TENS of thousands of Brits have been given an unexpected cash boost with a major benefits upgrade being announced. Anyone who claims Carer's Allowance is now set to pocket an extra £4,344 a year as the threshold for earners is due to move from £151 all the way up to £191. Carer's Allowance is a helpful benefit paid to those spending a minimum of 35 hours a week caring for someone with an illness or disability . It is currently paid at a weekly rate of £81.90 and anyone on the benefit is allowed to have a second income from a job. But this price is now due to go up to £83.30 under Labour's new budget plan. Another major change sees drastic improvements to the minimum amount a person can earn before claiming. read more in money Under current rules, anyone who earns more than £151 per week is excluded from the benefit. Chancellor Rachel Reeves announced last month though that the upper limit was due to stretch by up to £40 in April 2025. During her maiden Budget speech she announced changes to the benefit with it now finally being confirmed as rising to £191. It is the equivalent of 16 hours a week for people on the living wage. Most read in Money The announcement means an extra 60,000 carers will be eligible for Carer's Allowance. The £40 uplift will be the largest increase in the threshold since the benefit was introduced in 1976. Helen Walker, chief executive of Carers UK, said: "It's great that the Government seems to be taking swift action to end what we feel is a significant injustice for some of the most deserving people of this country , unpaid carers. "We're delighted that this is being addressed." The boost will also help those who have suffered recently when being made to payback the benefits if they earn too much. Rules state that anyone must pay back all of the benefit they were given while earning over the £151 weekly limit. It has seen some carers forced to pay back huge sums to the Government worth thousands of pounds . Figures from the Department for Work and Pensions (DWP) reveal that over 134,500 carers repaid a total £251million back in 2023/24. But if you share caring responsibilities with someone else, only one of you can make a claim. To get the benefit, you must also meet a certain set of criteria: You must be 16 or over You have to spend at least 35 hours a week caring for someone You need to have been in England, Scotland or Wales for at least two of the last three years (this does not apply if you’re a refugee or have humanitarian protection status) You must normally live in England, Scotland or Wales or live abroad as a member of the armed forces (you might still be eligible if you’re moving to or already living in an EEA country or Switzerland) You cannot be in full-time education You must not be studying for 21 hours a week or more You cannot be subject to immigration control You will also have to meet certain earnings criteria in order to get the benefit. What to do if you breach the earnings limit If you breach the £151 earnings limit, you should try and proactively report it to the DWP as it is classed as a change in circumstances. You can report any change in circumstances online via the Government's website. But you'll need your National Insurance (NI) number to hand, details of the person you're caring for and details of the change. If you have been overpaid Carer's Allowance, you will have to pay it back in full or instalments via the DWP Debt Management platform. This is also on the Government's website. If you don't do this, the DWP can take deductions from your work salary, or even pass your case on to a debt collector. If you don't engage with the debt collector, it may then take your case to the county courts . You can dispute an overpayment if you don't agree with it, but you'll need evidence as to why you claim to not have overpaid. You can do this via what's known as a "mandatory reconsideration", which you can submit to the DWP online, via phone or by letter. The specific contact details you'll need to send any correspondence to will be on the decision letter you receive from the DWP. Once the DWP has received your mandatory reconsideration, you will receive a "mandatory reconsideration notice" informing you whether it has changed its decision. One of them was Wadena-Deer Creek’s Payton Gravelle, who made the Class 2A All-State team. ADVERTISEMENT It’s one of the reasons the middle hitter is the 2024 All-Area Brainerd Dispatch Player of the Year. Gravelle finished the season with 452 kills, 72 digs, 59 blocks and 32 ace serves with a 95% serving percentage. She helped the Wolverines win the Park Region Conference title and reach the Section 8-2A semifinals where they lost in five sets to eventual Class 2A state champion Hawley. “Our season went really well,” Gravelle said. “We got Park Region Conference champs and we were really excited about that. We were really working toward going to state and fell short in the semifinals. I honestly wasn’t trying to make the All-State team or anything like that. I just really, really wanted to make it state. That was our biggest goal.” Gravelle is the seventh WDC player to earn Brainerd Dispatch All-Area Player of the Year. The last one was Casey Volkmann in 2017. Emily Miron, Brittney Noon, Courtney Volkmann (twice) and Brigetta Berg are former Wolverines to earn the honor. WDC head coach Sue Volkmann was not surprised to see her sophomore hitter on the Class 2A All-State Team. “Payton has improved so much each year,” Sue Volkmann said. “She plays all year round and she plays club out of Fargo. She loves the game and wants to pursue it in college. I just knew she had the ability to grow and I knew coming into this year, even as a sophomore, she was going to play like a senior and she did. She just has that mentality and she’s also a team player. She was one of our leaders on the floor as a sophomore. “In Minnesota volleyball, it’s really rare to have a sophomore make All-State, especially when you get to Class 2A. You have to be a very outstanding player and the respect that she’s gained to have people on that committee support her and be held in that esteem shows the type of player and person she is.” ADVERTISEMENT Gravelle reached another goal this season by surpassing 1,000 career kills. Gravelle recorded 19 kills in a 3-0 sweep of New York Mills on Oct. 15 to tally her 1,000th kill. “I was really working hard toward that milestone,” Gravelle said. “I’m trying hard to lead the team in kills every game. So to get 1,000 was a really big thing and I knew I had to work really hard to get it.” Having an All-State talent on the roster gives Sue Volkmann options on how to run her offense. She likes to put Gravelle in the middle where she can dominate, but also puts her on the outside. Volkmann added Gravelle has one of the best slides in the state. In volleyball, a slide is when an attacker fakes a quick-set approach with their first step and chases the ball behind the setter parallel to the net, jumps off one foot to hit the ball close to