New Delhi, Dec 27 (PTI) As the nation mourns the loss of one of its most respected statesmen Manmohan Singh, his former food and agriculture secretary T Nanda Kumar on Friday shared his memories of working with the former prime minister during some of India's most challenging times. Manmohan Singh, whose leadership was defined by compassion and intellect, passed away in New Delhi on Thursday night at the age of 92. Recalling his first one-on-one meeting with Singh in 2006, Nanda Kumar said India was facing a shortage of wheat at that time and it was decided to import it, sparking criticism from several quarters. Nanda Kumar said he went to the prime minister to talk over the issue. "He heard me patiently and explained, like the professor he was, the need to augment supplies when demand outstripped availability. He told me, 'as prime minister, I cannot let any Indian go without food'. That summed up the basis of his decisions," Nanda Kumar recounted to PTI. "This ethos guided Singh's leadership during crises," Kumar said. "In 2007, when I raised concerns about recurring shortages, Prime Minister Singh encouraged me to develop solutions." The outcome was the launch of several key initiatives such as the Rashtriya Krishi Vikas Yojana to boost agricultural productivity, the National Food Security Mission to enhance rice and wheat yields, and an increase in buffer stock norms by five million tonnes to prepare for emergencies, he added. SACRAMENTO, Calif. — California lawmakers are rushing to introduce legislation that reaffirms the state's role as a reproductive rights "haven" as President-elect Donald Trump prepares to return to the White House and abortion-rights advocates warn of an uncertain future. Abortion remains legal in California, home to the strongest reproductive rights in the nation — unlike in some states, there is no required waiting period or counseling before the procedure, and minors can get abortions without parental involvement. In 2022 , voters solidified abortion access in the state constitution after the U.S. Supreme Court overturned the federal right, limiting healthcare for millions of women. But as Trump prepares to take the White House again, California's Democratic leaders are adamant that not enough has been done to secure reproductive access in case of further federal rollbacks. "The truth is, this is an urgent and dangerous situation," California Attorney General Rob Bonta said at a news conference in Sacramento on Monday, pointing to renewed legal challenges to the distribution of abortion pills. "The right-wing extremists continue to wage attack after attack on our bodily autonomy at the expense of the health or life of pregnant persons." Bonta, a Democrat, said new legislative proposals will make reproductive rights in California "ironclad." Gov. Gavin Newsom's earlier focus on abortion rights after Trump's first term — including ad campaigns in red states — have drawn criticism from California Republicans skeptical of his national political motives and praise from advocates who say it is better to be safe than sorry. While he has signed dozens of bills firming up abortion access in recent years, some of his plans have proved to be more flash than substance. A temporary law allowing doctors licensed in Arizona to provide abortions in California, for example, expired without any doctors using it. Last year, Newsom rushed to stockpile hundreds of thousands of abortion pills after a Texas judge ruled against the authorization of the medication. "We will not cave to extremists who are trying to outlaw these critical abortion services. Medication abortion remains legal in California," Newsom said then. But, facing expiration dates, the state released the stockpile to the public before the U.S. Supreme Court decision that rejected the Texas court's ruling. In Washington, Democratic Gov. Jay Inslee chose to hold onto a similar stockpile in case Trump was reelected. A spokesperson for Newsom said California "remains ready" to procure more pills if needed. In another precautionary move last year, Newsom signed a law that allowed abortion providers in Arizona to temporarily practice in California. The action came after the Arizona Supreme Court reinstated an 1800s law that essentially banned all abortions. No Arizona providers ended up using the program, which expired Dec. 1, according to the California Department of Consumer Affairs. Concerns settled in Arizona after Democratic Gov. Katie Hobbs signed a bill that repealed the court decision, and voters last month passed a state constitutional amendment guaranteeing a right to abortion . The California legislation "was designed to serve as a swift stop gap measure to preserve continued access to abortion care, if necessary, during this very precarious moment," California Department of Consumer Affairs spokesperson Monica Vargas said in an email