(File photo) NEW DELHI: The massive gap in subsidies to fisherfolk - $35 (Rs 3,000) per person annually in India, compared with over $75,000 (over Rs 63 lakh) in some advanced countries, has forced government to seek a relook at the global trade negotiations and focus on per capita distribution of subsidies instead of aggregate payout. The current direction of WTO talks, which are seeking to address overfishing concerns by limiting subsidies, are seen to be skewed in favour of European nations, China and Japan. The countries, citing overall subsidy data, are seeking to cap the support in line with the current spend. This will limit the policy space for countries like India which may in future want to provide incentives. The position submitted in a paper at the trade body in Geneva are based on learnings from agriculture where the terms of trade rules favour rich nations "Adopting a per capita distribution of subsidies criterion could provide a more accurate and fair basis for managing overfishing and capacity issues, considering both stock sustainability and livelihood concerns," India has said. It added the annual aggregate level of fishing subsidies can't be the correct measure as they include beneficial as well as subsistence subsidies linked to livelihood, which do not contribute to overcapacity and overfishing.The overall situation along the Line of Actual Control (LAC) is "stable" but "sensitive" and broad consensus was reached to restore ground situation based on principles of "equal and mutual security", the defence ministry said on Thursday, weeks after Indian and Chinese militaries disengaged from last two friction points in eastern Ladakh. In an year-end review, the ministry referred to the understanding reached between the two sides on October 21 on disengagement and said patrolling activity has commenced in traditional areas in Depsang and Demchok. Last week, NSA Ajit Doval travelled to Beijing and held tallks with Chinese Foreign Minister Wang Yi under the framework of Special Representatives (SR) dialogue on the boundary dispute. The decision to revive the SR dialogue mechanism was taken at a meeting between Prime Minister Narendra Modi and Chinese President Xi Jinping in Kazan on October 23, two days after India and China firmed up the disengagement pact , effectively ending the over four-year border standoff along the LAC in eastern Ladakh. On the situation along the LoC with Pakistan, the ministry said relentless counter terror operations were carried out while constantly reviewing emerging and future threats to national security. Infrastructure development in border areas being one of the key imperatives of operational preparedness was given impetus in consonance with the 'Viksit Bharat Vision' of the government, it said. "The perspective plan of BRO (Border Roads Organisation) has been finalised till year 2028, wherein, 470 roads of approximately 27,000 kms will be contructed. The perspective plan of other agencies roads is being synchronised with the plans of BRO," it said. The report also mentioned the Indian Navy's deployment in critical sea lanes following the Israel-Hamas conflict. "The high tempo of operational deployments of Indian Navy assets continues to be maintained, with a close watch on Indian flagged merchant vessels and vessels carrying critical commodities for India," it said. Over the last one year, in response to Houthi shipping attacks, and rising incidents of piracy in the Western Arabian Sea, the Indian Navy has deployed over 30 ships in the region and has responded to over 25 incidents, the ministry said. "The credible and swift actions of the Indian navy saved more than 400 lives, irrespective of the nationality of the crew. As of November 2024, Indian Navy has safely escorted over 230 Merchant Vessels, carrying over 90 Lakh Metric Tons of cargo, valued at over USD 4 billion," it said. A simple marinade of pantry staples — lemon, tahini, olive oil and a little honey — keeps the chicken moist and becomes the sauce for finishing the dish. Serve on a bed of dark greens or cooked rice. From Beth Dooley. Directions In a large bowl, whisk together the lemon, tahini, honey and olive oil. Measure out 1⁄2 of the mixture into a separate bowl. This is to sauce the chicken after it’s cooked. If it seems too thick, whisk in a little water. Season the chicken with salt and pepper and pound with the flat edge of a knife to even out the width a bit. Put the chicken into the bowl of marinade and turn to coat. Film a heavy skillet with more oil and set over high heat. When the oil begins to ripple, add the chicken, reduce the heat to medium and cook, flipping after about 5 to 7 minutes, and continuing, until cooked through, about 10 to 15 minutes. (The chicken should reach 165 on an instant-read thermometer when done.) Remove the chicken from the skillet, set on a cutting board to rest for about 10 minutes. Slice the meat in long strokes against the grain. Serve on a bed of greens or rice, garnished with a drizzle of sauce, chopped herbs and a few thinly sliced lemons. Pass additional sauce on the side. You only need one pot for this simple pasta. The sausage adds the seasoning, the onions turn sweetly golden, cherry tomatoes burst into a luscious sauce. A squeeze of lemon at the end livens things up. From Beth Dooley. Directions Film a large heavy pot or Dutch oven with the oil and set over medium heat. Add the onion and sauté until it turns limp and golden, about 3 to 5 minutes. Stir in the sausage, breaking apart with a spatula until it crumbles, about 4 to 5 minutes. Stir in the tomatoes and the stock, scraping up the bottom of the pan to release browned bits that stick to the bottom. Bring to a boil. Add the pasta, stirring well and continue boiling for about 4 to 5 minutes. Turn the heat down to a brisk simmer, stirring to keep the pasta from sticking to the bottom of the pot. If the sauce becomes too thick and the pasta begins to stick, stir in water, about 1⁄4 cup at a time. Simmer until the sauce is mostly absorbed and the pasta is tender, about 15 minutes. Turn off the heat and stir in the spinach, then stir in the cheese. Add lemon juice to taste. Serve garnished with the chopped parsley.
