The White House has identified a ninth U.S. telecom network that Chinese state hackers have compromised, a senior official said on Dec. 27. Anne Neuberger, deputy national security adviser for cyber and emerging technology, revealed the new information in a press briefing as officials continue to assess the scope of the cybersecurity breach from China’s state-backed Salt Typhoon hacking group, which has carried out a wide-ranging espionage campaign since 2022. “Our understanding is that a large number of individuals were geolocated in the Washington DC, Virginia area,” she said. Only a fraction of them had their communications affected, Neuberger said, as the hackers are more interested in eavesdropping on U.S. government officials. “The scale we’re talking about is far larger on the geolocation, probably less than 100 on the actual individuals,” she said. Shortly after the briefing, the Justice Department issued a final rule naming China, Cuba, Iran, North Korea, Russia, and Venezuela as countries of concern over their ambitions to exploit sensitive U.S. personal and government-related data by bulk. Under the rule, certain individuals and groups whom authorities deemed as threat actors are barred from transactions involving six types of U.S. data, including certain personal identifiers such as social security numbers or government identification numbers, precise geolocation data, biometric identifiers, human genetic or molecular data, personal health data, and personal financial data. The regulation applies to entities over which China has an ownership of 50 percent or more, those that principally conduct business in China or are organized under Chinese law, their contractors and employees, and foreign individuals who primarily reside in China. The Department of Health and Human Services on Dec. 27 also proposed a rule to protect the U.S. health care system from cyberattacks. The proposed measure would modify the Health Insurance Portability and Accountability Act of 1996, making the first change to the act’s security rule in 11 years, according to a statement. It would mandate stepped-up protection for personal health information by health plans and health care clearinghouses, as well as most health care providers and their business associates. The department’s Office for Civil Rights said the number of individuals impacted by large health care breaches soared more than tenfold between 2018 and 2023, and is likely to grow. The hacking group has targeted now-Vice President-elect JD Vance and now-president-elect Donald Trump, as well as Vice President Kamala Harris. In assessing the Salt Typhoon breach, she said, authorities have found one administrator account that had access to more than 100,000 routers. “So when the Chinese compromised that account, they gained that kind of broad access across the network,” she said. Neuberger said officials are looking to segment the telecom networks so that in the event of a cyber attack, the potential damage could be contained. The Federal Communications Commission on Dec. 5 proposed cybersecurity rules requiring communications service providers to certify annually that they have a plan to protect against cyberattacks. The rule is waiting for a vote by Jan. 15, Neuberger said, noting that they are eager to see bipartisan support across the commission to see it through. Israeli troops stormed one of the last hospitals operating in northern Gaza on Friday, igniting fires and forcing many staff and patients outside to strip in winter weather, the territory’s health ministry said. Kamal Adwan Hospital has been hit multiple times over the past three months by Israeli troops waging an offensive against Hamas fighters in surrounding neighborhoods, according to staff. The ministry said a strike on the hospital a day earlier killed five medical staff. Israel’s military said it was conducting operations against Hamas infrastructure and militants in the area of the hospital, without details. It repeated claims that Hamas fighters operate inside Kamal Adwan but provided no evidence. Hospital officials have denied that. The Health Ministry said troops forced medical personnel and patients to assemble in the yard and remove their clothes. Some were led to an unknown location, while some patients were sent to the nearby Indonesian Hospital, which was knocked out of operation after an Israel raid this week. Israeli troops during raids frequently carry out mass detentions, stripping men to their underwear for questioning in what the military says is a security measure as they search for Hamas fighters. WASHINGTON (AP) — A ninth U.S. telecoms firm has been confirmed to have been hacked as part of a sprawling Chinese espionage campaign that gave officials in Beijing access to private texts and phone conversations of an unknown number of Americans, a top White House official said Friday. Biden administration officials said this month that at least eight telecommunications companies, as