Bursts into flames while landing; 2 passengers rescued Seoul: A passenger plane skidded off a runway at a South Korean airport on Sunday, slammed into a concrete fence and burst into flames after its front landing gear apparently failed to deploy. All but two of the 181 people on board died in one of the country’s worst aviation disasters. The Jeju Air plane crashed while landing in the town of Muan, about 290 kilometres south of Seoul. Transport Ministry said the plane was a 15-year-old Boeing 737-800 jet that had arrived from Bangkok and that the crash happened at 9:03 am. A total of 179 people – 85 women, 84 men and 10 others whose genders were not immediately identifiable – died in the fire, the South Korean fire agency said. Emergency workers pulled two people, both crew members, to safety. Health officials said they are conscious and not in life-threatening condition. Among the 177 bodies so far found, officials have so far identified 88, the fire agency said. The passengers were predominantly South Korean, as well as two Thai nationals. Thailand’s Foreign Ministry said its embassy in Seoul received confirmation from South Korean authorities that the two Thai passengers were among the fatalities. The fire agency deployed 32 fire trucks and several helicopters to contain the blaze. About 1,570 firefighters, police officers, soldiers and other officials were also sent to the site, according to the fire agency and transport ministry. Footage of the crash aired by South Korean television channels showed the plane skidding across the airstrip at high speed, apparently with its landing gear still closed, overrunning the runway and colliding head-on with a concrete wall on the outskirts of the facility, triggering an explosion. Other local TV stations aired footage showing thick plumes of black smoke billowing from the plane, which was engulfed in flames. Lee Jeong-hyeon, chief of the Muan fire station, told a televised briefing that the plane was completely destroyed, with only the tail assembly remaining recognisable among the wreckage. Lee said that workers were looking into various possibilities about what caused the crash, including whether the aircraft was struck by birds, Lee said. Transport Ministry officials later said their early assessment of communication records show the airport control tower issued a bird strike warning to the plane shortly before it intended to land and gave its pilot permission to land in a different area. The pilot sent out a distress signal shortly before the plane overshot the end of the runway and skidded across a buffer zone before hitting the wall, the officials said. Senior Transport Ministry official Joo Jong-wan said workers have retrieved the flight data and cockpit voice recorders of the plane’s black box, which will be examined by government experts investigating the cause of the crash and fire. He said it may take months for investigators to complete their probe. The runway at the Muan airport will be closed until January 1, the ministry said. Thailand’s Prime Minister Paetongtarn Shinawatra expressed deep condolences to the families of those affected by the accident in a post on social platform X. Paetongtarn said she ordered the Ministry of Foreign Affairs to provide assistance immediately. Kerati Kijmanawat, the director of Airports of Thailand, confirmed in a statement that Jeju Air flight 7C 2216 departed from Suvarnabhumi Airport with no reports of abnormal conditions with the aircraft or on the runway. Jeju Air in a statement expressed its “deep apology” over the crash and said it will do its “utmost to manage the aftermath of the accident.” In a televised news conference, Kim E-bae, Jeju Air’s president, bowed deeply with other senior company officials as he apologized to bereaved families and said he feels “full responsibility” for the incident. Kim said the company had not identified any mechanical problems with the aircraft following regular checkups and that he would wait for the results of government investigations into the cause of the incident. Family members wailed as officials announced the names of some victims at a lounge in the Muan airport. Boeing said in a statement on X it was in contact with Jeju Air and is ready to support the company in dealing with the crash. “We extend our deepest condolences to the families who lost loved ones, and our thoughts remain with the passengers and crew,” Boeing said. BETHEL — The SAD 44 School Board is wrestling with how to update its policy on the use of cell phones in schools. Directors held a lengthy, informal discussion at last week’s board meeting as they considered the policy, adopted in 2017. School officials said it no longer matches the current practice in the school and needs to be revised. They have been getting input from staff, and the board’s Policy Committee is tasked with eventually making a recommendation. The written policy currently prohibits cell phone use except when a teacher or principal approves it for “a specific educational, health or safety purpose.” Supt. Mark Kenney explained that while phones are generally not used at the elementary level and are mostly left in lockers or backpacks at the middle school, the high school now allows limited use at specified times. Those include at breakfast, lunch and during time passing between classes. In specific classrooms it is up to the teacher, he said, noting some let the students use them as calculators. Typically kids are asked to put them in a storage slot during class. Overall, any school use is by permission of parents, said Kenney. The