Precciely, 17, has now completed his journey at Southern, one that officially started at 11 years old when he was awarded the full Joseph S. Clark Presidential scholarship. He leaves the university with bachelor's degrees in physics and mathematics, hundreds of hours of class credit and research time, and strong claims to being the youngest university graduate in Louisiana history and across all historically black colleges and universities in the nation. But in many ways, Precciely is like any other graduating teenager, proud of his years of hard work and ready to finally have some time to relax. His parents, Steve and Pamela Precciely, tried to get their son to understand the full weight of what he has accomplished. To them, this is not simply a once-in-a-lifetime success for Elijah. It is more, because most people don't reach this level of achievement so early in life. "I said, Elijah, in the whole state of Louisiana how many people got moved up a grade or two? You'll probably have thousands," Steve Precciely said. "How many started college early? You will probably have some hundreds, maybe. But if you ask how many started college at 11 years old? I said that will only be one ... and that one is you." Early learning signs A community of family, friends, advisers and professors have worked to make this opportunity possible for Elijah, and each did so because they saw his potential. "When he was maybe 3 or 6 months old, a family member prophesied that he would attend college at 12 years old," Steve Precciely said of a premonition felt by Elijah's aunt, Rosetta James. Pamela Precciely finished the story, "First she said he'd attend at 12 years old, then she paused, and said 'no ... it'll be at 11.'" There was good reason to trust James' prophecy: Elijah's two older sisters also achieved accelerated placement during their schooling. As he developed, the signs began to mount. First, at Trinity Christian Academy preschool, where by the time Elijah was 18 months old the attendants said they had nothing left to teach him and asked the Preccielys if they could move him to learn with the older toddlers. Then, as Elijah grew, he increasingly came to his parents with questions that surprised them, some they even struggled to answer for him. How many bones were in the body? What were taxes and how did they work? How did magnets move on their own? The couple had been at a similar point with their daughters, "but we didn't know what to do with them, and we weren't in contact with anyone else who knew what to do with them," Pamela Precciely said. She was determined to find the right resources for Elijah, fighting to get him accepted into a program for gifted elementary students before he was old enough. When she eventually won that fight, Elijah immediately was jumped three grade levels. Most of his early education was done at the home school the Preccielys ran for their daughters and other students alongside Elijah. Here, the Preccielys taught using the guiding phrase that students could "go as fast as they wanted, but never as slow as they wanted." "It was quite phenomenal to see him to have that space and that liberty to explore and to learn at a very young age," Steve Precciely said, "We did not chop that learning up or stop it. We did not block it, and that's what happens with most children." During this time, Pamela Precciely had kept her eye on a summer program at Southern University for gifted students. But a session hadn't opened in the previous few years. "I kept waiting and kept waiting. I said, 'I need this young man. I cannot leave him where he is,'" Pamela Precciely said. One day, in her desperation, she woke Elijah, had him get dressed, and drove him to Southern's campus, certain that if she could just get him in front of the right people, they would see his capabilities. As soon as the professor who ran the summer sessions finished his interview with 8-year-old Elijah, he told Pamela Precciely, "He must start classes now." From that day on, Elijah was a Jaguar, even if he didn't start earning credit for the classes he attended until three years later when he was officially enrolled and awarded a full academic scholarship. His parents were even able to use home schooling credits alongside Elijah's college transcript to fulfill his high school education requirements, all by the time other children were entering middle school. 11-year-old on campus Soon, Elijah was in his first lecture: college algebra and physical science. His mother would bring him to class each day, with a lunch packed for both of them, and supervise Elijah in his classes. It wouldn't be until he was 13 that Elijah would attend classes alone. During these early semesters, Pamela Precciely was still unsure about how a young boy's presence would disturb a college class. She asked Elijah to not ask as many questions. The students' responses surprised her, however, with many wanting Elijah in their class, motivating them to remember that learning should be fun. To the Preccielys, the "billion dollar question" they often hear is how other parents can accelerate their own children like Elijah. The couple is working on a book to compile what they have learned from all of their children's experiences. "We didn't put any brakes on him, saying 'oh no, let him stay here this is his age,'" Steve Precciely said. Determined to find success For years his routine continued at Southern, getting up, going early to class, reviewing during passing period or taking a power nap, then heading home to pursue the research project he was working on. The pace was relentless. "No one will ever be able to understand the level of determination," Elijah said of the past six years. "You won't understand the weight until you bear it on your own shoulders." But Elijah did find one man who understood his burden, Dr. Jamar Montgomery, a Southern grad who Elijah met while Montgomery was studying business and law. Montgomery himself had accelerated schooling, graduating with a mechanical engineering degree at 19. "He saved me 20 years," Elijah said about