Canadian policymakers were just beginning to recover from the shock of Donald Trump’s recent threats to impose 25 per cent tariffs on Canada and Mexico when the president-elect detonated another rhetorical explosive. In an overnight social media post, Trump referred to the “great state of Canada” and “Governor Justin Trudeau.” While Canadian cabinet ministers have largely shrugged off Trump’s unsettling mockery , Canada’s response to the tariff threat has been twofold. Trudeau’s hastily organized visit to Mar-a-Lago on Nov. 29 was intended to communicate this to Trump and his advisers, although it doesn’t seem to have been successful given Trump’s snide mention of the dinner in the Truth Social post trolling Trudeau and Canada. Second, some Canadian politicians have sought to appeal to the shadier side of Trump’s trade politics, aligning Canada with the United States against Mexico by accusing Mexico of being a back door for Chinese imports and posing a national security threat . What’s at play as a chaotic Trump prepares to take office for a second time? We suggest the answer lies not only in economic explanations but especially in psychoanalytic ones. Political strategy is often grounded not in rational economic goals, but in irrational desires that sometimes drive politics and politicians to destructive ends. The psychology behind ideology In our recent book examining psychoanalysis and politics , we argue that too often media and policymakers downplay the significance of unconscious desire in everyday politics and economics. We believe ideology — whether it’s “free trade,” “free choice” or “Make America Great Again” — is not comprised of tired rallying cries by political leaders, but something seductive that both politicians and voters unconsciously desire, regardless of the eventual, and usually negative, repercussions. “Trade” is therefore more than the sum of economic parts; it is also highly emotional and even fetishized , imbued with near-magical expectations that defy economic common sense and prudence. Trump’s election campaign successfully drew on this emotional allure, tapping into popular economic frustrations over the rise of China and the relative decline of the U.S. He offered up trade and tariffs as tools to “Make America Great Again .” Canada, meanwhile, has been caught in the crosshairs, seeking to appease the U.S. while becoming the target of Trump’s populism regardless. Canada: Teammate or target? Before the American election, Canada sought to align itself with the U.S. in its trade war with China, announcing tariffs of 100 per cent on Chinese electric vehicles and 25 per cent on Chinese steel and aluminum . There is an economic logic to such mercantilist thinking. Trump’s strategy, after all, is to use protective tools to reassert American dominance over sectors where it’s fallen behind. Canada and Mexico are being told to get on board or be left out, and Canadian tariffs against China may be its attempt to do so. Canada has also responded by parroting American accusations against Mexico. Ontario Premier Doug Ford suggested Canada consider a bilateral trade agreement that would squeeze Mexico out of the United States-Mexico-Canada Agreement. Deputy Prime Minister Chrystia Freeland , while expressing tentative support for the trilateral trade deal, chastised Mexico for “not acting the way that Canada and the U.S. are when it comes to its economic relationship with China.” This is despite the fact that Canada has been as devoted to trade with China as Mexico is. But when Trump announced at the end of November that he intended to impose tariffs on both Canada and Mexico, and also demanded the end of illegal migration and drugs across the border, Canadian elected officials were stunned. Ford expressed open dismay , saying: “To compare us to Mexico is the most insulting thing I have ever heard from our friends and closest allies.” Within days, Canada pledged more spending on border security in an apparent effort to mollify the U.S. Stoking American anxieties What’s at stake in Trump’s populist ideology is not just economics, but the global status of the U.S. With China on the rise, this status is seen as under threat, sparking American anxieties. The election outcome suggested a nostalgic desire to regain America’s past “greatness” while eliminating any obstacles standing in its way. But although Trump has proven adept at exploiting this desire, the irrationality of his populist politics will likely prove counter-productive. Rather than addressing structural American economic and trade problems — for example, unprecedented income inequality and pervasive precarious employment — the emphasis is on flexing muscle and subordinating others. This is a classic psychoanalytic maneuver : instead of attending to your own failures, you displace them onto a stereotypical other — China, migrants, Muslims, etc. This is evident in Trump’s attempts to frame Mexicans as “bad hombres,” spearheading an “ Invasion of our Country! ” in the form of drugs and illegal immigrants, all the while allegedly making “a fortune from the US .” Read more: As Mexico appeases Trump, migrants bear the brunt This despite the fact that, while experiencing economic gains in recent years , Mexico has trailed well behind both the U.S. and Canada in productivity and income growth over the past 30 years. Trump’s emphasis on potential Chinese investment in the Mexican auto industry — there is currently only one Chinese-owned auto plant in Mexico — diverts attention from the persistent failure of the U.S.