On a recent Saturday, she is addressing a citizen assembly, a grassroots gathering seeking solutions to tough local challenges. Her audience consists of 30 ordinary Oregonians. They are acupuncturists and elk hunters; house cleaners and retired riverboat pilots. None are public policy experts. All the same, these participants have been asked to recommend new strategies for combating youth homelessness — a major problem in this affluent Oregon city and the surrounding rural areas of Deschutes County. This unusual experiment in small-D democracy is underwritten by more than $250,000 in grants from backers such as the Rockefeller Foundation and Omidyar Network. As a key early presenter, Wilson wins rapt attention, clicking through data-rich slides and sharing her story of crisis and recovery. Her nonprofit, launched in Paris in 2022, champions such assemblies worldwide, hoping they can “create the democratic spaces for everyday people to grapple with the complexity of policy issues, listen to one another, and find common ground.” At least, that’s the theory. To succeed, citizen assemblies can’t settle for a few days of harmonious dialogue among well-intentioned strangers. They need to inspire policy changes or new programs from government and other civic institutions. In Europe, such wins abound. In the United States, results are spottier. The most fruitful U.S. effort to date was a 2021 people’s assembly in Washington State that produced 148 ideas — including more solar canopies and food composting — to combat climate change. More often, progress is challenging. An assembly in 2022 in Petaluma, California, spun up ideas to repurpose a long-time county fairground site. Two years later, the fair still operates under short-term leases; its long-term destiny remains in limbo. In Colorado’s Montrose County , enacting an assembly’s bold ideas for improving rural day care has been “more of a marathon than a sprint,” says organizer Morgan Lasher. Can central Oregon do better? It may take years to know, but evidence so far shows both the assembly system’s opportunities and the challenges. Bend’s local economy is strong, with a jobless rate of just 4.2% and median household income of more than $80,000. As housing costs have skyrocketed, though, the spectacle of people living in tent and trailer encampments has become more common. A January count found more than 1,800 people were homeless in Deschutes County, up from 913 in 2020. In 2023, DemocracyNext and Healthy Democracy , a Portland, Oregon, nonprofit, connected with Bend officials interested in bringing the assembly idea to central Oregon. Josh Burgess, an Air Force veteran, who moved to Bend and became the proverbial “advance man” for DemocracyNext. Operating in a county evenly divided between Democrats and Republicans, Burgess built rapport with both liberal and conservative members on the Deschutes County Board of Commissioners. “It took four or five meetings to get there,” Burgess recalls. Organizers decided to focus on homelessness among ages 14 to 24, where opportunities for progress seemed greatest. To pick citizens for the assembly, organizers contacted 12,000 county residents before selecting just 30. Everything was balanced by age, race, gender, and geography – a slow, costly requirement. Even so, advocates such as Michelle Barsa of Omidyar Network says assemblies’ big edge comes from using “an actual representative sample of the community, not just the people who always show up at town-hall meetings and yell into a microphone for three minutes.” At the northern edge of Oregon State’s Bend campus, a few hundred yards from the Deschutes River, is the McGrath Family atrium, a sunlight-drenched space with panoramic woodland views. It feels almost like a spa. As the Bend assembly gets started, black tablecloths at a huge, U-shaped table convey gravity. Name tags identify attendees as “Noelle,” “Dave,” “Alex.” The first few hours go slowly, but everything perks up after lunch. Eliza Wilson takes command, introducing herself as director of runaway and homeless youth services at J Bar J , a social-services organization. Her voice is unfailingly steady, but emotions race fast across her face: hope, frustration, empathy, resolve, and more. “Teens get really good at hiding their homelessness,” Wilson explains. “We don’t share family business outside of the family. I was really fortunate that a high-school counselor pointed me, at age 15, to the first youth shelter that had just opened in Bend. I stayed there for three years, until I graduated from high school. I finally got on my feet at age 21.” As Wilson finishes, questions stream in. “Are there any programs advocating for children to get back to their parents?” one woman wants to know. “Is there open communication between you guys and the school district?” a man asks. Wilson and other presenters respond with a road map of what exists today. They point out how homeless youth are in a precarious but not hopeless situation, counting on allies for a couch to sleep on. Less than 20 percent live outside in encampments. Practically everyone in the audience takes notes. The next day, assembly members strike up conversations with young adults who were once homeless. Chronic problems — and glimmers of ideas about how to address them — tumble forth. Flaws in the foster parent system. The risk of sexual abuse. The unique challenges that LGBTQ youth face. Attendees — who shared their thoughts with the Chronicle on the condition they be identified only by their first name — regarded those conversations as eye-opening breakthroughs in their hunt for policy recommendations. “I’m coming away with a whole different point of view,” Ken told me. He had arrived believing that poor parenting and drug abuse led to homelessness, and that affected families should personally address such challenges. Now, he said, he was interested in broader solutions. Several local officials stopped by to watch the assembly