when The Times asked for data about the program's use. Newsom also signed a law last year that allowed medical residents from states with "hostile" laws to get abortion training in California. The state does not require the California Medical Board to track whether that program is being used as intended, a spokesperson said. For Republican critics like Gallagher, those programs are instances of "political theater" meant more to draw attention to an issue than provide substantive policy. Newsom this week called a special legislative session in Sacramento to prepare for legal combat with Trump on issues such as abortion and immigration — a move heralded by liberals as smart preparation for an unpredictable president and criticized by conservatives as unnecessary panic. Cousins hasn’t thrown a touchdown pass since Week 9, marking the longest stretch of his career he’s gone without a touchdown pass. Combine that with the six interceptions and four fumbles, and it’s hard to argue against Penix getting the reins. But ESPN’s Dan Graziano says it’s an overreaction to bench the veteran in favor of the rookie. “But as always in cases like this, it’s important to ask whether and why we’re sure things would be better with Penix. He’s a fun prospect, for sure, and he enters the league with a wealth of college experience (45 starts). But asking a rookie who has never started an NFL game to come in with five games left and save the season is an awful lot. If Atlanta makes this move and Penix can’t get it done, it’s going to be pretty tough to go back to Cousins — this year or next. The Falcons’ self-inflicted QB conundrum is a sticky one, I’m not denying that. But it still seems like the best bet for turning things around is the veteran who has been through this before. If it doesn’t work, the Falcons can make the change in the offseason and move on from Cousins after one year. But a move this seismic at this time of year has major backfire potential.” While I appreciate Graziano’s sentiment, making a change to Michael Penix would have nothing to do with 2024. Kirk Cousins is absolutely the best option to “turn things around” in Atlanta, but what’s the point? This Falcons team is flawed, and Cousins is clearly past his physical prime. If his decision-making isn’t on-point, he’s a below-average quarterback. But even at his best, the Falcons aren’t a serious contender. Making a change at signal caller would be more about the future than anything. As Graziano notes, if the Falcons do plan to move on from Cousins this offseason, it would be wise to get Penix valuable playing time before handing him the reins next season. It’s not a dissimilar situation from when Atlanta kept starting Marcus Mariota instead of seeing what Desmond Ridder had in 2022. The Falcons wasted time pretending they could compete with Mariota, and though Raheem Morris is the head coach instead of Arthur Smith, the dynamics aren’t too different. It’s not an easy decision. It’s basically Raheem Morris and Terry Fontenot admitting they were wrong, but the Falcons brought this scrutiny on themselves. The woman who accused then-Fox News host Pete Hegseth of sexual assault in 2017 said that while she did not have a complete recollection of the night in question, she "remembered saying 'no' a lot" and alleged that he prevented her from leaving his hotel room, according to a police report from the Monterey, Calif., police department. The report , which was released to NPR and other outlets after a public records request, provides additional details about the incident involving the woman and Hegseth , who was named last week as President-elect Donald Trump's choice for Secretary of Defense. On Thursday, Karoline Leavitt, Trump-Vance transition spokeswoman said in statement: "This report corroborates what Mr. Hegseth's attorneys have said all along: the incident was fully investigated, and no charges were filed because police found the allegations to be false. Pete Hegseth is a highly-respected Combat Veteran who will honorably serve our country when he is confirmed as the next Secretary of Defense, just like he honorably served our country on the battlefield in uniform." The allegation against Hegseth came into public view just days after President-elect Donald Trump announced him as his nominee for Secretary of Defense, adding to scrutiny of the longtime TV personality's qualifications to lead the Department of Defense. Hegseth, 44, stopped working at Fox News last week after his nomination was announced. His attorney, Timothy Parlatore, said that while Hegseth denies the allegations by his accuser, he settled with her several years ago, to prevent her from filing a lawsuit that could damage his television career. "This police report confirms what I have said all along," Parlatore told NPR via email, "that the incident was fully investigated and police found the allegations