-based auto industry to keep up with Chinese technology. But Trump’s plans to prey on American fears via trade protectionism are likely to backfire . They may temporarily buoy nationalist sentiment and provide relief to some U.S. manufacturers, but soon American consumers will suffer higher prices while producers could be hit by more expensive oil and gas from Canada. China could also target U.S. agriculture in response to renewed Trump tariffs, negatively affecting the same rural areas that have provided political support for Trump. The irrationality of populist desire The irrationality of Trump’s populist protectionist policies is plain for all to see. No wonder Chinese officials point out that “no one will win a trade [or] tariff war .” As for Canada, it is unlikely that appeasing Trump or betraying Mexico will do much to placate the president-elect . To the contrary, these efforts could well be taken as evidence that more bullying is in order and further concessions can yet be extracted. Nikita Hand said the Dec. 9, 2018, assault after a night of partying left her heavily bruised and suffering from post-traumatic stress disorder. McGregor testified that he never forced the woman to do anything against her will and said she fabricated the allegations after the two had consensual sex. His lawyer had called Hand a gold digger. The fighter, once the face of the Ultimate Fighting Championship but now past his prime, shook his head as the jury of eight women and four men found him liable for assault after deliberating about six hours in the High Court in Dublin. He was mobbed by cameras as he left court but did not comment. He later said on the social platform X that he would appeal the verdict and the "modest award." Hand's voice cracked and her hands trembled as she read a statement outside the courthouse, saying she would never forget what happened to her but would now be able to move on with her life. She thanked her family, partner, friends, jurors, the judge and all the supporters that had reached out to her online, but particularly her daughter. "She has given me so much strength and courage over the last six years throughout this nightmare to keep on pushing forward for justice," she said. "I want to show (her) and every other girl and boy that you can stand up for yourself if something happens to you, no matter who the person is, and justice will be served." The Associated Press generally does not name alleged victims of sexual violence unless they come forward publicly, as Hand has done. Under Irish law, she did not have the anonymity she would have been granted in a criminal proceeding and was named publicly throughout the trial. Her lawyer told jurors that McGregor was angry about a fight he had lost in Las Vegas two months earlier and took it out on his client. "He's not a man, he's a coward," attorney John Gordon said in his closing speech. "A devious coward and you should treat him for what he is." Gordon said his client never pretended to be a saint and was only looking to have fun when she sent McGregor a message through Instagram after attending a Christmas party. He said Hand knew McGregor socially and that they had grown up in the same area. She said he picked her and a friend up in a car and shared cocaine with them, which McGregor admitted in court, on the way to the Beacon Hotel. Hand said she told McGregor she didn't want to have sex with him and that she was menstruating. She said she told him "no" as he started kissing her but he eventually pinned her to a bed and she couldn't move. McGregor put her in a chokehold and later told her, "now you know how I felt in the octagon where I tapped out three times," referring to a UFC match when he had to admit defeat, she said. Hand had to take several breaks in emotional testimony over three days. She said McGregor threatened to kill her during the encounter and she feared she would never see her young daughter again. Eventually, he let go of her. "I remember saying I was sorry, as I felt that I did something wrong and I wanted to reassure him that I wouldn't tell anyone so he wouldn't hurt me again," she testified. She said she then let him do what he wanted and he had sex with her. A paramedic who examined Hand the next day testified that she had never before seen someone with that intensity of bruising. A doctor told jurors Hand had multiple injuries. Hand said the trauma of the attack had left her unable to work as a hairdresser, she fell behind on her mortgage and had to move out of her house. Police investigated the woman's complaint but prosecutors declined to bring charges, saying there was insufficient evidence and a conviction was unlikely. McGregor, in his post on X, said he was disappointed jurors didn't see all the evidence prosecutors had reviewed. He testified that the two had athletic and vigorous sex, but that it was not rough. He said "she never said 'no' or stopped" and testified that everything she said was a lie. "It is a full blown lie among many lies," he said when asked about the chokehold allegation. "How anyone could believe that me, as a prideful person, would highlight my shortcomings." McGregor's lawyer told jurors they had to set aside their animus toward the fighter. "You may have an active dislike of him, some of you may even loathe him - there is no point pretending that the situation might be otherwise," attorney Remy Farrell said. "I'm not asking you to invite him to Sunday brunch." The defense said the woman never told investigators McGregor threatened her life. They also showed surveillance video in court that they said appeared to show the woman kiss McGregor's arm and hug him after they left the hotel room. Farrell said she looked "happy, happy, happy." McGregor said he was "beyond petrified" when first questioned by police and read them a prepared statement. On the advice of his lawyer, he refused to answer more than 100 follow-up questions. The jury ruled against Hand in a case she brought against one of McGregor's friends, James Lawrence, whom she accused of having sex with her in the hotel without consent.