his mentor. "He's helped me not be so hard on myself, because when people have been hard on you your whole life, you believe that you're failing even when you're not." They also bonded over living outside of the traditional high school or college experience. Both have dealt with finding friends outside of class or having friends who weren't close to their ages. Elijah did have many of the same opportunities as a traditional high schooler. He played sports when he was younger and even attended a Baton Rouge prom. Elijah said he is often confused when people ask him about the high school or college "experience" and its importance, because to him, this is the only life he has lived. And if you ask Elijah or Montgomery, both will tell you the journey is worth it. "I think some of the opportunities that I have had have been not necessarily because I was young or because I had been accelerated, but the fact I had been accelerated was proof that I could handle basically anything you could throw at me," Montgomery said. This is how Elijah understands the benefits of his accelerated schooling. It isn't just having the knowledge early that makes him exceptional; it is being able to self-motivate to learn and to keep learning outside of the reward system set up by traditional school. Elijah is proudest of his research, from carbon nanotubes to self-repairing concrete, all real technologies that he studied alongside Southern's professors. "I want my work to speak for me, not just my age," he said. For the future, Elijah hinted at a vast plan for many more years within academia, maybe venturing outside of his degree into biology. (AP) — A federal judge has ordered an Alabama city to allow an LGBTQ+ pride group to participate in the city’s Christmas parade on Friday, after the mayor initially blocked the group from the annual event citing unspecified “safety concerns.” U.S. District Judge R. Austin Huffaker Jr. ruled that the City of Prattville violated Prattville Pride’s First Amendment right to free speech and 14th Amendment right to equal protection under the law when it banned the group from running a float in the annual Christmas parade one day before the event was set to take place. “The City removed Prattville Pride from the parade based on its belief that certain members of the public who oppose Prattville Pride, and what is stands for, would react in a disruptive way. The ruling required the city to provide at least two police officers to escort the float throughout the parade. On Thursday, Prattville Pride requested additional security measures from law enforcement. Mayor Jacob Frey proposed to cut his recommended 2025 budget’s property tax levy increase on Friday as the city council dug into his plan and days after a Council Member Emily Koski announced a run for mayor and proposed a nearly identical change. Frey unveiled a $1.9 billion budget blueprint in August with a proposed 8.1% tax levy increase. His new proposal would increase the city’s overall levy by 6.4%. The levy is the total amount of money raised through property taxes; changes to individual tax bills will vary. The Minneapolis City Council on Friday began debating revisions to Frey’s budget in what promises to be a series of marathon “markup” meetings before the council votes on a final budget Tuesday night. Council members proposed a whopping 73 amendments to Frey’s budget, and began going through them on Friday. The meeting was contentious from the start, with Council Member Linea Palmisano accusing her colleagues of locking her out of talks. “We are equal members of this body and we need to start acting like it,” she said. Frey said the council amendments add “wants” while cutting needs; divert city funds to private organizations; and irresponsibly deplete the city’s cash reserves. He said the council’s amendments cut core services in order to increase spending to nonprofits, “pet projects” in wards and “unvetted, one-time programs.” Frey said if the council disposed of amendments like that, he’d support reducing his proposed hike by using over $780,000 in unspent federal pandemic funds; cutting $2.3 million from 20 departments; and cutting $5.7 million from a technology improvement plan. The council declined, however, to go along with Koski’s proposed levy decrease, but approved other cuts that bring the levy increase down to 6.9%. Some council members were offended by Frey’s characterization of ward projects as “pet projects.” Council Member Katie Cashman suggested the mayor was trying to “one-up” the council’s budget cuts. Much was made of the fact that Frey put out a news release and letter Friday laying out his proposal to reduce the levy increase. Council Member Jason Chavez accused the mayor of “legislating through press releases” instead of talking to council members. Asked about the mayor’s proposal coming on the heels of hers, Koski said, “Months after the mayor proposed the highest projected levy increase in a decade, then he decided to finally come to work.” Frey said the council skipped his amendments, most likely for political reasons, but he’s happy to see the council wants to cut taxes. “I love that they now have an appetite to reduce taxes,” he said. “I would like to see property taxes reduced further. He was speaking in a seminar at the Department of Environmental Sciences , University of Kashmir, on the government’s science policy and the need to have a futuristic science policy to improve science education at all levels, research, innovation and entrepreneurship in Jammu and Kashmir. Ganai emphasised on the need to build up scientific temper in the society and training of the youth in new technologies to impart skills that will get them jobs and enable them to be innovators and entrepreneurs. He said that Jammu and Kashmir had a late start with computer science education and information technology (IT) in comparison to rest of the country and the world and the same should not happen in respect of new technologies like AI, robotics, fintech and other emerging technologies which are already in use in many