to be false, which is why no charges were filed." Monterey County District Attorney Jeannine M. Pacioni said in a statement to NPR that her office declined to pursue the case in early 2018, after determining that "No charges were supported by proof beyond a reasonable doubt." What do the two sides say? The woman is identified only as Jane Doe in the police document. She told an investigator that late one night, while in Hegseth's room at a hotel that was hosting a Republican women's conference, he took her cellphone and "blocked the door with his body," according to the report. She also said they then had a sexual encounter, and in the ensuing days as other events triggered memories, she "went to the hospital because she believed she was sexually assaulted by [Hegseth]," an officer wrote in the report. The incidents described in the police report occurred over several hours, from Saturday evening, Oct. 7, into the early hours of Sunday, Oct. 8. When police contacted Hegseth later that month, his version of events differed from Doe's; as he told an investigator that he and Doe had had sex -- but that it was consensual. Both Hegseth and Doe say they had been drinking alcohol that night, as they and others moved from a banquet and speech to an afterparty and then late-night drinks at the bar at the Hyatt Regency Monterey Hotel and Spa. The resort was hosting a conference and party for the California Federation of Republican Women. Doe, a staffer for the organization, was staying at the hotel with her husband. Why is the report coming out now? City Attorney Christine Davi says her office determined that it could release the redacted police report because Hegseth had been given a copy of the same document in March of 2021 -- rendering it no longer exempt from release under the state's public records laws. Other records, including a separate police report from another agency; a Kaiser Permanente report; an audio recording; surveillance footage; a photograph; and a memo from the Monterey County District Attorney's Office remain confidential, Davi says. What about accounts from witnesses and video? Witnesses describe roughly the same general arc of movement, as Hegseth, Doe and others moved from the hotel's conference center and ballroom to an after party spanning several suites. Later, Doe and Hegseth were part of a smaller group that went to the hotel's bar, called Knuckles Sports Bar. Witnesses and hotel records stated that Hegseth and Doe had a loud argument along the pool deck around 1:30 a.m. -- prompting an employee to ask them to be quiet. Hegseth responded by cursing at the employee and saying "he had freedom of speech," according to the police report. Doe then intervened, telling the employee "that they were Republicans and apologized" for Hegseth's behavior. The employee said Hegseth and Doe left soon afterward. They ended up in Building 5, room 528 -- Hegseth's room. What did Jane Doe tell police? In text messages Doe shared with police, she mentioned meeting Hegseth at the conference, including a message saying, "our ladies are freaking drooling over him." Some of Doe's texts were in conversations with her husband. Some of them indicated that she was not impressed with Hegseth, noting, "He wears a ring on his pointer finger. It creeps me out." Later in the evening, Doe told investigators, she saw Hegseth "acting inappropriately," rubbing women's legs, and "giving off a 'creeper' vibe," according to the report. In her statements to police, Doe described how memories of that night came back to her. Of the visit to Knuckles bar, she said, "that's when things got fuzzy." She told police that she recalled arguing with Hegseth near the pool, saying it was about how he was treating women at the conference. Doe remembered Hegseth telling her "that he was a nice guy," according to the report. "[Doe] stated the next memory she had was when she was in an unknown room," according to the police report. "[Doe] did not know where she was and how she got to the room. [Hegseth] was in the room with her." The report states that the woman said Hegseth asked who she was texting with and took her phone. Doe told police that she then tried to leave the room, but Hegseth blocked the door. "[Doe] remembered saying "no" a lot. [Doe] stated she did not remember much else. [Doe's] next memory was when she was on a bed or a couch and [Hegseth] was over her. [Hegseth's] dog tags were hovering over her face." What did Hegseth tell police? Hegseth told police that he delivered the keynote speech at the conference. Later, he said, he went upstairs to the after-party where he drank beer. He said that he and others then went to the hotel bar. Police say that the hotel's surveillance footage shows him, Doe and another woman walking to the bar, in a video time-stamped close to midnight. Hegseth said that no one at the bar was "blacked out