If he's back then Dobbins would be worth using as a No. 2 running back in all leagues. There's obvious risk in trusting Dobbins due to his lengthy absence, especially in the Fantasy championship in the majority of leagues. But prior to getting hurt in Week 12 against Baltimore, Dobbins had scored at least 16.8 PPR points in three of his past four games and was a must-start Fantasy option in all leagues. Now, if Dobbins can't play, there's a chance for Gus Edwards to have another quality performance for the second game in a row. He's coming off his best game of the season in Week 16 against Denver with 14 carries for 68 yards and two touchdowns and one catch for 3 yards on two targets. Edwards hasn't been great as the replacement for Dobbins in some tough matchups against Atlanta, Kansas City and Tampa Bay, but he does have three touchdowns in his past three games. Regional Essential Access to Connected Healthcare (REACH) Niagara and Start Me Up Niagara jointly announced the program, while also announcing a new partnership between them that will move REACH Niagara’s administrative offices into the workspace in St. Catharines it shares with Start Me Up. The funding from Health Canada’s Substance Use and Addictions Program allows the organizations to launch the Transitions into Comprehensive Care program, providing support to help people reintegrate into the community after being released from prison, as well as people at risk of becoming involved in the justice system in Niagara. Stobbe said he didn’t know how much funding to expect before the announcement, and was shocked to learn it was $3.5 million. “We’ve been cash-starved for so long,” he said. Carolyn Dyer, REACH Niagara’s executive director, said the Health Canada funding is essential to the organization’s “ability to operate and grow and to meet this rising demand for service,” while also signals a new level of commitment needed to fight the opioid epidemic. Stobbe said the new program will have a significant impact. It follows a coroner’s inquest into recent overdose deaths at the Niagara Detention Centre which included recommendations related to people being released from jail, he said. “I’m really happy about those recommendations. Considering the work Stobbe and the team of medical professionals do, he said starting out without a permanent address made sense. “If our first thing was to try to get an office, it just would have been really uncomfortable if that was our priority,” he said. Many of the millions of catalogs getting sent to U.S. homes were indeed scaled down to save on postage and paper, resulting in pint-sized editions. Lands’ End, Duluth Trading Company and Hammacher Schlemmer are among gift purveyors using smaller editions. Some retailers are saving even more money with postcards. Lisa Ayoob, a tech-savvy, online shopper in Portland, Maine, was surprised by the size of a recent catalog she received from outdoor apparel company Carbon2Cobalt. “It almost felt like it was a pamphlet compared to a catalog,” she said. Catalogs have undergone a steady recalibration over the years in response to technological changes and consumer behavior. The thick, heavy Sears and J.C. Penney catalogs that brought store displays to American living rooms slimmed down and gave way to targeted mailings once websites could do the same thing. Recent postal rate increases accelerated the latest shift to compact formats. The number of catalogs mailed each year dropped about 40% between 2006 to 2018, when an estimated 11.5 billion were mailed to homes, according to the trade group formerly known as the American Catalog Mailers Association. In a sign of the times, the group based in Washington rebranded itself in May as the American Commerce Marketing Association, reflecting a broadened focus. But don't expect catalogs to go the way of dinosaurs yet. Defying predictions of doom, they have managed to remain relevant in the e-commerce era. Retail companies found that could treat catalogs with fewer pages as a marketing tool and include QR and promo codes to entice customers to browse online and complete a purchase. Despite no longer carrying an extended inventory of goods, catalogs are costly to produce and ship. But they hold their own in value because of growing digital advertising costs, helping retailers cut through the noise for consumers barraged by multi-format advertisements, industry officials say. In an unlikely twist, notable e-commerce companies like Amazon and home goods supplier Wayfair started distributing catalogs in recent years. Amazon began mailing a toy catalog in 2018. That was the same year Sears, which produced an annual Christmas Wish Book Wish starting in 1933, filed for bankruptc y. Fans of printed information may rejoice to hear that apparel retailer J.Crew relaunched its glossy catalog this year. Research shows that the hands-on experience of thumbing through a catalog leaves a greater impression on consumers, said Jonathan Zhang, a professor of marketing at Colorado State University. “The reason why these paper formats are so effective is that our human brains haven’t evolved as fast as technology and computers over the past 10 to 20 years. We retain more information when we read something on paper. That's why paper books remain relevant," Zhang said. “The psychology shows that three-dimensional, tactile experiences are more memorable.” Pint-sized presentations still can work, though, because the purpose of catalogs these days is simply to get customers’ attention, Zhang said. Conserving paper also works better with younger consumers who are worried about the holiday shopping season's impact on the planet, he said. Postal increases are hastening changes. The latest round of postage hikes in July included the category with the 8.5-by-11-inch size that used to be ubiquitous for the catalog industry. Many retailers