Mexico’s ruling Morena party is so afraid of losing the trade deal that President Claudia Sheinbaum said Friday the government has gone on a campaign to get companies to replace Chinese parts with locally made ones. “We have a plan with the aim of substituting these imports that come from China, and producing the majority of them in Mexico, either with Mexican companies or primarily North American companies,” Sheinbaum said. While Sheinbaum claimed Mexico had been working on that effort since t he 2021 global supply chain crisis — when factories around the world were stalled by a lack of parts and particularly computer chips from Asia — it appears to be an uphill battle. Even the United States has faced big challenges in moving chip production back home despite billions in subsidies and incentives. Mexico gained tens of thousands of jobs when U.S. and foreign automakers moved their plants to Mexico under the free trade pact to take advantage of much lower wages. But the idea that Chinese parts — or even whole cars — could be piggybacking on that arrangement to further hollow out the U.S. auto industry has enraged some people north of the border. So Mexico is scrambling with private companies to get them to move parts production here. “Next year, God willing, we are going to start making microchips in Mexico,” Mexican Economy Secretary Marcelo Ebrard said on Thursday. “Of course they’re not yet the most advanced chips, but we are going to start producing them here.” Mexico’s nationalistic ruling party, which is normally very resistant to being seen as bending to U.S. demands, is scrambling in other ways, too. The ruling party is in the process of eliminating a half-dozen independent regulatory and oversight agencies that were established by former presidents. That includes the anti-monopoly, transparency and energy regulatory bodies. Together with reforms that will make all judges stand for election in Mexico, that has sparked concern in the U.S. and Canada. Countries are required under the agreement to have some independent agencies, in part to protect foreign investors. For example, they could prevent a government from approving a monopoly for a state-owned company that could force competitors out of the market. So ruling-party legislators are actually re-writing the proposed laws to exactly mimic the minimum accepted requirements under the trade accord. “What is being done is to create a reform so that its almost exactly equal to what exists in the United States, so we can clear that up,” Ebrard said. It’s all part of a very legalistic defense of the trade accord, signed in 2018 and approved in 2019. Mexico hopes the rules of the agreement would prevent the U.S. or Canada from simply walking away when the trade pact comes up for review in 2026. Experts agree, saying that totally abandoning the accord is unlikely. Gabriela Siller, director of economic analysis of the financial group Banco Base notes that if a country is dissatisfied with the trade agreement during the periodic reviews, like in 2026, there is a clause in the pact that says they can ask for a review each year to work out a solution, and keep doing that for a decade while the agreement remains in force. “That is, they wouldn’t be able to get out until 2036,” Siller said. “I think they will play hardball with Mexico in the 2026 review.” Like any marriage, when the pact no longer works for one party, it may still drag on for years but it’s death by a thousand cuts. Mahoney. who served as deputy U.S. trade representative in Trump’s first administration, said in a talk for the Texas-based Baker Institute in September that the United States probably wouldn’t end the trade agreement. But with growingly vocal critics of the pact it could hold up renewing it for years. “The costs of not renewing immediately are actually quite relatively low,” Mahoney said. “I think the inclination to just kick the can down the road will be pretty strong.” Because many companies won’t make big investments in production facilities without certainty, that could be a serious if not fatal blow to the pact. How much does Mexico actually buy from China? Mexican officials say they have fewer imports of Chinese parts and products than the United States does. But given the enormous size difference between the two countries’ economies, it is a true but weak argument. In July, the U.S. imposed tariffs on steel and aluminum shipped from Mexico that were made elsewhere, in an attempt to stop China from avoiding import taxes by routing goods through Mexico. It includes a 25% tariff on steel not melted or poured in Mexico and a 10% tariff on aluminum. Sen. Both Cane and Perenara will walk off the field having completed long and successful careers, so the motivation is there for their team mates to make sure it is a comfortable victory.A Winnipeg woman is warning the public to go straight to the source after she almost fell victim to an elaborate scam involving a fake Manitoba Hydro agent, saying she doesn’t want others to be fooled by the ruse. “It was a big production on their part,” said Winnipeg resident Destiny Funk. “It wasn’t a run-of-the-mill script.” Armed with her personal information, a legitimate-sounding phone menu and a number of other prompts that make the alleged fraud look legitimate, Funk says the scam — that started with a fake notice of disconnection because of unpaid bills — wasn’t a small-time thing. “It was a very-jaw-dropping moment once I got (to Manitoba Hydro) and the guy at the counter was like: ‘No. That’s not real,” she said. “I was like; ‘you’re kidding, right?’ Because I had no reason to think that was fake with as much personalized details as they had.” Speaking with an agent who she thought was with Manitoba Hydro, despite having records of payment, she was told someone would be coming within the hour to shut off her electricity and a payment is needed immediately. “He goes: ‘In order for this to be cleared up, that payment has to be made. And then once we figure out the missing payments, we’ll credit that back to your account and for this inconvenience we’ll give you a free month of service,’” said Funk. She says while the freebie should have triggered a red flag, Funk thought maybe there was a mix-up due to a recent move. But when the reported fake Hydro agent tried to force her to pay at a convenience store with a barcode he provided, things didn’t feel right. “I go: ‘That doesn’t seem very legit’,” said Funk, who posted a video on social media about her experience that was shared widely. She was eventually told she’d have to pay cash at the kiosk, and that’s when her fears of fraud were solidified. “As soon as he said: ‘cash to a kiosk at a convenience store.’ I was like: ‘yeah, I’m not doing that.’ I was like: ‘this is incredibly sketchy,’” said Funk. She said when she grilled the caller, he got quiet, but then persisted, even trying to convince her not to go to Hydro in person. Funk says she’s not sure how her information ended up in the hands of the scammer, but said the situation was stressful, especially as temperatures drop, worrying other members of the community like seniors or newcomers to Canada may be particularly vulnerable. Some of the stores provided by the reported scammer where people can make a payment are already being proactive, with Windsor Park Convenience telling its customers it’s got nothing to do with the scam, and is not involved with Manitoba Hydro. Representatives with the Crown Corporation say the scams are unfortunate, but nothing new, and stressed immediate threats to shut off power are always fake, as it’s not how Manitoba Hydro operates. “They’re out there. We know they’re out there and we’re always trying to inform the public how to spot them,” said Peter Chura with Manitoba Hydro, stressing privacy is a priority. He said at this time, it appears this scam is an isolated incident, but says it’s possible other attempts have not been reported. European head of public policy Christine Grahn said the site would not function as a social network if they did not make users feel safe. The safety of TikTok users “is at the core of the platform”, one of the social media giant’s executives has said as it announced 175 million people now use the platform each month. Christine Grahn, TikTok’s head of European public policy, said users needed to feel safe in order to properly use a platform, and this was a key factor for the company. She was speaking as the shortform video giant held its European Safety Forum in Dublin, where the company discussed upcoming new safety features, including looking into ways of using new machine learning technology to better spot under-13s trying to join the service, and announced plans to add more age restrictions to some facial effects and provide more information to younger users on how an effect might alter their appearance if applied. “If people don’t feel safe, they are not going to bring their authentic selves to the platform and express themselves, and that means that we don’t have the platform that we’re hoping to create,” Ms Grahn told the PA news agency. “In order for us to achieve the best result, which is, at the end of the day, safety for our users, we have everything to gain from working with partners of various sorts. “We adapt our products based on the research that comes out of that work, and we also work with academic partners to integrate their experience. “The end result is going to be so much better if we work together as a society to address societal issues rather than trying to do so in silos.” Richard Collard, associate head of policy for child safety online at the NSPCC, said it was “encouraging” to see TikTok looking to tackle age-related online safety issues. “Given the well documented risks and harmful content that proliferates on some social media platforms, it’s vital that tech companies do everything in their power to ensure the youngest children are not accessing their sites,” he said. “However, age limits only work if they are meaningfully enforced. It’s encouraging to see TikTok recognising this challenge and taking responsibility by using technology to help them uphold their own terms and conditions and keep children safer. “This is just the tip of the iceberg. Other social media sites must step up and find effective ways to assess the ages of their users. “Ofcom and the Government also have an important role to play in compelling tech bosses to deliver age-appropriate experiences for all their users.” Despite its efforts on safety, concerns have been raised in the US and elsewhere about the platform’s possible links to China – TikTok’s parent company is the China-based ByteDance – and critics have raised concerns TikTok could be pressured into handing over data to the Chinese government. TikTok remains banned from government