But discrimination based on a message’s content ‘cannot be tolerated under the First Amendment,’ ” Huffaker wrote in his opinion. The ruling required the city to provide at least two police officers to escort the float throughout the parade. On Thursday, Prattville Pride requested additional security measures from law enforcement. Mayor Jacob Frey proposed to cut his recommended 2025 budget’s property tax levy increase on Friday as the city council dug into his plan and days after a Council Member Emily Koski announced a run for mayor and proposed a nearly identical change. Frey unveiled a $1.9 billion budget blueprint in August with a proposed 8.1% tax levy increase. His new proposal would increase the city’s overall levy by 6.4%. The levy is the total amount of money raised through property taxes; changes to individual tax bills will vary. The Minneapolis City Council on Friday began debating revisions to Frey’s budget in what promises to be a series of marathon “markup” meetings before the council votes on a final budget Tuesday night. Council members proposed a whopping 73 amendments to Frey’s budget, and began going through them on Friday. The meeting was contentious from the start, with Council Member Linea Palmisano accusing her colleagues of locking her out of talks. “We are equal members of this body and we need to start acting like it,” she said. Frey said the council amendments add “wants” while cutting needs; divert city funds to private organizations; and irresponsibly deplete the city’s cash reserves. He said the council’s amendments cut core services in order to increase spending to nonprofits, “pet projects” in wards and “unvetted, one-time programs.” Frey said if the council disposed of amendments like that, he’d support reducing his proposed hike by using over $780,000 in unspent federal pandemic funds; cutting $2.3 million from 20 departments; and cutting $5.7 million from a technology improvement plan. The council declined, however, to go along with Koski’s proposed levy decrease, but approved other cuts that bring the levy increase down to 6.9%. Some council members were offended by Frey’s characterization of ward projects as “pet projects.” Council Member Katie Cashman suggested the mayor was trying to “one-up” the council’s budget cuts. Much was made of the fact that Frey put out a news release and letter Friday laying out his proposal to reduce the levy increase. Council Member Jason Chavez accused the mayor of “legislating through press releases” instead of talking to council members. Asked about the mayor’s proposal coming on the heels of hers, Koski said, “Months after the mayor proposed the highest projected levy increase in a decade, then he decided to finally come to work.” Frey said the council skipped his amendments, most likely for political reasons, but he’s happy to see the council wants to cut taxes. “I love that they now have an appetite to reduce taxes,” he said. “I would like to see property taxes reduced further. Large swaths of the province, stretching from the coast to the Alberta boundary, are under “considerable” or “moderate” avalanche danger warnings. Tyson Rettie with Avalanche Canada says the conditions are largely a result of a series of storms that have lead to temperature fluctuations and significant amounts of snow at high elevation points. “We’ve seen a pattern of a storm every 18 hours or so on the coast for over a week now,” Rettie said in an interview Tuesday. “Every time the storm comes through, it deposits significant amounts of snow, often with strong or extreme winds.” He said storms like these deposit wind and storm slabs, or layers of snow, on mountains. These deposits bond together on top of existing layers of snow, Rettie said, and when the top slab is stronger than the layer beneath it, the greater the risk for an avalanche. “We’re seeing formation of both storm and wind slabs that are large enough to justify a ‘considerable hazard’ (warning),” he said. “Even just the new snow itself can form what we call a storm slab problem or a wind slab problem.” As of Tuesday afternoon, Avalanche Canada had a “considerable hazard” warning covering Vancouver Island, a stretch of coastal B.C. from Powell River to Pemberton in the east, and more areas. There were also significant areas of the province covered under “moderate hazard” avalanche warnings. One of these moderate areas is east of Pemberton towards Lillooet, and Rettie noted a few avalanches have been reported in the area over the past week. On Monday, four backcountry skiers were buried in an avalanche on Ipsoot Mountain north of Whistler, B.C., and a fifth was partially buried. All were rescued. B.C. Emergency Health Services said in a statement that three of the skiers were transported to hospital in stable condition, while the other two didn’t require hospitalization. Premier David Eby shared his appreciation for the first responders in a social media post, calling it “an incredible rescue.” Const. Antoine Graebling with the Whistler RCMP detachment said the avalanche was a 2.5 on a five-point scale, which means it was large enough to seriously injure or kill people. Graebling said his detachment hasn’t been notified of any other avalanches. But he and Rettie both said conditions can change daily. “Each of these storms is bringing a significant amount of precipitation, often warmer temperatures and strong or extreme wind speeds,” Rettie said. “The more intense the storm, the higher the danger.” He said the storm pattern is expected to continue near the coast for the rest of this week. “The timing and intensity of it is a bit uncertain. But at least over the next three days, we’re expecting a couple of significant storms to impact the coast,” he said. He encouraged backcountry skiers to check the Avalanche Canada forecasts, which are updated daily, before they hit the slopes.
