Chinese leaders wrapped up a two-day planning meeting in Beijing on Thursday with pledges to take a more proactive approach in pepping up the world's second-largest economy, but gave no details on new stimulus measures. A state-run CCTV report on the annual meeting mainly reiterated a strategy outlined earlier in the week after a session of the ruling Communist Party’s powerful Politburo at which leaders pledged to loosen monetary policy and adopt a more proactive fiscal approach. Markets in China have climbed recently on renewed hopes for a stronger dose of stimulus to help counter weak consumer spending that has kept the economy growing this year at a rate slightly slower than the government's official target of about 5%. The promise of “moderately loose” monetary policy showed a shift from a more cautious “prudent” approach that had prevailed for a decade, after China’s recovery from the global financial crisis. But so far, the measures taken this year to jolt the economy out of its post-pandemic doldrums have been broad in scope but more incremental and technical than the dramatic stimulus that investors have been hoping for. The CCTV report said China would raise its fiscal deficit and continue to issue “super-long” government bonds to help finance additional spending. It gave no details on the amount of money to be spent or size of the deficit. Leaders pledged to stabilize the property market, which has been mired in a downturn after a crackdown several years ago on excess borrowing by property developers. They also promised to boost consumer spending by countering weakness in the job market and seeing that wages keep pace with economic growth. The party also was drafting longer-term strategies for the country's next five-year plan, which will provide a blueprint for policies in the coming years that will likely align with President Xi Jinping's emphasis on developing advanced technologies and “higher quality” growth. Several months ago, the Chinese central bank and other regulators began rolling out various policies aimed at encouraging businesses and households to spend more money. Beijing also has launched programs to pay subsidies for trade-ins of old cars and appliances that are replaced by new, more energy efficient ones. The industry body said this week that passenger car sales jumped 17.5% in November compared to a year ago, the second straight month of double-digit growth following a 10.7% rise in October. “We continue to call for the extension of relevant policies that promote auto consumption,” the association said, noting positive policy signals from the Politburo meeting. Exports have also shown signs of strength, though rising tariffs imposed on electric vehicles and other Chinese products pose a threat to trade-led growth. Meanwhile, the property market has shown signs of recovering from its prolonged downturn, though economists say a full recovery will take time. The 23 Most Dangerous Cars On The RoadThe US Navy is to transform three, white elephant, stealth destroyers by fitting them with first-of-their-kind shipborne hypersonic weapons. The USS Zumwalt is at a Mississippi shipyard where workers have installed missile tubes that replace twin turrets from a gun system that was never activated because it was too expensive. Once the system is complete, the Zumwalt will provide a platform for conducting fast, precision strikes from greater distances, adding to the usefulness of the warship. “It was a costly blunder. But the Navy could take victory from the jaws of defeat here, and get some utility out of (the ships) by making them into a hypersonic platform,” said Bryan Clark, a defence analyst at the Hudson Institute. The US has had several types of hypersonic weapons in development for the past two decades, but recent tests by both Russia and China have added pressure to the US military to hasten their production. Hypersonic weapons travel beyond Mach 5, five times the speed of sound, with added manoeuvrability making them harder to shoot down. Last year, The Washington Post newspaper reported that among the documents leaked by former Massachusetts Air National Guard member Jack Teixeira was a defence department briefing that confirmed China had recently tested an intermediate-range hypersonic weapon called the DF-27. While the Pentagon had previously acknowledged the weapon’s development, it had not recognised its testing. One of the US programmes in development and planned for the Zumwalt is the Conventional Prompt Strike. It would launch like a ballistic missile and then release a hypersonic glide vehicle that would travel at speeds seven to eight times faster than the speed of sound before hitting the target. The weapon system is being developed jointly by the Navy and Army. Each of the three Zumwalt-class destroyers