intricate golden inlays. It’s a world away from the famously hardscrabble upbringing that Vance documented in the memoir that made him famous, “Hillbilly Elegy.” His young children have also joined him at Mar-a-Lago, at times. Vance was photographed in shorts and a polo shirt playing with his kids on the seawall of the property with a large palm frond, a U.S. Secret Service robotic security dog in the distance. On the rare days when he is not in Palm Beach, Vance has been joining the sessions remotely via Zoom. Though he has taken a break from TV interviews after months of constant appearances, Vance has been active in the meetings, which began immediately after the election and include interviews and as well as presentations on candidates’ pluses and minuses. Among those interviewed: Contenders to replace FBI Director Christopher Wray , as Vance wrote in a since-deleted social media post. Defending himself from criticism that he’d missed a Senate vote in which one of President Joe Biden’s judicial nominees was confirmed, Vance wrote that he was meeting at the time “with President Trump to interview multiple positions for our government, including for FBI Director.” “I tend to think it’s more important to get an FBI director who will dismantle the deep state than it is for Republicans to lose a vote 49-46 rather than 49-45,” Vance added on X. “But that’s just me.” While Vance did not come in to the transition with a list of people he wanted to see in specific roles, he and his friend, Trump’s eldest son, Donald Trump Jr., who is also a member of the transition team, were eager to see former Democratic Rep. Tulsi Gabbard and Robert F. Kennedy Jr. find roles in the administration. Trump ended up selecting Gabbard as the next director of national intelligence , a powerful position that sits atop the nation’s spy agencies and acts as the president’s top intelligence adviser. And he chose Kennedy to lead the Department of Health and Human Services , a massive agency that oversees everything from drug and food safety to Medicare and Medicaid. Vance was also a big booster of Tom Homan, the former acting director of Immigration and Customs Enforcement, who will serve as Trump’s “border czar.” In another sign of Vance’s influence, James Braid, a top aide to the senator, is expected to serve as Trump’s legislative affairs director. Allies say it’s too early to discuss what portfolio Vance might take on in the White House. While he gravitates to issues like trade, immigration and tech policy, Vance sees his role as doing whatever Trump needs. Vance was spotted days after the election giving his son’s Boy Scout troop a tour of the Capitol and was there the day of leadership elections. He returned in earnest this week, first with Gaetz — arguably Trump’s most divisive pick — and then Hegseth, who has was been accused of sexually assaulting a woman in 2017, according to an investigative report made public this week. Hegseth told police at the time that the encounter had been consensual and denied any wrongdoing. Vance hosted Hegseth in his Senate office as GOP senators, including those who sit on the Senate Armed Services Committee, filtered in to meet with the nominee for defense secretary. While a president’s nominees usually visit individual senators’ offices, meeting them on their own turf, the freshman senator — who is accompanied everywhere by a large Secret Service detail that makes moving around more unwieldy — instead brought Gaetz to a room in the Capitol on Wednesday and Hegseth to his office on Thursday. Senators came to them. Vance made it to votes Wednesday and Thursday, but missed others on Thursday afternoon. Vance is expected to continue to leverage his relationships in the Senate after Trump takes office. But many Republicans there have longer relationships with Trump himself. Sen. Kevin Cramer, a North Dakota Republican, said that Trump was often the first person to call him back when he was trying to reach high-level White House officials during Trump’s first term. “He has the most active Rolodex of just about anybody I’ve ever known,” Cramer said, adding that Vance would make a good addition. “They’ll divide names up by who has the most persuasion here,” Cramer said, but added, “Whoever his liaison is will not work as hard at it as he will.” Cramer was complimentary of the Ohio senator, saying he was “pleasant” and ” interesting” to be around. ′′He doesn’t have the long relationships,” he said. “But we all like people that have done what we’ve done. I mean, that’s sort of a natural kinship, just probably not as personally tied.” Under the Constitution, Vance will also have a role presiding over the Senate and breaking tie votes. But he’s not likely to be needed for that as often as was Kamala Harris, who broke a record number of ties for Democrats as vice president, since Republicans will have a bigger cushion in the chamber next year. After delay, Trump signs agreement with Biden White House to begin formal transition handoffVANCOUVER — Global Affairs Canada is warning Canadians in South Korea to avoid demonstrations and exercise caution after the country’s president imposed an hours-long period of martial law. The situation in South Korea arose after President Yoon Suk Yeol imposed martial law on Tuesday, vowing to eliminate what he described as “anti-state” forces from the opposition that controls parliament. Yoon’s declaration triggered tense political drama, as troops surrounded the parliament while 190 lawmakers gathered inside to vote to lift the martial law shortly after it was imposed. Global Affairs Canada has not raised the risk level for Canadians in South Korea but did ask those in the country to monitor local media for the latest information, while following authorities’ instructions, such as curfew orders. A Vancouver-based travel agent says the chaos in Seoul is not likely to have a major effect on Canadian visitor numbers to South Korea. Glynnis Chan, owner of Happy Times Travel, says the martial law dissolved quickly and will likely have minimal impact on people’s travel plans, which tend to be made at least two months in advance. “There’s always some sort of impact, but it really depends on what happens with the situation over the long term,” Chan says. “If nothing more happens, people forget after a week or so about what took place.” Chan says she is not expecting any impact on her business, since Japan is a more popular destination among her customers. Several Korean-Canadian travel agencies in Metro Vancouver declined to comment on the political situation in Seoul. After Yoon’s declaration of martial law, hundreds of protesters gathered in front of the national assembly, waving banners and calling for Yoon’s impeachment, while others scuffled with military troops. On game day, the Allstate Championship Tailgate, taking place just outside Mercedes-Benz Stadium in the Home Depot Backyard, will feature country acts on the Capital One Music Stage, including global superstar Kane Brown and iHeartCountry “On The Verge” artist Ashley Cooke. The concerts are just two of the festivities visiting fans can enjoy in the days leading up to the big game. The fan experience for both ticket holders and the general public has been a focus for event planners.