goal, he said, is to find the right balance between restricting phones and using them appropriately. Teaching technology Telstar High School Principal John Eliot offered more insight into the philosophy of use at the that level. “Our job is to teach the use of technology appropriately,” he said, and cell phones fall under that. Kenney added that the schools have heard from employers who say young employees struggle with phone use, and learning to balance it before getting a job is a good skill. Eliot said he recently attended a meeting of the Maine Principals Association, and he learned only a couple of high schools ban the use of phones. Those schools, he said, had had some problems, with “a lot of office referrals.” Most principals are hesitant to ban them and, said Eliot, Telstar’s approach “is working here.” He said there is little abuse, and “it’s not getting to the disciplinary level.” At lunchtime at Telstar, Eliot said, many students play basketball in the gym, and he estimated only about a dozen phones can be seen in use during lunch. Director Scott Cole of Bethel was skeptical, questioning whether the school is obligated to teach kids the use of smart phones. He saw that as a distinction from the laptop computers students have. Cole noted the schools have kids seven hours a day, paid for by taxpayers. “Why introduce anything that could be disruptive?” he asked, potentially undermining the quality of education. He speculated that with phones nearby in backpacks, students might spend more time wondering what they were missing online than paying attention in class. Another director mused that having to wait seven hours to check messages might weigh more on students’ minds than being able to check periodically during the day. Director Stephanie Cayer of Bethel noted kids can also get on social media via their laptops. A couple of directors said that while they might otherwise personally lean toward a day-long ban, they were inclined to take the recommendation of teachers and staff. Dave Bartlett of Newry, chairman of the Policy Committee, said that if the teachers don’t think the phone use undermines education, he could go along with limited use. TMS Principal Lindsay Luetje said some parents want students to have their phones with them at all times so they can reach them, making it difficult to be consistent with the rules. Greenwood Director Destiny Hughes said that many parents worry if their kids are safe and secure in school as a result of increased levels of school violence in recent years. “There’s more to it than them just being on social media,” she said. In response to a question about the frequency of complaints related to online bullying, Luetje and Kenney said most of it happens outside of school. But, said Kenney, “We have to deal with what happens outside. SINGAPORE – Multiple rounds of layoffs, cuts in benefits and strict return-to-office directives have shaken up the technology industry in 2024. The great “techlash” has seen more than 100,000 workers around the world lose their jobs in 2024, with more cuts expected due to restructuring, rising employment cost and slow growth forecast. But the Home Team Science and Technology Agency (HTX) – which celebrates its fifth-year anniversary on Dec 1 – is bucking the trend, and has been aggressively hiring and sticking to flexi-work. The statutory board was formed with a headcount of 1,000 in 2019 , growing to 1,700 in 2023. Because of the growing demands in homeland security, in 2023, HTX said it was looking to recruit another 500 people in the Stem (science, technology, engineering and mathematics) field. It now has some 2,000 people and is looking to hire and groom a 500-person artificial intelligence (AI) workforce in the next three to five years. The agency is responsible for providing innovative solutions for the Home Team departments. It has been involved in projects including the Immigration and Checkpoints Authority’s new clearance concept that taps biometrics, an automated drug-testing toilet for the Singapore Prison Service, and development of cyborg cockroaches for rescue missions. Since announcing its AI push in June, it has built an AI workforce of more than 60 people, with plans to add another 100 in the next few months. It aims to have 300 people by end-2025. The AI talent pool in Singapore was reported to be about 5,000-strong in 2023, with plans by the Government to triple the number over three to five years. Mr Joseph Tan, acting director of HTX’s xDigital office, which is driving the AI push, noted the limited pool, but said it is looking beyond just the typical definition of an AI practitioner. “I’m looking for someone who is definitely curious about generative AI and has put that into action. I don’t care how it’s done, whether they’ve taken part in a hackathon or gone for some courses or written a very simple application. These are usually the CVs that’ll catch my attention as potential candidates,” he said. HTX said there have been more than 4,500 applications for its AI-related roles since July. It has set aside a budget of $400 million, with a significant chunk of it going to AI research and development in the next three years. This will include projects like the use of AI to optimise deployment of ambulances . HTX’s chief innovation officer Ng Pan Yong said justifying such an investment is sometimes difficult. “It’s not like the private sector, where we can say I put in $10, I’m going to make $15, let’s do it,” he said. “Our challenge is, we do this, we’re going to cut down response time, lives may be saved.
