South Korea's embattled President Yoon Suk Yeol avoided an opposition-led attempt to impeach him over his short-lived imposition of martial law, as most ruling party lawmakers boycotted a parliamentary vote Saturday to deny a two-thirds majority needed to suspend his presidential powers. The scrapping of the motion is expected to intensify protests calling for Mr. Yoon's ouster and deepen political chaos in South Korea, with a survey suggesting a majority of South Koreans support the president's impeachment. Mr. Yoon's martial law declaration drew criticism from his own ruling conservative People Power Party, but the party is also determined to oppose Mr. Yoon's impeachment apparently because it fears losing the presidency to liberals. After the motion fell through, members of the main liberal opposition Democratic Party rallied inside the National Assembly, chanting slogans calling for Mr. Yoon's impeachment or resignation. The party's floor leader, Park Chan-dae, said it will soon prepare for a new impeachment motion. Opposition parties could submit a new impeachment motion after a new parliamentary session opens next Wednesday. "We'll surely impeach Mr. Yoon Suk Yeol, who is the greatest risk to Republic of Korea," party leader Lee Jae-myung said. "We'll surely bring back this country to normal before Christmas Day or year's end." Many experts worry Mr. Yoon won't be able to serve out his remaining 2 1⁄2 years in office. They say some PPP lawmakers could eventually join opposition parties' efforts to impeach Mr. Yoon if public demands for it grow further. The ruling party risks "further public outrage and national confusion if they don't find a formula fast for Mr. Yoon's departure," said Duyeon Kim, a senior analyst at the Center for a New American Security in Washington. PPP chair Han Dong-hun said his party will seek Mr. Yoon's "orderly" early exit but didn't say when he can resign. Protests against Mr. Yoon are swelling On Saturday, tens of thousands of people packed several blocks of roads leading to the National Assembly, waving banners, shouting slogans and dancing. Protesters also gathered in front of PPP's headquarters near the Assembly, shouting for its lawmakers to vote to impeach Mr. Yoon. A smaller crowd of Mr. Yoon's supporters, which still seemed to be in the thousands, rallied elsewhere in Seoul, calling the impeachment attempt unconstitutional. Impeaching Mr. Yoon required support from 200 of the National Assembly's 300 members. The Democratic Party and five other small opposition parties, which filed the motion, have 192 seats combined. But only three lawmakers from PPP participated in the vote. The motion was scrapped without ballot counting because the number of votes didn't reach 200. National Assembly Speaker Woo Won Shik called the result "very regrettable" and an embarrassing moment for the country's democracy. If Mr. Yoon is impeached, his powers will be suspended until the Constitutional Court decides whether to remove him from office. If he is removed, an election to replace him must take place within 60 days. The president apologizes for turmoil Earlier Saturday, Mr. Yoon issued an apology over the martial law decree, saying he won't shirk legal or political responsibility for the declaration and promising not to make another attempt to impose it. He said would leave it to his party to chart a course through the country's political turmoil, "including matters related to my term in office." "The declaration of this martial law was made out of my desperation. But in the course of its implementation, it caused anxiety and inconveniences to the public. I feel very sorry over that and truly apologize to the people who must have been shocked a lot," Mr. Yoon said. Since taking office in 2022, Mr. Yoon has struggled to push his agenda through an opposition-controlled parliament and grappled with low approval ratings amid scandals involving himself and his wife. In his martial law announcement on Tuesday night, Mr. Yoon called parliament a "den of criminals" bogging down state affairs and vowed to eliminate "shameless North Korea followers and anti-state forces." The declaration of martial law was the first of its kind in more than 40 years in South Korea. The Defense Ministry said Friday it suspended three military commanders including the head of the defense counterintelligence unit over their involvement in enforcing martial law. Vice Defense Minister Kim Seon Ho has told parliament that Defense Minister Kim Yong Hyun ordered the deployment of troops to the National Assembly. Opposition parties accused Kim of recommending to Mr. Yoon to enforce martial law. Kim Yong Hyun resigned Thursday, and prosecutors imposed an overseas travel ban on him. Delaware County officials, school administrators and law enforcement kicked off a new Delco Safe Schools Collaborative initiative Thursday aimed at addressing issues of safety, security and behavioral health in schools across the county and state. “The creation of this collaborative was sparked by the Legislature’s action last year in passing Act 33, but its existence is first and foremost a reflection of our commitment as a county to do everything in our power to keep our children safe,” said District Attorney Jack Stollsteimer, who acted as the facilitator for the inaugural event. “As tragic stories