The Alberta government wants to attract more family physicians to the province with increased pay for having a minimum of 500 patients and providing after-hours care to ease pressure on hospital emergency departments. The government unveiled its long-awaited new compensation model for family physicians on Dec. 19 to attract more doctors to Alberta, increase retention, and improve residents’ access to primary care. “With this announcement, I think the risk of losing family physicians to more attractive jurisdictions is done. This new model will make Alberta an enticing and competitive place for doctors to come and settle and set up shop and stay for good.” The new model will also encourage physicians to use technology to improve work efficiency and patient care, make their processes more efficient for patients and doctors, and create integrated teams offering various types of care, such as nutrition and pharmacy services, the announcement said. The province said it wants to recognize various aspects of physicians’ work, “including the number of patients seen and patient complexity, as well as time spent providing direct and indirect care.” To qualify for the compensation model, Alberta family doctors must have at least 500 patients under their care. Additionally, the program will only launch if at least 500 physicians sign on. Enrolment will begin in January, with full implementation planned for the spring. The new model will also increase pay for doctors who are compensated through the alternative relationship plan–a model that offers an alternative to the fee-for-service system where providers are paid for each service delivered. The province said it’s taking the step to ensure ensure hospital-based family physicians and rural generalists “receive fair, competitive pay that reflects the importance of these roles.” When asked whether the new model will leave out doctors who are starting in the profession or older doctors who choose to see fewer patients, health ministry spokesperson Jessi Rampton told The Epoch Times the new model’s focus is to encourage doctors to take on more patients so more Albertans have access to primary care. Doctors who don’t meet the 500-patient requirement can still be compensated on a fee-for-service basis, she said. The Epoch Times reached out to Alberta’s Opposition NDP for comment but did not hear back by publication time. The Canadian Press quoted NDP health critic Sarah Hoffman as saying the new compensation model is a good first step and “way overdue.”A group is proposing two new power projects in the north end of Fort Frances that it says will generate clean electricity and help support the municipality for decades. Council of the town of Fort Frances heard a presentation at their Monday, November 25, 2024, meeting from FirstLight Energy, a power producer, developer and energy storage company that operates in the U.S. and Canada. The presentation brought before council was in regards to a potential battery energy storage project, or BESP, as well as a solar panel array, both located north of town but within municipal boundaries. The company said the projects would allow them to help to address the Ontario Ministry of Energy’s call for an additional 5,000 MW of power capacity in the province’s electrical grid by 2026 in order to make up for projected shortfalls. FirstLight Senior Project Manager Development Alex Moore said the proposed project complies with the Ontario independent energy system operator’s aim to split procurement for the projected shortfall into two streams, energy and capacity. “this procurement has intended to fill projected shortfalls over the coming 20 years in energy due to increasing economic growth, industrial demand, population growth, and the phase out of old existing generating assets. So the energy stream looks to increase the total energy generated in Ontario through low carbon renewable sources, while the capacity stream will increase Ontario’s electricity system resilience and energy security by providing immediate on demand power, handling peak demand and shifting a lot of the renewable energy generation to times when it’s needed the most. The two projects that we’re going to be discussing mainly today, fall into both of those streams.” Moore said the BESP would be located in the northwest of Fort Frances, with two possible locations being identified near the landfill site on either side of the road leading off of McIrvine. Both locations are near the existing hydro lines and would allow for the proposed battery storage facility to provide 40 megawatts of power for a duration of eight hours . The facility itself would be a number of shipping containers housing a series of lithium ion phosphate batteries, which Moore said are safer than other forms of lithium ion technologies, which have been known to experience fires and runaway situations that can lead to significant damage. To establish the BESP, Moore said their company would look for a suitable partner to act as a supplier for the batteries, and ensure that whoever is selected has a “robust and established” safety record for such a project. The solar farm project, on the other hand, will potentially be located to the north of Fort Frances removed from the residential areas and adjacent to the hydro lines. Moore said the solar project will have a maximum capacity of up to 100 megawatts, which based on preliminary estimates, he said would be enough to provide power to 12,000 homes in Ontario. In terms of benefits to the town, not only would these tow projects represent up to $300 million in capital investment, providing labour opportunities during construction and some full time jobs maintaining and operating them in the future, but FirstLight would also establish a Community Benefit Fund that would support initiatives like community projects, local food initiatives, recreational programs and events, and improvements to pedestrian activity, accessibility and urban green spaces. According to FirstLight’s presentation, the fund “is dependent on the overall project financials but typically is in the range of $1,000 - $1,500/MW/year.” The project would also provide the town with a long term income in the form of a 30+ year rent on the chosen pieces of property that FirstLight said would be between $250/acre/year to $350/acre/year, as well as an increase in property tax base through increased development value. While the project is still in the preliminary stages at this point, Moore said the next steps would be to hold a number of community engagement sessions with members of the public, First Nations, area trail users and other stakeholders to identify potential concerns and jointly develop solutions, as well as to receive a Municipal Support Resolution (MSR) from the Town, which Moore said is a key factor in helping them get approval from the government. “Municipal Support Resolutions are key aspects of projects that have now been mandated as part of this procurement,” Moore said. “The MSR is similar to a letter of intent