well as dozens of nations, had been affected by the Chinese hacking blitz known as Salt Typhoon. But Anne Neuberger, the deputy national security adviser for cyber and emerging technologies, told reporters Friday that a ninth victim had been identified after the administration released guidance to companies about how to hunt for Chinese culprits in their networks. The update from Neuberger is the latest development in a massive hacking operation that has alarmed national security officials, exposed cybersecurity vulnerabilities in the private sector and laid bare China’s hacking sophistication. The hackers compromised the networks of telecommunications companies to obtain customer call records and gain access to the private communications of “a limited number of individuals.” Though the FBI has not publicly identified any of the victims, officials believe senior U.S. government officials and prominent political figures are among those whose whose communications were accessed. It’s been in place for decades and applies to children born to someone in the country illegally or in the U.S. on a tourist or student visa who plans to return to their home country. It’s not the practice of every country, and Trump and his supporters have argued that the system is being abused and that there should be tougher standards for becoming an American citizen. But others say this is a right enshrined in the 14th Amendment to the Constitution, it would be extremely difficult to overturn and even if it’s possible, it’s a bad idea. Here’s a look at birthright citizenship, what Trump has said about it and the prospects for ending it: During an interview Sunday on NBC’s “Meet the Press” Trump said he “absolutely” planned to halt birthright citizenship once in office. “We’re going to end that because it’s ridiculous,” he said. Trump and other opponents of birthright citizenship have argued that it creates an incentive for people to come to the U.S. illegally or take part in “birth tourism,” in which pregnant women enter the U.S. specifically to give birth so their children can have citizenship before returning to their home countries. “Simply crossing the border and having a child should not entitle anyone to citizenship,” said Eric Ruark, director of research for NumbersUSA, which argues for reducing immigration. The organization supports changes that would require at least one parent to be a permanent legal resident or a U.S. citizen for their children to automatically get citizenship. Others have argued that ending birthright citizenship would profoundly damage the country. “One of our big benefits is that people born here are citizens, are not an illegal underclass. There’s better assimilation and integration of immigrants and their children because of birthright citizenship,” said Alex Nowrasteh, vice president for economic and social policy studies at the pro-immigration Cato Institute. In 2019, the Migration Policy Institute estimated that 5.5 million children under age 18 lived with at least one parent in the country illegally in 2019, representing 7% of the U.S. child population. The vast majority of those children were U.S. citizens. The nonpartisan think tank said during Trump’s campaign for president in 2015 that the number of people in the country illegally would “balloon” if birthright citizenship were repealed, creating “a self-perpetuating class that would be excluded from social membership for generations.” In the aftermath of the Civil War, Congress ratified the 14th Amendment in July 1868. That amendment assured citizenship for all, including Black people. “All persons born or naturalized in the United States and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside,” the 14th Amendment says. “No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States.” But the 14th Amendment didn’t always translate to everyone being afforded birthright citizenship. For example, it wasn’t until 1924 that Congress finally granted citizenship to all Native Americans born in the U.S. A key case in the history of birthright citizenship came in 1898, when the U.S. Supreme Court ruled that Wong Kim Ark, born in San Francisco to Chinese immigrants, was a U.S. citizen because he was born in the states. The federal government had tried to deny him reentry into the county after a trip abroad on grounds he wasn’t a citizen under the Chinese Exclusion Act. But some have argued that the 1898 case clearly applied to children born of parents who are both legal immigrants to America but that it’s less clear whether it applies to children born to parents without legal status or, for example, who come for a short-term like a tourist visa. “That is the leading case on this. In fact, it’s the only case on this,” said Andrew Arthur, a fellow at the Center for Immigration Studies, which supports immigration restrictions. “It’s a lot more of an open legal question than most people think.” Some proponents of immigration restrictions have argued the