involving school violence have unfolded across the country, we are increasingly aware of the complex challenges facing school administrators.” Act 33, passed last year, encouraged counties to develop and promote best practices for emergencies in school settings through a preparedness planning approach. “We want to make sure that we coordinate our emergency responder and law enforcement resources in a way that maximizes our ability to support our schools and our communities,” said Stollsteimer. The meeting came two days after Upper Darby Police responded to a threat of a possible student with a gun at Upper Darby High School. No weapon was found, but two students were held for questioning concerning a gun that had been stolen from a car. While Thursday’s event had been planned for several months and was not prompted by that event, it still served to highlight the need for collaboration between educators, law enforcement and emergency services. The event was organized jointly by Delaware County Emergency Services, the county District Attorney’s Office and the Delaware County Intermediate Unit, which hosted. It was attended by representatives from more than a dozen school districts and 18 law enforcement agencies, including municipal police departments and the Pennsylvania State Police. BEIRUT (AP) — Insurgents' stunning march across Syria accelerated Saturday with news that they had reached the gates of the capital and that government forces had abandoned the central city of Homs. The government was forced to deny rumors that President Bashar Assad had fled the country. The loss of Homs is a potentially crippling blow for Assad. It stands at an important intersection between Damascus and Syria’s coastal provinces of Latakia and Tartus — the Syrian leader’s base of support and home to a Russian strategic naval base. The pro-government Sham FM reported that government forces took positions outside Syria’s third-largest city, without elaborating. Rami Abdurrahman who heads the Britain-based Syrian Observatory for Human Rights, said Syrian troops and members of different security agencies have withdrawn from the city, adding that rebels have entered parts of it. The capture of Homs is a major victory for insurgents, who have already seized the cities of Aleppo and Hama , as well as large parts of the south, in a lightning offensive that began Nov. 27. Analysts said Homs falling into rebel hands would be a game-changer. The rebels' moves around Damascus, reported by the monitor and a rebel commander, came after the Syrian army withdrew from much of southern part of the country, leaving more areas, including several provincial capitals, under the control of opposition fighters. For the first time in the country’s long-running civil war, the government now has control of only three of 14 provincial capitals: Damascus, Latakia and Tartus. The advances in the past week were among the largest in recent years by opposition factions, led by a group that has its origins in al-Qaida and is considered a terrorist organization by the U.S. and the United Nations. In their push to overthrow Assad's government, the insurgents, led by the Hayat Tahrir al-Sham group, or HTS, have met little resistance from the Syrian army. The rapid rebel gains, coupled with the lack of support from Assad's erstwhile allies, posed the most serious threat to his rule since the start of the war. The U.N.’s special envoy for Syria, Geir Pedersen, on Saturday called for urgent talks in Geneva to ensure an “orderly political transition.” Speaking to reporters at the annual Doha Forum in Qatar, he said the situation in Syria was changing by the minute. Russian Foreign Minister Sergey Lavrov, whose country is Assad's chief international backer, said he feels “sorry for the Syrian people.” In Damascus, people rushed to stock up on supplies. Thousands went to Syria's border with Lebanon, trying to leave the country. Many shops in the capital were shuttered, a resident told The Associated Press, and those still open ran out of staples such as sugar. Some were selling items at three times the normal price. “The situation is very strange. We are not used to that,” the resident said, insisting on anonymity, fearing retributions. “People are worried whether there will be a battle (in Damascus) or not.” It was the first time that opposition forces reached the outskirts of Damascus since 2018, when Syrian troops recaptured the area following a yearslong siege. The U.N. said it was moving noncritical staff outside the country as a precaution. Syria’s state media denied social media rumors that Assad left the country, saying he is performing his duties in Damascus. He has had little, if any, help from his allies. Russia, is busy with its war in Ukraine . Lebanon’s Hezbollah, which at one point sent thousands of fighters to shore up Assad's forces, has been weakened by a yearlong conflict with Israel. Iran has seen its proxies across the region degraded by regular Israeli airstrikes. U.S. President-elect Donald Trump on Saturday posted on social media that that the United States should avoid engaging militarily in Syria. Pedersen said a date for talks in Geneva on the implementation a U.N. resolution, adopted in 2015, and calling for a Syrian-led political process, would be announced later. The resolution calls for the establishment of a transitional governing body, followed by the drafting of a new constitution and ending with U.N.