LONDON: British Prime Minister Keir Starmer has asked the country’s regulators, including the financial and competition watchdogs, to remove barriers to growth in an effort to revive a sluggish economy, Sky News reported on Saturday. Starmer wrote to more than ten regulators - including the Financial Conduct Authority, the Competition and Markets Authority and energy and water regulators Ofgem and Ofwat - on Tuesday, asking them to present pro-growth initiatives to Downing Street by mid-January, Sky said. In August 2024, the Union Public Service Commission (UPSC) initiated the recruitment process through the lateral entry scheme by issuing a notification for the recruitment of 45 Joint Secretaries, Directors, and Deputy Secretaries as specialists in government departments. The initiative faced significant opposition from various groups, particularly political parties, which argued that the scheme compromised the reservation rights of Other Backward Classes (OBCs), Scheduled Castes (SCs), and Scheduled Tribes (STs). The strong opposition compelled the government to shelve the plan. This was not the first time that the Union Government has recruited specialists through the lateral entry scheme. In 2018, 63 specialists were appointed through lateral entry in various ministries. Currently, around 57 specialists are working with the government. Even then, recruitment through the lateral entry scheme was excluded from the reservation system. The decision to withdraw the notification has reignited the debate on the need for domain experts within the civil service and highlights the necessity of developing an appropriate approach to civil service reform. Need for domain experts It has long been recognised that specialised skills are much needed in the civil service. In fact, the Second Administrative Reforms Commission (2005) recommended the need for lateral entry into the higher echelons of the government to bring in specialised knowledge and skills, though it did not specify a method of recruitment. The ongoing representation issues of SCs and STs within the civil service further complicate the narrative. Despite existing reservations, the number of SC and ST officers in higher positions remains low. SCs and STs constitute only around 4% and 4.9% of top bureaucratic positions in the Union government at the level of Deputy Secretaries, Directors, Joint Secretaries, and beyond. One reason is that the entry age of officers during the recruitment process is often higher than that of general category candidates, and these officers frequently retire before reaching the top positions. The lateral entry scheme is likely to further limit the representation of these marginalised communities, as the scheme is unlikely to attract domain experts from these communities due to their limited access to such positions in the private sector. For better or worse, the lateral entry debate has been politicised. With caste-based reservations being significant factors in elections, the government is unlikely to reignite this debate, as doing so could have substantial political repercussions. For now, the discussion around lateral entry appears to have reached an impasse. But there is no denying the reality that there is a need for domain experts in the public sector, as each sector is becoming specialised, requiring close collaboration with technical experts. Civil servants are generally generalists, not specialists. Lateral entry, with or without reservation as it existed, was essentially a short-term solution. The need is for domain experts within the civil service itself. It is these domain experts who would cultivate a resilient and effective civil service. To realise this objective, there is a need to develop long-term strategies that prioritise academic-industry-civil service collaboration, capacity building, and institutional development. Integrated model for domain expertise In order to effectively develop domain expertise within the civil service in India and address the ever more complex needs of governance, a collaborative framework that brings together civil service, academia, and industry is needed. This collaboration would facilitate the exchange of knowledge and best practices, allowing civil servants to engage with the latest developments in their respective fields and develop much-needed domain expertise. Civil servants with public sector experience and decision-making capabilities would imbibe insights from academia and industry about emerging trends, skills, and technologies. But this collaboration must differ from the current refresher and mid-career training offered to civil servants. These training programmes for civil servants often act as temporary fixes. Even though such programmes inculcate valuable skills, they fail to create a robust framework for domain expertise. Domain expertise, unlike training programmes, is not an isolated event but must be an integral part of a civil servant’s career trajectory. For domain expertise, an integrated model that aligns with individual career paths and areas of interest is essential. The critical components of an integrated model for