More articles from the BDNMEXICO CITY — It would take years, if ever, for Mexico to accomplish what incoming U.S. President Donald Trump is demanding to avoid tariffs: stemming the flow of migrants and drugs over the border. That’s why Mexican President Claudia Sheinbaum’s efforts to avoid a full-blown trade war might be more about doing enough for both sides to claim success. Even a quick phone call — two days after Trump threatened 25% tariffs against his southern neighbor — seemed to change the tone: Trump said on social media that the Mexican president agreed to “stop people from going to our Southern Border, effective immediately.” Sheinbaum, meanwhile, assured her constituents that she touted to Trump Mexico’s existing approach to migration, which she stressed respects human rights, and that a new deal to collaborate would avoid new tariffs, without providing specifics. The whole exchange was reminiscent of Trump’s first term, when he threatened to send troops to shut down the border and then-President Andres Manuel Lopez Obrador responded by sending the national guard to help apprehend migrants. The move had a limited immediate effect, but sent a strong image that proved enough to at least avert tariffs of up to 25% on all imports from Mexico. Trump’s threats have a “dual objective,” said Palmira Tapia, a political scientist currently working for the government of the State of Mexico. The U.S. president-elect, she said, is simultaneously seeking to appeal to his constituents and strengthen his hand in talks on migration, drugs and trade. Sheinbaum also faces two challenges: She now must find a way to appease Trump to avoid tariffs that could hit 11% of Mexico’s gross domestic product, while also avoiding the perception — at home, and in the White House — that she will easily bend to demands from up north. “She’s talking to Trump, but she’s also talking to the Mexican public. It has to do with giving a dignified response before her voters, but at the same time trying to stop Trump,” said Catalina Perez Correa, a researcher at the Supreme Court’s Center for Constitutional Studies. “She’s saying, ‘I’m not going to let myself be stepped on by Trump.’ She’s saving face in front of the Mexican public.” Migration reality Mexico has long been a stomping ground for the U.S. when it comes to migration policy. It’s been tasked under successive U.S. presidents with beefing up its border security, increasing highway checkpoints and removing migrants from freight trains they often board. Even though migration rose far beyond the 2019 levels in the years after Lopez Obrador’s show of militarizing the border, Mexico has remained an at-times willing partner, accepting most of the millions of migrants who were quickly turned away from the U.S. border during the pandemic. But it hasn’t always been eager to help: The Biden administration often viewed AMLO, as the former president was known, as needing frequent reminders of its expectations for him on enforcement. In 2023, Biden Cabinet officials even visited AMLO in Mexico City just days after Christmas to urge him to do more as a record number of migrants reached the border. Under pressure from the White House during the U.S. election, Mexico helped it decrease border crossings by 65% over an 11-month period starting in December 2023. To do so, Mexican authorities have been detaining migrants in the north of the country and busing them south. There, they are forced to wait until they get an official appointment to apply for asylum in the U.S. — which can take months, if it ever happens at all. It’s all resulted in more than double the number of apprehensions of undocumented migrants between January and August compared with a year earlier, although Mexico has deported few. Experts have said that’s creating a humanitarian crisis in some of the southern cities where migrants are shipped off to. It’s also ratcheting up tensions with some locals, who argue that there aren’t enough jobs or resources to accommodate the newcomers. “What they’re doing now in Mexico is militarization of the border,” said Perez Correa. To further reduce border crossings into the U.S., Mexico could either carry out mass deportations or offer more opportunities to migrants in its territory. Both scenarios seem unrealistic. Simply increasing deportations would go against Lopez Obrador’s policy — which Sheinbaum inherited — of trying to address the problems in their origin countries that pushed them to leave, and it would be an expense for Mexico. After Sheinbaum’s call with Trump, she reiterated her government offers migrants options for international protection in its territory or “voluntary or assisted