-supervised elections. Later Saturday, foreign ministers and senior diplomats from eight key countries, including Saudi Arabia, Russia, Egypt, Turkey and Iran, along with Pederson, gathered on the sidelines of the Doha Summit to discuss the situation in Syria. In a statement issued late Saturday, the participants affirmed their support for a political solution to the Syrian crisis “that would lead to the end of military activity and protect civilians.” They also agreed on the importance of strengthening international efforts to increase aid to the Syrian people. Rami Abdurrahman, who heads the Britain-based Syrian Observatory for Human Rights, an opposition war monitor, said insurgents were in the Damascus suburbs of Maadamiyah, Jaramana and Daraya. Opposition fighters were marching toward the Damascus suburb of Harasta, he added. A commander with the insurgents, Hassan Abdul-Ghani, posted on the Telegram messaging app that opposition forces had begun the “final stage” of their offensive by encircling Damascus. HTS controls much of northwest Syria and in 2017 set up a “salvation government” to run day-to-day affairs in the region. In recent years, HTS leader Abu Mohammed al-Golani has sought to remake the group’s image, cutting ties with al-Qaida, ditching hard-line officials and vowing to embrace pluralism and religious tolerance. The shock offensive began Nov. 27, during which gunmen captured the northern city of Aleppo, Syria’s largest, and the central city of Hama , the country’s fourth largest city. Opposition activists said Saturday that a day earlier, insurgents entered Palmyra, which is home to invaluable archaeological sites had been in government hands since being taken from the Islamic State group in 2017. To the south, Syrian troops left much of the province of Quneitra including the main Baath City, activists said. Syrian Observatory said government troops have withdrawn from much of the two southern provinces. The Syrian army said in a statement that it carried out redeployment and repositioning in Sweida and Daraa after its checkpoints came under attack by “terrorists." The army said it was setting up a “strong and coherent defensive and security belt in the area,” apparently to defend Damascus from the south. The Syrian government has referred to opposition gunmen as terrorists since conflict broke out in March 2011. The foreign ministers of Iran, Russia and Turkey, meeting in Qatar, called for an end to the hostilities. Turkey is a main backer of the rebels. Qatar's top diplomat, Sheikh Mohammed bin Abdulrahman Al Thani, criticized Assad for failing to take advantage of the lull in fighting in recent years to address the country’s underlying problems. “Assad didn’t seize this opportunity to start engaging and restoring his relationship with his people,” he said. Sheikh Mohammed said he was surprised by how quickly the rebels have advanced and said there is a real threat to Syria’s “territorial integrity.” He said the war could “damage and destroy what is left if there is no sense of urgency” to start a political process. As of Nov. 18, a total of 294 dairies in California were under quarantine due to the avian flu, state agriculture officials confirmed. More than 4 million turkeys and chickens have been killed at poultry ranches across the state in an attempt to stop the virus from spreading. Meanwhile, the bird flu virus was detected in a batch of raw milk from Raw Farm in Fresno County, the California Department of Public Health reported. The Fresno Bee talked to María Soledad, a food safety inspection service spokeswoman at the U.S. Department of Agriculture, to learn more about the virus and how it affects food safety. What is bird flu? According to the U.S. Food and Drug Administration, highly pathogenic avian influenza — also known as bird flu or H5N1 — is a highly contagious and often deadly disease primarily found in poultry. It is “caused by highly pathogenic avian influenza A (H5) and A (H7) viruses,” the agency said on its website. HPAI can spread from wild birds to domestic poultry and other animals. The virus can also infect humans in rare cases. “It is important to note that ‘highly pathogenic’ refers to severe impact in birds, not necessarily in humans,” the agency said. How is avian flu spread to humans? Unlike seasonal influenza viruses, which are typically contracted through human-to-human transmission, avian influenza viruses are spread by infected birds through saliva, mucus and feces, according to the CDC. The virus can also be present in the respiratory secretions, organs, blood, or body fluids of other infected animals — including milk. Human infections occur when the virus enters the eyes, nose or mouth, or is inhaled through airborne droplets, aerosol particles or dust. It can also be transmitted by touching contaminated surfaces and then touching the face. “Illness in humans from avian influenza virus infections have ranged in severity from no symptoms or mild illness to severe disease that resulted in death,” the CDC said. Can I get bird flu from eating Thanksgiving turkey? “Consumers can safely enjoy turkey this holiday season,” the U.S. Food and Drug Administration wrote in an email to The Bee, noting that food safety