drunk," and that while he was "buzzed," he wasn't intoxicated, according to the report. Hegseth told police he didn't remember having an argument at the pool. He said he was confused that Doe went back to his hotel room with him, because they had not talked as much as he did with others. Hegseth maintained that any physical interaction between them was consensual. Afterward, he said, Doe told him she would tell her husband that she had fallen asleep on a couch in someone else's room. Before Doe left his room, Hegseth said, he told her he would stay quiet about what had happened — but he added that she "showed early signs of regret." He did not specify what those signs were. How did the police get involved? Police were alerted when a Kaiser Permanente nurse called them on Oct. 12, 2017, reporting that a woman had come in requesting a sexual assault exam. The patient wanted to remain anonymous -- known as Jane Doe -- and she initially did not tell police Hegseth's name either, according to the report. The nurse said the patient was referred to an emergency room for an examination. The 22-page police report includes input from at least three officers, beginning with the officer who handled the initial call to an investigator who followed up and spoke with Doe, other women who were with her that night; hotel employees; and Hegseth himself. The report concludes with a recommendation to forward the case to the Monterey County District Attorney's Office for review. It lists the potential criminal offense as "Rape: victim unconscious of the nature of the act" -- citing California penal code section 261(a) (4) . After a painful election that sparked recriminations and soul-searching among Democrats across the country, state Senate President Pro Tem Mike McGuire and Assembly Speaker Robert Rivas are returning to Sacramento recommitted to addressing the affordability issues that appear to have pushed more voters toward the Republican Party in November. As a new two-year legislative session kicks off today at the state Capitol, McGuire and Rivas told CalMatters in separate interviews that the priority will be advancing policies that lower the cost of living for working Californians, including by building more housing, making energy cheaper and improving public infrastructure. “Our only way forward is to acknowledge that we have to do better,” Rivas , a Salinas Democrat, said. “It’s clear — we haven’t done enough.” Just don’t expect any dramatic changes under the dome. Despite losing a handful of seats, both leaders are adamant that returning Democratic supermajorities signal that voters are still on board with their values, if not always the outcomes of their governance. Instead, the most significant difference in Sacramento next year is likely to be the shadow of a new president, Republican Donald Trump, who made California a punching bag on the campaign trail and has repeatedly threatened the state . With many in state government resuming the resistance posture that defined California’s relationship to Trump during his first term from 2017 to 2021 — a concurrent special session called by Gov. Gavin Newsom to provide as much as $25 million for expected litigation also convenes today — it’s unclear how the Legislature will balance those competing interests and whether responding to Trump will ultimately distract from the work that the leaders say needs to happen on affordability. “I firmly believe that we have to fight the damaging and destructive policies that Donald Trump is going to advance,” McGuire , a Santa Rosa Democrat, said. “We’re going to need to fight the Trump administration, but we can’t take our eye off all the challenges we need to fix.” The November election was undoubtedly a disappointment, though not a disaster, for legislative Democrats in California. The Assembly caucus defended all of its incumbents but picked up none of the Republican districts it targeted and lost two open seats that had previously been held by Democrats. The Senate caucus also failed to flip its target districts, and members are fuming after a union ally helped the GOP take out one of their own , the first sitting Senate Democrat to lose in a presidential election in more than four decades. It was the best showing in a decade for legislative Republicans — all the more remarkable because Trump, who California Democrats have successfully used as a foil for years, was on the ballot. The party has celebrated it as proof that voters are fed up with how the Democrats in charge have handled affordability, homelessness and crime. “As Californians grow increasingly frustrated with the failures of Democrat leadership, they are shifting toward Republican solutions,” Senate Republican Leader Brian Jones of San Diego said in a statement last week. Democrats nevertheless maintain total control in Sacramento, including 60 out of 80 seats in the Assembly and 