proceedings. Phil Chang, a Deschutes County commissioner, said the broad-based assembly creates “social license for us to do things that the community wants.” Conservative county commissioner Tony DeBone worries that Oregon’s rollback of drug-offense laws has worsened social problems; he also believes that an economic upturn would do the most good. Still, he says, he’s willing to see what the assembly can offer. Ultimately, the assembly’s effectiveness will depend on whether its recommendations can overcome bureaucratic inertia, says Tammy Baney, executive director of the Central Oregon Intergovernmental Council . Proposed changes in police interactions with homeless youth could be acted on within a month or two if local law enforcement is receptive, she says. Yoshida Yasei: Of all the songs I’ve released so far, “Override” had the fastest growth immediately after release. I thought that it had the potential to surpass “Laughin’,” which was my most famous song at the time. Then the number of plays started rising even faster at the start of this year, from around January 7. I was looking at the analytics info on Niconico and YouTube, and thinking, “Huh? Something’s going on here.” So you started to notice the memes. Yoshida Yasei: From around December, people started to create “Override” music remix videos, so I had this feeling that a derivative work boom might be coming on. The sudden increase in the number of remix videos at the start of the year caused the number of plays to rocket upward, and the buzz became a reality. After that, “Override” took the top position in the Niconico VOCALOID SONGS TOP20 for the first half of 2024, announced on June 7, and then in the Niconico VOCALOID SONGS TOP20 for 2024. Honestly, how did that make you feel? Yoshida Yasei: I was very happy. It felt like my song had become part of the culture. I thought that, given the amount of growth, this was a song that would live on in Vocaloid history. You know how on X (formerly Twitter), there are those posts that are like “Do you know this song?” and they have images of famous songs from each year? I was excited by the idea that “Override” would be used on one of those posts. It would be an honor to have one of my own songs included among all the distinguished famous songs on those lists. Looking at the lyrics, there’s a line that goes “It seems that a life of struggle, taking it to your very limits, is even crazier than what I’d imagined.” This feels, to me, like a very direct expression of frantic frustration. Yoshida Yasei: I made “Override” last October, over a year after leaving my previous work. At the time, I was truly desperate. “Override” was a song created by the physical embodiment of desperation. But, after the release, the song became a hit and I experienced being able to make a living from music. That gave me this tremendous sense of stability. The creation process was impulsive, so I didn’t really struggle with the melody that much. On the other hand, I did have to think deeply when I was writing the lyrics. Because of that, I have a lot of emotional investment in the song. So you worked through the difficult progress of writing the lyrics, but than people focused on the catchy melody and the distinctive choreography of the animated music video. They started meme-ing off them, which generated buzz. How does that make you feel? Yoshida Yasei: When I first started out as a Vocaloid producer, I wanted to make songs that led to the creation of a lot of derivative works and music video remixes. So, setting aside the issue of whether or not people’s creations matched the lyrics, I was happy about the whole phenomenon. I was watching like, “Huh, so this is another way things become popular. That’s pretty interesting.” The title “Override” is an IT term that refers to disregarding settings, properties, and the like and using different ones instead, right? Yoshida Yasei: Right. Once I’d decided on the title “Override,” I wrote lyrics that matched that aesthetic. Back when I was writing programs, I had this vague feeling that “life is all functions.” A function? Yoshida Yasei: Yes. A function is a system where you input something and the system outputs something else. In our lives, it’s like our birth supplies the input conditions and our death is the output of the function. Everything that happens in our lives—every event and every outcome—are a series of causes and effects. There are a countless number of these functions, chained together, so each person is like a program. I think some of those functions work against us. For example, your cultural capital differs depending on whether or not you were born in Tokyo. There are also functions that block access to things because of your bad luck. That’s where the concept of “Override” comes from. Overriding is like using a function with the same name to perform completely different operations. I think you can override these programs if you make enough of an effort, though. I see. Yoshida Yasei: I moved to Tokyo from Hokkaido last June. “Override” has the frantic frustration that I felt before I came to Tokyo and before “Override” became a hit. Living out in countryside, you face this downward spiral of “I don’t have access to this and I don’t have access to that.” By coming to Tokyo, I wanted to break this cycle. In other words, I wanted to overwrite the function that said “Input: You live in the countryside → Output: You have no access” with one that said “Input: You live in Tokyo → Output: You have access.” But, to be honest, when I had just moved, I was still in the same desperate situation I had been in before moving. You uploaded “Override” last November, and then the number of plays started skyrocketing. Although it did take a little time after coming Tokyo, it feels like you really did “override” your life. Yoshida Yasei: Indeed. Perhaps I overrode my fate. The chorus to “Override” has a very distinctive choreography that has quite a visual impact, so