devices in the UK, and its future in the US remains uncertain over a law that requires the site to be sold by ByteDance by January or face being banned in the United States – although it is unclear if president-elect Donald Trump will uphold these plans when he takes office in the same month. In response to these concerns, TikTok has repeatedly denied it does or ever would share data with the Chinese government, and has begun a £10 billion scheme to move its European user data to data centres in Europe to further enhance its security credentials. The scheme also includes independent oversight by a British cybersecurity firm, NCC Group, something Ms Grahn hailed as “unprecedented”. “We’re very proud of this industry-leading data security project, that aims to keep our users even more secure,” she told PA. “There’s a number of different parts in this project, but maybe one of the most interesting is this unprecedented third-party external oversight by British cybersecurity company NCC Group. “They are continuously monitoring the security gateways that surround the European enclave where we store European TikTok user data.” She added: “From our perspective, this has been a massive undertaking – 12 billion euros over the course of 10 years – and we are quite proud of the fact that we’re building out this model, and we do see it to be truly industry leading. “I think some of the aspects of this will also be industry-wide challenges, but we’re happy to be on this journey and we’re quite proud of the progress that we’ve made so far.”
Manchester City are hurting. These are strange times, on the back of an unprecedented run of defeats for Pep Guardiola and the heaviest home defeat the Etihad has seen. Feyenoord would have been seen as cannon fodder a few weeks ago yet they became the latest opposition to come to the Premier League champions and show that any aura of invincibility has disappeared. The intent is still there from City , and it was another bright start with Erling Haaland unfortunate to see his header come back off the post after 10 minutes and Jack Grealish - starting for the first time since early October - even more unlucky when his goalbound volley was deflected wide by teammate Phil Foden . But a fragility exists underneath, and the longer City went without scoring the more the Dutch side grew into the game. That roused anger from the home ends and felt like another way in which the once almighty conquerors had been bumped back down to ordinary. The signs were unmistakably there on the pitch again, with Ilkay Gundogan creative in building attacks but again dispossessed and bypassed too easily when he tried to prevent them. The first half was tapering out when a soft penalty was given following a scramble at a City corner, and the Norwegian duly dispatched the spot-kick - becoming the youngest to ever score 45 Champions League goals in the process. Haaland had hit the penalty with power, but he absolutely lashed the ball back into the net as it came out in what marked an unusual celebration for him and felt like a release. He would not have had such a burden on him this season if more teammates had been capable of finding the net. The fortune from the penalty was followed by a stroke of luck at the beginning of the second half and a goal that did not come from City's No.9. Gundogan's effort from a corner would surely have tested goalkeeper Timon Wellenreuther but the way the ball deflected off David Hancko made it a certain goal. After so many games recently where they have been poor in the second half - in their last Champions League game at Sporting in particular - here was another welcome release for City and they jumped at it with both hands. Within minutes, Gundogan had set Matheus Nunes free to run clear and cross for Haaland to finish a move that the Blues would be proud of in their pomp. Here they were, not just winning but winning comfortably. Up to fifth in the Champions League table (albeit having played a game more than half of the 36 teams), things looked a lot more rosy. So of course it didn't end that way. Anis Hadj Moussa capitalised on an awful Gvardiol pass to round Ederson in the 75th minutes and after putting the home team on the ropes Feyenoord made things more interesting with Santiago Gimenez taking advantage of more sloppy defending. Everything was tight again, and the tension returned to the stands. Even from a position of such comfort, City had shown yet again how brittle they are. Guardiola sensed this, clapping above his head as the second Feyenoord goal went in to try and bolster a side that had seen all of the confidence drain from them. It didn't work. Again. The ball was chipped over the top, Ederson came out rashly and Hancko was there to head in Paixao's cross ahead of Lewis for a remarkable comeback and another sorry display for City; a team photo on the pitch after the game from Feyenoord felt like a proper humbling. Avoiding a sixth consecutive defeat is little consolation for another defeat that has left them numb. Guardiola may be worried about player fatigue but right now City look like they are heading for the nightmare scenario of at least two extra games in the form of a play-off to reach the Champions League last-16. Before that, they have to stop more pain coming domestically - starting at Anfield on Sunday. Wounded like they have never known, City have never more needed a release.
