A welcome, bipartisan push for Great Lakes cleanupA 25-per-cent U.S. tariff on Canadian goods would be “devastating” for the province’s lumber and forestry industries, British Columbia Premier David Eby said Wednesday ahead of a meeting with fellow premiers and the prime minister. Eby participated in the virtual meeting to discuss U.S. president-elect Donald Trump’s threat to impose the tariffs unless Canada and Mexico stop illegal border crossings and prevent illicit drugs from entering the United States. After the meeting, Deputy Prime Minister Chrystia Freeland said unity among provinces and the federal government is critical at this moment, but a statement from Ontario Premier Doug Ford accused the federal government of being flat footed in the face of Trump’s threat. Eby said before the meeting that the lumber and forestry sectors are already strained by a recent increase in duties amid the ongoing U.S.-Canada dispute over softwood lumber. The tariffs are “unjustified,” and they would hurt Americans as much as they would Canadians, Eby said after the first meeting of his new cabinet in Victoria. “It’s going to result in more-expensive wood for building homes and building things in the United States. (It) doesn’t make any sense,” he said. B.C. is a source of natural gas, wood products, minerals and other products that U.S. businesses depend on, Eby said, and the tariff would hinder jobs and opportunities in the province while making “life more expensive for Americans.” The premier said he believes B.C. has a strong case to make for the tariff being “badly placed” if Trump’s priority is to reduce costs for Americans. The tariffs would be paid by U.S. importers of Canadian products, potentially driving down demand. Eby and officials in Ottawa have called for a united front dealing with Trump’s tariff plan, which the president-elect announced on social media on Monday. Eby said B.C. officials had repeatedly raised concerns with Ottawa over organized crime and illicit drugs, such as fentanyl, in relation to border security. “It’s a priority for us. It has been for a while, we’ve written to Ottawa about it.” But Eby said it “doesn’t justify the tariffs.” The premier said Trump’s tariff plan “doesn’t make economic sense,” and it’s not necessary to address the serious issues at the border. Alberta Premier Danielle Smith and Quebec Premier François Legault have both said Trump’s concerns about the border are legitimate and need to be addressed. Legault said Wednesday that Ottawa shouldn’t try to deny that there’s a problem and instead present a plan to reassure Trump that Canada’s border is secure. Eby said he believes the premiers are “unified” when it comes to the tariff threat. “There are 13 of us plus the prime minister. It’s a big group of people with different political perspectives, but on this issue of ensuring that we’re protecting the people in our country from these unjustified tariffs, I believe we’re completely in line on that question.” Eby said he planned to meet with business and labour groups in B.C. to discuss the strategy to protect B.C. jobs and families. The premier also said B.C. has to “redouble” its efforts to diversity its trading partners and recalled a trade mission to the Asia Pacific region in 2023. “In Korea, in Japan, Singapore, these are really important relationships for British Columbia, and they will provide some buffer for us in moments like this.” Eby said B.C. is not in the same position as Quebec or Ontario in terms of the potential impact of the tariff, but the province is still exposed. “These unjustified tariffs do threaten the prosperity and security of many families in our province. So I’m going to make sure that we’re advocating strongly at the team Canada level to respond to this, (as a) unified front across Canada.” Eby also told reporters the first day of the next legislative session will be Feb. 18 when the Throne Speech is delivered. The Badgers have won 7 of the last 10 and lead the storied series 63-62-8. --Field Level MediaA Kingston neurologist is adding her voice to a national group of physicians, patients and advocates who are asking the Ontario government to cover an anti-seizure medication that is improving patient lives. Dr. Lysa Lomax is the president-elect of the Canadian League Against Epilepsy (CLAE), an associate professor at Queen’s University and the director of the Kingston Health Sciences Centre’s Comprehensive Epilepsy Program. She and others with CLAE and at the Canadian Epilepsy Alliance, and the Ontario NDP Party, the provincial government’s official opposition, are calling for the province to continue their discussions about public coverage for cenobamate, or Xcopri, an anti-seizure medication that was approved by Health Canada in June 2023. The drug has been in use in the United States and Europe for five to 10 years, Lomax said. According to a media release from the Canadian Epilepsy Alliance, in June 2023 the