Alice Mann, DFL-Edina, suggested recently to a group of St. Paul high school students that limits on cellphones at school could ensure “you get the education you’re here to get.” The kids weren’t buying it. TikTok, one student said, has educational videos created by people her age. Social media, another argued, can be positive if used in a positive way. And a third said flatly of any bans: “I feel like it’s just too late.” Welcome to the community engagement portion of the state’s cellphones-in-schools debate — now playing out in a district near you. The Legislature has required every district and charter school to establish cellphone policies by March 15, 2025. After an initial flurry of schools dictating that the devices be put away for the day , surveys and discussions are underway elsewhere to determine the best steps forward at the local level. Mann has organized roundtables across the state with students, parents and educators to help guide any legislative moves that may be needed next year, she said. The recent gathering at St. Paul’s Como Park High coincided with the state’s second-largest district laying the groundwork for its own rules. Mounds View Public Schools formed a cellphone advisory committee, released a survey that drew 3,000 responses and held two community conversations with more than 200 people before expected board action on its policy in January. And in Stillwater, the school district is running an online “thought exchange” through Dec. 20 as it considers a phone-free policy for its schools. The robust engagement efforts have revealed nuances to the crackdowns, and so, too, has a recent Pew Research Center survey. The survey showed that while 68% of U.S. adults support a ban on middle and high school students using phones in classrooms, only about one-third support bans during the entire day. The chief reason to oppose bans: Parents believe they should be able to reach their child when needed, the results show. Local reception Mounds View currently bans phones in classrooms at all of its schools — with limited exceptions — but it does allow middle and high school students to use them between classes and at breakfast and lunch. Mona Elabbady, a parent of a Mounds View High School student, served on the district’s advisory committee. She said that she was impressed with the school system’s outreach efforts, and she thought it was essential to be able to talk through what any restrictions might look like as a committee member. “Most of the people are in agreement that cellphones during instructional time are a detriment to a student’s education,” Elabbady said. “However, how you regulate that is the challenge.” The panel will present its recommendations to the school board on Dec. 10. St. Paul plans to introduce its policy proposal on Dec. 17 and then continue to take public comments during board meetings before its adoption in February. At Como Park High, Jodi Danielson, the district’s director of schools and learning, talked to students about a now-familiar list of problems associated with phone use, among them damage to mental health, student achievement and effective teaching. “I have heard from a couple of parents that when their students use cellphones less, their grades go up,” Danielson told the students. But what was intended to be a Q&A period ended with just two questions being asked and students challenging their hosts about why bans are being explored — and with a vow by one to defy any new cellphone rules. “I’m still going to keep my phone,” the student said. “Our generation needs our phones.” He also asked organizers how they would feel if they were students now facing such restrictions. Said Mann, “We’re all addicted to our phones.” But as an emergency room physician, she added, she cannot have one out next to her at work. It’d be a violation of hospital rules, Mann said. Its top holdings include notable Nasdaq-100 names Nvidia (7.7% allocation), Apple (7.2%), Amazon (4.6%), and other well-known technology and consumer companies. The fund doesn't have a matching allocation to the Nasdaq-100. The ETF's managers actively allocate the portfolio for optimal risk-adjusted returns. For example, it didn't hold shares of vaccine giant Moderna in the third quarter; that added to its results because the stock underperformed during the period due to concerns about some of Moderna's products and pipeline. The fund had a higher weighting on Oracle , which boosted its results in the third quarter after the cloud giant provided long-term targets well ahead of expectations. The ETF's dual strategy enables investors to both generate income and capture some value appreciation as the underlying portfolio's value increases. SEOUL, South Korea (AP) — South Korea's embattled President Yoon Suk Yeol avoided an opposition-led attempt to impeach him over his short-lived imposition of martial law , as most ruling party lawmakers boycotted a parliamentary vote Saturday