return” to their countries. The second option doesn’t seem feasible either: Most people want to go to the U.S., where they expect to have higher-paying jobs, more family or community support, and greater safety than in Mexico. Chemical diversions Deaths related to fentanyl — the cheap, synthetic opioid — have reached epidemic levels in the U.S. That’s why reining in the flow of the drug was on Trump’s list of demands. Should recent history be any indication, intervention is never simple. The U.S. arrest of a Mexican alleged drug leader has led to prolonged shootouts in recent months. And in any case, some academics argue simply confiscating more drugs means traffickers learn to produce more, to meet U.S. demand. So far, Mexico has worked to improve its technical capabilities to detect illicit substances at its ports, especially precursor chemicals and fentanyl. “The Navy has provided material and personnel to all ports for the fulfillment of these tasks, the personnel have the necessary training to be able to detect these substances,” said Captain Jose Barradas in an interview at the Manzanillo port, in the state of Colima. “All merchandise that arrives is prone to review under strict security protocols.” Sheinbaum also picked former Mexico City police chief Omar Garcia Harfuch to lead a new national security strategy, a move that was read inside Mexico as a signal of her willingness to increase enforcement in areas where the previous administration had been more hands-off. There’s more that could be done — but it would be hard. Trying to seize these substances at ports is insufficient because synthetic drugs tend to be very small, making them more difficult to detect than traditional drugs, said Victoria Dittmar, researcher at Insight Crime. Those who produce them often innovate with their recipes and use new chemicals that are not illegal. “Mexico can open collaboration paths with the private sector, with the chemical industry, because they know perfectly well its supply chains and the vulnerable areas where there could be diversions,” she said. “This collaboration is essential.” Mexico can also work to identify intermediaries that connect fentanyl producers with chemical suppliers abroad and in the country, people who work in certain companies and are authorized to divert these substances, according to Dittmar. Still, “the main weakness is not putting demand reduction as a priority, to prevent overdose deaths,” Dittmar said. “It’s a shared responsibility. It’s not just the fault of Mexico, the U.S. or Canada, but it’s an issue that affects the entire North American region.” A senior Mexican official said that the country’s actions to address drug trafficking have moved the nation in the direction of the fentanyl crackdown that Trump is demanding. The official cited a new law that will allow for coordinated intelligence efforts that is due to be implemented next year. History repeats It’s plausible that in the medium-term Trump will lower the intensity of his threats because a trade war would be the worst case scenario for both countries, said Tapia, the political scientist. But until then, she said, “Sheinbaum is on trial as to how well she will do” relative to her predecessor, who had a respectful relationship with Trump and often praised him. One strategy that Sheinbaum could pursue: Finding ways to give Trump the appearance of political victory. The Titans not only scored the game-winning touchdown on a one-play drive in the fourth quarter, they also came up with back-to-back sacks. The second led to a safety, clinching a 32-27 win over the AFC South-leading Houston Texans. First-year coach Brian Callahan called how the Titans (3-8) responded crucial validation in the NFL where the only grading system is wins and losses. “We finally get a chance against a really good team on the road in the division to show what we’re made of,” Callahan said. “This is the team we think we’re capable of being. It’s the team that I’ve believed in all year long.” Running back Tony Pollard says the Titans have learned some important lessons that only come from fighting through adversity. They’ve had lots of that, which can wear out teams this late in the season. “Eventually, they’ll start turning over,” Pollard said. What’s working The offense. The Titans scored a season high in points and topped their game average with 20 points by halftime. Better yet was quarterback Will Levis both starting and finishing his first win of the season. Levis also completed his first 11 passes and connected with seven different receivers. Levis finished with 278 yards passing and threw two touchdown passes. Pollard also ran for 119 yards as