there are tons of people copying it. Where did that choreography come from? Yoshida Yasei: From the start, I had this mental image of meme-like movement, so I talked with illustrator Sisia, going into a lot of detail about what I wanted, like “I want an illustration like this” or “I want to keep this material separate from that material.” Sisia worked on the illustrations without knowing what the completed video would be like. I provided a lot of detail about the little jokes to be included and the way the art should look, and I’m really thankful about what wonderful illustrations they created. It sounds like you had a perfect balance of lyrical urgency and humor, which is what led to “Override” becoming the hit it’s become. Yoshida Yasei: Tongue-in-cheek memes were just right for balancing out the barbed lyrics, making it more joke-like. The music itself also has a light feel, but the sharp lyrics fit in smoothly. I feel like there was just this miraculous balance of different elements. I don’t think “Override” would have had the same feel if it were missing the memes or if the melody were different. Another thing that stood out is that after you uploaded the song, both in the comments on your own video and on X (formerly Twitter), you were actively encouraging people to make derivative works. Yoshida Yasei: I simply wanted there to be more derivative works, so I provided materials people could use and I shared works they made. It also felt a little like an experiment: “What would happen if a creator were actively involved in derivative works?” Ultimately, that generated buzz, and, like when the song broke the record for consecutive weeks in the charts, I was like “Oh, so this is how the story turns out.” As always, I looked at the whole thing from a third person perspective (laughs). 2024 was a year of overriding for you yourself, and it’s also the year in which “Override” carved its name in the Vocaloid charts. How do you feel looking back on this past year, in which “Override” led to so much creation? Yoshida Yasei: I experienced a lot of things this year that I’d never even imagined before. It was a year of major change for me. I was even surprised about how making new connections and meeting new people changed. So I really haven’t fully gotten my head around this year of tremendous change. If the Colts were forced to punt in that situation, a defense that had allowed touchdowns on three consecutive drives — of 70, 55 and 71 yards — would be back on the field with tremendous pressure to prevent the game going to overtime. Richardson was cold and out of rhythm. When the Colts finally did punt the ball back to Tennessee, there were only three seconds remaining for the Titans to work with, It was a forgettable play in the grand scheme of the game, but it was also the most recent evidence of the 22-year-old quarterback’s ability to raise his level of play in the clutch. He’s 3-2 as a starter since taking the role back from veteran Joe Flacco, and the other two victories featured game-winning touchdown drives in the fourth quarter. “I think that’s a special trait — obviously as a young player — that he doesn’t flinch in those times, to lead those comebacks,” Colts head coach Shane Steichen said. “Obviously, the (New York) Jets, the New England (Patriots) game, I mean, those are big-time drives to go win games. “You want that out of young players, especially (when) you see the veteran guys do it around the league all the time, but to do it as a young player speaks volumes of the person that he is.” Despite Richardson’s up-and-down season, Indianapolis has maintained steadfast belief in his potential. Even when he was benched for Flacco, the organization repeatedly stated it was not giving up on the quarterback as its future leader. There’s still plenty of work to be done. Richardon has completed just 47.7% of his passes, and he’s thrown 12 interceptions in 11 starts. His rushing ability again was evident Sunday, and he’s set franchise single-season records for a quarterback with 499 rushing yards and six rushing touchdowns. And he has proven his big-play ability with a league-leading 14.4 yards per completion. The Colts still believe improved consistency will come with increased reps, and they hold out hope the fourth overall pick in the 2023 NFL Draft can still become the long-term answer at the game’s most important position. For now, Richardson’s late-game heroics offer the most compelling argument in his favor. “I think it’s just me just playing all the way until the clock hits zero,” Richardson said of his mindset. “I never think about fourth quarter moments or anything like that. I just try to play until the game’s over. And it just happens sometimes that most of it happens in the fourth quarter. So I just try to play through the whistle and just play through the whole game.” After rushing for 218 yards and three touchdowns against the Titans – both the second-highest single-game totals of his career – Taylor has been named the AFC Offensive Player of the Week. It was a major bounce-back performance after Taylor’s unforced fumble just short of the goal line cost the Colts dearly in a pivotal loss against the Denver Broncos a week prior. “It’s always exciting to see that dude just do what he does,” Richardson said. “It’s fascinating, honestly, just to see him hit a gap and just take it to the house. It’s just amazing, especially thinking about what happened in the Denver game. It honestly like wiped my mind. I wasn’t even thinking about it until people were talking about him coming back and having the game he did. “It’s like ‘OK, that’s the type of player he is, the type of person he is.’ He always wants to do better for the team and for himself. And just to see him do that and get what he did on Sunday is just a blessing.” The Colts officially signed right guard Mark Glowinski to the 53-man roster Tuesday after he’d been called up for game day in each of the past three weeks.