parts of the world. Ganai repeatedly stressed on education, capacity development, need for a dynamic science, technology and innovation policy ( STIP) with the government and supportive schemes for innovation and entrepreneurship in Jammu and Kashmir. He complimented the union government for one nation, one subscription scheme ( ONOS) to make top journals available online free of cost to over 6000 institutions in the country and the new scheme of YUVA of J&K government which is in the pipeline and for which more than 1800 crore have been reportedly earmarked by the government as its share apart from the credit that will flow from the financial institutions to enable the educated youth to set up their own enterprises and startups. Ganai was one of the key speakers to take part in the seminar today which started yesterday.A forecaster says ripe avalanche conditions are expected to persist across much of British Columbia for the rest of the week. Large swaths of the province, stretching from the coast to the Alberta boundary, are under “considerable” or “moderate” avalanche danger warnings. Tyson Rettie with Avalanche Canada says the conditions are largely a result of a series of storms that have lead to temperature fluctuations and significant amounts of snow at high elevation points. “We’ve seen a pattern of a storm every 18 hours or so on the coast for over a week now,” Rettie said in an interview Tuesday. “Every time the storm comes through, it deposits significant amounts of snow, often with strong or extreme winds.” He said storms like these deposit wind and storm slabs, or layers of snow, on mountains. These deposits bond together on top of existing layers of snow, Rettie said, and when the top slab is stronger than the layer beneath it, the greater the risk for an avalanche. “We’re seeing formation of both storm and wind slabs that are large enough to justify a ‘considerable hazard’ (warning),” he said. “Even just the new snow itself can form what we call a storm slab problem or a wind slab problem.” As of Tuesday afternoon, Avalanche Canada had a “considerable hazard” warning covering Vancouver Island, a stretch of coastal B.C. from Powell River to Pemberton in the east, and more areas. There were also significant areas of the province covered under “moderate hazard” avalanche warnings. One of these moderate areas is east of Pemberton towards Lillooet, and Rettie noted a few avalanches have been reported in the area over the past week. On Monday, four backcountry skiers were buried in an avalanche on Ipsoot Mountain north of Whistler, B.C., and a fifth was partially buried. All were rescued. B.C. Emergency Health Services said in a statement that three of the skiers were transported to hospital in stable condition, while the other two didn’t require hospitalization. Premier David Eby shared his appreciation for the first responders in a social media post, calling it “an incredible rescue.” Const. Antoine Graebling with the Whistler RCMP detachment said the avalanche was a 2.5 on a five-point scale, which means it was large enough to seriously injure or kill people. Graebling said his detachment hasn’t been notified of any other avalanches. But he and Rettie both said conditions can change daily. “Each of these storms is bringing a significant amount of precipitation, often warmer temperatures and strong or extreme wind speeds,” Rettie said. “The more intense the storm, the higher the danger.” He said the storm pattern is expected to continue near the coast for the rest of this week. “The timing and intensity of it is a bit uncertain. But at least over the next three days, we’re expecting a couple of significant storms to impact the coast,” he said. He encouraged backcountry skiers to check the Avalanche Canada forecasts, which are updated daily, before they hit the slopes.

WASHINGTON — American Airlines briefly grounded flights nationwide Tuesday because of a technical problem just as the Christmas travel season kicked into overdrive and winter weather threatened more potential problems for those planning to fly or drive. Government regulators cleared American flights to get airborne about an hour after the Federal Aviation Administration ordered a national ground stop for the airline. The order, which prevented planes from taking off, was issued at the airline's request. The airline said in an email that the problem was caused by trouble with vendor technology that maintains its flight operating system. Dennis Tajer, a spokesperson for the Allied Pilots Association, a union representing American Airlines pilots, said the airline told pilots at 7 a.m. Eastern that there was an outage affecting the system known as FOS. It handles different types of airline operations, including dispatch, flight planning, passenger boarding, as well as an airplane's weight and balance data, he said. Some components of FOS have gone down in the past, but a systemwide outage is rare, Tajer said. Flights were delayed across American's major hubs, with only 37% leaving on time, according to Cirium, an aviation analytics company. Out of the 3,901 domestic and international American Airlines flights scheduled for Tuesday, 19 were canceled. Cirium noted that the vast majority of flights departed within two hours of their scheduled departure time. A similar percentage — 36% — arrived at their destinations as scheduled. Meanwhile, the flight-tracking site FlightAware reported that 3,712 flights entering or leaving the U.S., or serving domestic destinations, were delayed Tuesday, with 55 flights canceled. The Canadian Transportation Agency is proposing air passenger protection regulations that guarantee financial compensation to travellers experiencing flight delays and cancellations, with the level of compensation varying depending on the situation and how much control the air carrier had. The proposed regulations include the following: The airline is obligated to complete the passenger's itinerary. If the new ticket is for a lower class of service, the air carrier would have to refund the cost difference; if