inspectors examine turkeys for disease “before and after slaughter.” That includes your Thanksgiving bird. “The turkeys from farms with confirmed avian influenza don’t even get sent to slaughter,” Soledad said. “They are destroyed on premises.” During an avian flu outbreak, “The chance of infected poultry or eggs entering the food chain is low,” the FDA said on its website in April, “because of the rapid onset of symptoms in poultry as well as the safeguards in place, which include testing of flocks and federal inspection programs.” “When food is properly prepared and stored, the risk of consumers becoming infected with HPAI is reduced even further,” the FDA said. What’s the safest way to prepare turkey? UC Davis professor Linda J. Harris, who focuses on microbial food safety, says you should prepare your Thanksgiving turkey using four essential steps: clean, cook, chill and separate. You can watch the U.S. Food and Drug Administration’s Holiday Food Safety video for tips on how to prepare a turkey the safe way, or check out the turkey recipe developed by the Partnership for Food Safety Education, a nonprofit organization that works to reduce food-borne illness risks. According to the USDA, any traces of highly pathogenic avian influenza in your turkey are inactivated when food reaches an internal temperature of 165 degrees. The USDA recommends following this rule anytime you’re preparing raw poultry, including chicken. On its Thanksgiving food safety website , the USDA has videos and information including calculators that help you determine the appropriate amount of time to thaw and cook your turkey. “Simply select your turkey’s weight, along with your preferred thawing and cooking methods, and you’ll immediately receive guidance on how to safely prepare your turkey this Thanksgiving!’ USDA congressional public affairs specialist Maria Machuca wrote in an email to The Bee. Can I get bird flu by drinking or cooking with milk? “There is no evidence that the virus can be transmitted to humans through properly prepared food,” the U.S. Food and Drug Administration said on its website. Pasteurized milk and other dairy products are safe to consume and cook with, according to Hebah Ghanem, infectious disease specialist at University of California San Francisco, Fresno. “The most important thing that it has to be pasteurized, because the virus is killed with heat,” Ghanem told The Bee. “Pasteurization of milk was adopted decades ago as a basic public health measure to kill dangerous bacteria and largely eliminate the risk of getting sick,” the FDA said on its website. Will eating eggs make me sick? All egg products are pasteurized as required by the U.S. Department of Agriculture. “This means that they have been rapidly heated and held at a minimum required temperature for a specified time to destroy bacteria,” the agency said. However, eggs that are still in their shells aren’t required to be pasteurized, leading to potential health risks if eaten raw or uncooked. What are avian flu symptoms? According to the CDC, avian flu symptoms in humans may include: How dangerous is HPAI for humans? California dairy workers infected with avian flu have experienced mild flu-like symptoms, The Bee previously reported. “All the cases that we have here in California are very mild,” Ghanem told the Fresno Bee in October. “They haven’t needed hospitalization.” What’s the best way to avoid the virus? To prevent the spread of highly pathogenic avian influenza, people should avoid exposure to dead animals, Ghanem said in October. That includes wild birds, poultry, other domesticated birds and cows. The Pittsburgh Steelers signed tight end Pat Freiermuth to a four-year, $48M extension just before the season began. While his usage has not been as heavy as seasons in his first two years, he is still pacing to double his production last year. For Freiermuth, however, it’s more about the big games ahead. When asked about not getting as many targets compared to other receivers, Freiermuth knows the ball will come with patience. “The ball is going to find me. You know, I’m not stressing,” Freiermuth said of his targets this season. “I’m just happy that, you know, we’re winning now and we’re 8-3; first in the AFC North.” Despite the fourth-year pro out of Penn State’s outlook, he knows he will be needed with six big games down the stretch. Continuing to work and limit frustrations for Freiermuth is key. “We got a lot of big-time football coming up ... the worst thing I could do is complain or worry or stress.” Freiermuth said. His contributions go beyond the passing game, as well. In offensive coordinator Arthur Smith’s run-heavy offense, Freiermuth is willing to do the dirty work and sees improvement from previous seasons. “Being involved in the game plan ... is also about putting in a situation where they can be successful in me run blocking,” Freiermuth said of his usage. “Overall my game has improved a lot this year in all areas.” Freiermuth also pointed out that sometimes it comes down to the game flow and what the defense presents. With six games including two AFC North rematches, two games against the Cincinnati Bengals (starting this week), a trip to Philadelphia, and a Christmas Day game against the Kansas City Chiefs, “Muth” will likely hear his name chanted a lot more the rest of the way.