the Titans played keep-away, holding the ball for more than 34 minutes. Coordinator Colt Anderson has been under pressure, which didn’t ease after the Texans gave up an 80-yard return on the opening kickoff. The Titans then gave up a TD on the first play from scrimmage — only the fourth time that has happened in the NFL since 2000 and first since the Chargers in Week 7 in 2018. It didn’t get better as rookie Jha’quan Jackson fumbled a punt recovered by Houston near midfield in the third quarter. The Titans allowed only a field goal. But special teams allowed the Texans to average 36.8 yards per kickoff return. Punter Ryan Stonehouse had a net average of 45.2 yards as he made up for a 38-yarder that counts as a shank for him with a 62-yarder early in the fourth to help flip the field. Stock up Tight end Chig Okonkwo. The fourth-round draft pick in 2022 scored a 70-yard catch-and-run touchdown that was the longest catch of his career. He’s completed 67.9% of his passes in his past three starts with five TD passes with only two interceptions with a 107.2 passer rating. Callahan likes those signs of improvement. “We definitely got to get the sack numbers down. ... We can’t give up eight sacks a game and feel like it’s going to be good enough,” Callahan said. The second-year quarterback has to be more aware of pressure to avoid sacks. The Titans offensive line hasn’t helped much, but Levis took a beating, being sacked eight times by Houston. Smith, in a filing with the district judge in Washington presiding over the election case, said it should be dropped in light of the long-standing Justice Department policy of not indicting or prosecuting a sitting president. He cited the same reasoning in withdrawing his appeal of a ruling by a district judge, a Trump appointee, who dismissed the classified documents case earlier this year. Smith asked District Judge Tanya Chutkan to dismiss the election interference case "without prejudice" -- leaving open the possibility it could be revived after Trump leaves office four years from now. The special counsel paused the election interference case this month after Trump defeated Vice President Kamala Harris in the November 5 presidential election. "The Government's position on the merits of the defendant's prosecution has not changed," Smith said in the filing with Chutkan. "But the circumstances have." "It has long been the position of the Department of Justice that the United States Constitution forbids the federal indictment and subsequent criminal prosecution of a sitting President," Smith said. The project is focusing on disrupting organized fraud, supporting victims in the recovery of stolen funds and educating the public about cryptocurrency investment scams. The Canadian Anti-Fraud Centre reported last year $577 million in fraud losses. Of that, $309 million was crypto investment frauds, according to Const. John Armit of the OPP Anti-Rackets Branch at a news conference on Wednesday. Project Atlas includes information for the public and victims to know where they can access resources for help if they are scammed. OPP says crypto investment frauds are becoming more sophisticated and are hoping to make it safer for investors to participate in digital currency markets. "What's happening is these victims are going online and they're dealing directly with the scammers that are teaching them how to open a crypto wallet, how to transfer their crypto. And then, they are shown on these platforms how big their investment gets when actually it's fake," Armit said. Braeden Keenan, an Ottawa resident who invests in crypto, said his father lost thousands of dollars off cryptocurrency scams. "My dad actually got scammed on a coin that people were hyping up. He put his money into a virtual wallet, and then it disappeared. All the money is gone. Can't find it, can't get back into it. And I think it was a good $5,000 to $8,000," he said. Some residents say they'll never touch crypto, while others say just to keep it simple. "I'm always scared of being scammed because there are scams everywhere. On your phone, on your text, on your emails," said Ottawa resident Andre Dessaint. "There's somebody scamming someone, somewhere all the time." (CNN) — President-elect Donald Trump said on Tuesday he will direct the Department of Justice to “vigorously pursue the death penalty” after President Joe Biden on Monday commuted the death sentences of 37 federal inmates to life in prison. “As soon as I am inaugurated, I will direct the Justice Department to vigorously pursue the death penalty to protect American families and children from violent rapists, murderers, and monsters. We will be a Nation of