the booking is in a higher class of service, passengers cannot be charged extra. If the passenger declines the ticket, the airline must give a full refund, in addition to the prescribed compensation. For overnight delays, the air carrier needs to provide hotel accommodation and transportation free-of-charge. Again, if you are unsatisfied, the Canadian Transportation Agency or Department of Transportation may advocate on your behalf. Passengers get bumped because airlines overbook. When this happens, the air carrier must compensate you. For international flights in the US, the rate is 200% of your one-way fare to your final destination, with a $675 maximum. If the airline does not make travel arrangements for you, the payout is 400% of your one-way fare to a maximum of $1,350. To qualify, you must check-in by the stated deadline, which on international flights can be up to 3 hours ahead. Keep in mind that if you accept the cash, you are no longer entitled to any further compensation, nor are you guaranteed to be rebooked on a direct flight or similar type of seat. Don't be too quick to give up your boarding pass. Negotiate for the best compensation deal that would include cash, food and hotel vouchers, flight upgrade, lounge passes, as well as mileage points. But avoid being too greedy—if the gate attendant is requesting volunteers and you wait too long, you'll miss the offer. According to Air Canada's tariff, if a passenger is involuntarily bumped, they'll receive $200, in cash or bank draft, for up to a two-hour delay; $400 for a 2-6 hours delay; and $800 if the delay is over six hours. (Air Canada was forced to raise its payouts in 2013 due to passenger complaints.) The new rules would raise the payout significantly: $900 for up to six hours; $1,800 for 6-9; and $2,400 for more than nine hours, all to be paid within 48 hours. (AP) — CNN wants a court to dismiss a defamation lawsuit filed by North Carolina Republican Lt. Gov. Mark Robinson that attacks its report that he made explicit posts on a pornography website’s message board. The network says Robinson presented no evidence that the network believed its story was false or aired it recklessly. The September report says Robinson, who ran unsuccessfully for governor this month, left statements over a decade ago on the message board in which, in part, he referred to himself as a “black NAZI" and said he enjoyed transgender pornography. The report also says he preferred Adolf Hitler to then-President Barack Obama and slammed the Rev. Martin Luther King Jr. as “worse than a maggot.” Robinson, who was seeking to become the state's first Black governor, said he didn’t write those posts and sued in October, just before early in-person voting was to begin. While filing a dismissal motion Thursday in Raleigh federal court, attorneys for CNN said Robinson’s arguments suggesting he was the likely victim of a computer hacking operation that created fake messages would require a series of events that is not just “implausible, it is ridiculous.” Generally speaking, a public official claiming defamation must show a defendant knew a statement it made was false or did so with reckless disregard for the truth. “Robinson did not and cannot plausibly allege facts that show that CNN published the Article with actual malice,” attorney Mark Nebrig wrote in a memo backing the dismissal motion, adding that the lawsuit “does not include a single allegation demonstrating that CNN doubted the veracity of its reporting.” For Robinson, who already had a history of inflammatory comments about topics like abortion and LGBTQ+ rights , the CNN story nearly led to the collapse of his campaign. After the report's airing, most of his top campaign staff quit, advertising from the Republican Governors Association stopped and fellow Republicans distanced themselves from him, including President-elect Donald Trump. Robinson lost to Democratic Attorney General Josh Stein by nearly 15 points and will leave office at year-end. Robinson's lawsuit was initially filed in state court. It says, in part, that CNN chose to run its report based on data from the website NudeAfrica, which had been hacked several years ago and ran on vulnerable, outdated software. His suit claims the network did nothing to verify the posts. He's seeking monetary damages. Thursday's memo highlights the network's story, including a section where the CNN journalists showed how they connected Robinson to a username on the NudeAfrica site. As the CNN story said previously, the memo says the network matched details of the account on the message board to other online accounts held by Robinson by comparing usernames, an email address and his full name. The details discussed by the account holder matched Robinson’s length of marriage, where he lived at the time, and that both Robinson and the account holder had mothers who worked at a historically Black university, the memo says. CNN also said it found matches of figures of speech used by both the NudeAfrica account holder and in Robinson’s social media posts. “This is hardly a case where, as Robinson alleges, CNN ‘disregarded or deliberately avoided the truth’ rather than investigate,” Nebrig said, adding later that the network “had no reason to seriously doubt that Robinson was the author” of the posts. Robinson's attorneys didn't immediately respond to an email Friday seeking comment. The lawsuit says anyone could have used Robinson's breached data to create accounts on the internet. His state lawsuit also sued Louis Love Money, a former porn shop worker who alleged in a music video and a media interview that for several years starting in the 1990s, Robinson frequented a porn shop where Money was working and that Robinson purchased porn videos from him. Robinson said that was untrue. Money filed his own dismissal motion in the state lawsuit. But since then, CNN moved the lawsuit to federal court, saying that it's the proper venue for a North Carolina resident like Robinson and a Georgia-based company like CNN and that the claims against Money are unrelated.