the antenna on the weak side. It’s an attack that can spread blockers. “Once you are able to hit a slide it’s a really hard shot to block and defend against,” Volkmann said. “She was able to put a cross-court shot down the line. She just has so much control of her arm swing and putting the ball where she wants to put it.” Gravelle has been on varsity since seventh grade. She was named Brainerd Dispatch All-Area First Team last year as a freshman. She made All-Area Second Team as an eighth grader. Last season, Gravelle finished with 362 kills, 51 digs, 57 blocks and 23 ace serves with a 95 serve percentage while being named All-Park Region Conference. Her numbers helped the Wolverines reach the Class 2A State Tournament. ADVERTISEMENT Gravelle works hard to become a better all-around player, which includes being in the back row. “I really try to just never give up,” she said. “Going into the back row this year, I had a better defensive year. I was also better when I went to serve.” Volkmann added: “She carries herself with a lot of confidence on the floor. She wants the ball and as a sophomore that’s not always the case. She knows what to do with it. She’s a go-to player on offense and she’ll do whatever you ask her to do. She’s extremely coachable, which allows her to learn a variety of shots.” Gravelle benefitted from having her older sister Addy Gravelle as her setter. Addy Gravelle was named the Park Region Conference Setter of the Year. She finished with 932 set assists, 36 kills, 170 digs, 10 blocks. She finished her career with 3,344 set assists. “She’s been her setter the entire time,” Volkmann said. “She’s been really lucky to have a setter the quality of Addy. They work so well together and you can tell they’ve been together for a long time. They could read each other. Addy always knew where to look for her. We have some kids coming in that I think are going to fill that position well. Of course, we are going to miss Addy.” Payton Gravelle added it’ll be different having a new setter next year. “I’m sad to see Addy go,” she said. “We spent a lot of years together and she was just an amazing setter and I loved every second of it. It would have been better if we made it state, but it was still a really great year. Next year will be different and everyone will just have to adapt to that and do their best.” ADVERTISEMENT Gravelle’s goals next year are to repeat as Park Region Conference champions. She wants to make a run at a section title again. She also wants to make All-State again. “That’s a really big thing. Now that I did it this year, I just want to continue it,” she said. “I also want to get more blocks next year. Democrats, though, are having second thoughts now that President-elect Donald Trump has won a second term. The White House said Tuesday that if President Joe Biden were presented with the bill, he would veto it. A Congress closely divided along party lines would be unlikely to overturn a veto, likely dooming the bill’s chances this year. It’s an abrupt reversal for legislation that the Senate passed unanimously in August. But the GOP-led House waited until after the election to act on the measure, which spreads out the establishment of the new district judgeships over about a decade to give three presidential administrations the chance to appoint the new judges. Rep. Jerry Nadler, D-N.Y., said the bill was negotiated with the understanding that three unknown, future presidents would have the chance to expand and shape the judiciary. No party would be knowingly given an advantage. He said he begged GOP leadership to take up the measure before the presidential election. But they did not do so. “It was a fair fight and they wanted no part of it,” Nadler said. Rep. Jim Jordan, the Republican chairman of the House Judiciary Committee, explained the timing this way: “We just didn’t get to the legislation.” The change of heart about the bill from some Democrats and the new urgency from House Republicans for considering it underscores the contentious politics that surrounded federal judicial vacancies. Senate roll-call votes are required for almost every judicial nominee these days, and most votes for the Supreme Court and appellate courts are now decided largely along party lines. Nadler said he’s willing to take up comparable legislation in the years ahead and give the additional judicial appointments to “unknown presidents yet to come,” but until then, he was urging colleagues to vote against the bill. Still, few are arguing against the merits. Congress last authorized a new district judgeship more than 20 years ago, while the number of cases being filed continues to increase with litigants often waiting years for a resolution. “I used to be a federal court litigator, and I can tell you it’s desperately needed,” House Speaker Mike Johnson, R-La., said of the bill. Sen. Todd Young, R-Ind., first introduced the bill to establish new judgeships in 2020. Last year, the policy-making body for the federal court system, the Judicial Conference of the United States, recommended the creation of several new district and court of appeals judgeships to meet increased workload demands in certain courts. “Judges work tirelessly every day to meet growing demands and resolve cases as quickly as possible, but with the volume we have and the shortage of judges we have, it just makes it a very difficult proposition,” Judge Timothy Corrigan, of the Middle District of Florida, said in a recent blog post on the website of the Administrative Office of the U.S. Courts. The blog post states that caseloads are creating delays that will erode public confidence in the judicial process, but the bill would meet many of the federal judiciary’s needs for more judges. Jordan said that as of June 30th, there were nearly 750,000 pending cases in federal district courts nationwide, with each judge handling an average of 554 filings. When asked if House Republicans would have brought the bill up if Vice President Kamala Harris had won the election, Jordan said the bill is “the right thing to do” and that almost half of the first batch of judges will come from states where both senators are Democrats, giving them a chance to provide input on those nominations before Trump makes them. But in its veto threat, the White House Office of Management and Budget said the bill would create new judgeships in states where senators have sought to hold open existing judicial vacancies. “These efforts to hold open vacancies suggest that concerns about judicial economy and caseload are not the true motivating force behind passage of the law,” the White House said. Shortly before the White House issued the veto threat, Senate Republican leader Mitch McConnell, R-Ky., said he would be curious to hear Biden’s rationale for such action. “It’s almost inconceivable that a lame-duck president could consider vetoing such an obviously prudential step for any reason other than selfish spite,” McConnell said.The incredible new art centre 50 years in the making