WASHINGTON — American Airlines briefly grounded flights nationwide Tuesday because of a technical problem just as the Christmas travel season kicked into overdrive and winter weather threatened more potential problems for those planning to fly or drive. Government regulators cleared American flights to get airborne about an hour after the Federal Aviation Administration ordered a national ground stop for the airline. The order, which prevented planes from taking off, was issued at the airline's request. The airline said in an email that the problem was caused by trouble with vendor technology that maintains its flight operating system. Dennis Tajer, a spokesperson for the Allied Pilots Association, a union representing American Airlines pilots, said the airline told pilots at 7 a.m. Eastern that there was an outage affecting the system known as FOS. It handles different types of airline operations, including dispatch, flight planning, passenger boarding, as well as an airplane's weight and balance data, he said. Some components of FOS have gone down in the past, but a systemwide outage is rare, Tajer said. Flights were delayed across American's major hubs, with only 37% leaving on time, according to Cirium, an aviation analytics company. Out of the 3,901 domestic and international American Airlines flights scheduled for Tuesday, 19 were canceled. Cirium noted that the vast majority of flights departed within two hours of their scheduled departure time. A similar percentage — 36% — arrived at their destinations as scheduled. That is how Southwest Airlines stranded 2 million travelers in December 2022, and Delta Air Lines suffered a smaller but significant meltdown after a worldwide technology outage in July caused by a faulty software update from cybersecurity company CrowdStrike. Many flights during the holidays are sold out, which makes cancellations even more disruptive than during slower periods. That is especially true for smaller budget airlines that have fewer flights and fewer options for rebooking passengers. Only the largest airlines, including American, Delta and United, have "interline agreements" that let them put stranded customers on another carrier's flights. Ralph clearly was not among the travellers on one of more than 350 cancelled or 1,400 delayed flights after a worldwide tech outage caused by an update to Crowdstrike's "Falcon Sensor" software in July of 2023. U.S. airlines carried nearly 863 million travellers in 2023, with Canadian carriers accounting for another 150 million, many of whom experienced lost luggage, flight delays, cancellations, or were bumped off their flights. It's unclear how many of them were compensated for these inconveniences. Suffice it to say, posting a crabby rant on social media might temporarily soothe anger, but it won't put wasted money back in pockets. Money.ca shares what to know in order to be compensated for the three most common air travel headaches. Bags elected to go on a vacay without you? Check off the following: If you expect a large payout, think again. Tariffs (air carrier contracts) limit the compensation amounts for "loss of, damage to, or the delay in delivery of baggage or other personal property." In the case of Air Canada, the maximum payout is $1,500 per passenger in the currency of the country where the baggage was processed. To raise that limit, purchase a Declaration of Higher Value for each leg of the trip. The charge is $0.50 for each $100, in which case the payout limit is $2,500. For Delta Air Lines, passengers are entitled to up to $3,800 in baggage compensation, though how much you'll receive depends on your flight. Delta will pay up to $2,080 for delayed, lost, and damaged baggage for international travellers, almost half of what U.S. domestic passengers can claim. If your flight is marked delayed for more than 30 minutes, approach the gate agent and politely request food and hotel vouchers to be used within the airport or nearby. Different air carriers and jurisdictions have their own compensation policies when flights are delayed or cancelled. For example, under European Union rules, passengers may receive up to 600 Euros, even when travelling on a non-EU carrier. Similarly, the DOT states that travellers are entitled to a refund "if the airline cancelled a flight, regardless of the reason, and the consumer chooses not to travel." However, US rules regarding delays are complicated. Some air carriers, such as Air Canada, do not guarantee their flight schedules. They're also not liable for cancellations or changes due to "force majeure" such as weather conditions or labour disruptions. If the delay is overnight, only out-of-town passengers will be offered hotel accommodation. Nevertheless, many airlines do offer some compensation for the inconvenience. If your flight is marked delayed for more than 30 minutes, approach the gate agent and politely request food and hotel vouchers to be used within the airport or nearby. In terms of cash compensation, what you'll get can differ significantly based on things like departure location, time, carrier, and ticket class. The DOT offers a helpful delay and cancellations dashboard designed to keep travellers informed about their compensation rights. The dashboard is particularly helpful because, as the DOT states on its website, "whether you are entitled to a refund depends on a lot of factors—such as the length of the delay, the length of the flight, and your particular circumstances." The Canadian Transportation Agency is proposing air passenger protection regulations that guarantee financial compensation to travellers experiencing flight delays and cancellations, with the level of compensation varying depending on the situation and how much control the air carrier had. The proposed regulations include the following: The airline is obligated to complete the passenger's itinerary. If the new ticket is for a lower class of service, the air carrier would have to refund the cost difference; if the