to deny a two-thirds majority needed to suspend his presidential powers. The scrapping of the motion is expected to intensify public protests calling for Yoon’s ouster and deepen political chaos in South Korea, with a survey suggesting a majority of South Koreans support the president’s impeachment. Yoon’s martial law declaration drew criticism from his own ruling conservative People Power Party, but it is also determined to oppose Yoon’s impeachment apparently because it fears losing the presidency to liberals. After the motion fell through, members of the main liberal opposition Democratic Party rallied inside the National Assembly, chanting slogans calling for Yoon's impeachment or resignation. The party's floor leader, Park Chan-dae, said it will soon prepare for a new impeachment motion. “We'll surely impeach Yoon Suk Yeol, who is the greatest risk to Republic of Korea,” party leader Lee Jae-myung said. “We'll surely bring back this country to normal before Christmas Day or year's end.” Despite escaping the impeachment attempt, many experts worry Yoon won’t be able to serve out his remaining 2 1⁄2 years in office. They say some ruling party lawmakers could eventually join opposition parties’ efforts to impeach Yoon if public demands for it grow further. On Saturday, tens of thousands of people densely packed several blocks of roads leading up to the National Assembly, waving banners, shouting slogans and dancing. Protesters also gathered in front of PPP’s headquarters near the Assembly, angrily shouting for its lawmakers to vote to impeach Yoon. A smaller crowd of Yoon’s supporters, which still seemed to be in the thousands, rallied in separate streets in Seoul, decrying the impeachment attempt they saw as unconstitutional. Impeaching Yoon required support from two-thirds of the National Assembly, or 200 of its 300 members. The Democratic Party and five other small opposition parties, which filed the motion, have 192 seats combined. But only three lawmakers from PPP participated in the vote. The motion was scrapped without ballot counting because the number of votes didn’t reach 200. National Assembly Speaker Woo Won Shik called the result “very regrettable” and an embarrassing moment for the country’s democracy that has been closely watched by the world. “The failure to hold a qualified vote on this matter means we were not even able to exercise the democratic procedure of deciding on a critical national issue,” he said. Opposition parties could submit a new impeachment motion after a new parliamentary session opens next Wednesday. If Yoon is impeached, his powers will be suspended until the Constitutional Court decides whether to remove him from office. If he is removed, an election to replace him must take place within 60 days. Earlier Saturday, Yoon issued a public apology over the martial law decree, saying he won’t shirk legal or political responsibility for the declaration and promising not to make another attempt to impose martial law. He said would leave it to his party to chart a course through the country’s political turmoil, “including matters related to my term in office.” “The declaration of this martial law was made out of my desperation. But in the course of its implementation, it caused anxiety and inconveniences to the public. I feel very sorry over that and truly apologize to the people who must have been shocked a lot,” Yoon said. Since taking office in 2022, Yoon has struggled to push his agenda through an opposition-controlled parliament and grappled with low approval ratings amid scandals involving himself and his wife. Tuesday night saw special forces troops encircling the parliament building and army helicopters hovering over it, but the military withdrew after the National Assembly unanimously voted to overturn the decree, forcing Yoon to lift it before daybreak Wednesday. The declaration of martial law was the first of its kind in more than 40 years in South Korea. Eighteen lawmakers from the ruling party voted to reject Yoon’s martial law decree along with opposition lawmakers. PPP later decided to oppose Yoon's impeachment motion. Yoon’s speech fueled speculation that he and his party may push for a constitutional amendment to shorten his term, instead of accepting impeachment, as a way to ease public anger over the marital law and facilitate Yoon’s early exit from office. Lee told reporters that Yoon’s speech was “greatly disappointing” and that the only way forward is his immediate resignation or impeachment. His party called Yoon’s martial law “unconstitutional, illegal rebellion or coup.” Lawmakers on Saturday first voted on a bill appointing a special prosecutor to investigate stock price manipulation allegations surrounding Yoon’s wife. Some lawmakers from Yoon’s party were seen leaving the hall after that vote, triggering angry shouts from opposition lawmakers. On Friday, PPP chair Han Dong-hun, who criticized Yoon’s martial law