She fills the hours of her day in multiple ways, including helping run the family farm near Ethan, raising three sons and serving on the Ethan School Board. She also squeezes in time to operate Eye of a Storm Photography, where she specializes in senior portrait photography. ADVERTISEMENT But it’s her work in emergency services that has been most on her mind lately. Particularly the importance of bringing more people into the fold with rural emergency health care. “We need more of us out there,” Storm told the Mitchell Republic. “That is really what it’s about, is getting people who are willing to step out of their comfort zone and in the public eye a little bit to help with community services.” Storm has some perspective on that issue. The 48-year-old Spencer native has worked as a first responder in and around primarily Ethan and Mount Vernon for years and as a part-time emergency medical technician with the Mitchell Regional Ambulance Service. Through her work in that field, she has answered emergency medical calls of every stripe, from farm accidents to car crashes. As a first responder, she keeps communication links to the Mount Vernon and Ethan fire departments. When a call comes in for a medical emergency, she hops in her car, which she has stocked with various tools of the trade for medical emergencies, and makes a beeline for the site. Mount Vernon and Ethan have their own volunteer fire departments, but no ambulance services. They therefore rely on the Mitchell service for ambulance response, which makes her role, and the role of a handful of other first responders like her in the area, vital to fast, quality medical emergency response. The role of first responder in her neck of the woods is an unpaid, volunteer position. She has her vehicle stocked with equipment and is used to dropping whatever she’s doing to hit the road at a moment’s notice. And the work she does is invaluable, often arriving ahead of the Mitchell ambulance crew and rendering important early treatment while relaying information back to the Mitchell ambulance crew en route to the scene. ADVERTISEMENT As a part-time EMT with the Mitchell service, she works various shifts and rides in the ambulance to the same kinds of calls she sees as a first responder, or sometimes assists with a patient transfer or other work. In need of help and often scared, the first glimpse patients get of their rescuers is a face like Storm’s. “This is their worst time. It’s sometimes the worst time in their life, and you get to hopefully be the face to help them out with it,” Storm said. The Mitchell Regional Ambulance Service is funded by the city of Mitchell, but answers calls in both rural Davison and Hanson counties, even though it is under no legal obligation to do so under state law. It’s a vital lifeline providing necessary medical services to people who otherwise would have no access to an ambulance service. Demand for the Mitchell ambulance remains strong, and it stretches both the budget and personnel of the service. That was demonstrated Sunday when the Mitchell service was summoned on a pair of calls while another group of Mitchell EMTs were still on their way back to town from a training session. Not long after, an alarm came across the scanner for any off-duty EMTs to come into the station to cover for the ones currently answering the other calls. Storm was one of two to man the station to make sure additional calls could be answered. ADVERTISEMENT “So they ended up doing a second alarm, a dispatch to everybody. And it came out that we needed personnel. We have nobody here to cover, or we’re short-handed,” Storm said. “I was in Ethan, and I left Ethan in the middle of my stuff I was doing and came over. And when I got there, there were two of us there.” Dan Pollreisz, chief for the Mitchell Fire Division and EMS, was the other who remained on site during that incident in case another call came in. Due to the volume of calls the ambulance gets on any given day, keeping the station staffed and ready for more calls can be a challenge, he said. When a shortage arises during a shift, the station has a few options – they can make quick calls to cell phones, they can send a mass text or, as in the case Sunday, they can send another pager alert to let the off-duty crew know to show up if they can. And it happens often. “So far this year, just the mass text messages themselves have been sent over 600 times,” Pollreisz said. “We need more people. We just need the help. That’s the reality of how we operate.” He noted that with its coverage of Mitchell city limits and rural surrounding area, the Mitchell service serves about 23,000 people, roughly equivalent to the population of Watertown. He said the minimum staffing number for the Watertown service is 11 people, while Mitchell can staff about half that number with its roster. Storm is an example of a person who wants nothing more than to be of service for others in need, something Pollreisz said is in the hearts and on the minds of everyone who climbs aboard an ambulance or emergency vehicle to come to the side of those in trouble. ADVERTISEMENT “Amy’s a great person and just a great example of somebody who's out there to try to do their best for their neighbors and communities,” Pollreisz said. Without more personnel, that coverage that benefits so many in rural Davison and Hanson counties could be at risk. Storm and Pollreisz both say they do not want to see that happen. That’s why civic leaders have taken the initiative to attempt to create a rural ambulance district, which would establish a taxing authority to help keep emergency services running to rural Davison and Hanson counties. Formation of a district could produce around $700,000 to help serve around 7,000 rural residents who are not paying for ambulance services in rural areas around Mitchell. With the extra funding, the Mitchell service could hire an additional six EMTs to cover those blind spots when the first two crews are out on calls. That could mean the difference between continued service to those rural areas or losing them. Pollreisz, who noted that funds received from the district would strictly be put toward additional personnel, and his crew have reached out to a number of entities to get the word out about the potential rural district. They have approached county commissions, city councils, rural fire departments, sheriff’s offices and even knocked on a few doors to let people know about the situation and what steps are being taken to address it. Pollreisz is optimistic the campaign process will yield results. Those they have approached about the need have almost unanimously agreed that such a district is needed and offered their support. At some point, a public vote would be needed to approve the formation of the district, with a simple majority being required to turn the idea into reality. ADVERTISEMENT For now, however, Storm will continue to be on the alert for emergency calls, whether it be as a first responder or as a part-time EMT with the Mitchell Regional Ambulance Service. She cherishes the opportunity to give back to those who put in the call for help, many of whom are friends and neighbors from both in and around Mitchell. It would be horrible to get a call and not have the ability to respond to those friends and neighbors, she said. “When you look at the possibility of not having an ambulance system out where I live, say two miles outside the district or the town, and they can’t come to it?” Storm pondered. “It is disheartening because that’s what we are trained to do. We want to help people in their worst times.”

On Nov. 25, the full committee will digest a motion to charge seniors $78.50 per month to ride OC Transpo, a drop from the $108 that was proposed in the 2025 draft budget earlier in the month. The information, proposed by the transit’s long range financial planning group, was obtained by the Ottawa Citizen on Nov. 22. Accordingly, Mayor Mark Sutcliffe and the transit committee recognized that an adjustment was necessary. The new $78.50 fee would represent a 42 per cent savings from the 2025 regular adult fare of $135. However, seniors will still be forking out $29.50 more per month than they have been spending on monthly bus charges. The transit committee will also discuss a proposal to continue offering seniors free travel on Wednesdays.