Law and Order again!” Trump wrote on Truth Social, echoing his long-standing advocacy for use of the death penalty , which was part of his tough-on-crime rhetoric during the 2024 campaign. After Biden’s commutation of most federal death row inmates – which Trump on Truth Social said “makes no sense” – there will be just three individuals in federal prison facing the death penalty when the president-elect takes office in January. Those three remaining cases are all individuals who committed mass shootings or terrorist attacks: Robert Bowers, who killed 11 people at Pittsburgh’s Tree of Life Synagogue in 2018; Dylann Roof, a White nationalist who murdered nine people at a historically Black church in Charleston, South Carolina, in 2015; and Dzhokhar Tsarnaev, one of two brothers responsible for the Boston Marathon bombing in 2013. Biden’s clemency decisions cannot be reversed when Trump takes office, but the president-elect’s Justice Department could resume seeking the death penalty in future cases. Throughout his campaign, Trump’s advocacy for greater use of the death penalty was part of his hardline commitment to reducing violent crime and drug and human trafficking. In his speech launching his 2024 presidential campaign, he pledged to seek the death penalty for drug dealers. He said last year he would ask Congress to pass a law that “anyone caught trafficking children across our border” should receive the death penalty. During the final weeks of the 2024 campaign, Trump repeatedly vowed to push for the death penalty for any migrant who kills a US citizen or a law enforcement officer. There were mixed reactions to Biden’s commutations on Monday. While some families of those whose sentences were commuted expressed relief, some families of the victims were angry. The widow of Bryan Hurst, an Ohio police officer killed in 2005 by Daryl Lawrence, whose sentence was commuted on Monday, said in a statement provided to CNN affiliate WBNS that her family is disappointed by Biden’s decision. Lawrence “made a decision to choose violence. He knew the potential consequences and chose to murder regardless,” Marissa Gibson said in her statement. “All I can hope is that his nearly 20 years in prison has made him a changed man.” Executions by the US government were uncommon prior to Trump’s first term. Only three federal executions had occurred since 1988 before Trump’s then-Attorney General William Barr announced in 2019 the federal government would resume executions. In 2020, the final year of Trump’s first term, the federal government executed 10 individuals , the most executions by the federal government since 1896 and more than all 50 states combined that year. Outside of the federal system, there are over 2,000 people in the United States who were convicted in state courts and put on death row, according to the Death Penalty Information Center . Editor’s Note: Each Thursday throughout the winter, the Summit Daily News will provide a terrain update that will inform skiers and riders on what trails are opening before they head out to the slopes. As skiers and riders slowly trickle to Summit County for the Thanksgiving holiday, ski areas are busy prepping the mountain for the first major holiday of the winter season. Following a brief dry spell, Summit County ski areas received several inches of snow early this week, plus a blast of cold air to help with snowmaking, giving access to more terrain leading into the holidays. After successfully opening up its second base area of the season last week, Breckenridge Ski Resort will give skiers and riders access to the upper part of Peak 9 at some point this weekend. “Thanks to 10 inches of fresh snow this week, sustained cold temps and the hard work of our snowmaking and grooming teams, we’re excited to announce that upper Peak 9 will open this weekend with the addition of the Beaver Run SuperChair on Friday and the Mercury SuperChair planned for Saturday,” senior specialist in communications Sarah McLear said. The addition of the two lifts will provide access to intermediate terrain on Cashier and Bonanza. Additionally, Breckenridge has been able to open up more terrain on Peak 8, including Callie’s Alley, Swinger and Crescendo. More natural terrain is expected to pop open soon across both Peak 8 and Peak 9, at the discretion of Breckenridge’s teams. If all goes to plan, Breckenridge should have more than 300 acres open across Peak 8 and 9 for guests this weekend. “Last weekend, patrol opened Contest Bowl as a hike-to experience on an as-conditions-allow basis, and it was great to see skiers and riders getting out into some of our high-Alpine terrain again,” McLear said. “Patrol