booking is in a higher class of service, passengers cannot be charged extra. If the passenger declines the ticket, the airline must give a full refund, in addition to the prescribed compensation. For overnight delays, the air carrier needs to provide hotel accommodation and transportation free-of-charge. Again, if you are unsatisfied, the Canadian Transportation Agency or Department of Transportation may advocate on your behalf. Passengers get bumped because airlines overbook. When this happens, the air carrier must compensate you. For international flights in the US, the rate is 200% of your one-way fare to your final destination, with a $675 maximum. If the airline does not make travel arrangements for you, the payout is 400% of your one-way fare to a maximum of $1,350. To qualify, you must check-in by the stated deadline, which on international flights can be up to 3 hours ahead. Keep in mind that if you accept the cash, you are no longer entitled to any further compensation, nor are you guaranteed to be rebooked on a direct flight or similar type of seat. Don't be too quick to give up your boarding pass. Negotiate for the best compensation deal that would include cash, food and hotel vouchers, flight upgrade, lounge passes, as well as mileage points. But avoid being too greedy—if the gate attendant is requesting volunteers and you wait too long, you'll miss the offer. According to Air Canada's tariff, if a passenger is involuntarily bumped, they'll receive $200, in cash or bank draft, for up to a two-hour delay; $400 for a 2-6 hours delay; and $800 if the delay is over six hours. (Air Canada was forced to raise its payouts in 2013 due to passenger complaints.) The new rules would raise the payout significantly: $900 for up to six hours; $1,800 for 6-9; and $2,400 for more than nine hours, all to be paid within 48 hours. Statistically speaking, Delta Airlines is the carrier most likely to bump. A few years ago, Delta raised its payout maximum to $9,950, while United Airlines tops out at $10,000. (AP) — CNN wants a court to dismiss a defamation lawsuit filed by North Carolina Republican Lt. Gov. Mark Robinson that attacks its report that he made explicit posts on a pornography website’s message board. The network says Robinson presented no evidence that the network believed its story was false or aired it recklessly. The September report says Robinson, who ran unsuccessfully for governor this month, left statements over a decade ago on the message board in which, in part, he referred to himself as a “black NAZI" and said he enjoyed transgender pornography. The report also says he preferred Adolf Hitler to then-President Barack Obama and slammed the Rev. Martin Luther King Jr. as “worse than a maggot.” Robinson, who was seeking to become the state's first Black governor, said he didn’t write those posts and sued in October, just before early in-person voting was to begin. While filing a dismissal motion Thursday in Raleigh federal court, attorneys for CNN said Robinson’s arguments suggesting he was the likely victim of a computer hacking operation that created fake messages would require a series of events that is not just “implausible, it is ridiculous.” Generally speaking, a public official claiming defamation must show a defendant knew a statement it made was false or did so with reckless disregard for the truth. “Robinson did not and cannot plausibly allege facts that show that CNN published the Article with actual malice,” attorney Mark Nebrig wrote in a memo backing the dismissal motion, adding that the lawsuit “does not include a single allegation demonstrating that CNN doubted the veracity of its reporting.” For Robinson, who already had a history of inflammatory comments about topics like abortion and LGBTQ+ rights , the CNN story nearly led to the collapse of his campaign. After the report's airing, most of his top campaign staff quit, advertising from the Republican Governors Association stopped and fellow Republicans distanced themselves from him, including President-elect Donald Trump. Robinson lost to Democratic Attorney General Josh Stein by nearly 15 points and will leave office at year-end. Robinson's lawsuit was initially filed in state court. It says, in part, that CNN chose to run its report based on data from the website NudeAfrica, which had been hacked several years ago and ran on vulnerable, outdated software. His suit claims the network did nothing to verify the posts. He's seeking monetary damages. Thursday's memo highlights the network's story, including a section where the CNN journalists showed how they connected Robinson to a username on the NudeAfrica site. As the CNN story said previously, the memo says the network matched details of the account on the message board to other online accounts held by Robinson by comparing usernames, an email address and his full name. The details discussed by the account holder matched Robinson’s length of marriage, where he lived at the time, and that both Robinson and the account holder had mothers who worked at a historically Black university, the memo says. CNN also said it found matches of figures of speech used by both the NudeAfrica account holder and in Robinson’s social media posts. “This is hardly a case where, as Robinson alleges, CNN ‘disregarded or deliberately avoided the truth’ rather than investigate,” Nebrig said, adding later that the network “had no reason to seriously doubt that Robinson was the author” of the posts. Robinson's attorneys didn't immediately respond to an email Friday seeking comment. The lawsuit says anyone could have used Robinson's breached data to create accounts on the internet. His state lawsuit also sued Louis Love Money, a former porn shop worker who alleged in a music video and a media interview that for several years starting in the 1990s, Robinson frequented a porn shop where Money was working and that Robinson purchased porn videos from him.