Canadian Drug Agency, which Ontario funds to review new drugs, recommended that the drug be publicly funded by all provincial government drug plans, “based on compelling clinical evidence.” In October of this year, those negotiations petered out. Advocates would like to see Ontario leaders bring the issue back to the table so that a provincial drug plan could include cenobamate. “My experience, and the clinical trials and real-world studies, have shown that it’s a very effective medication,” Lomax told the Whig-Standard on Monday. “It works in patients who previously couldn’t get seizure control on multiple seizure medications.” The release from the Canadian Epilepsy Alliance points out that cenobamate could help a significant portion of patients with drug-resistant epilepsy become seizure-free. Lomax said that while most clinical trials show that most anti-seizure medications can decrease seizure frequency by about 30 per cent, cenobamate is decreasing seizures at a rate of about 50 per cent. “Most seizure meds have a rate of seizure freedom of about two to five per cent, and this one is 10 to 20 per cent,” Lomax said. “That’s a huge difference. And the cost is very similar to other ones. Why would we not advocate for this medication, that costs similarly to others but seems to be more effective? No medication is perfect, but I think we just need more options. And this is a really good one.” Kingston resident Krista Wells Pearce was diagnosed with epilepsy in 2017, when she had a grand mal seizure for the first time. “They’re terrifying (and) they’re incredibly disruptive,” Wells Pearce said, saying that she wasn’t allowed to drive for six months following seizure causing loss of consciousness, something that really disrupted her life. “It’s a scary thing to live with, when you don’t know when it’s going to happen.” One medication helped Wells Pearce control her seizures until 2023, when she had her second grand mal seizure. The second drug she was then prescribed came with unsettling side effects and added cost for medications that aren’t fully covered by public or private insurance. Lomax prescribed Wells Pearce cenobamate, a drug that helps her to be seizure-free with no side effects, and that both doctor and patient hope will become Wells Pearce’s only anti-seizure prescription in the near future. However, as someone who will be on medication for the rest of her life, to pay for it out of pocket indefinitely would be difficult. She hopes that the Ontario government will see a benefit for patients to have access to cover a drug that doesn’t cost more than others already covered, and that offers more hope to patients to live longer, more normal lives. “If there’s a medication that could potentially eliminate seizures, or certainly prolong the period between having seizures, and see significant improvement, the expense that you’re eliminating from the province’s books and from the operation of a really busy health-care system right now...it’s just logical,” Wells Pearce said. “And it’s going to improve the lives of the people who live with epilepsy.” According to Lomax, one in 100 people in Canada live with epilepsy, which she described as the most common neurological condition after migraines. She has patients from all walks of life. “It’s a hidden disease. You can’t look at someone and go, oh, clearly, they have epilepsy. There’s an assumption and a lot of stigma, more than most conditions.” Lomax says that she currently has 45 patients on cenobamate, but only two will be able to afford the drug without any sort of coverage. Currently, most people are receiving the drug through a patient access program through the manufacturer, a format through which most new epilepsy drugs become available to patients in Canada who are candidates. Those programs don’t continue forever, and once it becomes an out-of-pocket expense it will be cost prohibitive for many, Lomax believes, but affordable for a health-care system looking to prevent downstream expenses. “The cost of most seizure meds are about $3,000 per year for the ministry,” Lomax said. “Some of them are more.” But weighed against the cost of an emergency room visit or a hospital stay for patients who are experiencing seizures, or the added costs of tests and imaging, covering a drug that has been proven to work should be considered a way to save costs within Ontario’s health-care system. “The assumption, ‘What difference will it make?’ That really troubles me,” Lomax said. In an email response to the Whig-Standard, a representative from the office of Sylvia Jones, Ontario’s deputy premier and Minister of Health, said that the province “did not halt negotiations.” “Negotiations undertaken by the pan-Canadian Pharmaceutical Alliance (pCPA) require agreement across all provinces and territories in order to proceed,” Hannah Jensen said in an email. “In fact, our government is taking action to improve access to new publicly funded drug therapies, actions the NDP continues to vote against.” Jensen shared a draft recommendation report and said that the Canada’s Drug and Health Technology Agency (CADTH) stated that there was “a lack of evidence that Xcopri is a better treatment than the other similar treatments already on the market, and publicly funded.” That report recommended that cenobamate be “reimbursed with conditions,” including that eligibility should be “based on the criteria used by each of the public drug plans for initiation, renewal, and prescribing of other third generation ASMs currently reimbursed for the management of partial-onset seizures in adults with epilepsy who are not satisfactorily controlled with conventional therapy.” In response to the comments from the minister’s office, Lomax said that while decisions for drug additions do come straight from individual provinces who decide as a group, Ontario should be a leader. “Someone needs to step forward and take a leadership role in directing the pCPA to resume negotiations,” she said. Lomax said that she met with the Health Minister’s office on March 21 to advocate for the drug and its benefits to Ontario patients. “It is frustrating that patients are missing out on the opportunity to benefit from such an effective medication,” she said. “It is also frustrating that taxpayers are not benefitting from a decrease in emergency room visits and additional prescriptions for epilepsy patients, and the resulting cost savings.” mbalogh@postmedia.com

The India Space Research Organisation will launch the two small satellites of its Space Docking Experiment (SpaDeX) atop an Polar Satellite Launch Vehicle on Monday. Liftoff is set for 11:28 a.m. EST (9:58 p.m. IST, 1628 GMT) from ISRO's Satish Dhawan Space Centre in Sriharikota. You can watch the SpaDeX mission launch live online via ISRO's YouTube livestream , which is expected to begin at 11 a.m. EST (1600 GMT). The SpaDeX mission will launch two satellites, a Target and a Chaser, on a mission to test autonomous docking technology in orbit. But ISRO hopes to do more than just test automatic docking gear. The mission also includes a secondary payload module with 24 different experiments aboard, including a small robotic arm. Scientists hope to test the arm and other payloads after docking in a payload operations demonstration, and also test dual spacecraft control and power transfer between the docked spacecraft. "This technology is essential for India's space ambitions such as Indian on Moon, sample return from the Moon , the building and operation of Bharatiya Antariksh Station (BAS), etc.," ISRO officials wrote in an mission overview , using the official name to India's planned space station . "In-space docking technology is essential when multiple rocket launches are required to achieve common mission objectives." The docking technology will be vital ISRO's planned Chandrayaan-4 mission to the moon, which aims to return samples to Earth from the lunar south pole. A sample-return vehicle will have to dock in lunar orbit to transfer to sample to a return capsule. The ability to dock autonomously is also required for space station construction and operation as ISRO develops its human spaceflight program . The SpaDeX docking demonstation is expected to take place in early 2025 while the Target and Chaser spacecraft fly in low Earth orbit 290 miles (470 kilometers) above Earth. The two spacecraft, each weighing 485 pounds (220 kilograms), are expected to test rendezvous operations from as far apart as just over 12 miles (20 km), with the Chaser vehicle approaching closer over time for the final docking. "After successful docking and rigidization, electrical power transfer between the two satellites will be demonstrated before undocking and separation of the two satellites to start the operation of their respective payloads for the expected mission life of up to two years," ISRO officials said in the mission overview. That two-year mission will include a series of tests of the 24 payloads aboard the SpaDex spacecraft. Fourteen of the experiments were developed by ISRO officials, with the remaining 10 being flown for universities and commercial startups. The ISRO payloads include novel technologies for the space agency, such as a "walking robotic arm" that can move end over end like an inchworm, similar to the CanadArm2 robotic arm on the International Space Station . There is also a "Debris Capture Robotic Manipulator, a robotic arm that will attempt to catch tethered "debris" in a space junk cleanup test. The non-docking payloads are flying on SpaDeX aboard ISRO's PS4-Orbital Experiment Module, or POEM-4, which "the scientific community to carry out certain in-orbit microgravity experiments for an extended duration of up to three months," ISRO officials wrote. ISRO's SpaDex launch is expected to be the final rocket launch of 2024. It follows on the heels of a three Falcon 9 rocket launches in three days by SpaceX .