declaration, said he had received intelligence that during the brief period of martial law Yoon ordered the country’s defense counterintelligence commander to arrest and detain unspecified key politicians based on accusations of “anti-state activities.” Hong Jang-won, first deputy director of South Korea’s National Intelligence Service, told lawmakers in a closed-door briefing Friday that Yoon had ordered him to help the defense counterintelligence unit to detain key politicians. The targeted politicians included Han, Lee and Woo, according to Kim Byung-kee, one of the lawmakers who attended the meeting. The Defense Ministry said Friday it suspended three military commanders including the head of the defense counterintelligence unit over their involvement in enforcing martial law. Vice Defense Minister Kim Seon Ho has told parliament that Defense Minister Kim Yong Hyun ordered the deployment of troops to the National Assembly after Yoon imposed martial law. Opposition parties accused Kim of recommending to Yoon to enforce martial law. So ideally, I think that the biggest thing would be to federally pass something that says this is what a woman is.” Scanlan a day earlier was part of a panel where U.S. Sen. Roger Marshall, R-Kan., announced that Republicans plan to soon introduce legislation to “protect children from transgender medical procedures.” A report from the advocacy group Do No Harm released four weeks before Election Day included documented evidence of such activity being performed on a 7-year-old . “We’ll be introducing the STOP Act soon,” said Marshall . “We are going to use the Commerce Act to punish people who perform any type of surgery, or who use any type of medications on minors.” STOP is an acronym for Safeguarding the Overall Protection of Minors. The panel said that the legislation is an important and necessary step to protect children. Scanlan and Marshall, a host with the American Principles Project, were on the panel alongside U.S. Sen. Tommy Tuberville, R-Ala.; U.S. Rep. Mary Miller, R-Ill.; Terry Schilling, president of the American Principles Project; and Sarah Parshall Perry, senior legal fellow at the Heritage Foundation. “We all know by now that so-called gender affirming care is anything but caring,” Tuberville said. “It is pure insanity and has caused irreversible damage to countless children. This isn’t about politics, this is about good and evil.” Scanlan is an ambassador for Independent Women's Voice and a former collegiate swimmer at the University of Pennsylvania. Swimming for the Quakers, she and teammates endured being not only on the same team but in the same locker room as a swimmer who for the first three years swam on the men's team. “I was a swimmer at the University of Pennsylvania and the administration, the university and the NCAA said , ‘Here's a man who wants to swim on your team, please accept him,’” she explained during the panel. “This entire situation really made all female athletes feel isolated and alone, and like they know where to go.” Scanlan said that it wasn’t just competing that isolated the female athletes. “Eighteen times per week, my teammates and I were forced to undress next to a 6-foot-4, fully-intact male,” Scanlan said. “As a female athlete, this was just something I couldn't even imagine. It was something I never imagined would happen to me when I went off to college.” The STOP Act is one of a few beginnings. U.S. Rep. Nancy Mace, R-S.C., has proposed legislation seeking to protect women’s spaces on all federal property nationwide. This would include bathrooms, locker rooms and prisons. Scanlan said this shows that public opinion is on the side of her and the panel. “This is really the first time we're seeing more of these people in power stepping up and actually doing the right thing and saying enough is enough” she said. “Now, we are looking at entire teams that are feeling empowered to be able to boycott ... or object to competing against males. It's widespread.” A notable case of that is San Jose State, where Blaire Fleming's participation has led to seven opponents forfeiting rather than playing a women's team that includes a man saying he is a woman. Tuberville and Marshall emphasized they believe the majority of Americans would agree with the proposed legislation. "The American people are sick of this nonsense," Tuberville said . "It’s time we restore some sanity and get common sense back in this country." Scanlan said that while she supports the national legislation Republicans are considering, it is important for states to also continue to pass legislation. “I always remind people who are really excited about having a presidency that we don't know what might happen in four years," she said. "So, of course, it's also important to codify this in states. We are going to continue our efforts. There's still a lot of work to be done, and I don't really see it as a win until we've finished this on the state level.”