will continue to assess snow conditions and terrain openings on natural snow, and we have another storm stacking up for early next week that should help as well.” Breckenridge will now look to get Peak 8’s Rocky Mountain SuperChair and associated terrain open up next. The ski resort expects to have Rocky Mountain SuperChair open late next week. After that, Breckenridge will move its snowmaking efforts over to Peak 7 in order to hopefully open up the peak in mid-December. As of Saturday, Nov. 16, uphill access is open at Breckenridge. For the time being, there is one uphill route from the base of Peak 8 to Vista Haus via the Springmeier trail. Skiers and riders are encouraged to call the winch cat hotline at 970-547-5627 before uphilling and to keep an eye out on the resort’s social media and website for more routes to open as the resort progresses through its early season opening plans. Similar to Breckenridge, Keystone Resort has made great progress in terms of snowmaking and opening up more terrain. Due to the hard work from its mountain operation teams, Keystone will open its first black diamond run of the season — The Edge — on Friday, Nov. 22. In addition to giving access to The Edge, skiers and riders can also expect to see soft openings on natural snow across trails like Frenchman, Flying Dutchman and more throughout the upcoming weekend. As of Friday, Keystone will have 182 acres open for skiing and riding with more terrain growing close to coming online. “This is the most acreage we’ve had open for this time of year since the 2019-20 winter season, when we saw an unusually high natural snowpack in the early season, and we couldn’t be prouder of the work our teams have put in across our mountain to make this possible,” communications manager Max Winter said. As Keystone looks toward the Thanksgiving holiday, its teams will work hard to open up Mozart, Prospector and a handful of black trails on North Peak. Keystone is also on track to open up its mountaintop snow tubing next week. “It takes a village to make early season skiing like this possible,” Winter said. “Don’t forget to thank a snowmaker, ski patroller or any resort employee you see.” On Friday, Nov. 22, Loveland Ski Area will open up the Loveland Valley portion of the ski area. Housing the ski area’s ski school, Loveland Valley will allow skiers to access some of the ski area’s easy terrain before venturing over to Loveland Basin. Loveland Valley is expected to open up in the morning on Friday and will provide access to Lift 7 and the Rainbow Carpet. Earlier in the week, Loveland opened up several other trails including Nix Nox on Wednesday, Nov. 20, and Waterfall on Thursday, Nov. 21. Both newly opened trails can best be accessed via Chet’s Dream. On Saturday, Nov. 23, Loveland is scheduled to open up all of Richard’s Run, which can also be accessed by taking Chet’s Dream. Looking ahead, mountain operation teams at Loveland will be shifting their focus to Chair 6 which will provide access to Roulette. “With a storm in the forecast next week, we’re excited for more snow, and we will continue expanding our terrain offerings,” director of marketing and communications Loryn Roberson said. On Friday, Nov. 22, Copper Mountain Resort will begin spinning the American Flyer lift out of the Center Village base area. The lift will give guests access to Coppertone, High Point and Loverly trails. Throughout the weekend, guests can also expect several rope drops on trails that rely on natural snowfall surrounding the American Flyer lift. With the addition of American Flyer and its corresponding trails, Copper will nearly double its terrain footprint. “American Flyer is one of our main lifts out of Center Village, so we’re stoked to have it up and running and offer more access on the mountain,” communications and philanthropy manager Olivia Butrymovich said. “Conditions at Copper are great with 4 feet of snowfall this month and more in the forecast for early next week.” On Thanksgiving Day next Thursday, Nov. 28, Copper will have a Timberline Express grand opening event for the newly upgraded lift. Over the summer and fall, Timberline was upgraded from a four-pack to a six-pack lift. Weather and conditions permitting, the lift is scheduled to begin operations for the first time this winter on Thanksgiving Day. For more details on the event, visit CopperColorado.com. Over the last week, Arapahoe Basin Ski Area has had some productive snowmaking sessions, aiding the ski area in officially opening up the upper portion of the mountain. While A-Basin’s snowmaking reservoir recharges, snowcats are out in order to work on the latest piles of snow spread out across