responded by reducing the size of catalogs, putting them in a lower-cost letter category, said Paul Miller, executive vice president and managing director of the American Commerce Marketing Association. One size, called a “slim jim,” measures 10.5 by 5.5 inches. But there other sizes. Some retailers have further reduced costs by mailing large postcards to consumers. Lands' End, for one, is testing new compact formats to supplement its traditional catalogs. This year, that included folded glossy brochures and postcards, along with other formats, Chief Transformation Officer Angie Rieger said. Maine resident Ayoob said she understands why retailers still use catalogs even though she no longer is a fan of the format. These days, she prefers to browse for products on the internet, not by flipping through paper pages. “Everybody wants eyeballs. There’s so much out there -- so many websites, so many brands,” said Ayoob, who spent 35 years working in department stores and in the wholesale industry. The special counsel stressed his decision was not about the strength of his case against Trump, but his reasoning hung on the Justice Department’s long-held belief that the Constitution prohibits prosecutions against sitting presidents. Even if prosecutors had believed that they could have kept the cases on life support into the second Trump presidency, the president-elect had already indicated that he planned to fire Smith and his team, a vow that breached the usual norms surrounding a special counsel investigation. Trump’s reelection this month was the straw that broke the back of a camel that had been buckling under slow-walking courts and novel legal arguments. Smith’s filings suggested he could bring the charges again, though Trump may seek to foreclose that possibility by pardoning himself – an unprecedented move. Also looming over Trump’s second term is the Republican’s promises to go after those who prosecuted him, a vow echoed by his pick for attorney general. Here are takeaways from Smith’s move to seek the cases’ dismissal and how his prosecutions got to this point: Trump’s election and retribution promises made this day inevitable Trump’s reelection earlier this month ensured that his federal criminal cases would face an early end. A few days after Trump’s reelection, the special counsel asked the judge overseeing the DC case to pause deadlines in that matter so his team could assess how to move forward with the unprecedented prosecution. Nearly three weeks after Election Day, he submitted his filings to the courts in DC and Florida. The president-elect, meanwhile, has repeatedly promised to seek political retribution against Smith and others whom he believes have unfairly pursued him during his four years out of office. The Supreme Court played a major role If part of what happened was that Smith simply ran out of time to pursue the case against Trump, then the six-justice conservative majority on the Supreme Court had a key role to play in slowing things down. The high court granted Trump sweeping immunity from criminal prosecution for official actions in a highly anticipated 6-3 decision that was handed down in July, limiting the special counsel’s ability to move forward. Some of Trump’s critics slammed the decision itself , but others faulted the court for the time it took to deliver it. It was clear that several conservative justices saw the ruling not as a gift to Trump but as a way to head off spiraling and potentially politically motivated prosecutions. While the court’s decision may ultimately meet that goal, the ruling is also widely viewed as removing a check on presidents. Chief Justice John Roberts, a conservative, wrote that Congress couldn’t criminalize a president’s conduct when he is “carrying out the responsibilities of the executive branch.” Justice Sonia Sotomayor, a liberal, warned in dissent that the decision would set up future presidents to be “a king above the law.” The Supreme Court initially denied Smith’s effort to resolve the immunity questions in December – allowing the normal process to play out with a federal appeals court wading in first. But the case in which Trump was accused of mishandling national defense information – was viewed as a much more straightforward prosecution, for how it focused on Trump’s post-presidency conduct and dealt with a well-established area of law. Trump, however, hit the jackpot with the assignment of that case to Judge Aileen Cannon, an appointee of his with little trial experience who had already treated the investigation with remarkable hostility when she oversaw pre-indictment lawsuit Trump brought challenging the FBI’s search of his Florida Mar-a-Lago resort. Cannon threw a number of wrenches into the prosecutors’ case before dismissing it entirely this summer on the grounds that Smith was unlawfully appointed. Her handling of the charges was widely panned by legal experts, and her dismissal ruling as set for review by the 11th US Circuit Court of Appeals until those deadlines were postponed with Trump’s win. Notably, Smith is not ending the Justice Department’s pursuit of the two Trump employees, Walt Nauta and Carlos De Oliveira, who were charged with allegedly assisting their boss in efforts to hinder the federal probe. What to do next in the case will be a question for the incoming Trump Justice Department. While Trump might want to have the charges against his allies dropped, the DOJ will have to balance that against an institutional desire to wipe off the books a dismissal ruling that could undermine special counsel investigations in the future. Smith keeps door open for charges to be brought again In both of his cases against Trump, Smith said he was dropping the charges against the president-elect “without prejudice,” which in theory would keep open the door for charges to be brought again in the future.