words “subject to the jurisdiction thereof” in the 14th Amendment allows the U.S. to deny citizenship to babies born to those in the country illegally. Trump himself used that language in his 2023 announcement that he would aim to end birthright citizenship if reelected. Trump wasn’t clear in his Sunday interview how he aims to end birthright citizenship. Asked how he could get around the 14th Amendment with an executive action, Trump said: “Well, we’re going to have to get it changed. We’ll maybe have to go back to the people. But we have to end it.” Pressed further on whether he’d use an executive order, Trump said “if we can, through executive action.” He gave a lot more details in a 2023 post on his campaign website . Nowrasteh from the Cato Institute said the law is clear that birthright citizenship can’t be ended by executive order but that Trump may be inclined to take a shot anyway through the courts. “I don’t take his statements very seriously. He has been saying things like this for almost a decade,” Nowrasteh said. “He didn’t do anything to further this agenda when he was president before. The law and judges are near uniformly opposed to his legal theory that the children of illegal immigrants born in the United States are not citizens.” Trump could steer Congress to pass a law to end birthright citizenship but would still face a legal challenge that it violates the Constitution. Christine Sinclair may be retired from playing soccer but she continues to make a difference in the game. On Saturday, the former Canada captain — and now part owner of the new Northern Super League’s Vancouver Rise — hosts the inaugural Sinclair Soccer Summit in Vancouver under the auspices of the Christine Sinclair Foundation. Forty-four local girls, aged 11 to 14, will take part in a day of learning on and off the field at the National Soccer Development Centre at the University of British Columbia. It’s the first major endeavour for Sinclair’s foundation. The hope is the summit becomes an expanded annual event, moving around the country. “We’re just ramping up on how the foundation will come to life,” said Jessica Doherty, vice-president of strategy and growth with Torque Strategies, a sponsorship and marketing agency that helped put the event together and works with the foundation. “Hopefully there’s a scholarship in the future as well.” Sinclair has a “real passion for helping support the next generation and using what she’s accomplished to pay that forward.” Doherty added. Doherty’s company helped organize the launch of Sinclair’s foundation last December before family, friends and sponsors at B.C. Place Stadium, one day after her 331st and final appearance for Canada. The players taking part Saturday were selected in collaboration with B.C. Soccer and ISPARC (Indigenous Sport, Physical Activity & Recreation Council). “This isn’t a performance camp or a talent ID camp,” said Doherty. Instead they looked for girls who would benefit the most. “We know that a lot of girls, particularly in this early-adolescence phase, are at risk of not continuing with sport. And we wanted to be able to use this event to address and acknowledge some of these barriers. “And a lot of the girls that maybe aren’t on the performance pathway are perhaps most vulnerable to that.” Studies show one in five girls who have participated in sport drop out by late adolescence with low confidence, negative body image and cost among the reasons for their decision to quit. Girls were chosen from clubs in the Lower Mainland area and Sunshine Coast for Saturday’s event, with the decision to stay local in part because of the demand for local hotels from concertgoers attending Taylor Swift’s weekend shows at B.C. Place. B.C. Soccer also helped select six female coaches, from the B.C. Soccer Coach Mentorship Program, to help with the summit. The schedule includes workshops on leadership and communication, as well as positivity and body confidence. There will also be a panel discussion, involving Sinclair, Vancouver Rise president Sinead King and Vancouver Whitecaps performance data scientist Elise Chourrout, “to shine a light on the many routes into sport and the many ways to stay involved.” On the field, invitees will be able to play on the same team as Sinclair during scrimmages. They will also leave with a photo with the former star forward and a swag bag from sponsors like Nike, Canadian Tire, SportChek, Subway and the Vancouver Rise. And it comes at no cost for those participating, Sinclair’s club career with the Portland Thorns ended last month in a NWSL playoff loss to defending champion Gotham FC. The 41-year-old from Burnaby, B.C., had played for Portland since the NWSL’s launch in 2013 and helped the Thorns win titles in 2013, 2017 and 2022. She scored a club-record 65 regular-season goals with the team, ranking third all-time in the league. Sinclair leaves the game as world soccer’s all-time leading scorer among both men and women with 190 goals.