would be equipped with four missile tubes, each with three of the missiles for a total of 12 hypersonic weapons per ship. In choosing the Zumwalt, the Navy is attempting to add to the usefulness of a 7.5 billion US dollars (£5.9 billion) warship that is considered by critics to be an expensive mistake despite serving as a test platform for multiple innovations. The Zumwalt was envisioned as providing land-attack capability with an advanced gun system with rocket-assisted projectiles to open the way for Marines to charge ashore. But the system featuring 155mm guns hidden in stealthy turrets was cancelled because each of the rocket-assisted projectiles cost up to one million dollars (£790,000). Despite the stain on their reputation, the three Zumwalt-class destroyers: Zumwalt, Michael Monsoor and Lyndon B Johnson; remain the Navy’s most advanced surface warships in terms of new technologies. Those innovations include electric propulsion, an angular shape to minimise radar signature, an unconventional wave-piercing hull, automated fire and damage control and a composite deckhouse that hides radar and other sensors. The US is accelerating development because hypersonics have been identified as vital to US national security with “survivable and lethal capabilities”, said James Weber, principal director for hypersonics in the Office of the Assistant Secretary of Defense for Critical Technologies. “Fielding new capabilities that are based on hypersonic technologies is a priority for the defence department to sustain and strengthen our integrated deterrence, and to build enduring advantages,” he said.
Berlin confirmed plans to reform its legal framework make it a clear criminal offence to “facilitate the smuggling of migrants to the UK” as part of the agreement, the Home Office said. The Home Office said the move would give German prosecutors more tools to tackle the supply and storage of dangerous small boats. Both countries will also commit to exchange information that may help to remove migrant-smuggling content from social media platforms and tackle end-to-end routes of criminal smuggling networks as part of the deal. It comes ahead of the UK and Germany hosting the so-called Calais Group in London, which sees ministers and police from the two countries, alongside France, Belgium and the Netherlands, gather to discuss migration in Europe. Delegates are expected to agree a detailed plan to tackle people-smuggling gangs in 2025 at the meeting on Tuesday. Home Secretary Yvette Cooper said: “For too long organised criminal gangs have been exploiting vulnerable people, undermining border security in the UK and across Europe while putting thousands of lives at risk. “We are clear that this cannot go on. “Germany is already a key partner in our efforts to crack down on migrant smuggling, but there is always more we can do together. “Our new joint action plan with deliver a strengthened partnership with Germany, boosting our respective border security as we work to fix the foundations, and ultimately saving lives.” Nancy Faeser, German federal minister of the interior said: “We are now stepping up our joint action to fight the brutal activities of international smugglers. “This is at the core of our joint action plan that we have agreed in London. “It will help us end the inhumane activities of criminal migrant smuggling organisations. “By cramming people into inflatable boats under threats of violence and sending them across the Channel, these organisations put human lives at risk.” She said that “many of these crimes are planned in Germany” and the deal would help to counter “this unscrupulous business with even more resolve.” “This includes maintaining a high investigative pressure, exchanging information between our security authorities as best as possible, and persistently investigating financial flows to identify the criminals operating behind the scenes,” Ms Faeser said. Hunter Sallis poured in 31 points and Wake Forest needed most of those in a 67-57 home victory against Detroit Mercy on Saturday at Winston-Salem, N.C. Davin Cosby had 11 points as the Demon Deacons (6-1) won their second straight since their only loss, which came a week earlier at Xavier. But it wasn't easy as the visiting Titans (3-3) were persistent as they trimmed a 19-point deficit to nine points with plenty of time remaining (5:54). Orlando Lovejoy led the Titans with 15 points and TJ Nadeau had 13 points and nine rebounds off the Detroit Mercy bench despite shooting 1-for-8 on 3-pointers. Jared Lary added 10 points. Wake Forest doubled up the Titans in 3-point production by making 10 compared to Detroit Mercy's five. But the Demon Deacons took more than half of their attempts (61) from beyond the 3-point arc (35). As a result, they were just 9-for-13 on free throws.