the slopes. Once A-Basin gives access to top-to-bottom skiing and riding off of the Lenawee Express lift, the ski area will turn its focus to the Molly Hogan lift in order to get its learning terrain online. For the weekend ahead, A-Basin will have Black Mountain Express spinning for laps on High Noon.As the daughter of Chinese refugees, Margie Chan deeply empathized with Chicago’s newly arrived migrants when she saw them wearing little more than T-shirts and sandals despite chilly weather. “My parents and brothers arrived in Chicago on New Year’s Day in 1956. Just imagine it’s 20 degrees with about 6 inches of snow on the ground, and my two older brothers look at my parents and go, ‘WTF. This is where we’re living? Are you guys crazy?’ But we had my grandfathers here, these people usually have no one. That’s why, if I have the opportunity to help, I should,” Chan said. Over 51,000 asylum-seekers have arrived in Chicago since Texas Gov. Greg Abbott began busing migrants to sanctuary cities. To house the new arrivals, former Mayor Lori Lightfoot set up temporary shelters. By the end of the year, the seven remaining city-run shelters are expected to close their doors as the city merges its shelter systems for asylum-seekers and unhoused people into one network. Motivated by the migrants and her parents’ experiences as refugees from Taishan, Guangdong, fleeing Mao Tse-tung’s control as a political leader under the Refugee Relief Act of 1953, Chan wanted to help. Chan, 68, of Rogers Park, launched 500 Hats for Refugees in September 2023, hoping to equip asylum-seekers for the Midwest winter. Chan chose the name of her initiative as a play on words inspired by the Dr. Seuss book “The 500 Hats of Bartholomew Cubbins,” a nod to her days as a children’s librarian. In the book, the character Bartholomew Cubbins, like Chan, has a connection to hats. The initiative provides handmade knitted hats made from acrylic yarn to refugees, migrants and those in need. “I felt bad,” Chan said. “I’m sure these people had no expectations of coming to some place cold. Oftentimes I saw many of them in T-shirts and sandals in my neighborhood. I thought, ‘Why not make some hats for them?’” Knowing she couldn’t knit thousands of hats alone, Chan joined online crafting groups and recruited her friends. Once she had rallied knitters and supporters, her mission to keep heads warm was ready to get going. “This solely runs on donations and I provide everyone with the address to ship the hats. I get packages from all over: California, Texas, which I found interesting; Florida — oh my gosh, even packages from Canada and Hawaii,” Chan said. Chan collaborates with Chicago Public Libraries, schools and universities to host “Hats & Hot Chocolate” events, where migrants can receive the hats for free. The first event took place on Nov. 7, 2023, at CPL’s Edgewater branch. Chan also collaborates with other organizations such as nonprofit Operation Warm on the events. Operation Warm is a national organization dedicated to serving children through community programs and resources. When partnering with Chan, the nonprofit often donates brand-new coats and shoes, helping to ensure children receive properly fitting winter wear. “My whole thing was that as packages began to arrive, the size [of hats] became less important because there would always be a head to fit the hat,” Chan said. Christine Yusa, 78, a contributor, has donated three hats for Chan since she learned about her initiative. Yusa felt impacted by Chan’s efforts as she migrated from Caracas, Venezuela, to Chicago at the age of 12. “We’re on this planet for such a short time. We shouldn’t make enemies; we should make friends. And if it takes a warm hat to make a friend, then that’s what I will do,” Yusa said. Former CPS principal Pamela Brandt, a friend of Chan’s, said Chan’s project has “given her a new lease on life.” “All of this really invigorated Margie. Now there are hats everywhere at her home,” Brandt said. Chan has collected over 3,000 hats and continues to receive more every day. She has two more events in December scheduled with Operation Warm at CPL’s Little Village and Humboldt Park branches. Chan views her service as a way to honor her parents and the opportunities she received in the U.S., including her education at Northwestern University and Columbia University, where she earned a bachelor’s degree in journalism and a master’s in library science, respectively. “It’s my way of paying it forward,” Chan said. “My brothers and I had many opportunities in this country, and these refugees seek similar chances.” 500 Hats for Refugees continues to accept donations for hats and supplies.