30 out of 40 seats in the Senate. McGuire and Rivas insist those results refute the notion that they have fallen out of step with what Californians want. Rivas called it a “clear mandate” for Democrats — to focus on the issues that matter to voters, prove they are serious about governing and follow through with better outcomes. “No, I don’t think we are out of touch,” he said. “It’s not about changing who we are, but it’s about changing our approach to addressing these many challenges.” McGuire was even more resolute that legislative Democrats had won in a landslide. “Do we need to reflect? Absolutely. But the numbers don’t lie,” he said. “The Senate Republican Caucus still fits into a minivan.” The leaders have few details yet about how exactly they will address the cost of living in the coming session, as members continue to develop their legislative agendas. McGuire said his caucus would advance an affordability plan “that makes the lives of working Californians and seniors better” and “go to the mat to fix our homelessness crisis.” Rivas said he expected housing to be at the top of the list for his caucus, as well as reviving a package of bills to lower energy prices that fell short last session. One issue that does not appear to be a priority is crime, a source of increasing anxiety and frustration for many Californians , even after voters overwhelmingly passed Proposition 36 , which strengthens penalties for some drug and theft offenses. Legislative Democrats largely backed Newsom earlier this year as he unsuccessfully tried to negotiate the measure off the November ballot. It ultimately won approval from more than 68% of voters, reversing a decade-long trend of the electorate loosening California’s criminal justice laws. McGuire and Rivas defended their approach, which included passing a dozen bills cracking down on retail theft this summer as negotiations over the ballot measure fizzled — a legislative package that McGuire argues will do far more to solve the problem than Proposition 36. Though he said lawmakers “need to listen” to the fact that voters wanted to go even further, McGuire did not commit to any additional action. Rivas said he is serious about holding people who break the law accountable, but added that it is important to ensure more services, such as drug rehabilitation, are available to prevent a return to an earlier era where California’s prisons were deemed unconstitutionally overcrowded . “This is more than just sending people to jail. This is about alternatives to incarceration,” Rivas said. “There is a pendulum. It swings hard left, hard right. We want to do an adequate job where that pendulum does not swing at all.” The Democratic leaders’ plans could be upended by what Trump decides to do when he takes office on Jan. 20. Fighting back against the president became an inescapable focus of California officials during Trump’s first term. While the Legislature passed laws to protect the environment, prevent cooperation with immigration enforcement and even try to pry loose Trump’s tax returns , the state sued his administration more than 120 times over policy disputes. Just two days after Trump won the presidency again last month, Newsom called a special session seeking additional funding for the state Department of Justice and other state agencies as officials prepare another barrage of litigation . Battles are expected this time over access to abortion medication , California’s commitment to phasing out gas-powered cars and protections for immigrants brought to the country illegally as children. McGuire said the special session is important so that California can move with speed to “build a legal firewall” as it did before. “The United States of America is in the calm before the storm. The hurricane is about to hit,” he said. “And shame on us if we’re not battening down the hatches.” While he’s “all in” on any genuine opportunity to work with Trump to benefit California, McGuire said “there’s also a dark red line” that he won’t accept the president crossing. “I take Donald Trump at his word. He’s coming for those who don’t agree, and California is in the bullseye,” McGuire said. “If the president-elect tries to undermine our state, undermine our democracy, he’ll quickly see how determined the people of California truly are.” But they may not be as determined as they were eight years ago. Trump’s second victory, including in the popular vote this time around, has been met by many Democrats more with resignation than defiance. Even Rivas seems disinclined to leap back into the fray. He said California would defend its values, but with much of that work already done, lawmakers could focus instead on better serving working people and Latino communities who have felt left behind. “This is not 2016,” he said. “Find an area in the last eight years where California hasn’t Trump-proofed already.