expressing support for the project, but hasn’t removed any obligation requirements that projects might have in terms of permit regulations. We have ongoing approvals at a local, municipal or provincial, federal level. This ensures proponents engage early and often with municipalities and address any concerns of the council. The recent dates mandated by the ISO for compliant MSRs, which must fall within, be no earlier than a certain date and no later, at the procurement and draft stages, we’re not too sure yet on what those dates will be, but they’ll be released in the coming weeks.” Moore said the organization hopes to receive an MSR from the town of Fort Frances in early 2025, which would allow them to submit their bid later that year. In the event the bid is awarded, construction would be slated to start as early as 2027 following the procurement of neccessary permits and construction contracts. In response to questioning from council regarding possible noise pollution from a battery facility, Moore explained that these buildings have an HVAC component to them to allow the batteries to stay cool ,but are nowhere near as loud or power intensive as a similar size cryptocurrency or data processing centre, similar to a project which council had previously been presented. Moore said their minimum setback around the facility would be 200 to 300 meters from a residential or industrial property, so the noise levels would drop dramatically before reaching anyone who would otherwise be disturbed by them. Fort Frances mayor Andrew Hallikas posed of Moore what the emergency response would need to be in the event a fire at the battery storage facility owing to the specialized batteries intended to be in use. As with most seemingly hopeless tasks, breaking the process down into small steps performed over time will help make the project manageable. Decide what to clear away First, grab a notepad and take a walk around the garden. Assess each section, determining which plants can be saved, which need to go and which require attention. Make a list now. Dead and invasive plants , as well as weeds , should be first on the chopping block. If the weather allows, dig them out, removing as much of their root systems as possible. Otherwise, tackle this first in spring. Next, remove and give away otherwise-healthy plants that you don’t want. Online buy-nothing groups and neighborhood pages are great places to find takers . Many will even be willing to do the digging if it means getting a free plant. If the property has been overrun with a thicket of plants, shrubs, trees and vines that have grown wild, a chainsaw, brush mower or brush grubber may be in order. When you’re ready to plant, you’ll be cutting root-size holes in the cardboard for your plants. Most weeds will be suppressed, but some may sneak through and require pulling or more cardboard. How and when to prune Healthy but overgrown or unproductive deciduous shrubs (the types that lose their leaves) can be rejuvenated by pruning . Do this when branches are bare in late winter. Choosing a method will require weighing aesthetics against rebound time and deciding which is right for you. The fastest (but most severe) method would be to cut the whole plant down just above ground level. It’s scary, but most shrubs can handle this and will bounce back stronger. If retaining height in the garden is important, you can opt to prune each branch or stem individually at uneven heights. Or cut back one-third of the plant’s branches each year for three years. The latter would have the least drastic effect but require the most patience. Evergreen trees and shrubs should only undergo selective pruning (the shortening of individual branches). Take care to avoid over-shearing or creating holes in needled evergreen plants and trees; with the exception of yews, they won’t fill back in . Looking to the dirt Now that you have a clean canvas, turn your attention to the soil. Test the soil’s pH to ensure it’s within range for the plants you plan to add. Test kits are available at local and online garden retailers. Your local cooperative extension service may provide testing and soil-amendment advice for a nominal fee. If indicated, incorporate lime or elemental sulfur into the soil to raise or lower its pH, following package instructions. If the soil is hard and compacted, use a core aerator or long-handled garden fork to create 2-3-inch holes through which air and water can enter. Finally, spread a 2-to-3-inch layer of compost or well-rotted manure over the area. As it decomposes, nutrients will work their way into the soil. Planting considerations After completing the above steps, it will be time to plant your new garden. If by summer you’re not yet ready to plant, apply mulch or use annuals to protect the bare soil. When you’re ready to plant new trees , shrubs and/or perennials, carefully select varieties that will not run rampant. Dig holes just as deep as their roots but twice as wide and space them appropriately to allow for their mature sizes. For the lowest maintenance going forward, consider hardy, pollinator-friendly , drought-tolerant native plants. Incorporate non-invasive groundcovers into beds to serve as a natural mulch and discourage weeds – remember, if you don’t plant something in bare spots, God will. While you wait for groundcovers to fill in, apply 2-to-3 inches of mulch between and around plants to help retain moisture, suppress weeds, keep soil temperatures even and protect tender roots. It might take a year or two — or longer, depending on your schedule and ability, but a step-by-step approach will avoid overwhelm and provide a steady stream of small wins as you approach your goal. AGRA Rekindling hopes of those fighting to save the ancient ‘Shahi Hammam’ in Agra, the Allahabad high court on Thursday directed the commissioner of police (Agra) and Archaeological Survey of India offices in Agra and Lucknow to ensure that no damage is done to the structure. The bench of Justice Salil Kumar and Justice Samit Gopal, while hearing the case as a fresh one during the winter vacation by order of chief justice of Allahabad HC, also directed the commissioner of police to ensure that sufficient police force shall be deployed to protect the structure. The orders were passed on a PIL filed by one Chandrapal Singh Rana against the ASI and five others. The court heard the counsel for the petitioner and respondents and ordered to issue notice to respondents fixing January 27, 2025, as the next date. The court asked the Registrar (Compliance) to inform ASI office at Mall Road in Agra, Uttar Pradesh State Archeology at Chhattar Manzil complex, MG Road, Lucknow and commissioner of police, Agra about the order within 24 hours. Atmiya Iram, leading the movement to save Shahi Hammam, said the court order brought hope for heritage enthusiasts. “Left with no hope, we had organised a farewell walk on Wednesday. But within 24 hours, the story has changed. I am grateful to all for coming together to save our heritage,” she said.