developing domain expertise among civil servants include strategic planning, memoranda of understanding (MoUs) with institutions, a rigorous selection process, and specialised postings with fixed tenures. Strategic planning Domain expertise starts with the drafting of a strategic plan to create efficient public policy analysts within the civil service, with locus in the public sector and focus on skills and knowledge from the private sector/industry, facilitated by academia. The objective is to enhance the capacity of civil servants in terms of technical expertise and strategic vision to formulate and implement policies efficiently and effectively in specific sectors, contributing to good governance and improved public service delivery. Strategic planning represents a long-term vision for the civil service and requires identifying the number of sector-specific domain experts needed for better alignment of resources and priorities. Academic institutions must be involved in the strategic planning at the initial stages only. This integrated model has significant advantages for academic institutions as well, as they would receive fresh impetus and motivation to contribute richly to public service delivery. One critical aspect of domain expertise is staying focused on ever-changing innovations and technologies in industry and incorporating these into the public sector. Strategic planning would include an element of circular response planning, with feedback and adjustments continuously incorporated. This element promotes flexibility and adaptability in the face of changing circumstances. MoUs with institutions The second component of the integrated model for developing domain expertise is the framing of MoUs with institutions. The Department of Personnel and Training (DoPT) of the Ministry of Personnel, Public Grievances, and Pensions, along with other cadre-controlling ministries, will establish MoUs with premier institutions such as the Indian Institutes of Management, Indian Institutes of Technology, National Institute of Rural Development and Panchayati Raj, Indian Institute of Public Administration, and the top central universities based on the National Institutional Ranking Framework. This collaboration’s primary objective is to formulate tailored courses and training programmes laced with industry experience for transforming current mid-level and top-level officers into domain experts. To start with, each ministry of the Government of India could target developing around four to five domain experts in sector-specific areas over the next few years and ensure the smooth and steady infusion of specialised knowledge and skills into the civil service. The MoUs must ensure that these courses are not usual academic courses, but, specifically, domain expert skill courses. The institutions involved must necessarily engage industry experts for the long term and have their own collaboration with them. Selection process, specialised posting The third but critical component of developing domain experts within the civil service is the establishment of rigorous selection processes for specialised training programmes. This should be jointly done by the ministries concerned and the institutions concerned. Herein, consideration can be given for adequate representation of SCs, STs and OBCs for domain expertise. The selection process should involve submission of a Statement of Purpose (SoP) detailing their motivations for domain expertise and past experiences and interview process to assess a civil servant’s alignment and potential for a domain expertise programme. Through this selection process, and subsequent training, a pool of civil servants would be developed who are not only domain experts but also deeply invested in making a meaningful impact. The last component of the integrated model for domain expertise is specialised posting in their respective areas of expertise, much like the existing lateral entry framework, which appoints personnel based on ministry needs. There should be no transfer of the trained domain experts outside their specialised sector. This targeted approach would address the long-standing issue of “the right minds aren’t in the right places” by ensuring that individuals with the most relevant knowledge and skills are assigned to roles where they can make the greatest impact. Further, irrespective of their years left in the service, a fixed tenure system post training should be set up that allows all domain expert officers equal chances to reach senior roles and contribute richly. Transforming the civil service in India through the integrated model for domain expertise is necessary to strengthen governance and improve public service delivery by developing a resilient and responsive civil service. In today’s market-based economy, the role of government has shifted from being a service provider to that of a facilitator and regulator. Through a cadre of domain experts, the government can build institutional capacity, enabling civil servants to serve effectively as regulators, facilitators, and even service providers. The model also allows civil servants to step away from the daily grind of government machinery to focus on skill development and specialisation. From a psychological perspective, this break from the routine can significantly reduce monotony, re-energising civil servants and enhancing their motivation. By engaging in capacity-building programmes, civil servants can rejuvenate their professional drive, thereby avoiding the “deadwood” effect that often arises in a prolonged career within the government sector.
